In the midst of major changes, the Rufisque department is set to become the new center of gravity for Senegal's emerging economic growth. A new city is being created. Strategic partnerships are multiplying. National and international investors, as well as entrepreneurs are making a commitment, alongside with us, seduced by the yield potential of the territory. Significant investments have already been made, are in the process of being made, or will be made in the future.

Our will is to federate companies - national/international - and territories around a collective territorial strategy.

The Department of Rufisque, is a territory rich of its 12 communes, with their diversity, their culture and their history: Bargny, Diamniadio, Jaxaay, East Rufisque, West Rufisque, North Rufisque, the town of Rufisque, Sangalkam, Sébikotane, Sendou, Tivaouane Peulh Niagues, Yenne.

This first edition of the Rufisque Forum under the theme: ESTABLISHING IN RUFISQUE is part of the follow-up to the Senegal Emergent Plan and Act III of the decentralization, which strengthens the autonomy of local authorities on local development issues. Three days of meetings and intense exchanges to discover, to love and to establish yourself in our territory.

Our ambition is to create an alliance between public actors and the private sector to advance our common interests for a harmonious local development.

We encourage and support the development of manufacturing industries in the department and are committed to creating incentives for their establishment. We invite you to innovate, to take initiatives in terms of training and employment to accompany the growth of your local partners, to create value and wealth: take part in civic life and leave your mark over time. Because we, local development actors and you, operators of the national and international private sector are complementary: let us join forces and work together for the prosperity of the Rufisque Department and also of Senegal.

Departement of

Senegal is the first state in West Africa to have been rated "B+/B" with a "stable" outlook by Standard & Poor's, which indicates that the "country risk-investment" is low.

The country has embarked on a vast program to structurally transform its economy through the Plan Senegal Emergent (PSE) with the objective of making Senegal an industrial logistics and regional multiservice HUB.

Its efforts to improve socio-economic infrastructure and attract international investment have been successful: Senegal has posted a 6% growth rate since 2014.

The Department of Rufisque, created in 2014, has the prerogative to design and implement a local economic, social and environmental development policy.

Thanks to its geographical location at the exit of Dakar, the department benefits from a sea access, a location that is halfway between two international airports, a new motorway that connects it to the rest of the region, as well as the future TER that is being constructed.

Its accessibility, its peri-urban typology, the creation of new cities on its huge land reserves, and its tradition of establishing industries, make it the first territory in the country to start the largest state-owned construction sites and structuring projects of the PSE, such as the new urban and economic development poles of Diamniadio, Lac Rose and Daggakolpa, the mineral port of Bargny and other industrial development projects.

The Rufisque Forum will take place at the CICAD (International Conference Center Abu Diouf) of Diamniadio, in the Departmental territory. The center was inaugurated in 2014,

during the 15th Summit of the International Organization of La Francophonie, in the presence of numerous presidents and personalities.

The CICAD is located on a green space of more than 20 hectares and includes an auditorium with 1250 seats, many lounges, conference rooms, VIP zones, exhibition spaces, and prestigious restaurants. The center also has a heliport. All the rooms are

equipped with the latest digital technologies, with Internet access, Wi-Fi, and translation booths.
