1 The Economic Development and Trade Grant Regulation (AR 5/2002) is amended by this Regulation.

2 Section 2 is amended

(a) in subsection (1) by striking out “Subject to subsection (2), the” and substituting “The”;

(b) by repealing subsection (2).

3 The following is added after section 8:

8.1(1) The Minister may deduct from a grant

(a) any amount that the recipient is required to repay under section 8(3),

(b) if the recipient or prospective recipient becomes indebted in any respect to the Government, any amount owing to the Government, or

(c) any amount if the Minister, in the Minister’s sole discretion, considers the deduction appropriate.

(2) The deduction may be any amount up to and including the total amount of the grant payable.

1 A regional services commission to be known as the Central Peace Fire and Rescue Commission is established.

Members

2 The following municipalities are members of the Commission:

(c) Village of Rycroft.

Services

3 The Commission is authorized to provide fire services as defined in section 535.2(1)(c) of the Act.

Operating deficits

4 The Commission may not assume operating deficits that are shown on the books of any of the member municipalities.

Property

5(1) The member municipalities shall execute all documents and do all things necessary to transfer to the Commission all property listed in the Schedule.

(2) The Commission must not, without the approval of the Lieutenant Governor in Council, sell any of its land, buildings or personal property whose purchase has been funded wholly or partly by grants from the Government of Alberta.

(3) The Lieutenant Governor in Council may give approval under subsection (2) if satisfied

(a) as to the repayment of grants from the Government of Alberta and outstanding debt associated with that portion of the property to be sold,

(b) that the sale would not have a significant adverse effect on the services the Commission provides, and

(c) that the sale will be properly reflected in the rates subsequently charged to the member municipalities of the Commission.

Non-profit corporation

6(1) The Commission must operate as a non-profit corporation unless otherwise approved by the Minister.

(2) The Minister’s approval may contain any terms or conditions that the Minister considers appropriate.

Oil Sands Conservation Act

OIL SANDS CONSERVATION RULES AMENDMENT REGULATION

1 The Oil Sands Conservation Rules (AR 76/88) are amended by this Regulation.

(d.13) “Directive 085” means Directive 085: Fluid Tailings Management for Oil Sands Mining Projects as published by the Regulator and as amended from time to time;

(h) the fluid tailings volume profiles, fluid tailings management plans and fluid tailings management reports submitted to the Regulator,
