Dear Members, The New Year always bring changes, one of the updates we need to be knowledgeable about involves the forklift that many of us have in our shops. There has been a mandate from OSHA over the years that each person who operates the forklift needs to be certified – there was no recertification required unless there was a problem such as an accident, etc. This has now changed a bit, and it is now required that the trained operator be evaluated by your business at least once every three years. The evaluation should consist of an observation of the operator at work, addressing any issues with them, and providing updated training in any new procedure or equipment modifications – and doing this for each piece of “forklift” equipment in the shop if you have different types. It is a violation of Federal law for anyone UNDER 18 years of age to operate a forklift or for anyone OVER 18 years of age who is not properly trained and certified to do so. Records need to be maintained for OSHA on this. If you have a standing operator style of lift vs. a sitting down specific instruction for each type must be given. The new terminology is a “powered industrial truck” and it takes in everything. If you have a battery powered pallet jack it now falls under this and training, as well as evaluations, need to be done and records maintained. A trainer can be brought in from the outside on a regular basis to do this but you may have a designated person in your shop to do this – it could be you. If you chose not to bring in a trainer, ensure that the internal traier has certification and experience to warrant the responsibility for the training and/or evaluation. OSHA provides this statement in regard to training: “A trainer must have the ‘knowledge, training, and experience’ to train others how to safely operate the powered industrial truck in the employer’s workplace. In general, the trainer will only have sufficient ‘experience’ if he has the practical skills and judgment to be able to himself operate the equipment safely under the conditions prevailing in the employer’s workplace. For example, if the employer uses certain truck attachments and the trainer has never operated a truck with those attachments, the trainer would not have the experience necessary to train and evaluate others adequately on the safe use of those attachments. A number of our members have also used a series of six training videos that are on YouTube for certification and training. These were done and have been provided by Industrial Container Services for anyone’s use. Your business would issue the certifications for your operators after they had completed the modules and passed an operational test given by you. Access the ICS training videos at https://www.youtube.com/playlist?list=PLE1UJz-04C543uxSYDlfl-Nf4l4n5rLPO Take a few minutes and review these modules, it may pay to have them available to your employees in a lunch room or they may view them at home, just make sure you keep records of the tests and remember – every three years, or sooner when necessary, an evaluation must be done which includes observation of the person operating the equipment and records maintained. Take the time to give it a read and compare the recommendations with your operation, a lot of it is good common sense but there are items that we all need to be aware of, especially considering that this is being published by a major insurance company that may be providing coverage for your wreckers.
