Purpose and ScheduleS T A T I O N 1 : A B O U T T H I S P R O J E C T

PURPOSEThe purpose of this project is to improve safety, ease congestion and improve tra�c operations at the Eagle Road (Idaho 55) & Idaho 44 intersection over the next 20 years.

2014 Prepare traffic analysis and comparison of design options

2018 Begin preliminary design and gather public input

Conduct environmental analysis

2019 Complete final design and communicate with the public

2021 Construction is expected to begin as early as 2021

Existing conditions S T A T I O N 1 : A B O U T T H I S P R O J E C T

Approximately 70,000 vehicles travel through the Eagle Road/Idaho 44 intersection each day.

During peak afternoon hours:

• Tra�c at the intersection of Eagle Road and Idaho 44 operates at a Level of Service (LOS) D

• Average delay is 46 seconds per vehicle

• Motorists turning left at this intersection experience delays that warrant LOS ratings of E and F

• Average delay of the eastbound left-turning movement is nearly two minutes

• �e intersection has been designated a high accident location

LEVEL OF SERVICE measures traffic operations and delay on a scale from A to F.

A: Uncongested operations

B: Very light congestion

C: Light congestion with occasional backups

D: Significant congestion, intersection remains functional

E: Severe congestion with intersection blockage

Design OptionsS T A T I O N 2 : W O R K T O D A T E

ITD completed an analysis of three potential designs for this intersection. Each design was evaluated for factors such as safety, delay times, cost and right-of-way requirements.

Design options included:

• Widening Idaho 44

• Implementing a half continuous flow intersection (CFI)

• Taking no action

ITD is working closely with the City of Eagle on the potential designs for this intersection. ITD has also sought feedback from emergency medical service providers, Ada County Highway District and other local organizations and municipalities.

Widen Idaho 44 (Conventional)

• Widen Idaho 44 to three lanes in each direction

• Adding a second left-turn lane on eastbound Idaho 44

• Adding a second left-turn lane on southbound Eagle Road

• Introduce two left turn crossovers. Crossovers will be located along Idaho 44 east and west of the main intersection

Based on improving safety, easing congestion and improving traffic operations, ITD is moving forward with the Half CFI design option.

TRAFFIC

• With widening Idaho 44 and adding turn lanes, average delay in 2040 is expected to be 80 seconds.

• With the half-CFI design, the average delay is expected to decrease to 41 seconds.

Results in more “green time” for other legs of the intersection by combining two signal phases.

• With no action, the average delay at the intersection in 2040 is expected to rise to 87 seconds. This is twice as much time as the current delay during peak afternoon traffic.

Safety Analysis

A half continuous flow intersection has fewer conflict points than a traditional intersection. Fewer conflict points leads to fewer opportunities for accidents.

A recent analysis by the Federal Highway Administration of a similar intersection showed a 24 percent reduction in total accidents and a 19 percent reduction in fatal and injury accidents.

Half Continuous Flow Intersection (CFI) S T A T I O N 3 : R E C O M M E N D A T I O N

ITD has selected the Half Continuous Flow Intersection design for the Eagle Road/Idaho 44 intersection as the preferred improvement.

ITD made this selection because a CFI:

• Has fewer conflict points than a traditional intersection, improving safety

• Eases congestion and improves traffic

• Does not require additional through lanes on Idaho 44, which reduces right-of-way needs and cost

• Is a high-capacity intersection that has been used successfully in many states

Bicycle and Pedestrian Accommodations S T A T I O N 3 : R E C O M M E N D A T I O N

ITD analyzed pedestrian and bicycle accommodations for the Half CFI design at the Eagle Road (ID 55) and ID 44 intersection.

The half CFI design will safely allow pedestrians and bicycles to cross the intersection:

• Free running rights will be eliminated

• Traffic must yield to pedestrians

• Rectangular Rapid Flash Beacon (RRFB) lights will allow pedestrians and bicyclists to cross the right turn bypass safely

• There are fewer conflict points between pedestrians and vehicles
