Roche Nelson (24) is a witness in a case against Baba Tarik, a Paki- stani national who was released on R100 000 bail last month. He is re- portedly the ring leader of a group of criminals who are allegedly in- volved in kidnapping, armed robbery, murder and human trafficking. “Last Tuesday even- ing a group of Pakistani guys came to where I live. They stood at the gate and one of them produced a firearm. They demanded that I get in their car because they wanted to talk to me, but I refused,” she said. She called the police after the men left as she was terrified. “I was very scared. I called the police and told them what had happened, but I was told to contact the investigating officer [IO]at that time of the night, when they know that she is unavail- able at night,” she said. “When I told my IO all she said was that she would call me. I don’t know what to do now because it seems like no cares about me,” she said. “I have written a letter to the station commander in Kokstad telling him that our lives, as witnesses, are in danger. I also told him about the threatening calls and SMSes I have been getting, but there hasn’t been any response from him.” On a Tuesday she received an SMS from a number she didn’t know, it reads as follows (sic): “I will rape u I till you vomit it stomach out. Were you hiding gal. I will shoot you dead and leave it body in a pool of blood. Set you on fire if you do not get into the car to talk to Kenny. You got till sun down to go. If go to police not help, jump into the car ND 524 780. I’m waiting or I will kill you.” She said what is also worrying is that an- other witness, Sayed Azhar has been missing for three weeks. “We don’t know where he is, he can’t be reached on both his cellphone numbers and that is unlike him. We don’tknowwhetherheisaliveordead or where he is. Maybe he left town, but he has been living in Kokstad for a long time — why would he disappear just like that,” she asked. She said she fears she will also go missing if the police don’t do anything about the threats she has been get- ting. “The worst though is that I know some of these guys and I told the police that I can identify them, but still noth- ing is taken seriously. I have opened an intimidation case against them, but the guys are still at large. Maybe they [SAPS] will act if we take the law into our own hands or when someone dies,” she said. She said on Wednesday one of the guys, who is allegedly working for Tarik, assaulted her. Kokstad SAPS spokesperson Lieu- tenant Dumisani Ncongo said the only person the witness should be talking to about this matter is the IO for her intimidation case. “The lady must tell her investigat- ing officer who will surely act on her allegations and complaints,” he said. Investigating officer responds: “The investigator said they are wait- ing for a report from a Section 205 conducted on the phone numbers that threatened Nelson via SMS.” She also said she cannot merely ar- rest a person when there is no proof, but said they are continuing with the investigation. A WITNESS in the caseagainst an alleged kidnap-per said she fears forher life

“When I told my IO all shesaid was that she would callme. I don’t know what to do

AFORMERmanagingdirect-or of the Fever newspapergroup, Greg Orsmond,

faced 453 charges of fraud whenheappearedintheDurbanSpecialCommercial Crimes Court lastThursday.

Orsmond was managing di-rector of The Witness Group andFever Newspaper Group until hewas axed in April 2013 after thediscoveryof“grossnegligence”onhis part.

An audit and forensic investi-gationrevealed thatOrsmondhadallegedly syphoned off nearlyR11 million from themainstreamand community media houses.

The audit resulted in the fraudcharges he faced in court.

Orsmond stepped briefly intothedockyesterdaylookingdishev-elled and crestfallen and was re-leasedonR10 000bailaheadofhisnext appearance in November.

HisattorneySatchMorgansaidOrsmond,afatherofthree,hadco-operated with the investigatingofficer and would appear in courtwhen required.

In a detailed charge sheet be-fore the court, Orsmond is allegedto have made unauthorised pay-ments amounting to nearlyR11 million for his personal gain.

Thechargesheet indicated267chargesrelatedtopaymentsmadeforthedistributionofnewspapers,but investigators claim the service

was never rendered. Those char-ges account for nearly R10,5 mil-lion.

“Investigation revealed SkyBlue Media [a Fever Newspaperssubsidiary] made payments intotheaccountofTrifidDesignwhere-in theaccusedwas thesolepropri-etor. The accused authorised andrequested payment for servicesthat were never rendered”, thecharge sheet reads.

The remaining 186 fraud char-ges arise from alleged ghost pay-ments for distribution the statecontends actually went to privatebuildingupgradestohishomeandwhich were worth nearly

R670 000.“Investigations revealed this

was forprivateandpersonalworkdone on the accused’s farm inShelly Beach.”

In a handwritten affidavitpenned by Orsmond, he indicatedhe had made an effort to fully co-operate with the investigationteamandwould continue to do so.He also said hewas employed andhis income supported his family.

“I am married and have threechildren and I am employed and Isupportmy family. If I am grantedbail, I undertake to attend courtwheneverIamrequestedtodoso,”he wrote.

Media24, which now owns Fe-ver publications obtained a highcourt judgment against Orsmondlate in 2013 for R10 119 178,23(plus interest dating from July 6,2013).

The judgment was obtained inrespect of damages suffered as aresultofalleged“recklessorgross-ly negligent and/or fraudulentconduct” on the part of Orsmond.

Orsmondhadsincefailedtosat-isfy the judgmentor indicate to thesheriff disposable property thatwas sufficient to satisfy it.

He was found to be insolvent,becausehisliabilitiesexceededhisknown assets, and placed undersequestration in April.

Media24 chief financial officerManieMaymansaidOrsmond’sal-leged offences were serious.

“These are serious offencesand, in terms of the law,we had topursue criminal charges in linewith thePreventionofCorruptAc-tivities Act. This is our policy,” hesaid.

“Thishadasubstantialeffectonthe company,not just on theFever,but also Sky Blue Media and it re-sulted in people being retrenched.

“Because of the financial per-formanceof the companies, large-ly as a result of the fraud, we hadto takestepsandasaconsequencepeople were retrenched,” May-man added.

Traffic officers, community policing forummembers,RoadTraffic Inspectorate, commu-nitysafetyvolunteersandthecommunitysafe-ty and liaison team are visible on the streetsof Kokstad in their effort to fight crime.

Thisisinresponsetoarecentspateofcrimewhere hardened criminals made Kokstadtheir “playground” and where the taxi rankturned into a drug den for the drug lords whosell dagga, mandrax, cocaine, tik, whoongaand buttons, among other things.

The criminals’ modus operandi includestealing from vehicles, using anti-jammingcar-alarmdevices,housebreakingandterror-ising the community in general.

“In the past few months cases have beencoming in likea flood,butsincewestarted thisoperationcrimehasgonedown.Ourchallengenow is at the truck stop as we believe certaintruck drivers are working with these crimi-nals,” said Maseko.

He said there are security guards at thetruckstopbut theystill get reportsofgoodsbe-ing stolen from the trucks, and they will alsoaddress the issue of prostitution at the area.

Mother arrestedfor baby murderA19-YEAR-OLDwoman fromKhoapa villageinMatatielewasarrestedonsuspicionofmur-der onMonday. It is reported that the womanhadbeenpregnant andat about 9pmonMon-day she reportedly gave birth.

According to Matatiele police spokesper-son Lieutenant Raphael Motloung, immedi-ately after giving birth she allegedly strangledit to death with a sock.

“It isbelieved thewoman thenhid thedeadbaby in a pit toilet at her home,” he said.

The body of the baby was discovered by aneighbour who then reported it to the police.The suspect was arrested and appeared inMalutiMagistrate’scourtonTuesday.Thecasewas postponed to today for bail application.

‘Mini-dam’ inthe KokstadCBD

MOTORISTS and pedestrians have hadenough of what they call a “mini-dam” onthe corner of Dower and Hope streets whenit rains.

The water, which takes about two daysto dry up has raised questions aboutwhether the Greater Kokstad Municipalityhas an efficient storm-water drainage sys-tem in place to avoid such a situation.

A resident, who did not want to benamed, said the water at that particular

spot is a nuisance.“We can’t walk in that part of town

when it rains. I don’t understand how thishappens right in the middle of town. Thereis supposed to be a drain for the water, butthere is no sign of one here, and it is verydangerous because it could cause an acci-dent as cars swerve into the middle of theroad to avoid the water,” he said.

GKM spokesperson Sabelo Ncwanesaid the municipality acknowledges thechallenge that is taking place there.

“The problem is caused by the size ofthe drain which is unable to cope with the

amount of water that pours into it. To fixthe challenge the municipality has askedthe Department of Transport to increasethe storm-water pipe going through HopeStreet from the taxi-rank side of GroomStreet. This will be treated as a matter ofurgency with the preparations already un-der way. The anticipated time to start isnext week,” he said.

He also asked the community to use therubbishbinsfortheirwasteinsteadofusingdrains because the rubbish blocks thedrains resulting in the water being unableto go anywhere else.

RESIDENTS’ prayers have been an-swered in Gungununu village in Um-zimkhulu when Community Safety

Liaison and Transport MEC Willies Mchunuturned the sod for the construction of abridge worth R26 million at the village onTuesday.

A Gungununu village resident, MaMa-chi Zaca, said that the absence of a bridgethere has been the cause of much grief forthe community as many lives have beenlost to drowning in the river, including herseven-old-year daughter.

“My child drowned when she tried tocross the river on her way home from

school. I tried to save her but struggled be-cause I was pregnant at the time,” she said.

She said even though the bridge won’tbring her child back, she is relieved therewon’t be more drownings.

Mchunu also officially handed over tworoads — P601 and P749 — in Umzimkhulunear the Esayidi FET college. The tworoads, 46.5kms and 44kms long respec-tively, are both in the third phase of con-struction and have cost the taxpayerR228 million.

He said the after Umzimkhulu wastransferred to KZN from the Eastern Capein 2006, it was given priority by the KZNgovernment as it had many backlogs interms of development.

“From as early as April 2007 my depart-

ment injected R96.6 million towards con-structions of roads and the refurbishmentof existing ones in the Umzimkhulu areaand we have been working here sincethen.”

Mchunu said this development has cre-ated many jobs for locals.

“Even though locals obtained tempo-rary jobs in these projects I am sure thesehave helped a lot in feeding many families.

“I am also confident that the skills theworkers obtained in working on these pro-jects will help them to find work easier inother places.”

Umzimkhulu local municipality mayorMphuthumi Mpabanga said they are hap-py about the development.

“Umzimkhulu is growing fast. We areexcited because the government is com-mitted to putting our town on the samelevel as other towns,” he said.

Matatiele youth and pupils to ben-efit from driving programme

The Coega Development Corporation(CDC), a leader in South Africa’s socio-economic growth and development, yes-terday, 23 October, launched its drivingtraining programme together with driversimulator infrastructure in the MatatieleLocal Municipality.

The launch took place at the MatatieleLocal Municipality Town Hall where aMemorandum of Understanding (MOU)was signed between the CDC and MLM.

The Matatiele beneficiaries include un-employed youth and pupils between theages of 18 and 35 from communities chal-

lenged by socioeconomic inequalities.Matatiele mayor Cllr Momelezi Mbedla

said the municipality is grateful to be partof the programme.

“This forms part of our government’scall for skills development especiallyamong the youth.

“The youth of Matatiele are unem-ployed and most of them are from deep ru-ral areas with no source of income whichmeans they can’t afford to go to drivingschools, therefore this programme willhelp a lot.

“This is not to take away business fromour local driving schools, but to assist thepoor - that is our priority,” Mbedla said.

The programme is affordable and willhelp curb the high number of accidents in

our roads since pupils will be trained toobey traffic rules. According to the Census2011, 71% of the population in Matatiele isyounger than 35 and only seven percent areover 65.

The creation of more job opportunitiesshould also be one of the key aspects ofthe developmental agenda by the munici-pality in partnership with the sector de-partments and government parastatals.

CDC has made this dream a reality bypartnering with the municipality.

Municipality strengthens publicparticipation

The municipality has initiated a pro-gramme of giving feedback to communi-ties as per their identified ward-basedneeds. The programme aims to increase

the “footprint” of social services and toidentify the social challenges faced byMatatiele’s poorest wards.

The mayor and his Executive speakerand chief whip join officials in interactingwithcommunitiesregardingsocialchallen-ges. These engagements also form part ofthe back- to-basics campaign where thepresident calls on every municipality toconduct mayoral imbizos.

These imbizo are held under the theme“together we move Matatiele forward, pro-moting joint actions with communities inbuilding Matatiele”.

The political leadership shall use theseplatforms to respond to service deliverychallenges faced by our communities. Allwards will be visited and stakeholders will

be engaged in this process.R89 million rural housing projectThe Executive committee of Matatiele

Local Municipality visited the Mehloloan-eng Housing Project where 898 houses willbe built for the community of ward 16.Project manager Joos Bester said theproject isprogressing well and that six villa-ges will benefit from it.

Beneficiary Mme Matsokolo Ranko 84had a big smile on her face after the mayorintroduced the new house to be built for herand her grandchildren by the Departmentof Human Settlements.

“I feel honoured to be visited by themayor. The new house will bring joy to meand my grandchildren,” she said.

Forty local people were employed forthe project and the contractor uses the ser-vices of the community i.e. tractors. Thecost of the project is R89 million

Business retention programmeLast week the Greater Kokstad

Municipality hosted a Kokstadbusiness retention breakfast atNolangeni Hotel where it looked athow we can expand business oppor-tunities in Kokstad.

Our local economic developmentdivision hosted the breakfast to bringto our attention the avenues we canuse to attract business.

The event was held in conjunctionwith KwaZulu-Natal Trade and In-vestment. Also at the breakfast wasthe Industrial Development Corpora-tion,KokstadChamberofCommerce,GKM Speaker Zolani Mhlongo andstakeholders. The information thatwas shared was important and willassist the municipality in future.

Continuing on the same subject, I

am disturbed by the news that theKokstadChamber of Commerce usedthat platform to attack themunicipality.

I find it strange thatourownstake-holder isnowusingotherplatformstodiscredit the municipality instead ofcoming tous.Wehavealwaysopenedourdoors for everyone inKokstad in-cludingtheKokstadChamberofCom-merce.

In our budget road showwe creat-ed a slot specifically for business peo-ple because we wanted to make sure

they are part of our decision-making.In2013theChamberofCommerce

complained about the rates and wewentas farasreviewingourbudget to

accommodate their complaints afterengaging with it. The claim that wehave never had a constructive en-gagement with the chamber is mali-cious and aimed at painting an incor-rect picture about us, as the munici-pality that doesn’t care aboutbusinesspeople, theunemployedandthe poor of the poorest.

Themunicipalityhasalwayscared

about everyone, including the busi-nesspeople.Weunderstand the stan-dard of our roads, but it ismisleadingto talk as if nothing has been done.There are some roads that have beenrepairedandothersareintheprocessof being repaired and tenders havebeen advertised. We have alwaysviewed the chamber as a valuablestakeholder andwewelcome its con-structive criticism, but we find it an-noying when someone stands up onthe wrong platform and speaks likethe opposition, not a stakeholder.

The mayor, deputy mayor and Iwere on other council business in theprovince and the speaker represent-ed council there.

Our doors are still open for every-one for engagement andwemust usethem to build one another.

GREETINGS to readers, particularly to thecommunity ofHarryGwalaRegion,moreoverof Umzimkhulu.

MEC of TransportMEC Mchunu came to Umzimkhulu and

undertook did a sod-turning of a bridge to beconstructed on the notorious GungununuBridge (ward 1) and also to open the tarredP749 and P601 roads.

The Umzimkhulu community could nothold back their excitements as the MECdeclared financial injections that are going toelevate this municipality. These financial in-jectionsaregoing tobe implemented for threeyears.

Pound by-lawsIt is not a secret that Umzimkhulu has a

history of stray animals. Having employedpersonnel in themunicipal pound andhavinghad resources at their disposal the team canboast a number of successes and as a resultawareness campaigns are fruitfully conduct-ed throughout the municipal wards.

Municipal driver awardsThe Department of Transport conducted

training competitions for all drivers frommu-nicipalitiesandtheUmzimkhuluMunicipalityresultswereexcellentand awardswerehand-ed over to them.

Iwant to take thisopportunity to commendthese disciplined ambassadors.

“ACTIONS IN THE RIGHT DIRECTION”In view of the negative publicity that has been prevailing within our District and in anattempt to overcome the challenges in relation to Water and Sanitation, a number ofproject interventions are under construction by the District Municipality.

AT HORSESHOE – WARD 1Contractors that are on site are working on a project which aims to convert 1462 pittoilets into becoming a waterborne sanitation system. This is a multi-year project whichprogresses per financial year as it is implemented in phases.

As per the implementation plan for the District, there is urgent commitment to completethe horseshoe Sanitation Project which is due for completion in June 2018.

BHONGWENI AND SHAYAMOYA- EMERGENCY INTERVENTION ANDRECTIFICATION OF TRUCK SEWERThe District has invested over thirty million rands (R30 million) to upgrade the WasteWater Treatment Plant so as to cater for all the settlements that were previously excludedfrom the system.

As the project is in two phases, it will first address the immediate emergency of the sewerover- flowing into the stream, by upgrading the pipeline inclusively of the pipe bridge,within Bhongweni.

The second phase will address the upgrading of the collector sewer line and the UPVCpipeline. The route of the existing pipeline has houses and other structures constructedover the pipeline route, which will require re-alignment. Procurement is under way andother phases will be considered in the financial years to come.

MPHELA SEWER REFURBISHMENTMphela area has been experiencing constant sewer spillages for sometime as a result of population growthand foreign objects that are usually found in the pipelines. In response to Mphela sewer spillages, there hasbeen installion of a new electricity pump, Chamber and screen. These were built in the area to trap foreignobjects that constantly block the pumps. Since the introduction of screens, there has been an improvement inthe area.

KOKSTAD TOWN LOW WATER PRESSUREFor the past two years, there has been a challenge of low water pressure in certain areas of the town such asMurray Street, The Avenue, Main Street and Groom Street. A service provider was appointed to conduct aninvestigation and implement corrective measures in the areas affected. The project was the fixing of Pressurereducing valves and changing of the old valves. The work was completed on the 26th of August 2014.

THE MAXIMUM PRISON SEWER LINEThe area has experienced a challenge of sewer spillage dueto stolen steel coupling on the line. The length of the pipeline beingapproximately 720m with 120 joint points. A service provider wasappointed and has attended to the spillages and the process of replacing all the steel joints is beingdealt with.

WATER RESTRICTIONS IN BHONGWENIAND SHAYAMOYAWater restrictions have been a challenge in the above area due to insufficient capacity of storage reser-voirs in the area, huge water losses and unaccounted water as a result of water wastage. There is goodcommunication with our customers regarding the restrictions times. The restriction times :1. Bhongweni – water opening time 04:00 and water closing time 22:002. Shayamoya – water opening time 04:00 and water closing time 19:00

“After the article in the Fever aboutmy lost grass cutters, I received a lot ofcalls andoneperson toldmeheknowswhere one of my grass cutters is.”

He asked this person to verify thehousenumber,descriptionof thegrasscutter and the person who has thegrass cutter.

“The guy verified these details, heeven sent me picture of the grass cut-ters under the bed. I then arrangedwith Community Policing Forummembers, my friends and police offi-cers to retrieve the grass cutter at thehouse in Khorong wheremy informertold me it is.”

When they got to the house, the

owner was there and wasasked if there is anythingillegal inhishouseandhesaid yes.

“He then showed usthe machine under hisbed. One of his relativesthen admitted buying themachine and both of themenwerearrested,”hesaid.

THREE alleged thieves climbedoverahighbrickwall in83BarkerStreet, Kokstad in broad daylightthinking that they had won theLotto.

Unfortunately,thingsdidnotgoaccording to plan for them as thetenants were inside the house.

The thieves jumpedoverahighbrick wall at 83 Barker Street onTuesday as the yard gate waslocked.

One tenant, Lindo Sikhosana,heard a noise andwent outside tocheck.

“When I got outside therewerethree men in our yard. Two of themen jumped back over the wallwhen they saw me,” he said.

Sikhosana caught the remain-ing man who “cried like a goatabout to be slaughtered”.

“I pulled him back and tied his

hands with a rope to the houseroof.

“I also bound his feet with achainwhile I waited for the policeto come,” he said.

Pupils stayed at a hotel on the shore ofEast London. The following day they facedgruelling questions that tested the theirknowledge to their limits. Grade 10 pupils take a walk in natureAt the end of last term, KEHS Grade 10

pupils went to the Matatiele Nature Re-serve to take part in an outdoor classroomexperience as part of their environmentalstudies.

The main problems in the nature re-serve,suchaslittering, invasivespeciesanduncontrolled burning, were tackled and ex-plained to the group by Zinhle Buthelezifrom Environmental and Rural Solutions.They were also addressed on how to deter-mine the condition of rivers.

Pupils enjoyed gaining new knowledgeabout the environment by taking this guid-ed and practical tour through the naturereserve.

THIS month Honda celebrates the40th anniversary of its Gold Wingtouring-stylemotorcyclewith the an-nouncement of a “birthday edition”Wing. That’s a limited number andsomewill reach South African show-rooms.

Just five years after producing itsfirst superbike in 1969, the celebrat-ed CB750 Honda once again thought“out of the box” by creating the firstlong-distance touring bike - theGL1000 Gold Wing.

It boasted shaft drive, a water-cooled flat fourengine,discbrakesallaround, a touring bike that set stan-dards of comfort and sophisticationpreviously unheard of.

Factor in a low centre-of-gravity19-litre fuel tank, the bike offered anew twist to the definition of high-speed motorcycle touring.

The bike had a relaxed feel aboutit, at 120km/h themotor loped alongat only 4000rpm.

Fromstandstill a400msprint sawa time of around 13 seconds, puttingthebike in thesameclassas the rapidKawasaki 750 Triple and even a Lav-erda Jota.

Many owners fitted additionaltouring equipment such as panniersandhefty fairingswith built-in soundsystems – the Wing would still man-aged to pull like a locomotive.

Sales success came easily but the

factory in Japan was considered toosmall to handle serious productionnumbers so, in 1981, the plant wasmoved lock, stock and barrel to theMarysville Motorcycle plant in Ohio,in the U.S.

Interestingly, sales from 1979 to1999 surpassed a million, with en-gine sizes also increasing along theway, ie: 1100cc, 1200cc, 1500cc (sixcylinders for 1988).

In2001 theGL1800came intobe-ing – the first newmodel in 13 years.Itwasfuel-injectedbutaconsiderablylighter machine thanks to an all-alu-miniumframe.Anti-lockbrakeswereoptional; the engine, incidentally de-veloped a car-like 97kW.

He also races in the cross-country serieswhere he was lying first until he took a nastyfall which saw him unable to complete a race.

Nevertheless, he continues toraceandtrainforthepenultimaterace of the year – Roof of Africafrom 3 to 6 December.

Well done to Forever Young MatatieleAthletics Club members who organisedthis meeting which produced someexcellent performances from, to name afew, Richard Ingram, Odette Simpson,Michelle Baker, Piet Louwrens from Kok-stad, Walter Oelofse, Brenda Botha, CharlBotha, Rocky Suddes and Angela Cilliersfrom Matatiele.

There was a large number of first-tim-ers who enjoyed participating. There werealso many junior athletes who took partand who gained some wonderful experi-ence.

The organisers thank King Edward Highfor their help and for the use of their facili-ties. It really added to the success of themeeting.

Forever Young is in a very good positionto select a strong side to participate at theFree State champs in Bloemfontein on 8November, so keep on practising.
