Welcome to our guide of employability support services for young people in East Dunbartonshire. In this guide we aim to provide staff working with young people, young people themselves and their parents and carers with information about the different options we have on offer to help young people access training and jobs.

The good news about East Dunbartonshire is that economic activity and employment rates are well above the Scottish average. Last year almost 95% of school leavers went onto either higher or further education, jobs or other training and almost all were still active in these areas nine months later.

It is the case however that many of our young people are still finding it hard to get a foothold in the labour market. Around 400, 16-24 year olds are seeking jobs and inequalities exist across the authority and there are pockets of deprivation where the quality of life falls well below the national average most notably in parts of Kirkintilloch and Lennoxtown. Latest estimates also suggest that 88 young people between 15 and 19 are unemployed (SDS) with the majority being males (63%).

To address the issue of youth unemployment East Dunbartonshire Council along with our Community Planning partners have prioritised tackling youth unemployment in our Single Outcome Agreement. As part of this we have set up a Youth Employment Action Plan group to oversee the implementation of a new 14 point Youth Employment Action Plan.

One aspect of this plan was to produce this guide. We are currently working on ensuring that this guide is available on a new easily accessible Opportunities for All web site.

We hope you find this guide useful. If you have any comments on improving the information contained within it or its layout please let us know.

PROGRAMME DESCRIPTION Additional Support Needs (ASN) Programme 2014/15

This is a 12 week support and personal development programme that is designed to engage and support vulnerable adults with a learning disability into achieving an employment, education, training or volunteering destination.

This personal development and support progrwamme not only encourages engagement but it also offers vulnerable adults the chance to develop and / or boost their confidence, raise their self-esteem and achieve valuable nationally recognised vocational and wider achievement qualifications. Participants receive support and assistance with job hunting, job applications and writing a CV as well as boosting their team working and communication skills by taking part in our nationally recognised conservation and local community gardening programmes.

PROGRAMME DESCRIPTION Jobs, Education & Training ( JET) Programme 2014/15

This is a 13 week intensive support employability programme that is designed to engage, support and develop East Dunbartonshire’s hardest to reach young people who have yet to secure a post school destination in either employment, education, Training or Volunteering.

This personal development, vocational and employability programme not only encourages engagement but it also offers young people the chance to develop and / or boost their confidence, raise their self-esteem and achieve valuable nationally recognised vocational and wider achievement qualifications. Young people attending Positive Achievements receive help with job hunting, job applications and writing a CV. Young people also increase their employability skills through work taster sessions and by taking part in our nationally recognised conservation and local community gardening programmes. All JET programmes are designed on ‘roll on, roll off ’ model.

This personal development and vocational programme not only encourages engagement but it also offers young people the chance to develop and / or boost their confidence, raise their self-esteem and achieve valuable nationally recognised vocational and wider achievement qualifications. Young people attending Positive Achievements also increase their employability skills by taking part in our nationally recognised conservation and local community gardening programmes.

AGE GROUP 16 - 19 CRITERIA REQURIED Young people who have not engaged in or have disengaged from formal learning, training or employment. Also young people who have not managed to sustain a place in post school employment, training or learning.

A young person can enter or leave the process at any point in the year.

There is no specified time for how long or how often a young person should engage in an Activity Agreement; this will be determined by how the young person feels, how confident they are about moving onto other programmes and what has been agreed in their action plan.

PROGRAMME DESCRIPTION An Activity Agreement is a personalised package of support for each young person to assist them to engage in meaningful activities which will enable them to move onto a more formal learning or training option. This is delivered through a range of partners in East Dunbartonshire & neighbouring areas. These partners include training providers, voluntary sector agencies and specialist private sector companies.

Each young person engaging in an Activity Agreement will be allocated an Activity Agreement Advisor who will support them through the process, providing; practical help, guidance and information to enable the young person to make informed choices about their next career choice.

Every young person will agree an Action Plan with their Advisor and will work towards achieving the goals set out in the action plan.

An Activity Agreement Advisor will even take part in the activities along with the young person they are working with, if the person feels this would be of benefit to them.

PROGRAMME DESCRIPTION Support to improve literacy and numeracy skills is available locally. This support is available in most areas of East Dunbartonshire. English for Speakers of Other Languages (ESOL) courses are also available across various locations. Access to SQA Accreditation Levels are also provided within the groups. There is also the option to receive 1-1 support for those individuals not wishing to participate in groups.

AGE GROUP 16-24 CRITERIA REQURIED Job ready 16-29 year olds who are less than 6 months unwaged/unemployed (not restricted to Jobseekers claimants). Resident in East Dunbartonshire and legal right to work in UK. Eligibility must be established before the start of the employment.

PROGRAMME DESCRIPTION YES takes the form of an employer incentive, via a wage subsidy, to encourage SME employers to create a new youth job, enabling them to employ local young people who are job ready but who may lack work experience. All of the available funding must be used on wage subsidy.

The wage subsidy is 50% of the national minimum wage for the age of the young person being employed, for up to 6 months (26 weeks), or the national minimum wage rate for apprenticeships if appropriate. The employer must meet the cost of the other 50% of the wage plus all of the employer NI contributions. If an employer wishes to pay more than the national minimum wage then they must meet the additional cost in full. Jobs must be between 25 and 40 hours per week and last a minimum of 26 weeks.

All jobs must be additional to the existing workforce and must not replace positions that would otherwise be filled.

Jobs cannot be filled prior to the formal authorisation of the YES subsidy.

PROGRAMME DESCRIPTION Get into ……. aims to give young people aged 16 to 25 who are work ready, but do not have vocational skills, a mixture of practical training and experience that will enable them to get a job. Courses vary in length from between two and six weeks. After the course has finished participants are given six months support to help them back into employment or further training.

This programme covers a variety of sectors such as retail, customer service, construction, logistics, hospitality and cooking. Sectors are chosen according to regional employment needs and are designed and developed with local employers.

There are more than 70 different Modern Apprenticeship Frameworks and they are all designed to deliver a training package around a minimum standard of competencies. This fully funded course will be delivered over a seven week period and will include: Level 2 BIIAB Award in Door Supervision (Scotland) at SCQF Level 6, Identifying Hazards and Risks in Stewarding Unit, Roles and Responsibilities in Stewarding Unit, Building own Employability Skills, SIA Licence Application fee paid (on successful completion of Door Supervision course).

The training is delivered at our Coatbridge Campus and you will also undertake a two week work placement within an established Security company incorporating site security, sports, events, retail and personal security.

All participants will undertake Certificate of Work Readiness, Employability Award, Industry Specific Core Skills (depending on individual requirements). CSCS Card, National Unit in Work Safety – Fire Safety, Electrical Safety, Working at Heights, Scaffolding, Manual Handling, Emergency First Aid. COSHH Awareness, Scale Measuring and Drawing. PPE Issued, Preparation for SVQ Level 2 Modern Apprenticeship - Portfolio Building, Carillion Project (General Construction Operations). If a participant is referred to TIGERS and currently holds any above qualifications TIGERS hold accreditations for a range of qualifications relevant to industry therefore they will replace the above.

On successful completion of training and work place assessment trainees guaranteed job interview with Carillion for entry into Modern Apprenticeship in General Construction Operatives L2 for a fixed term of 18 months.

The interview process will involve you completing a basic car driving skills assessment to evaluate your road handling and driving skills. Duration ongoing and various start dates.

PROGRAMME DESCRIPTION Participants receive training in relevant vocational and core skills, employability, personal development, motivation and team building. All provision is closely linked to local job opportunities. SQA accreditation is:

SQA Personal Development Award (GF2K44) + 4 core skills.

SQA Employability Award (G9CY44).

SQA Certificate of Work Readiness (GF0F04).

Participants spend a short period of time in-house prior to being placed through our work placement provision. This period in-house in the majority of cases is approximately 2 to 4 weeks.

Some of the employment sectors which we regularly have access to opportunities in include:

Administration, retail, construction, hair and beauty, call centres, care industry, catering and hospitality, customer services, delivery and distribution, domestic assistants, landscaping and green keeping, manufacturing, mechanics/auto trade, production, sales, warehousing and volunteering opportunities.

The Skills and Employability Pipeline

A pipeline approach to skills and employability support as outlined in Scotland’s Youth Employment Strategy is utilised by many support agencies and is characterised by the five stages below.

This pipeline outlines the range of support required for different groups of young people on their journey towards and into sustained employment, however it is important that each young person seeks support from the many professionals working in this sector to assist them in identifying which stage is right for them. However people progress at different rates and it is not always essential to move through each stage of the pipeline.

Stage 1 – Initial Engagement

There is a wide range of reasons why many post school young people are unable or unwilling to take up training opportunities and is often related to multiple and complex disadvantages. Re-engagement with education and training for these young people is a critical step in the route to sustained employment and as such, often requires a wide ranging package of intensive, often prolonged, support tailored to the needs of the young person. This stage is for those young people who are currently not engaged with any providers or agencies and left school.

Stage 2 – Barrier Removal/Personal Development

Young people need to be supported to make progress into more structured provision of education/training and employment. At this stage they still require a significant level of support to help them stay engaged or to overcome barriers to allow them to progress their educational, skills and

social development needs.This stage covers young people who are experiencing issues which are preventing them from accessing education or employment.

Stage 3 – Vocational Training

For the majority of young people leaving school, entry into the mainstream post-16 education and training system is straightforward with the bulk of them moving into college, university or training programmes. For those who have successfully moved through the stages outlined above this is often the next step. At this stage young people are supported to develop the skills and knowledge they will need to compete in the labour market.

Stage 4 – Employment and Job Matching

For those young people who already have many of the skills and qualifications necessary to move into work, the main barrier is often the absence of meaningful work experience or specific qualifications. This is highly valued by employers and for many is the final step on the journey into work. Young people with unclear job goals or lack of jobsearch skills can also hinder their progress and this stage is to support the young person in successfully gaining employment.

Stage 5 – In Work Support/Aftercare

Even after young people have found a job, continued support can be critical to ensure they sustain employment and progress in the workplace. At this stage of the skills and employability pipeline, support often takes the form of training directly related to the sector and occupations in which young people are employed as well as providing a mentor to coach young people through issues and problems faced whilst in employment.
