The decision was taken at an inter-ministerial meeting chaired by Road Transport and Highways Minister Nitin Gadkari, which was attended by Oil Minister Dharmendra Pradhan, Heavy Industries Minister Anant Geete and Environment Minister Prakash Javadekar. "Government has decided to leapfrog from BS-IV to BS-VI directly by April 1, 2020. We have decided to skip BS-VI emission norms. It is a bold decision and a commitment to environment," Gadkari said after the meeting. All the other ministries have assured cooperation to make the implementation successful, he added. At the end of December, Pradhan had stated that India would go straight from Euro-IV compliant petrol and diesel to Euro-VI fuel by 2020. Earlier, a meeting of an inter-ministerial group, including representatives of Ministries of Road Transport and Highways, Petroleum, Heavy Industries and Environment and Forests, was unable to reach a consensus. The Road Transport and Highways Ministry was of the view that the roll out of BS-V norms must start from 2019, but the As India gears up to leapfrog to BS VI auto fuel emission norms by April 2020 to check pollution, Maruti Suzuki said this will not bring any perceptible change in air quality but may push car prices by anywhere between Rs 20,000 to Rs 2 lakh. Stating that cars contribute only 2 per cent to the overall pollution, Maruti Suzuki Chairman R C Bhargava said it will be a challenge to upgrade technologies to meet BS VI norms in just four years and prices could go up by anywhere between Rs 20,000 to Rs 2 lakh depending on the vehicles. "Cars contribute only 2 per cent to the overall pollution, while 98 per cent is from other sources. So, people should not be surprised when they don't see any perceptible change in air quality even after implementation of Bharat Stage VI norms." He further said: "While we all should be concerned about air pollution, by concentrating 90 per cent of our energy on source that is responsible for only 2 per cent of pollution, are we addressing the real issue?" "We must develop better scientific tools to improve city planning with sensitivity to local ecology and heritage; and, reduce the demand for transportation, improve mobility and reduce congestion," said Modi, inaugurating the 103rd science congress at Mysuru. "Much of our urban infrastructure is yet to be built. We must maximise the use of local material with scientific improvements; and, and make buildings more energy efficient. We have to find affordable and practical solutions for solid waste management; converting waste into building material and energy; and, recycling waste water", he said. "Urban agriculture and ecology should get more attention. And, our children must breathe cleaner city air. And, we need solutions that are comprehensive and rooted in science and innovation. India has 13 of the top 20 polluted cities in the world. Delhi's pollution has touched alarming levels, which has forced the Delhi government to pilot an odd-even number policy for cars from January 1. "It is not just about cities that are networked to become more efficient, safe and better in delivery of services. The Adar Poonawalla Clean City Movement (APCCM) was launched by Maharashtra CM, Devendra Fadnavis and Adar Poonawalla for the cleaning and greening of Pune by focusing on solid waste management. Poonawalla will be working with the Pune Municipal Corporation and NobleExchange Environment Solutions, which is operations and technology partner for this PPP. Pune is India's first city to adopt this movement. The target is to segregate and process 300-350 tonnes of wet food waste every day. So, in a year about 109,500 tonnes of wet waste will get processed into biofuel and organic manure. New waste management rules soon: Javadekar New Delhi : Union Minister for Environment Prakash Javadekar said the government will soon unveil waste management rules for the country, and 66 Indian cities will have air quality monitors to track pollution levels. "The new waste management rules, which will align ultimately with 'Clean India' campaign, as envisioned by Prime Minister Narendra Modi, are ready, and will be announced anytime soon," Javadekar told media persons . India to implement BS-VI norms from April 2020In a bid to curb vehicular

pollution, the governmentdecided to implementstricter emission norms ofBharat Stage (BS) VI fromApril 1, 2020 by skippingBS-V altogether.

Stating that cars contribute only 2 per cent to the overallpollution, Maruti Suzuki Chairman R C Bhargava said it willbe a challenge to upgrade technologies to meet BS VI normsin just four years and prices could go up by anywherebetween Rs 20,000 to Rs 2 lakh depending on the vehicles.

"Cars contribute only 2 per cent to the overall pollution,while 98 per cent is from other sources. So, people shouldnot be surprised when they don't see any perceptible changein air quality even after implementation of Bharat Stage VInorms."

He further said: "While we all should be concerned aboutair pollution, by concentrating 90 per cent of our energy onsource that is responsible for only 2 per cent of pollution,are we addressing the real issue?"

New York: Ecotourism actuallyhelps conservation efforts,researchers say. "There have beensome claims that have drawnattention, saying that nature tourismand ecotourism can hurt wildlife andcan even make wildlife morevulnerable to predatorsand poaching," said oneof the researchers LeeFitzgerald from TexasA&M University in theUS. The researchers saidthat in many parts of theworld tourism protectswildlife from poaching,which is arguably themuch greater threat towildlife.

They pointed out theworld's very first national parks in theU.S. were created with tourism inmind and thousands of protectedareas around the planet are at leastpartially justified by tourism.

animals becoming so tame from theirinteraction with people they losetheir fear of being eaten, theresearchers said. The researchersexplained that strong ecotourismprogrammes keep poachers at bay. Ifthe shield of ecotourism goes away,

Fixed timing for kite-flyingJaipur- Rajasthan government fixed

time for kite-flying in the district and alsoformed a team to contain sale of China-made strings with immediate effect uptoJanuary 31. District Collector KrishanKunal fixed timing for kite-flying anddirected a ten-member team to ensure thatno kites are flown from 6 to 8 AM and 5to 7 PM due to movement of birds duringsunrise and sunset in the pink city andother rural areas.The order will remain in

effect till January 31 and if a person foundflying kites during the restricted period, acase will be lodged against him undersection 188 of CrPC, the order said.

The team would comprise officers ofadministration, police and forest, and itwill move around the city and rural areaswhere kite flying has begun early thismonth and is set to continue till January31. Jaipur Rail Metro Corporation (JMRC)has also issued strict guideliness to people

to avoid flying kites near metro stations aselectricity passing through the high-tension lines could cause any accidents. Atleast four people have been killed andseveral seriously injured in a fortnight bythe "Chinese manjha" in Jaipur alone. Theuse of Chinese Manjha has been legallybanned. The sale, purchase and use ofChinese Manjha is banned and made acriminal offence, it has caused injuries toboth people and birds.

New waste management...The waste management rules will include solid waste,construction and demolition waste, electronic waste, plasticwaste, biomedical waste and hazardous waste, the minister said."To track pollution levels, 66 Indian cities, which havepopulation of over 10 lakh will be installed with comprehensiveair quality index monitors," he added.

Earlier in November, a draft notification by theMinistry of Road Transport and Highways had advanced datesfor implementation of BS-V norms to April 1, 2019 and BS-VI norms to April 1, 2021. At present, BS-IV auto fuels arebeing supplied in whole of northern India covering J&K,Punjab, Haryana, Himachal Pradesh, Uttarakhand, Delhi, partsof Rajasthan and western UP. The rest of the country has BS-III grade fuel.

Centre has decided...previous UPA government had decided to implement Euro 6standards in 2024. Javadekar informed that the manufacturersof all types of vehicles from two-wheelers to cars, would haveto adhere to Euro 6 emission control standards. He added thatthose who are already manufacturing as per Euro 6 standardsand exporting vehicles, would have to make necessary changesin the production assembly line as per the Indian requirements.

BS-VI will not improve...petrol vehicles. The increase will be anyway between Rs 10,000-20,000. For diesel cars it will be in the range of Rs 80,000-1,20,000 and for trucks it will be Rs 1.5 to 2 lakh."

In a bid to curb vehicular pollution, the government hasdecided to implement stricter emission norms of Bharat Stage(BS) VI from April 1, 2020 by skipping BS-V altogether. Atpresent, BS IV norms are followed in parts of India and byApril 1, 2017, the whole of the country is scheduled to becovered under it. Currently, BS-IV auto fuels are beingsupplied in whole of northern India covering J&K, Punjab,Haryana, Himachal Pradesh, Uttarakhand, Delhi, parts ofRajasthan and western UP. The rest of the country has BS-IIIgrade fuel.

NEW DELHI: Thecontroversial bull running sportJallikattu in Tamil Nadu, opposedby animal rights activists has beenput on hold by the Supreme Court,just five days after the uniongovernment lifted a ban on thesport. By fixing the next hearingfor March, the court has effectivelyensured that the sport cannot beheld this year -it's usually held tocelebrate the winter harvest and"Pongal" season. State elections inTamil Nadu are due later this year,and all parties were urging theCentre to sanction the sport.

Tamil Nadu Chief Minister JJayalalithaa, who, like otherpoliticians, had lobbied heavily forthe event to be allowed, haswritten to Prime MinisterNarendra Modi, urging him to usean executive order or ordinance toallow the sport to be held.

The centuries-old tradition ofJallikattu, which means "bull-taming" sees bulls let loose asyoung men compete to subduethem. The event was cancelled lastyear for the first time after theprevious UPA government

imposed a ban citing cruelty.Unlike in the popular Spanish

traditional of bull-fighting, the aimof Jallikattu is not to kill theanimals. But critics say they are fedliquor and have chili powderthrown into their eyes before theyare released from a holding penand chased by revellers. Therehave also been reports of bullshaving their horns sharpened withbroken glass, while the "taming"can lead to serious injury and a

painful death for the animals.Over the years, dozens of

people have also been killed andhundreds more wounded in theevent. Tamil historians claim thesport dates back to the secondcentury AD and predates theSpanish matadors.

The Supreme Court stayed aJanuary 7, 2016 notification issuedby the Centre allowing Jallikattudespite a 2014 apex court ban onthe sport as "inherently cruel".

Chennai : Forty-five whales havedied after stranding themselves on asouthern Indianbeach, with localfishermenstruggling to saveothers.

The pod ofwhales startedbeachingthemselves alonga 15-kilometre(9-mile) stretchof coast nearTiruchendur onthesouthernmosttip.

About 50whales altogether had become strandedFishermen and others tried to push

those whales who were alive back intothe water along the coast, located some

700 kilometres from the city ofChennai .

New Delhi: The Gauhati HighCourt has issued order staying the 400-year-old Bulbul fight at Hajo inKamrup district which is beingorganized during Bhogali Bihu.

Hearing a petition filed by theAnimal Welfare Board, Justice RumiKumari Phukan stayed the fight till 20thof this month.

The petition was filed challengingthe earlier order of the Gauhati High

Court which last year said that thecenturies old Bulbul fight to becontinued at Hajo.

According to a Humane SocietyInternational press release, bulbuls areprotected under the Wildlife ProtectionAct, 1972 and are reportedly capturedfrom the wild by villagers who thentrain them by intoxicating their foodwith marijuana and starve the bird anight before the fight.

The National GreenTribunal directed all stategovernments to ensure thatthere is no sand mining on theriverbeds being carried withoutprior environment clearance.

A bench headed by NGTChairperson Justice SwatanterKumar also issued bailablewarrant against ResidentCommissioner of Maharashtrafor non-appearance of theofficials from the state despitenotice being served to them.

"All the state governmentsshall ensure that there is noillegal, unauthorized andmechanized mining onriverbeds contrary to/withoutenvironmental clearance and theconsent of the pollution controlboards," the bench said.

The green panel's directioncame while hearing a plea byNGO Readiness forEmpowerment throughLegitimate Action (RELA) andPolavaram Mandal ex-presidentVara Laxmi seeking directionsto Andhra Pradesh, Telangana,Odisha and Maharashtragovernments to ban illegal sandmining. The matter has beenlisted for next hearing onFebruary 5.

The Supreme Court hasquestioned the age-old traditionof banning entry ofwomen of menstrualage group in thehistoric Sabarimalatemple in Kerala. Thecourt was hearing aPIL, filed by YoungLawyers Association,seeking entry forwomen and girls in thetemple. The apex courtsaid, women cannot bedenied entry into thetemple as long as theConstitution permits it. It askedthe government whether it wassure that women have notentered the temple premises in

the last the 1,500 years. It said,at best, there can be religious

restrictions and not a generalrestriction. The court will againhear the case on the 8th ofnext month.

New Delhi: The NationalGreen Tribunal sought responsefrom all the state governmentson a plea filed by a lawyer seekingnationwide ban on slaughter ofindigenous breeds of cattle.

A bench headed by NGTChairperson Justice SwatanterKumar, which made all the statesparties in the case, issued noticesto them, National Bio DiversityAuthority and sought their replyby February 2, the next date ofhearing. "We direct impleadmentof states…Issue notice to all thestates," the court said. Thedirection came during thehearing of a petition filed byadvocate and environmentactivist Ashwini Kumar, whoapproached the green panel

against the looming threat ofextinction of indigenous breedsof cattle in the country.

In his plea, Kumar has saidthat several breeds of indigenouscattle in the country are decliningat a rapid pace as they arebecoming uneconomical due tomechanization in agriculture.Claiming a steep decline in theindigenous cow populationacross the country, Kumar hascontended that Indian cattle wasbeing replaced across thecountry by exotic and cross- bredcows imported from Europe,Australia and the US. "Evendeveloped countries are takingsteps to preserve diversity inlivestock and taking substantialsteps to preserve and conserve

their domestic livestock species,"the plea said, adding "thegovernment authorities at thenational, state, and local levelswere silent spectators to thisdestruction".

Highlighting the need forindigenous breed of cattle, hesaid they have better disease-resistance power and could adaptthemselves better to frequentweather changes and climaticdisturbances. "Directrespondents to take necessarysteps to ensure that milch cattleof indigenous breeds are notslaughtered; and take necessarysteps to carry out research inimproving their milk yieldwithout resorting to cross-breeding," the plea said.

end unnecessary blaring ofhorns by regular vehicles.

"After the chief minister'sorder, hooters from all VIPsvehicles would be removed,"the official said, adding that anotification would be issuedsoon.

The measure is also to checkthose misusing hooters underthe guise of VIPs,including criminals, the officialadded.

water at a cost."Dr. Singh said that the

number of villagesaffected by scarcity ofwater had increased bymanifolds. As per areport of the FirstPlanning Commission,there were 232 villageswhich faced scarcity ofwater in the country. Thenumber had gone up to2.68 lakh now.

The Supreme Court asked thegovernment laboratory in Mysore tofurther clarify whether test reportsrelating to lead and glutamic acid inMaggi noodles are within permissibleparameters under the law. The India MeteorologicalDepartment (IMD) has recorded thehottest December in past 114 yearsthis year despite the fact that severalparts of the country areexperiencingcold wave.The meantemperaturein Decemberwas abovenormal by 1.2degreescelsius, thehighest everrecorded rise.

The causeis credited toEl Nino. ElNiño events are a prominent featureof climate variability with globalclimatic impacts. El Niño refers to apattern of unusually warm waterstretching across the surface. Thatwarm water influences climatepatterns around the world,increasing the likelihood of wet andcool weather.

It is reported that the mean

September temperature in 2015 hadrisen by 1 degree while that inOctober was up by 1.22 degrees - thehighest-ever rise in temperature forboth months.

It is reportedthat ArvindKumarSrivastava,director at theMeteorologicalCentre in Jaipurand formerdirector,NationalClimate Centre,said lastDecember sawfewer cold wave

and fog spells. "In most regions inthe country, including north India,temperatures remained abovenormal, except for a few days. Thiswas because El Nino is stillcontinuing. When a major part ofthe oceans is warm, enormousamount of heat is released into theatmosphere, increasing the globalmean temperature".

Explanatory Note on Minesand Minerals (Developments& Regulations)(Amendment ) Bill,2016To amend the Mines and minerals(Development & Regulations) Act,1957 toallow the transfer of mining leases grantedotherwise than through auction and wheremineral from such mining lease is being usedfor captive purpose subject to compliance withsuch terms and conditions as may beprescribed by the central government in thisregard.

The transfer of captive mining leases,granted otherwise than through auction wouldfacilitate banks and financial institutions toliquidate stressed assets where a company orits captive mining lease os mortgaged .Thetransfer provisions will also allow mergers andacquisitions of companies and facilitate easeof doing business for companies to improveprofitability and decrease costs of thecompanies dependent on supply of mineralore from captive leases.

The transfer of captive leases would besubject to consideration of enforcingperformance security, Mine Development andProduction Agreement (MDPA) .andrealization of an appropriate amount, if any iffound feasible at the time of framing termsand conditions .

Jodhpur: TheRajasthan High courtordered the stategovernment to constituteRajasthan LakesDevelopment Authorityby March 1 formonitoring and makingthe lakes pollution-free.

The court gave thisdirection while hearing aPILpertaining to thedeteriorating conditionsof the lakes in Udaipurcity. Meanwhile, thecourt has asked thegovernment to appoint atransitory authority byJanuary 15 and alsosought a detailedcompliance report of itsdirections given duringthe hearing on February15, 2015.

criticized the UdaipurMuniciapl Corporationand the districtadministration forturning a blind eye to thesorry state of lakes.Amicus Curaie SanjeetPurohit apprised thecourt during the hearing

that the stategovernment had passedthe Rajasthan Lakes(Protection &Development) AuthorityAct in 2015 provisioningtherein to constitute thedevelopment authority.

"An official had to be

appointed as thetransitory authority tillthe constitution of thedevelopment authority inpursuance of this Act butno such step has beentaken by the governmenttill today," Purohitargued.

When the courtinquired from AdditionalAdvocate General P SBhati, he admitted thatno such official astransitory authority hasso far been appointed.

Taking a serious noteof this negligence, thebench has ordered thegovernment to set up theRajasthan LakeDevelopment Authorityby March 1 and authorisean official for transitoryprovisions till than byFebruary 15.

Besides, the court hasdirected the districtcollector to takeimmediate steps forprotection, conservationand development of alllakes in Udaipur anddraw a plan to ensure thatsewerage water does notmake its way into thelakes due to leakage.

In themeeting, the representatives of the Artof Living said they would trainvolunteers at grassroots level forspreadingawarenessabout waterconservation.They wouldwork inUdaipur,RajsamandandDungarpur districts.Similarly, DatiMaharaj of Shani Dham would assistthe state government with necessaryresources for the campaign in Pali,Jalore and Sirohi districts. New Delhi: Centre isgetting ready to open upcommercial coal miningto private companies forthe first time in fourdecades, with the aim ofshifting the world's third-biggest coal importertowards energy self-sufficiency.

The government hasidentified mines it plansto auction, and is nowfinalising other termssuch as eligibility criteriafor companies to takepart and whether andhow to set up revenuesharing.

Centre has anambitious plan to doubleits coal production to 1.5billion tonnes a year by2020, as part of PrimeMinister NarendraModi's push to bringpower to 300 millionpeople who live withoutelectricity, and give aboost to manufacturing.

It would also supportthe government's effortsto develop eastern partsof the country, which areresource-rich and holdmost of country's coalreserves but have lagged

the western states indevelopment.

State-owned CoalIndia is on track toproduce 1 billion tonnesa year by the end of thisdecade, and India iscounting on private firmsto produce the remaining500 million tones - whichmay prove a tough targetto achieve.

As of now, only CoalIndia and a smallgovernment-ownedcompany are allowed tomine and sell coal inIndia.

Coal prices are at

multi-year lows amidglobal oversupply, andforeign companies havefaced obstacles toinvesting in India, such asproblems in getting landand environmentalapprovals. Some privatecompanies also worrythat the best qualitymines would be left forCoal India.

Huge rise in paddy procurement incurrent Kharif season : Centre

New Delhi : The Centrehas said that there is hugeincrease in procurement ofpaddy in current Kharifmarketing season and themajor increase has takenplace in Punjab, Haryana,Chhattisgarh, AndhraPradesh, Odisha and UttarPradesh.

According to an officialrelease, the total quantity ofpaddy procured in terms ofrice is over 208 lakh tonnes

so far as against 157 lakhtonnes on this date duringthe previous marketingseason.An additional fundof Rs. 10,000 crores hasbeen provided by the Centreto the Food Corporation ofIndia (FCI) in order toensure that it has enoughfunds to pay farmers andstate government agencies.The Centre has, in all,released a food subsidy ofRs.87,000 crores to the FCI

and an advance of Rs.20,000 crores during thecurrent financial year,which is an all time record.As on January 1, there isnearly 238 lakh tonnes ofwheat stock and close to127 lakh tonnes of riceunder the central pool. Thisexcess quantity of rice willhelp in meeting anycontingencies arsing due tomonsoon deficit or naturalcalamities in near future.

Chandy to appear before Commission Solar panel scam

New Delhi : Kerala Chief Minister, Oommen Chandy on January 25 willappear before the commission which is probing the 7 crore rupees solar panel

scam. A sitting of the Commission, will beconducted in Thiruvananthapuram on January25 during which Chandy will be examined onhis office's alleged role in connection with thescam.
