IntroductionThe e-learning management’s tasks• Top-down controlling and leadership for the introduction and
implementation of the e-learning method (a consistent solution– learning management system – for the DDPS)
• Budget control• Continuing the advancement of the method and the LMS• Coordination of the content productions• Assignment of the realization steps• Educating the users• Managing the implementation in our schools

IntroductionInternational participationSince 2008 Swiss delegate in the NTG TG ID&ED
The NTG task group IT&ED mainly does tasks for the superiorNATO Stearing Group, respectively EWG in the area of ADL and education. This concerns• the coordination and development of online courses in favor
of NATO and PfP operations, • the development of basics and guidelines for the production
and acquisition of online courses,• the harmonization of the many initiatives in the area of ADL,
and• the sharing of online content (on the swiss LMS platform).

Organization of e-learningin the Swiss Armed Forces – History
• Computer based training for more than 25 years
1988 - 1999

• E-learning is a complementary, respectively alternative training and learning method (M&S) and as such a part of the masterplan.
• E-learning is able to cover 20-25% of the training (=40-50% of the theoretically acquirable knowledge).
• E-learning achieves its highest effectiveness, when it is applied in „blended mode“.

Organization of e-learning in the Swiss Armed Forces – Challenges• Start with the introduction level recruit and soldier• Militia army – mandatory miliary service• Infrastructure must be provided by the Armed Forces,
adequate and working• Little time for training (21 weeks, from 2018 18 weeks)• High quality contents

The participants learn to build their own courses (alone or in teams), which can then be used by the military schools and the civilian administration. The master trainers:
• know the e-learning methods,• know the authoring tools’ possibilities and can use them
sensibly,• know the requirements and necessary processes to build
a course, and• are able to build a well structured course.

Experiences
• The implementation of e-learning in the armed forces canonly be successful, if the method is introduced top-down and if the means are provided (also financially).
• The upper echelon must support the method.• E-learning does not introduce itself! There always has to be
a motor.• The users (students) do not have any troubles and
appreciate the method a lot.• The trainers need time to look into the method and its
advantages.• Once introduced there is no turning back.• The infrastructure’s reliability must be a given.
E-Learning Strategy at DDPS & Armed Forces 31Swiss Armed Forces, Joint Staff, ELM, C. Hornung
Prospects: 2017 – 2021
• Supporting the training sites during the implementation• Requirements for the next generation clients• Advancement of the platform• LMS for mobile devices• Check the new technologies (eg xAPI)

With e-learning, the Swiss Armed Forces and the DDPS are confident to employ an up-to-
date training method.
