Accreditation of e-platforms�The process of accreditation is run by CEGER (an entity in charge of the government ICT networks)� Independent external compliance audit to each provider/platform

Mandatory use of electronic means�The concept of “electronic means”�Operations covered�Selection of means depending on the type of procedure

2010: First full year of mandatory E-Public Procurement�The success of the adoption of E-Public Procurement in Portugal is by and large due to the constructive commitment of all stakeholders�Increased transparency through streamlined and efficient Procurement processes�Increased competition and access reducing the barriers that SMEs faced when competing for public sector contracts�Increased savings by enabling faster transactions and less use of paper which led to an overall gain of increase efficiency

4.349 authorities using the national E-Procurement System in 2010;

Savings 2009-2010: ME 168;

Portuguese Government Price Reduction: 20%.

Results

250 qualified and selected suppliers by the National Agency for Public Procurement (70%+ are SME);

43.462 economic operators using national E-Procurement System;

SMEs share in the total value of public contracts awarded in 2008: 19%;

E-Procurement availability (pre-award) in 2010: 84.

The first year of mandatory E-Procurement was 2010.

The total number of Procurement deals was 79.739representing 10.957.575.384 €.

From that total 45.013 were done bye E-Procurement which means that 75% was done electronically.

The platform provider Gatewit had a market share of 60% of these transactions.
