After more than a year of activity, the Harmonie committee members feel that they have reached their goal, which was to create lasting relationships between personnel of the Hydro-Québec Production and SEBJ administrative units.

In October, the Harmonie committee members and the champions informed management that they were putting an end to project follow-up meetings. The actions of both Hydro-Québec Production and SEBJ personnel have shown that the transfer of the facilities will continue in an atmosphere of harmony and cooperation, ensuring project performance in all respects.

Throughout the past year, committee members and champions responsible for the four provocative proposals made sure that the employees’ wishes were respected. By organizing informal meetings between people at the jobsite or in Montréal, setting up powerhouse offices for personnel from both units and informing SEBJ staff about job opportunities, the objectives were achieved.

On behalf of SEBJ project management and Claude Major, regional director and Production La Grande Rivière director, I would like to thank the members of the Harmonie committee and the champions for making this process of creating lasting relationships a success.

BM - On November 25, it was announced that Denis Groleau had been appointed Director – Eastmain Projects.

On November 28, 2011, Mr. Groleau took over from Yvan David, who, after 20 years of service, will be leaving us on December 16 for a well-deserved retirement.

Not only is 2011 ending with great achievements, but it is also bringing five years of work at the Eastmain-1-A jobsite to a close. As the target date approaches, I can only be proud of all the work accomplished. The year will end splendidly with the delivery of three generating units to Hydro-Québec for final commissioning, a significant and crucial step in a project of this magnitude. And soon, operations will begin at an efficient powerhouse, reflecting the efforts of the 6,800 workers who have been busy at the jobsite since 2007. Congratulations and thank you for having brilliantly met this challenge!

In addition, I would be remiss not to mention the best results ever in health and safety. This past year will undoubtedly go down in history for its accident rate of almost 1, which is more than excellent for a megaproject. Of course, it is thanks to your commit-ment that we achieved such enviable results. Once again, congratulations!

In closing, I would like to wish you a wonderful holiday season. Enjoy this special time to relax with your loved ones. May joy, health and happiness be yours always.

In 2011, Sarcelle powerhouse stands proudly at the heart of the Jamesian landscape.

Inside, the finish line is in sight for civil, electrical and mechanical work: the powerhouse is fully enclosed; the concreting is, for all practical purposes, finished; and ancillary services are almost completely installed. We have also had the privilege of being involved in technology new to Hydro-Québec: the construction of bulb units.

Outside, the gantry crane, power line and switchyard are now in operation. Excavation of the cofferdams began in fall and, already, the tailrace has been filled.

This colossal task has been accomplished thanks to the know-how, ingenuity and determination of its builders. In this festive period, I would therefore like to take the opportunity to pay tribute to everyone, at the jobsite and at the workcamp, who put a shoulder to the wheel to get our project to this stage.

There are more significant challenges ahead in 2012, so take advantage of this family time to get a good rest and an energy boost.

I wish you and your loved ones a wonderful holiday season and a prosperous New Year.

BM - In December 2011, Société d’énergie de la Baie James added a 40 th candle to its cake. To mark this anniversary, activities were organized at both jobsites and at SEBJ’s head office in November and December.

A little history

YB - The Baie-James hydroelectric development project was launched by the Bourassa government in April 1971.

In July 1971, the Québec National Assembly passed the James Bay Region Development Act, creating the Société de développement de la Baie James (SDBJ).

In December 1971, the SDBJ established a subsidiary, Société d’énergie de la Baie James (SEBJ), whose specific mandate was to develop the hydroelectric potential of rivers on the Québec side of Baie James (James Bay). Hydro-Québec owned 50% of SEBJ, allowing it to retain technical and financial control over hydroelectric development in the area.

Subsequently, in 1978, SEBJ became a wholly owned subsidiary of Hydro-Québec. Its initial objectives remained the same and were even broadened.

Wachiya! Hello!

I would like to share my thoughts as the Eastmain-1-A and Sarcelle powerhouses and Rupert diversion project comes to the end and people move on.

For myself, this adventure was a memorable one. As I think of our achievements on this big project, I’m happy to say that each and every one of us played an important role and made a significant contribution to the project’s success. I am grateful for the many kinds of expertise and skills we shared. Through good times and hard times, we got through it all as a special group of people with different backgrounds, cultures, beliefs and languages. We found the best ways to communicate and work together. Now as we get ready to say goodbye, there is a sense of sadness, but I will cherish the memories and think of all the friendships we made from the beginning of this project.

It’s a pleasure to have this opportunity to wish you and your families a wonderful New Year. Best of luck with your future projects! Who knows, we may see each other again in the near future.

In closing, I wish you a Merry Christmas and may the New Year be prosperous and filled with much happiness, good health and success.

The seasons change, the winds change direction. Those of us working at the camps are facing change, too. The Eastmain 1-A/Sarcelle/Rupert project is coming to an end. Elders have said the only thing in life that is guaranteed, is change. It is time for change!

I wanted to take a moment to let you know that my mandate with Cree Relations at Société d’énergie de la Baie James will end on December 5, 2011. I have truly enjoyed providing services to the Cree people who have worked so diligently at the camps. I sincerely and humbly thank you all for having allowed me to walk on this path with you the past three and a half years.

It has been a real privilege to bear witness to the collaboration that occurred during the Eastmain 1-A/Sarcelle/Rupert project, as well as to witness the hard work and sacrifices that many people have made to bring the project to completion.

I thank all of you for the support, guidance and encouragement you have given me, a Mohawk woman in Cree territory. Even though I will miss my colleagues at Cree Relations and SEBJ, I am looking forward to a new challenge and to starting a new phase of my career. I am sure we will cross paths again, so this is not goodbye; rather, it is farewell, until we meet again.

In closing, as the holiday season is upon us, I wish you all the gift of health, the gift of love, the gift of peace, the gift of happiness. May all these be yours during the holidays and remain with you throughout 2012.

Achieving an objective

Construction of Sarcelle powerhouse continued in 2011 with great teamwork. To keep up the pace, under management’s direction, the occupational health and safety team had to get involved in the changes, discuss the situation and come to agreements with stakeholders at the jobsite. The goal was to get work done at the Sarcelle jobsite without any serious accidents, which could turn the lives of our workers or their families upside down. The target for 2011 was exceeded, rising from 5,084 hours without a job-related injury to 8,000 hours, which is 57% above target, for about 900,000 hours of work. In addition, the team gained new knowledge about the installation of bulb units.

The occupational health and safety team thanks you for all your efforts this year. We would also like to take this opportunity to wish you a Merry Christmas and a Happy New Year. Early in the process of planning the construction of Eastmain-1 and Eastmain-1-A powerhouses, one of the objectives was to accomplish the project while ensuring the health and safety of jobsite workers. To achieve this, we needed the commit-ment, cooperation and participation of all stakeholders, at all levels.

Well, the years have gone by and we can all see that our jobsites were places where everyone showed, through their efforts and, above all, through teamwork and participation, that it could be done.

In closing, I would like to thank all the workers, without exception, who made this project a success. We can truly say that “safety is everyone’s business and a team effort.” Hats off to everyone! Thank you.

For this last issue, I’ve decided to take up the pen as I did in 2002, when I wrote little articles in Le Miscau and its predecessor, Énergie. Since then, many members of my team have written articles with a focus on the environment. In this last piece, I would like to tell you about a recent addition to the environmental vocabulary: the human factor.

From the very beginning, the human factor has been front and centre in the project. Three powerhouses were built for Québec society—for us and future generations. A great deal of environmental work has been done, including developing weirs, spawning grounds, fish passes, ramps and goose hunting ponds, and conducting archaeological research, and many follow-ups have been carried out—monitoring waterfowl, water quality, sturgeon production and much more—all with the help of people who care about this great project. Our neighbors and partners, both Jamesians and Crees, were also fully involved. We met so many great people!

I am very proud of this project, of all that has been achieved since 2002 by folks unafraid of a little hard work. I am also proud of the new human factor and of the difference that so many arms, hands and hearts have made to the environment.

At the Baie-James projects, the environment is not a fad, but a way of life; the last nine and a half years have been living proof of that.

I wish you rest, joy and peace in this holiday season, and may you keep your green streak!

You’ve just read the last issue of Eastmain magazine. After nine years, we are ceasing publication. In these pages, we have covered many topics, while keeping you informed of progress at the various jobsites.

Eastmain was first published in June 2003. Its predecessor was the jobsite newsletter Le Miscau (2002–2003). We distributed 5,000 copies of Eastmain at the peak of the project and immortalized your smiling faces in each of our 57 issues. Over the years, many regular contributors had articles in every issue. My thanks go out to them for never missing a beat. Publishing a magazine 4 to 32 pages long takes a committed crew, and I would like to thank every member of the public relations team who, from 2002 to 2011, gave life to this publication. We mustn’t forget to mention our service providers: photographer, translator, reviser, graphic designer, printer and the whole team of translators and revisers at Hydro-Québec – Communication d’entreprise, who went all out to meet our often-tight deadlines and put their talents at the magazine’s service. Thank you all.

The PR team welcomed 12,000 visitors from 2003 to 2011. During the same period, it also held orientation sessions for some 20,000 workers who came to join us in the adventure at our two major projects: the Eastmain-1 hydroelectric development and the Eastmain–1-A/Sarcelle/Rupert project. Eastmain kept them company during their stay, bearing witness to their efforts, their passion and the many challenges they faced.

I hope that Eastmain magazine has achieved its goal of promoting communication between all project stakeholders and, more importantly, that it helped to create a sense of belonging in everyone who shared in this great and wonderful adventure.

La construction, en quelques mois seulement, de campements modernes et de routes fonctionnelles et sécuritaires pour les besoins de la réalisation de ce projet pourrait se comparer à la construction d’une imposante échelle qui, ultimement, servira à aller fixer, pour la toute première fois, une ampoule au plafond.

En ce début de chantier, la tâche est colossale, et pour cause ! Le chantier de l’heure au Québec, celui du projet des centrales de

l’Eastmain-1-A–Sarcelle–Rupert, est considéré comme le plus important de la décennie ! Jamais pareil branle-bas de combat n’a été orchestré depuis l’audacieuse époque des « bâtisseurs d’eau ». Ces temps sont révolus, certes, mais nous avons à nouveau l’occasion et le privilège de prendre part à la concep-tion d’un autre défi d’envergure.

Le premier numéro de l’année du Jour-nal Eastmain marque le retour de votre bulletin d’information mensuel. Toute-fois, avant même de mettre l’accent sur les barrages, les digues ou les centrales du projet, nous souhaitons commencer par le commencement : la construction des routes d’accès aux grands travaux et l’aménagement des campements où nous serons appelés à vivre côte-à-côte.

Après la lecture de votre Journal Eastmain, vous en saurez un peu plus sur les jalons qui marquent le coup d’envoi de cette nouvelle aventure de la grande histoire de la Baie-James ! (JL)
