openPDC Backgroud
• Developed by TVA in support of the DOE sponsored NASPI initiative.
• In service at TVA (as ‘superPDC’ for Eastern Interconnection) since 2004.
• Currently collecting and storing data from over 120 PMUs across the Eastern Interconnection.
• Continually being enhanced & improved by Grid Protection Alliance (GPA), a non-profit company formed by the original openPDC developers, under contract to NERC
− Multiple releases (v1.0, v1.1, v1.2 & v1.3) this year; next release planned for Jan, 2011 (focus on security enhancements).
• Several current (and planned) openPDC evaluations underway at various ISOs, TOs including:
− TVA – Duke Energy – ISO-NE− PJM – Oklahoma Gas & Electric – BPA− MISO – Pacific Gas & Electric− FPL – American Electric Power− WECC – Dominion Power

Extensible functionality through the notion of ‘Input’, ‘Action’, & ‘Output’
Adapters.
• Input Adapters: process incoming data into a generic format.
• Action Adapters: perform processing functions such as sorting the input data or performing calculations (e.g. MW and MVAR, Event Detection), then transmit the results.
• Output Adapters: store time sorted data in Historians.

What is e-terravision?
• e-terravision is a decision support system for control centers.
− By providing actionable information for faster and more confident real-time decision making.
• Offers a unified view across the entire grid interconnection.
− Overview and regional schematic displays when needed− Efficient navigation through data to get to “information”
• Mitigate operational risks, ensure system reliability.
• Built for high availability
• Designed in collaboration with major utilities:
− AEP, TVA, Entergy, First Energy, etc…
• Certified by Situation Awareness (SA) industry experts
− Mica Endsley, SA Technologies, Marietta GA

An integrated measurement-based and model-based stability assessment
application that runs in real time.
Stability assessment visualization within e-terravision.
ALSTOM SynchroPhasor Solutions
PMU measurement-based methods
monitor grid stability in real-time: – Track current damping levels.
– Detect & alarm on dangerous oscillations
& sudden events.
PREDICT & MITIGATE
EDGE
MONITOR
OPERATING POINT
Model-based techniques (SSAT, TSAT, VSAT)
provide the predictive component (i.e. ‘what-if’ analysis)
– Available MW transfer capability (‘distance’ to the edge)
– Assess impact of critical contingencies. (e.g. change in damping levels)
– Recommend controls based on sensitivity information.
Voltage Security Assessment Voltage Contours, MW Margins, Weak Elements, Remedial Actions
Identify weak elements (i.e. regions most prone
to voltage instability)
MW Transfer Margins
Control Recommendations

Use PMUs and SCADA data to triangulate
precisely locate the origin of the disturbance
A sudden disturbance causes a traveling wave that can be detected by PMU data across the grid:

Islanding Detection and Restoration
• Use the high resolution PMU data to detect an islanding situation
based on the fast separation of phase angles.
• Determine the coherent groups of generators (those swinging in
unison).
• Identify (1) individual islands, (2) associated points of separation,
and (3) available resources within the island.
• Assist with the re-synchronization and restoration process.
