President's Message

Welcome to Eastwood Ryde Netball Association and our 2018 Season!

Firstly, I would like to say how much I am looking forward to taking on this role in 2018 and I am very privileged to be in a position to help Clubs and the Association continue to grow. To all our Clubs - thank you for making me feel so welcome in my new role as President. I hope that we can work together to bring the great sport of Netball to the forefront of Women’s Sports. The work of the previous committees and volunteers has been outstanding and we are in a great position to continue being one of the strongest and most respected Associations in NSW. A big thank you to Anne Doring for all her dedication as President over the past 13 years, but also for her love and passion for the game over the past 54 years. HIRING OF COURTS FOR TRAINING The all-weather courts at Brush Farm and Meadowbank Park may be booked through the ERNA Office. Courts may be booked for training until the conclusion of the second round and must be re-booked if they are to be used for training in the semi-finals, finals and grand finals with the ERNA Office. Lights at Brush Farm and Meadowbank Park are on from 5.00 pm to 9.00 pm Monday to Thursday (plus Friday at Brush Farm) and are available for booking up until the first Thursday in September. Reminder: courts may become available at the conclusion of the State Age & State Championships.

GOAL POST PROTECTOR PADDING

Eastwood Ryde Netball Association has Goal Post Protector Pads and it is most important that these Protectors are used each week on all courts. The first named team in the first time slot will take the Protectors out each Saturday. 10 year old grades at Brush Farm will use the 10 foot pads and the Modified teams on the grass courts will use 8 foot pads. The last winning Grade teams each week are to return the Protector Pads with the Score Sheet. For teams using the grass courts, the last named team playing in the last time slot will return the Protector Pads. Umpires must not commence any game without the Goal Post Protectors.

ERNA REGISTRATION INFORMATION Registration, Grading & Fixtures Convenor The Registration, Grading & Fixtures Convenor for 2018 is Robyn Bates – 9868 4629 Phone calls to the Registration & Grading Convenor can be made between 9.00am and 8.00pm Monday to Friday ONLY. No phone calls on Saturdays or Sundays. Registration On A Saturday With the exception of the first day of competition play, additional players for teams in the day competitions may be registered at Meadowbank Park on any Saturday from 7.30am to 10.00am and 12.00noon to 2.00pm. All player registrations after original registration day MUST be cleared by the relevant scorer concerned or the Registration, Gradings & Fixtures Convenor. All players failing to comply with the above will NOT be registered until cleared. To register additional players the following must be filled out and handed to the Officer on Duty: * Addition to Registration Form completed in duplicate and signed by the Club Secretary or Authorised

Person. * Team List in duplicate with all required information of all players in team * Correct registration fee, and * Evidence of date of birth where required (NetSetGo, Juniors, Cadets) The player’s particulars must be entered on the NSW Membership List as indicated. In the event of the cancellation of games due to wet weather on the Saturday one week prior to the day competition’s semi finals: i) Teams who wish to register a reserve player to a full player and pay the balance of registration. ii) Teams who had the intent of playing a player up for his/her third game to be eligible for that team for the

semi finals MUST phone any of the scorers or the Registration, Grading & Fixtures Convenor by 4pm PRIOR to the Saturday.

iii) Players in a 10 year division wanting to play in a higher grade division must play their third game up by

week 13 to be eligible for semi finals in that higher division. iv) Players wishing to substitute in any Cadet Division team playing in a competition game must be fourteen

(14) to seventeen (17) years of age in the year of play. v) Players wishing to substitute in any senior division day competition team must be at least fourteen (14)

yers of age in the year of play N.B. No more than two (2) fourteen (14) year old players may be registered or play in any one senior grade team in the competition.

Team List Team Lists for all teams are required for the Day Competition excluding 7, 8 and 9 year old divisions. Team Lists must have:

• Club name, team number and grade.

• Player’s ID, name, date of birth, contact number and coloured passport-type identification photos of new registration on the Team List with the other players in the team.

Clubs must present two (2) Team Lists complete with all required information, one of which will be retained by ERNA. The Team List will be sighted by the Officer on Duty and stamped with the ERNA stamp near the photo of the additional player before the player is able to take the court. Club copy of Team List must be kept by the Manager of the team in which the player is registering. Photos must be replaced every five (5) years for all players. Photo must be a current photo ie no older than 12 months. Not having 5 Players listed on Team List for the First Week of Play If, after the Night of Additional Registrations, a team does not have five (5) player photos on Team List, that team cannot play for points in the first week of play. If the team elects to play, the game is classed as a social game and the points are awarded to the opposing team and the game is NOT CLASSED AS A FORFEIT. However, if the team elects not to play then the game IS CLASSED AS A FORFEIT. (see “Penalties for Forfeiting). Age Restrictions Junior Teams – Female and Male players may play in the same team up to and including the age of 10 years as at 31 December in the year of play. Cadet Teams – Players wishing to register in the Cadet Section must be 14 years to 17 years as at 31 December in the year of play. Senior Teams – The minimum age of a player registered in a Senior Team is 14 years in the year of play. No more than two (2) 14 year old players may play in any one Senior Team in competitions. Other Registration Restrictions

• Up to fourteen (14) players may be registered in any one team but no more than twelve (12) may be full players.

• A player registered as a reserve may only play two (2) games in the competition. If they wish to play a third game they must pay the balance of the registration fee BEFORE participating in any further games.

• If a Club supplies incorrect information regarding the registration of a player which would affect the grading of a team, then that player’s team may lose all competition points.

• A team which has: i. Played an unregistered player or player who has not complied with registration requirements, or ii. Played a reserve player for a third game without paying the balance of the registration fee, or iii. Any other proven discrepancy (other than name of an eligible player incorrectly listed) Will lose two (2) competition points and will not be allowed to take the court until such requirements have been completed to the satisfaction of the Registration, Grading & Fixtures Convenor.

• If an illegal player plays in any team during the competition, irrespective of the outcome of the game, that team loses two (2) competition points. The non offending team is awarded the competition points.

• If players withdraw from a team during the competition after grading has been completed a minimum of five (5) of the team’s original players (including both full and reserve players) must remain registered.

• No club shall have more than three (3) representative players from the preceding season in any one team in the 13, 14 and 15 years and Cadet age divisions. All Grading is at the discretion of the ERNA Registration, Grading & Fixtures Committee.

DEREGISTRATION RESTRICTIONS / WITHDRAWAL OF TEAMS i) If a player withdraws from a team during the competition, a minimum of five (5) of the team’s original

players (including both full and reserve players) must remain registered. ii) Any player who has participated in less than three (3) competition games may be deregistered by

notifying the Registration, Grading & Fixtures Convenor in writing and may be replaced. iii) Any player who has played three (3) or more competition games may be deregistered but not replaced. iv) A player who registers and played with one club may not register and play with any other club during that

competition until deregistered by the first Club. v) Only a player who deregisters before the commencement of the game set down for week four (4) and has

played no more than two (2) games may register with a second club. vi) Any team withdrawing from the competition after the draw has been completed will forfeit all monies paid

to the Association and the team’s club will be subject to a fine (see Summary of Fines) with the fine to be paid prior to any team from that club taking the court in a semi-final game or prior to the commencement of the next season’s games, whichever occurs first.

The withdrawn team will not be accepted into the following season’s competition unless a vacancy exists

after all other teams have been accepted. Players from the withdrawn team may only be registered in subsequent competitions when his/her portion

of the fine has been paid.

REGISTRATION FEE REFUNDS Only in extenuating circumstances will refunds of registration fees be given. All applications for refunds must be made in writing to the Association Secretary by the player’s registered team’s Club Secretary.

The Netball Australia Insurance for 2018 is provided by V-Insurance Group. This link also gives you Contact Details of the Insurance Company if you have any queries. INSURANCE CLAIMS Should an injury occur at the netball courts, contact the Ground Supervisor (Brush Farm) or the Physiotherapist at Meadowbank Park who will write the particulars in the Injury Book. Claim forms can be downloaded on the ERNA Website (www.erna.nsw.netball.com.au) under Forms & Policies. Click on the Insurance Link then Claim Form. COMPETITION GAMES GAME TIMETABLE / DURATION OF GAMES Competition games commence at the time set down in the Fixtures Book and the time of commencement shall be indicated by the ringing of the bell or buzzer from the Control Centre. However, it is the Umpire’s whistle that shall commence and cease each period of play in the competitions. The duration of competition games are as follows: 10 years (at Brush Farm) Quarters ........................................ 10 minutes Quarter and three quarter time ...... 3 minutes Half time ........................................ 3 minutes 11 years to Seniors Quarters ........................................ 15 minutes Quarter and three quarter time ...... 3 minutes Half time ........................................ 3 minutes THE SCORE SHEET Before the Game Team shown on left hand side of Fixture to collect Score Sheet from Control Room before the game. The names of all players will appear printed on the score sheet. Any player not partaking in that match should have a line placed through their name. Players from other teams and their registered grade/division must be written on the scorecard prior to the commencement of the game. NOTE: Players substituting during the game must have their name written on the score sheet as they take the court. The Scorer Each team in the competition MUST supply one (1) scorer 15 years of age or older. Both scorers must stand together in line with the centre circle, on the side line, for the whole game. All goals scored must be crossed off on the numbers at the bottom of the sheet. This is the OFFICIAL RESULT. If Start of Play is Delayed The scorer must write on the score sheet which team delayed play, how many minutes were lost and the reason. After the Game If the score sheet contains the names of players who did not take the court, these names should have a line ruled through them. The score sheet for the competition game must be signed by the captains, umpires and the scorers, unless there is a complaint (see Complaints). Once a score sheet from a competition game has been signed by the captains, umpires and scorers, no score sheet will be handed back to any team for correction. The winning team is responsible for returning the score sheet to the control centre in the competition. COMPLAINTS Complaints during the Game Complaints due to any aspect of a competition game should be reported immediately to the Control Centre. If the matter relates to umpiring, the Umpire on Duty should be notified at the Umpires Table. This should be followed up with a letter from the team’s Club Secretary to the ERNA Secretary within three (3) days of the game being played.

It is too late to complain about an aspect of the game once it is over. The captain of a team with a complaint regarding a competition game should NOT sign the score sheet. No disputes will be entered into regarding signed score sheets.

PLAYER TEAM LIST Before the Game It is the responsibility of the team’s manager / captain to check an opposing team’s Team List prior to the commencement of the competition game. Failure to do this will invalidate the following:

• If a team does not have its Team List before the commencement of a competition game, an automatic forfeit will be awarded to the opposing team.

• If both teams do not have their Team List, the game will be declared a no game and no points will be awarded to either team.

• If a team’s manager / captain feels that the opposing team is fielding an illegal player in the competition, he/she should immediately contact the Ground Supervisor / Officer in Charge.

ERNA recommends that each team carry an additional copy of their Team List in their kit bag.

Late Arrivals If a player arrives after the game has commenced he/she can be asked to show his/her Team List before taking part in the competition game. Using Players from Other Teams Teams must have five (5) of their currently registered players take the court at all times. Teams may use players from other teams in their club, from lower grade / divisions. When a club has more than one (1) team in the same grade they may NOT interchange players (except in Modified netball, see “Modified Netball – Players Taking the Court”).

• Players wishing to play up in Senior grades must be at least 14 years of age in the year of play. Only two (2) 14 years olds may be registered (or play) in a Senior Team.

• Players wishing to play up in any Cadet division must be 14 to 17 years of age in the year of play. How to Use a Player from Another Team If a team is fielding a player registered with another team from their Club:

• That player’s grade / division must be recorded on the score sheet next to the player’s name, and

• That player must bring his / her Team List to the competition game in which he/ she is playing. Players in the 10 year division, who are wanting to play in a higher age division must play their third game up by week 13 to be eligible for semi-finals in that higher division. NUMBER OF GAMES THAT CAN BE PLAYED Playing in a higher grade i. A player may legally play only two (2) games in a competition grade higher than his/her own grade in

any one day or night season, OR ii. If a female is registered in multiple teams in separate Association competitions in the same season,

she may legally play only two (2) games in an Association competition grade higher than his/her own grade in each Association competition in any one season (day or night).

iii. Once a player takes the court for a third game out of his/her original grade in a season in an Association competition, without registering into another team in a higher grade in the same competition, he/she is automatically an illegal player

iv. Any games or part of games played as an illegal player will not be counted towards eligibility for semi-finals, finals and grand finals.

v. To legally play a third game in a higher grade, the player must be correctly registered into the higher grade before he/she takes the court for his/her third game. Prior clearance MUST be given by the relevant scorer.

Playing more than one game in a competition week i. A player may only play two (2) competition games in an Association competition in any one week,

OR ii. If a female is registered in multiple teams in separate competitions in the same season, she may

legally play two (2) games in each Association competition in any one week. iii. A player may only perform Rule 1.10 i) or ii) (whichever is relevant) TWICE in any one season during

the Association day or night competition. iv. If a player plays more than two (2) competition games in an Association competition in any one

week, he/she is automatically considered an illegal player. (See Rule 2.12)

v. if a player plays two (2) competition games in an Association competition in any one week for a third time during a season, he/she is automatically considered an illegal player. (See Rule 2.12)

NB Part of a competition game played constitutes a game played. ILLEGAL PLAYER If an illegal player plays in any team during the competition, irrespective of the outcome of the game, that team loses two (2) competition points. The non offending team is awarded the competition points. TAKING THE COURT The Competition Rules played at Eastwood Ryde Netball Association are those stated in the current “Official Rules, Netball Australia”, Netball Australia, 2016 Edition UNLESS the domestic ERNA Rules of Play (outlined in this Fixtures Book and the ERNA Rules of Play document) indicate otherwise. UNIFORMS No player shall be allowed to take the court in any Association fixture unless wearing the registered uniform of the club for which she/he is playing. There is one exception, in the event that a player’s uniform or positional patch is blood stained (during the game ONLY) that player may retake the court in non uniform clothing. Bike pants may be worn BUT MUST NOT extend longer than the dress/skirt, when player is standing in an upright position, and must be the same colour as the registered pants/shorts. Hats – no hard brimmed hats can be worn during play – only soft brimmed hats/visors are permissible. JEWELLERY AND NAILS Rule 5.1.1 (iv) Players may not wear anything that could endanger themselves or other players,

specifically: (a) No adornment or jewellery may be worn other than a wedding ring which must be

covered with tape (b) A medical alert bracelet may be worn provided it is covered with tape (c) Fingernails must be short and smooth (d) Hair must be suitably tied back.

RULE 9.3 STOPPAGES Rule 9.3.1: Injuries/Illness or Blood Coaching is permitted during any Stoppage by any Team Official or bench player from the bench or court surround. Bench players may approach the Side Line if coaching occurs. During a Stoppage any Team Official may approach the players at the Side Line for the purpose of providing rehydration. (Refer Rule 6.2). Play may be stopped for injury or illness, after a call for time by an on court player, or for blood when noticed by the umpire.

Rule 9.3.1 (ii) The player concerned MUST leave the court within 30 seconds and receive any treatment

off the court. Rule 9.3.1 (iv) In the event that the primary care person advises the umpires that the player concerned

cannot be removed safely within 30 seconds, the umpires will extend the time for the player to leave the court.

Rule 9.3.1 (vi) Any blood on the ball or the court must be cleaned before play restarts and any blood-stained clothing replaced.

If no substitution is made for the player concerned, play can resume and the player can return to the court after a goal is scored, at a stoppage for injury/illness or blood, or at an interval.

For the ERNA local competitions only, in the event a team has only 5 registered players on court and one is injured or has blood, instead of leaving the court, the injured player may call time for the injury/illness or blood. The game will be stopped for up to two (2) minutes for the injured player to recover or cover a wound/clean blood. In the event of an injury where the injured player is not fit to continue playing after two (2) minutes, the team will forfeit.

Emergencies Should the umpire stop the game for an emergency relating to the equipment, court or weather, no substitutions or team changes are permitted. No team officials are allowed onto the court and coaching is not allowed. All injuries should be reported to the Ground Supervisor or Officer in Charge in the Control Centre at Brush Farm or at Meadowbank Park to the Physiotherapist on duty, who will record the particulars in the Injury Book. See “Insurance” for information on how to proceed with an insurance claim. Ice is available free from Meadowbank Park and Brush Farm Canteens. Physiotherapy A physiotherapy service is available at Meadowbank Park from 8.00am until the conclusion of games for all registered members. Should players / umpires require treatment for existing injuries they must provide their own tape.

FORFEITS 16 FORFEITING A GAME 16.1 The Club Secretary of teams who intend to forfeit a competition game must as soon as possible

notify: i. the Ground Supervisor OR Scorer concerned OR Registration, Grading & Fixtures Convenor,

AND ii. the opposing team’s Club Secretary. N.B. personal contact by phone only. No message to be left. Contact numbers at front of Hand

Book. 16.2 If a team in the competition fails to notify the opposing team of a forfeit at least two hours prior to the

commencement of the game, the team’s club will be fined, the amount to be determined by Council from time to time, with the fine to be paid prior to the team taking the court in its next competition game or prior to any team from the club taking the court in a semi-final game.

16.3 A team which forfeits its competition game must still do its allocated canteen or table duty. 16.4 For any proven discrepancy that results in a competition game being declared a forfeit, points will be

awarded to the non-offending team. 16.5 A team who forfeits:

i prior to ½ half time – 2 points will be awarded to the opposing team and no goals recorded. ii at or after ½ half time – 2 points will be awarded to the opposing team and goals scored will

be recorded. iii. prior to half time and has 5 of their registered players – 2 points will be awarded to the

opporsing team and the goals scored will be recorded. 16.6 A team forfeiting three (3) consecutive games in the Day Competitions shall be: i. withdrawn from the competition, ii. all its points declared null and void, and

iii. the team’s club will be fined, the amount to be determined by Council from time to time, with the fine to be paid by the team’s club within seven (7) days of being notified of the fine.

16.7 Such teams in Rule 16.6 will not be accepted into the following season’s Competitions unless a vacancy exists after all other teams have been accepted.

Competition games should commence at the time set down in the Fixture Book. However, teams can have a stay of up to five (5) minutes if:

i. insufficient players (5) are available or ii. their team’s umpire has not signed on and arrived for the allocated duty.

At the end of the five (5) minutes if: i. the team cannot take the court and the game commence then a forfeit may be claimed by the other team. ii. the umpire has not signed on and arrived, the Umpire On Duty will declare a forfeit by the team with the missing umpire and move an umpire from their court to fulfil the team’s umpire duty.

The Scorer must write on the score sheet which team delayed play, how many minutes were lost and the reason. If at the end of five (5) minutes neither team is able to take the court, the game shall be declared a no game and no points will be awarded to either team Once a competition game is in progress, if a team, through injury or illness, is unable to field five (5) of their registered players or a team refuses to take the court for the duration of the game, they must concede the game in accordance with 16.5. The two (2) points will be awarded to the opposing team and all players whose names appear on the score sheet will be credited with playing that game. Penalties for Forfeiting If a team in the competition fails to notify the opposing team of a forfeit at least two (2) hours prior to the commencement of the game, the team’s club will be fined (see Summary of Fines). The fine must be paid prior to the team taking the court in its next competition game or prior to any team from the club taking the court in a semi-final game. For any proven discrepancy that results in a competition game being declared a forfeit, points will be awarded to the non-offending team.

UNPLAYABLE COURTS If a court allocated to a competition game is considered to be unplayable, an official representative of both teams should notify the Ground Supervisor or Officer in Charge at least fifteen (15) minutes prior to the game commencing. If the Ground Supervisor or Officer in Charge and the official representative of both teams agree that the court is unplayable, and no alternative court is available, then that competition game will be officially declared abandoned. 18.1 POINTS AWARDED FOR COMPETITION GAMES Two (2) points For a win or win on a forfeit One (1) point For a draw One (1) point For each team where the game is officially abandoned due to wet weather One (1) point For each team where the game is officially abandoned due to an unplayable court Nil (0) points For a bye Nil (0) points For a loss or loss on a forfeit Nil (0) points For a declared “no game” 18.2 Special Circumstances If play commenced in a competition game and it is abandoned because of wet weather, the result shall be as follows:

• If play ceased before half time, the game is a draw,

• If play ceased at or after half time, the result will be taken as on the score sheet,

• If games are officially abandoned the players registered in a team are all counted as playing that game with the exception of teams on the Bye as no game is scheduled for that day.

Once a competition game is in progress, if a team, through injury or illness, is unable to field five (5) of their registered players or a team refuses to take the court for the duration of the game, they must concede the game. The two (2) points will be awarded to the opposing team and all players whose names appear on the score sheet will be credit with playing the game. DETERMINATION OF GOAL AVERAGES The position of teams in each grade will be determined by the number of points awarded to each team during the competition rounds. Where two (2) teams have the same number of points, the position of the teams will be determined on the basis of their respective goal averages. In deciding goal averages for semi-finals in the competition, the team conceding a forfeit will be credited with a game as a game played and the non-conceding team will not be credited with the game as a game played. WET WEATHER

WET WEATHER NOTIFICATIONS WILL BE POSTED ON THE ERNA FACEBOOK PAGE AND WEBSITE

All teams must report to the designated court by the scheduled commencement time, prepared to play unless otherwise advised. BRUSH FARM WET WEATHER A decision on declaring the grass courts at Brush Farm playable will be made no later than 7.30am on the day of competition. If the courts are unplayable, a message will be put on the Wet Weather Line no later than 7.45am on the day of play to that effect. In the event of wet weather (and the grass courts being playable), games in the Day Competitions will be called off timeslot by timeslot with the Wet Weather Line being updated as appropriate. MEADOWBANK PARK WET WEATHER If the weather is doubtful for the Day Competitions at Meadowbank Park and Brush Farm hard courts, the Wet Weather Line number listed in the fixture book should be called for information on the cancellation of competition games. Subject to any recorded message, all teams must report to the designated court by the scheduled commencement time prepared to play. Notification of games being cancelled at either venue will be announced on the ERNA website as soon as possible. LIGHTNING POLICY In the event of lightning the following policy will take place: When lightning and storms are in the vicinity of outdoor activities the 30 / 30 policy is to be implemented. If thunder can be heard within 30 seconds of the sighting of lightning then all outdoor activities must cease. These activities must not re commence until 30 minutes after the last such similar occurrence of lightning. UMPIRE DEVELOPMENT PROGRAMME - WET WEATHER In the event of wet weather, the Umpire Development Programme Foundation Umpire Course Theory Supplement will still take place in the Meadowbank Netball Centre. The practical sessions are only cancelled if there is no games. Semi-Finals and Finals Wet Weather If the courts are unplayable for either the Semi-Finals or Finals in the Day Competitions, the unplayed games will be played the following scheduled competition day and subsequent games will be deferred one (1) week. If the courts are unplayable for the Grand Finals in the Day Competitions, the unplayed games will be rescheduled for the following Saturday or Sunday whichever is applicable. If the courts are again unplayable, the teams are declared joint winners. The team winning the major Semi-Final (1st v 2nd) will receive the winners trophy.

Wet Weather Prevents Finals Series Altogether If the courts are unplayable for the Semi-Finals, Finals and Grand Finals in the Day Competitions, the team finishing with the highest placing will be declared the winner.

UMPIRING The system of umpiring at Eastwood Ryde is neutral = you cannot umpire your own team. WHO SUPPLIES THE UMPIRES Competition Games Each team is responsible for supplying ONE umpire at the same time they play. It is the team’s responsibility to ensure that their umpire has arrived. Teams who do not supply an umpire will have to forfeit the game. In this case, an umpire from their forfeited game will be relocated to replace the missing umpire. No competition game (10 years and over) can commence without two (2) umpires. Modified Games See “Modified Netball – Umpiring” for this information. RECOMMENDED MINIMUM UMPIRING STANDARDS The following is a table of Recommended Minimum Standards of Umpire Qualification for the allocation of umpires to various grades. If all Club Umpiring Convenors could use this when allocating their Club Umpires it will ensure that umpires of suitable standard are officiating in each grade.

WHO CAN UMPIRE

• An umpire may only be replaced during a competition game because of injury or illness to the umpire.

• If a reserve player umpires in a competition game, he/she cannot replace a sick or injured player but must umpire the whole game.

• A coach or manager may not umpire his/her own team in a competition game.

REPORTING FOR DUTY All umpires of competition games must report 20 minutes prior to the commencement of the game to the Control Centre (Brush Farm) or Umpires Table (at Meadowbank Park) to receive their game allocation. Each umpire MUST know the following details about the Team for which they are umpiring:

• Team’s Club

• Team’s Number, and

• Team’s Division/Grade WHAT AN UMPIRE WEARS

• Preferably whites (as set out in the Rules of Netball – Rule 5.2 (i) (a))

• For Finals series, all umpires MUST wear whites.

• White shorts may be worn by female umpires at ERNA however, female ERNA Representative Umpires are required to wear white SKIRTS when representing our Association.

• Registered club uniforms or club tracksuits or combinations thereof are acceptable but not encouraged.

• Bike pants may be worn if they are the same or similar colour as the skirt (i.e. white) and do not exceed the length of the skirt.

Note: Jeans are not permitted. Appropriate footwear is essential. UMPIRE CLASSIFIEDS The Umpiring Committee will hold information and distribute weekly by email, to the Umpiring Convenors, the following:

• Umpires wishing to umpire more games,

• Umpires who are available from time to time to help other clubs,

• Umpires who have no games to umpire,

• Teams with umpires who would like to do an umpiring swap, and

• Team who do not have an umpire at all. The Classifieds are open for use by any umpire or team through the season by contacting the Umpire Committee member responsible for the Classifieds, Sarah King by email [email protected] All usage of the Umpire Classifieds should be done through Sarah rather than using “Reply All” on emails.

SUMMARY OF FINES COMPETITION GAMES 1. A team withdrawing from the competition after the draw has been completed will forfeit all monies

paid to the Association and the team’s club will be fined $110 with the fine to be paid prior to any team from that club taking the court in a semi final game or prior to the commencement of the next season’s games, whichever occurs first.

2. A team forfeiting without at least two (2) hour’s notice to the opposing team is fined $30 with the fine to be paid by the team’s club before the team may take the court in its next competition game or prior to any team from the club taking the court in a semi-final game.

3. A team forfeiting three (3) consecutive games in the day competition is fined $120 with the fine to be paid by the team’s club within seven (7) days of being notified of the fine.

4. A team forfeiting three (3) games in the night competitions is fined $120 with the fine to be paid by the team’s club within seven (7) days of being notified of the fine.

UMPIRES 1. Any club which does not provide a badged umpire to cover their game(s) for Semi-Finals, Finals or

Grand Finals in the Day Competition will be fined per game, the amount to be determined by Council from time to time, with the fine to be paid by the team’s club within seven (7) days of being notified of the fine. (See rule 20.11)

DUTY 1. A club failing to do its entire duty during the day competitions is fined $110 with the fine to be paid

prior to the club’s teams taking the court in its next competition game. 2. A team failing to do its entire duty in the night competitions will incur a fine of $110 with the fine to be

paid prior to the club’s teams taking the court in its next competition game, loss of two (2) competition points and will not be permitted to enter the following season’s competition, unless a vacancy exists after all other teams have been accepted.

Blood Rules Individuals and sporting clubs have the responsibility of playing their part in preventing the spread of infection through participation in sport. Players, officials, coaches, sports trainers and first aiders can be blood aware by following some simple guidelines and encouraging each other to do likewise. Clubs can be blood aware by adopting an infectious disease policy, providing information such as the pamphlet in the Blood Rules, OK kit to players, and maintaining a safe and clean environment for players and spectators alike. In the light of HIV and other blood-borne viruses, attitudes to blood on the field or court have changed considerably in the past ten to twenty years. A Blood Rules booklet has been written to help people understand blood-borne viruses and other infectious diseases, how they are transmitted and what actions can be taken to prevent their spread through participation in sport. Codes of Behaviour Players, parents, spectators, coaches and umpires are to observe their respective Netball NSW Codes of

Behaviour as outlined below. Failure to observe the Codes of Behaviour may result in the offending

person(s) being brought before the Executive Committee for an explanation and possible disciplinary action.

Player Code of Behaviour

• Respect the rights, dignity and worth of fellow players, coaches, officials and spectators.

• Refrain from conduct which could be regarded as sexual harassment, discrimination, bullying and/or

victimisation.

• Respect the talent, potential and development of fellow players and competitors.

• Participate fairly and safely.

• Be frank and honest with your coach concerning illness and injury and your ability to train and play

fully.

• Conduct yourself in a responsible manner relating to language, temper and punctuality. Do not use

profane language at any time.

• Abide by the rules and respect the decision of the umpires. Be courteous and use the correct

process when seeking a rule clarification.

• Be honest in your attitude and preparation to training. Work equally hard for yourself and your team.

• Co-operate with coaches and staff in relation to programs that adequately prepare you for

competition.

• Do not engage in practices that affect sporting performance (including alcohol, tobacco and drug

use).

• Applaud all good play, by your own team and opponents.

• Respect and acknowledge the contribution of those who create the opportunity for you to play (e.g.

scorers, coaches, timekeepers, administrators and umpires).

Parent/Guardian Code of Behaviour

• Encourage your child to participate but do not force them.

• Focus upon your child’s efforts and performance rather than the overall outcome of the event. This

assists your child in setting realistic goals related to his/her ability by reducing the emphasis on

winning.

• Teach your child that an honest effort is as important as winning, so that the result of each game is

accepted without undue disappointment.

• Encourage your child to always play according to the rules.

• Be a model of good sports behaviour for children to copy. Applaud good play by all players.

• Never ridicule or yell at a child for making a mistake or losing a game.

• If you disagree with an umpire or coach raise the issue through the appropriate channels rather than

question their judgement and honesty in public.

• Refrain from conduct which could be regarded as sexual harassment, discrimination, bullying and/or

victimisation.

• Recognise and respect the value and importance of volunteer administrators, coaches and umpires.

They give up their time and resources to provide recreational activities for players and deserve your

support.

• Be courteous in communication with administrators, coaches, players and umpires. Teach your

child to do the same.

• Support the use of age appropriate development activities and modified rules.

• Acknowledge that a breach of this Code of Behaviour may result in disciplinary action concerning

your child. This may include expulsion from game(s), suspension or termination of membership.

Spectator Code of Behaviour

• Remember that most players (in particular children) participate in netball activities for fun. They are

not participating for entertainment of spectators only.

• Applaud good performance and efforts by all players. When watching a game congratulate both

teams on their performance regardless of the game’s outcome.

• Do not use foul, inappropriate and/or distasteful language, sledge or harass administrators, coaches,

players, umpires or other spectators.

• Condemn the use of violence in any form, be it by administrators, coaches, players, umpires or other

• Support the use of age appropriate development activities and modified rules.

Coach Code of Behaviour

• Operate within the rules and spirit of netball, promoting fair play.

• Develop a positive netball environment by emphasising enjoyment and by providing appropriate

development and competitive experiences.

• Support opportunities for participation in all aspects of the sport.

• Treat each person as an individual. Respect the rights and worth of every person regardless of their

gender, ability, cultural background or religion.

• Display control, courtesy and respect to all involved with netball.

• Respect the decisions of umpires, officials, other coaches and administrators in the conduct of

netball programs and competitions.

• Wherever practical, avoid unaccompanied and unobserved one-on-one activity (when in a

supervisory capacity or where a power imbalance will or is likely to exist) with people under the age

of 18 years.

• Ensure activities, equipment and facilities are safe and appropriate to the ability level of participating

players. Activities, rules, equipment, length of games and training schedules should take into

consideration the age, ability and maturity level of the participants.

• Act with integrity and objectivity, and accept responsibility for your decisions and actions.

• Ensure your decisions and actions contribute to a safe environment. Place the safety and welfare of

the players above all else.

• Ensure your decisions and actions contribute to an environment free of sexual harassment, bullying,

discrimination and victimisation.

• Any physical contact with a player should be appropriate to the situation and necessary for the

player’s skill development.

• Adopt and display responsible behaviour in relation to alcohol and other drugs.

• Be honest and do not allow your qualifications/accreditation to be misrepresented.

SEMI-FINALS, FINALS AND GRAND FINALS Game Timetable / Duration of Games Semi-Finals, Finals and Grand Finals in the Day competition shall be played over three (3) consecutive Saturdays (weather permitting). Players in 10 year division, wanting to play in a higher age division must play their third game up by week 13 to be eligible for semi-finals in that higher division. Semi-finals, Finals and Grand Final games should commence at the time set down in the Fixtures Book and the time of commencement shall be indicated by the ringing of the bell or buzzer from the Control Centre. However, it is the umpire’s whistle that shall commence and cease each period of play. The duration of Semi-Final, Final and Grand Final games is to be the same as for the season’s competition games. See “Commencement Times – Semi-finals, Finals and Grand Finals” for the listings of times that the various grade/division games shall commence. Semi-finals shall be played as follows: 1 v 2 and 3 v 4 The Final shall be played between: (loser of 1 v 2) and (winner of 3 v 4) The Grand Final shall be played between (winner of 1 v 2) and (winner of the Final) For the 15/1 there will be three (3) rounds. At the conclusion of round 15 there will be NO Semi Finals. The team with the most points will go straight to the Grand Final – 2nd & 3rd teams will play the finals and the winner will play the Grand Final. The Final shall be played between: 2nd and 3rd The Grand Final shall be played between 1st and (winner of the Final) The Score Sheet Before the Game For Semi-finals, Finals and Grand Finals the team manager must report to the Control Centre 30 minutes prior to the game’s scheduled commencement time to:

• Check the players’ names on the score sheet, and

• Collect the Score Sheet Please note: Players who do not take the court during the game should have a line ruled through

their name on the score sheet. The Scorer Each team in the Semi-finals, Finals and Grand Finals MUST supply one (1) scorer who must be 15 years of age or older. Both scorers must stand together in line with the Centre Circle on the side line for the whole game. The scorers’ duties for Semi-finals, Finals and Grand Finals include:

• Keeping the official score, and

• In the event that a team has only five (5) registered players on court: o Keeping injury/illness time of up to two (2) minutes for stoppages called by that team for injury,

illness or blood. o Indicating to the umpire when the injury/illness time has elapsed.

In the Event of a Tie Semi-Finals and Finals If the number of goals scored by both teams in a Semi-Final or Final are tied at full time, the scorers shall notify the control centre. The teams will change ends and seven (7) minutes each way is then played with a two (2) minute break.

After conclusion of seven (7) minutes each way, if the game is still drawn, the next centre pass is taken and the first team to have an advantage of two goals will be declared the winner. Grand Finals If a Grand Final game is tied at full time, the two (2) teams are declared joint winners. The team which advanced directly to the Grand Final receives the “winner’s” trophy.

PLAYER QUALIFICATION FOR SEMI-FINALS, FINALS AND GRAND FINALS

A player is not eligible to play in a team in the semi-finals, finals or grand finals unless he/she has played at least three (3) competition games for that team. Part of a competition game played constitutes as a game played when determining the eligibility of a player to participate in Semi-finals, Finals and Grand Finals. A social game due to insufficient photos on player Team List in Week 1 is ONLY considered a game played for the team who had five (5) or more player photos (i.e. the team who received the two (2) points) when determining eligibility for Semi-finals, Finals and Grand Finals. There will be NO semi-finals, finals and grand finals for the 10 year competition grade. Teams with the highest points at the end of the second round will be declared winners and runners-up. Players in 10 year division, wanting to play in a higher age division must play their third game up by week 13 to be eligible for semi finals in that higher division. INJURIES AND ILLNESS Play may be stopped for injury or illness, after a call for time by an on court player, or for blood when noticed by the umpire. Rule 9.3.1 (ii) The player concerned MUST leave the court within 30 seconds and receive any treatment off the court. Rule 9.3.1 (iv) In the event that the primary care person advises the umpires that the player concerned cannot be

removed safely within 30 seconds, the umpires will extend the time for the player to leave the court. Rule 9.3.1 (vi) Any blood on the ball or the court must be cleaned before play restarts and any blood-stained clothing

replaced. Rule 9.3.1 (vii) During the stoppage both teams may make substitutions and/or team changes, provided these are

completed within the time allowed for the stoppage by the umpires. If no substitution is made for the player concerned, play can resume and the player can return to the court after a goal is scored, at a stoppage for injury/illness or blood, or at an interval. For the ERNA local competitions only, in the event a team has only 5 registered players on court and one is injured or has blood, instead of leaving the court, the injured player may call time for the injury/illness or blood. The game will be stopped for up to two (2) minutes for the injured player to recover or cover a wound/clean blood. In the event of an injury where the injured player is not fit to continue playing after two (2) minutes, the team will forfeit. No additional time will be played for stoppages due to injury/illness or blood. Ice is available free from the Meadowbank Park Physiotherapist (Umpire Room) and Brush Farm Canteen. UMPIRING Unless otherwise determined by the Umpiring Committee, a club shall supply a badged umpire at the same time their team(s) play Semi-Finals, Finals and Grand Finals. Please refer to Club Umpiring Convenor Manual for more details on supplying these umpires, however flexibile availability of umpires allows for better allocation of umpires to suitable grades. All clubs are to supply an extra umpire for every four (4) teams in Semi-Finals, Finals and Grand Finals. Umpires for Finals series, MUST wear whites. Any club which does not provide a badged umpire to cover their game(s) for Semi-Finals, Finals or Grand Finals in the Day Competition will be fined per game, the amount to be determined by Council from time to time, with the fine to be paid by the team’s club within seven (7) days of being notified of the fine. Who Can Umpire Umpires for Semi-Finals, Finals and Grand Finals must be badged. This means they must hold a National Badge (C, B, A or AA).

MEADOWBANK PARK DUTIES Clubs who fail to do their entire duty will be fined (see Summary of Fines). Please note: Duties are allocated according to the number of teams playing at Meadowbank Park. OFFICIAL TABLE DUTY Clubs on Table Duty must provide two people for duty at the Official Table. Morning Duty is: from 7.30am until 12.30pm Afternoon Duty is: from 12.30pm until the finish of play Table Duties include:

• Assisting the Ground Supervisor

• Marking off teams as they report to the Official Table

• Sending teams with their score sheets to the correct courts

• Recording the scores in the official Day Book at the end of each game

• Recording the teams which receive Association bibs, e.g. when teams with similar uniforms play each other.

The last shift on the Table Duty – one person to do scores and one to supervise the return of Post Pads. CANTEEN DUTY Clubs on Canteen duty must provide a total of five people for Duty at the Hot and Cold Canteens. All people on duty must be 15 years or older and at least one must be an adult. Morning Duty is: from 7.30am until 12.30pm Afternoon Duty is: from 12.30pm until the finish of play. Canteen duties include - Assisting the Canteen Supervisor as requested The last shift in the Canteen, must clean up grounds (gloves and garbage bags provided).

UMPIRE TABLE DUTY Clubs on Umpire Table Duty must provide one person for duty at the Umpiring Table (located in the Physio Room). The people need not be umpires, although some umpiring knowledge is helpful. It is preferable that this person is an adult. The time listed is the time at which the duty begins and does not end until the next club arrives. Teams with the last duty of the day MUST stay until at least 4.45pm. Umpire Table duties are:

• Arriving at the Umpiring Table at the exact time listed on the duty roster (if clubs wish to split up their roster please make sure people change over at least 20 minutes before a game timeslot)

• Sitting at the Umpiring Table for the duration of the allocated duty time

• Making sure all umpires PRINT their name in the correct place on the sign on sheets

• Informing the Umpire On Duty/Control Tower of umpires not in correct umpiring uniform, missing umpires 5 minutes before the game timeslot, any umpiring complaints

• Assisting the Umpire on Duty/Control Tower in any other capacity

It may be that there is no Umpire on Duty during some timeslots or they are out on the courts. If there is no Umpire on Duty then the Control Tower will be contactable via the ERNA Walkie Talkies. If the Umpire on Duty is on the courts, they are contactable preferably by mobile phone (contact numbers are provided for the duty person at the Umpire Table) or by the ERNA Walkie Talkies. Clubs who fail to do their entire duty will be fined (see “Summary of Fines”)

NetSetGo NETBALL NetSetGo netball is for seven (7), eight (8) and nine (9) year old players. NetSetGo netball is non competitive and is a learning experience for each player. 10 year old players play competition rules. GAME TIMETABLE / DURATION OF GAMES The duration of all games at Brush Farm are as follows: Quarters 10 minutes Quarter & three quarter time 3 minutes Half time 3 minutes All modified games are played on the grass courts at Brush Farm and shall start at the time set down in the Hand Book.

as well as the opposing team’s Club Secretary

PRESENTATIONS ARE HELD FOLLOWING THE COMPLETION OF THE FINAL ROUND

A spare Saturday (18th August) is allocated in case Week 14 is unplayable because of wet weather.

There are no semi-finals, finals or grand finals. SCORE SHEET Registered players names will be pre-recorded on the score sheet. Names of players not participating in the game must be crossed off. Score sheets are used to record each player’s position for each quarter for Modified 7 year and 8 year games and for the 9 year games up to Week 7. No scores are recorded for these teams during these games. Score sheets are used for all 9 year modified games from Week 8. The use of score sheets is for the purpose of grading the teams in the following year’s competition. All goals scored must be crossed off on the numbers at the bottom of the sheet.

If a club has more than one team in the same modified division, interchange of players between teams is allowed.

Rule Modifications for NetSetGo Netball Rule modifications from competition rules for modified netball games are listed below:

EQUIPMENT 7, 8, 9 years use a size 4 ball and goal posts 2.4 meters high (8 foot) 10 years use a size 5 ball and goal posts 3.05 meters high (10 foot) MATCH DURATION 4x10minutes CENTRE PASS The initial Centre Pass will be taken by the team that won the toss. All other Centre Passes shall be taken by the team that did not score the last goal. TIME TO PASS THE BALL Up to 5 seconds STEPPING Shuffling on the spot to regain balance is allowed without moving down the court. DEFENDING Strict “one-on-one” defense. Each player may only defend their direct opposing player. A player must defend from a distance no less than 1.2 meters (4 foot). Players may defend a shot at goal. SUBSTITUTIONS The game time should be evenly distributed amongst all players. A team (up to 10 players is recommended) may make unlimited substitutions at intervals or at any time during play. The procedure for making a substitution during play is: Before entering the court, the substitute shall tag the player leaving the court Both the substitute & the player leaving the court shall not interfere with the play during the substitution process Both the substitute and the player leaving the court shall observe the offside rule when leaving or entering the court Players should be substituted into either only attack or only defense positions for the duration of the game Players should experience all positions over the course of the season. AWARDS & SCORING Scores may be kept but no ladder produced. No finals matches should be played. Each participant will be given a memento of participation. 13.8 No scores are recorded for modified netball for seven (7) and eight (8) year olds. 13.9 No scores are recorded for modified netball for nine (9) year old teams for the first round (7 weeks). Scores are recorded for the second round but no ladder produced. UMPIRING NetSetGo netball is “Umpire Your Own”. For 7, 8 and 9 year games only one umpire is required. The team who has to provide this umpire is indicated in the Fixtures Book (see Draw). This is indicated with an asterisk/hash beside the name of the team who has to provide the umpire. i Umpires umpiring modified netball games should use simple language and explain their decisions. ii Umpires should adopt an encouraging and pleasant manner to ensure an open and free flowing game particularly in the setting up of penalties and throw-ins. iii Umpires should use common sense to ensure that the ‘spirit of the game’ is not lost by overcalling the game. The seven (7), eight (8) and nine (9) year division modified netball games in the Day Competitions may be controlled by one experienced umpire who will be the coach of one of the teams.

The coach umpiring the seven (7), eight (8) or nine (9) year division modified netball game in the Day Competition, has the option to use a trainee umpire to control sideline throw in and centre pass. WHAT AN UMPIRE WEARS Umpires shall wear:

• Preferably whites (as set out in the Rules of Netball)

• White shorts may be worn by female umpires at ERNA however, ERNA Representative Umpires are required to wear white SKIRTS when representing our Association.

• Registered club uniforms or club tracksuits or combinations thereof are acceptable but not encouraged.

• Bike pants may be worn if they are the same or similar colour as the skirt (i.e. white) and do not exceed the length of the skirt.

Note: Jeans are not permitted. Appropriate footwear is essential. UNIFORMS No player shall be allowed to take the court in any Association fixture unless wearing the registered uniform of the club for which he/she is playing. There is one exception, in the event that a player’s uniform or positional patch is blood stained (during the game ONLY) that player may retake the court in non uniform clothing. Bike Pants may be worn provided they are the same colour as the skirt and do not exceed the length of the skirt. All 7-8-9-10 year players, no matter what time slot, are able to wear a uniform undershirt under their playing uniform. Hats – no hard brimmed hats can be worn during play – only soft brimmed hats/visors are permissible. JEWELLERY AND NAILS Rule 5.1.1 (iv) Players may not wear anything that could endanger themselves or other players,

specifically: (a) No adornment or jewellery may be worn other than a wedding ring which must be

covered with tape (b) A medical alert bracelet may be worn provided it is covered with tape (c) Fingernails must be short and smooth (d) Hair must be suitably tied back.

Eastwood Ryde Netball Association has Goal Post Protector Pads and it is most important that these Protectors are used each week on all courts. The first named team in the first time slot will take the Protectors out each Saturday. 10 year old Grade teams at Brush Farm will use the 10 foot pads and the Modified teams on the grass courts will use 8 foot pads. The last winning Grade teams each week are to return the Protector Pads with the Score Sheet. For teams using the grass courts, the last named team playing in the last time slot will return the Protector Pads. Umpires must not commence any game without the Goal Post Protectors.

There will be NO semi-finals, finals and grand finals for the NetSetGo competition and 10 year grades. The teams with the highest points at the end of the second round will be declared winners and runners up.

Players in 10 year division, wanting to play in a higher age division must play their third game up by week 13 to be eligible for semi finals in that higher division.

Clubs which fail to do their entire duty will be fined (see Summary of Fines). Please note: Duties are allocated according to the number of teams playing at Brush Farm. Table Duty Clubs on Table Duty must provide one person for duty at the Official Table in the office. Table Duty commences at 8.45am Table Duties include:

• Assisting the Ground Supervisor,

• Commencing and ceasing all games on time as per the Fixtures Book,

• Marking off teams as they report to the Official Table,

• Sending teams with their score sheets to the correct courts,

• Recording the scores in the Official Day Book at the end of each game,

• Recording the teams which receive Association bibs, eg when teams with similar uniforms play each other.

• Supervise the return of post pads at the end of games. Canteen Duty Clubs on Canteen Duty must provide a total of three people for Duty at the Canteen. All people on duty must be 15 years of age or older and at least one must be an adult. Morning Duty is from 7.30am until the finish of play. Canteen Duties include:

• Assisting the Canteen Supervisor as requested.
