Overview:

East Hartford High School uses a Student Handbook to identify policies and procedures directly related to East Hartford Public Schools and daily high school operations. In an effort to streamline and simplify the adopted EHPS District Student Handbook and EHHS general expectations and information, we have included appropriate references and links that can be used as a resource for students to become familiar with and understand the day-to-day aspects of school life at EHHS.

Handbook Highlights:

As part of the annual process at EHHS, staff and students regularly review “Handbook Highlights” to identify common practices and procedures for students. These items include aspects of each set of processes and expectations as identified in the District Parent/Student Handbook, EHHS Guidebook, and general operating procedures. Students and families are encouraged to refer to the following points of emphasis as recommended by the school administration.

Item Students and Families must be familiar with… Attendance Daily attendance requirements, tardies, dismissal, class cuts, and truancy.

Bus Information Transportation in the East Hartford district is a privilege; students violating school policy and polices of DATTCO bus services; failure to comply may lead to removal and/or bus suspensions.

Code of Conduct EHHS district and school practices, policies and procedures need to be reviewed as it applies to both academic and behavioral expectations.

School Uniform Per BOE policy, strong adherence to the rules of proper dress code must be followed and are firmly enforced by school administrators/teachers.

Electronic Devices

District rules apply; electronic devices used in the classroom under teacher direction can be used in support of the curriculum. Students are not permitted to wear headphones or earbuds in class or in common areas. Safety and proper cell phone etiquette or use of electronic devices will always be enforced schoolwide by school administrators and the teaching staff.

Forms Students must complete the following forms and return those pertinent documents to their respective House office within the first 10 school days. (Emergency cards, Health Records and applicable student medical request information.

Loss of Credit Parents/Guardians and families are encouraged to become familiar with the 10/20 rule for absences including petition for loss of credit (ARB/verification) and the possible restoration of credit loss.

Passes Student’s adherence regarding the use of passes is an important part of school policy. It is the student’s responsibility that they have a legitimate, valid pass when applicable.

Guidebook Section 1- Student Information

Accountabilities

Students are issued various materials throughout the year (textbooks, locks, ID’s, athletic apparel etc.) for which they are held responsible. In the event that any of the materials are defaced or lost, the student will be issued an accountability slip that is a requirement to pay an amount of money (cash, certified check, or money order only) in lieu of the material issued. The student who was issued the school’s property is the one that is responsible for it. The school is authorized to withhold grade reports and/or academic transcripts and declare the student ineligible to participate in school activities (athletic, non-athletic, clubs, dances, etc.) when an accountability remains outstanding.

Electronic Devices

Phones - Students may possess electronic devices on school property, as long as devices are not activated and not visible during

the school day, or inside the school buildings. Except as specifically permitted by the administration, or an authorized designee of

the district, students may only activate such devices for any reason (including texting) outside the school buildings before or after

the school day. In addition, use of any electronic devices on school buses which cause a distraction or create safety concerns is

prohibited. The school district shall not be responsible for the loss, damage or misuse of any electronic device.

Ear Buds, Head Phones, Ear Phones - Students are not allowed to use ear buds, head phones, or ear phones during the school

day. Students must have these items put away and not visible. The school district shall not be responsible for the loss, damage or

misuse of any electronic device. Students who are found to be in violation of this policy will be subject to discipline in accordance

with the Student-Parent Handbook.

Compliance - A cell phone or electronic device that is visible, audible or in use between 7:25 AM and 2:10 PM will be turned in to

an administrator. The return of a cell phone or electronic device (including headphones/earbuds) will follow the policy guidelines

as indicated below:

Progressive Discipline:

1st time: Student Warning 4th time: Student Warning, Phone Call Home

2nd time: Student Warning 5th time: Student Warning, Parent Contact (AP)

3rd time: Student Warning, Phone Call Home 6th time: Discipline for “Insubordination,” Parent Meeting

Note: At any time a student refuses to give the device to administration, he/she will be deemed “insubordinate” according to the

EHPS Code of Conduct and may be subject to disciplinary action.

Emergency Cards

Emergency Cards are to be completed by ALL EHHS students within the first ten (10) days of school and upon completion will be located in your child’s respective House office. Student Emergency Cards are an important document not only for school administration, but for you and your child as well. Emergency Cards are often the most updated information we have on your child/family in the event an emergency arises so, all information must be up-to-date and accurate. Any change to the family/student address, telephone number or guardianship needs to be reported immediately to the East Hartford Board of Education located at Tolland St. East Hartford, CT 06108 (860) 622-5000. Please note that addresses cannot be changed at EHHS.

ID’s

The student picture I.D. policy is a required part of our school's decorum and safety policy. Students will be issued I.D. cards upon the start of the school year. Students that cannot produce a student ID will be issued a green pass for the remainder of the school day and a $10 accountability for the production of 2 new student ID’s. Failure to present a valid student ID to an administrator at any school event may result in removal from the event and possible disciplinary action.

Students also need their I.D. card for the following services: • Purchasing student tickets to any school sponsored event • Dismissals • Purchasing lunch at East Hartford High School • Using the library/media center • Visiting the school health office

Lockers

Each student is assigned a locker and its combination at the beginning of the school year. Please consult the list below regarding locker use.

1. Do not share your locker or combination with other students. 2. Keep your locker locked when not in use. 3. Report broken locks or locker problems immediately to the appropriate Assistant Principal House office. 4. Do not keep valuables in your locker. All such items should be secured in the Main Office. The school is NOT responsible

for items missing or stolen from lockers, or material left in the lockers at the end of the school year. 5. Locks issued by the school must be used for physical education lockers. 6. Students who withdraw from East Hartford High School before the end of the school year are responsible for emptying

their lockers and returning school property to their teachers. EHHS will not be responsible for any items left in a locker five days after a student has withdrawn from school.

be subject to losing all Senior Activity Privileges, regardless of previous discipline/infractions.

Student Parking

Parking on school grounds is a privilege that is granted to deserving students. While driving on school grounds, extreme caution is a must and students must be careful and follow the driving patterns and routes. Students driving to school are required to register their motor vehicles with Security and obtain a parking sticker in the Security Office. Student parking is available on the west side only. Parking privileges may be revoked by school administration if a student leaves school grounds without permission during the day, if the motor vehicle is not registered or his/hers behavior is unsatisfactory.

Student Support (SAC)

The Student Assistance Center provides a safe and supportive environment where students may seek a variety of services to enhance their educational experience at East Hartford High School. The Center is open to all students. The following services are available at the Student Assistance Center including Career Beginnings, Peer Mediation, Bereavement Group, Anger Management Group, Conflict Resolution.

Tardy (To school & Class)

A student is tardy when he/she is not in the classroom or in the assigned instructional area when the bell rings. Accumulated

tardies DO impact overall attendance and possibly loss of credit status. Three (3) total tardies is equal to one class absence.

Daily tardy-to-school data is collected, reviewed and monitored in each of the House offices. Students violating the EHBOE and

the EHHS tardy policy will be referred to their House Assistant Principal/support team for further review and school discipline.

Uniforms

ALL EAST HARTFORD, ALL THE TIME - School approved TOPS that are polos, zip-ups, fleece, sweatshirts (with or

without hoods) and dry-fit & tee-shirt styles upon approval by Administration can be worn on a daily basis. All layers of TOPS worn

must be East Hartford High School. East Hartford High School has tremendous pride and spirit. In order to continue to build our

school spirit and maintain a positive learning environment. Students are allowed to show their school pride by being allowed to

wear TOPS that support EHHS. Athletic Dress Up Days are not allowed.

Guidebook Section 2- Academic Guidelines

Class Rank

Class rank is a consideration in the admission policies of some colleges. Class rank is determined by the average total of quality points earned by the student. Quality points are earned whenever a student passes and earns a credit for courses taken in grades 9-12 with the exception of courses graded on a Pass/Fail basis. Courses which carry quality points are those marked on an “A” through “F” basis including Wellness Education. Please Note: Classes taken away from the high school campus are not factored into class rank. The following scale below is used to determine class rank.

High and General Honors, as well as all student averages, will be calculated during the school year based on a Grade Point Average. The scale will be as follows: General Honors 3.00-3.59, High Honors 3.60-4.00. The Grade Point Average is determined by the same scale that is used for grades and "C" - (1.7 GPA) rule eligibility for participating in extra-curricular activities. Academic Honors Program recognizes the specific needs of advanced learners by providing accelerated curricula, enrichment experiences and opportunities for independent study. This program seeks to enable students to earn college credit while at EHHS and to prepare them for entrance to competitive 4 year post-secondary schools. Ninth and tenth grade students who demonstrate readiness for advanced academic work in a subject are enrolled in honor level courses. Upperclassman may continue advanced coursework on Advanced Placement, UCONN Early College Experience (ECE) and other Honors course. In all grades, students are mentored and advised by team teachers and Academic Honors Program staff.

Incompletes

A student receiving a grade of "incomplete" at the end of a marking period must make up his/her work within ten (10) school days after the marking period report cards are issued unless an extension is granted by the principal.. An incomplete grade will keep the student off the honor roll until the work is made up - even if the student's other grades satisfy honor roll requirements. No incomplete grade can remain on the report card and thus, a final grade will be issued.

National Honor Society

To be considered for membership in Tucker-Blake, East Hartford High School's local chapter of the National Honor Society, a student must meet the following requirements before the close of the student's 5'h semester of high school: I. A 3.5 GPA is required for admittance into the National Honor Society as of the close of the students 5th semester

LEADERSHIP

• Co-curricular activities - includes clubs, teams, musical groups and major accomplishments in each. Documentation of participation with accompanying signature of adult sponsor other than relative is required.

• Leadership - for example, elected student body, class or club officer; committee chairperson; team captain; newspaper editor; work area manager; or community leader. Documentation of leadership with accompanying signature of adult sponsor other than relative is required.

• OTHER COMMUNITY ACTIVITIES - These should be any activities outside of school in which you participated for the betterment of your community. For example: groups affiliated with religious organizations, clubs sponsored outside the school, Boy or Girl Scouts, or community art endeavors.

SERVICE

• Services (school/community) - service projects done with a group either in or out of school, or done as individual projects performing services. Generally speaking, service activities are those which are done for or on behalf of others (not including immediate family members) for which no compensation (monetary or other) has been given. A minimum of 20 hours is required. Documentation of participation with accompanying signature adult sponsor other than relative is required.

CHARACTER

• Completed Applications will be reviewed by the House Assistant Principals and the Faculty Advisory Committee of the NHS. Since character is clearly one of the criteria for acceptance into the NHS, all applicants' discipline files/permanent records will be reviewed.

OTHER

• Work experience, recognition, and awards - any job experience, honors, or recognition that you have received that support your bid to be selected for membership in the National Honor Society. Work experience may be paid or volunteer.

Tucker Blake Chapter of National Honor Society Bylaws Article III: Membership and Obligations Section 1- Active membership is a goal of the Tucker Blake Chapter of the National Honor Society. Section 2- Membership in this chapter is an honor, not a privilege, bestowed on students by the faculty, and shall be based upon the criteria of scholarship, service, leadership, citizenship, and character.

Section 3- Eligibility a. Candidates eligible for election to this chapter must be in the second semester of their junior or senior year. b. To be eligible for selection to membership in this chapter, the candidate must have been in attendance for a

period of one semester at East Hartford High School or Connecticut International Baccalaureate Academy. This semester may be waived by a joint decision between principal, Faculty, Council and adviser.

c. Candidates eligible for selection to the chapter must have a minimum cumulative GPA of 3.5 (out of 4.0). This scholastic level of achievement shall remain fixed, and shall be the required minimum level of scholastic achievement for admission to candidacy. All students who can rise in scholarship to or above such standard may be admitted to candidacy for selection to membership,

d. Upon meeting the grade level, attendance, and GPA standard requirements, candidates shall then be considered based upon their service, leadership, citizenship, and character.

Article IV- Selection Procedures Section 1- The selection of members to this chapter shall be by a majority vote of the Faculty Council consisting of five faculty members appointed by the principal and adviser. The chapter adviser shall be the sixth, nonvoting ex officio member of the Faculty Council. Section 2- Prior to selection the following shall occur:

a. Students' academic records will be reviewed to determine scholastic eligibility, b. Students who are eligible scholastically ("candidates") shall be notified and asked to complete and submit the Student Activity Information Form for further consideration for selection, c. The assistant principals shall be requested to evaluate candidates based on character,

e. The Faculty Council shall then review the Student Activity Information Form using the official evaluation rubric form provided by the chapter adviser in order to determine membership.

Section 3- The selection of new active members shall be held once a year during the second semester of the school year. Section 4- Candidates become members when inducted at a special ceremony. Section 5- Once selected and inducted, all members are expected to maintain the standards by which they were selected and maintain all obligations of membership. Section 6- An active member of the National Honor Society who transfers from this school will be given a letter indicating the status of his or her membership and signed by the principal or chapter adviser. Section 7- An active member of the National Honor Society who transfers to this school will be automatically accepted for membership in this chapter. The Faculty Council shall grant the transferring member one semester to attain the membership requirements and thereafter, this member must maintain those requirements for this chapter in order to retain his or her membership. Article VIII: Discipline and Dismissal of Members Section 1- Membership of the National Honor Society are subject to dismissal if they do not maintain the standards of scholarship, leadership, service, and character that were used as a basis for their selection. Section 2- Members are allowed limited warnings during their membership, but in the case of flagrant violation of rules or civil laws, a warning is not required for dismissal but a hearing will still be held. If the Faculty Council determines that the facts warrant consideration of dismissal, the member will be notified in writing of the violation, the possibility of dismissal, and the need for a scheduled hearing with the Faculty Council. A hearing will then be scheduled. The member should then be allowed to appear before the Faculty Council and explain the situation. A parent or guardian may be present with the member, however, it should be noted that the primary focus of the hearing is to allow the member to present his or her case Section Section 3- Members who fall below the academic standard for selection will receive a written warning and given one marking period to restore their cumulative GPA to the standard of selection. Section 4- If a member is dismissed, written notice of the decision will be sent to the member, his or her parent or

guardian, and the principal. The member must then surrender the NHS pin and certificate to the chapter adviser. **Please consult Section VII for a copy of the Tucker Blake National Society Acceptance Scoring Rubric. Student Learning Expectations

East Hartford High School is accredited by the New England Association of Schools and Colleges, Inc. (NEASC), a non-governmental, nationally recognized organization whose affiliated institutions include elementary schools

through collegiate institutions offering postgraduate instruction. Accreditation of an institution by the NEASC

indicates that it meets or exceeds criteria for the assessment of institutional quality periodically applied through

a peer group review process. An accredited school or college is one which has available the necessary resources

to achieve its stated purpose through appropriate educational programs, is substantially doing so, and gives

reasonable evidence that it will continue to do so in the foreseeable future. Institutional integrity is also addressed through accreditation.

This school year, EHHS will continue to address NEASC recommendations through a comprehensive assessment and monitoring system as well as communicative process. As a component of student graduation, students will

be assessed through the school-wide learning expectations within through departmental rubrics in alignment with Common Core and the aforementioned expectations. These expectations are outlined in the grid below:
