Medicare Part B Reimbursement Plan Benefits for 2017

The Centers for Medicare & Medicaid Services (CMS) announced the 2017

Medicare Part B premiums on November 10, 2016. The standard monthly premium for recipients who enrolled prior to 2016 and who earn an income of $85,000 or less is increased from $104.90 to $109. For enrollees in 2016, the standard monthly premium is increased from $121.80 to $126.80. The standard monthly premium for new enrollees in 2017 will be $134. Enrollees with a higher income level

will pay a standard premium of $134, regardless of their date of enrollment, as well as an income-related monthly adjustment amount.

Based on the Supplemental Retiree Benefit Reserve (SRBR) policy, ACERA reimburses eligible retirees the lowest standard premium amount. Based on the increased Medicare Part B reimbursement plan benefit of $109, the estimated number of retirees eligible in 2017 is 5,549 with the esti-mated total annual cost of $7,258,092.

The ACERA Board of Trustees considered the staff rec-ommendation at its meeting on December 15, 2016, and adopted the Medicare Part B reimbursement at the low-est premium rate of $109. This is a non-vested benefit that requires retirees to apply for initiation of the benefit. The benefit once started does not require annual reapplication.

ACERA Investment Report

ACERA reported in its November 2016 Performance Report that the fund had gained $44,073,441. The total

fund returned .85%. The total market value of the fund at the end of November was $6,882,700,103.

The meeting was called to order at 9:30 am by Jon Orellana, vice president and acting president of the

board, at the Health Care Services Agency Building, Room 242, 1000 San Leandro Boulevard, San Leandro.

$2,188.78, were not cashed in November. In addition, a check for $1,224.20, issued in October 2016, was not cashed until November 2016. It was moved by Marian and seconded by Rosalie that the November 2016 Treasurer’s Report be approved as submitted. The motion was approved.

Jessie also reported on the October 2016 Treasurer’s Re-port, copies of which were distributed during the November 2016 REAC board meeting. Receipts were $8,187.05, and disbursements were $9,641.06. Luncheon receipts totaled $2,892.12, and luncheon disbursements totaled $4,070.93. It was moved by Paul and seconded by Liz that the October 2016 Treasurer’s Report be approved as submitted. The mo-tion was approved.

Jerry reminded the board that Steve will need to be re-moved as a signer for REAC’s credit union account. In order to have at least two signers available, he is recom-mending that Paul be added as an authorized signer. After some discussion, Jessie will research the process needed to remove Steve and add Paul and then report back at the January 2017 board meeting.

Jon gave a brief report on REAC’s 2015 Annual Review which was completed by Douglas Taylor, CPA. The review concluded that REAC’s financial statements and practices were consistent with standard financial practices and in conformity with those practices. It was moved by Jessie and seconded by Rosalie that REAC’s 2015 Annual Review be approved as submitted. The motion was approved.

Jessie reported that she will be working with Jim Hartnett to create the proposed annual budget for calendar year 2017. Once completed, it will be e-mailed to the board so that it can be approved at the January 2017 board meeting.

CRCEA: Jerry Jacobs requested a copy of the picture cur-rently being used for the REAC web site. He wants to use that image as part of the information REAC will use for the CRCEA Fall 2017 Conference, which we are hosting. Paul informed him that he would have our web designer send him the image. Jerry reported that he is continuing to work on developing the agendas for the conference and creating a list of the activities which need to be accomplished. Once that is completed, he will have a better idea as to how many volun-teers we will need and what they will be doing.

Pete mentioned that ACRE will contribute $500 towards the cost of the conference and that there is also the potential of another contribution from another SEIU committee of $500 towards the cost of the conference. The board expressed its sincerest appreciation for the financial contributions made by ACRE and SEIU.

Directors’ Comments continued from page 1 SACRS: There was no new information to report. Jon re-minded the board that he will no longer be on the board after his term ends in March 2017 and, therefore, will no longer at-tend the SACRS meetings. He feels that SACRS is a valuable organization and that REAC will benefit by continuing to attend their meetings. He hopes that a member of the board will agree to attend as his replacement. If that is not possible, he will consider attending as a REAC member.

RetiRee Committee: There was no Retiree Committee meeting this month.

Jon reported that he received an advanced copy of the Medi-care Part B Reimbursement Plan Benefits for 2017. The standard monthly premium for recipients who enroll prior to 2016 and who earn an income of $85,000 or less (based on their 2015 individual tax return) will be increased from $104.90 to $109. For enrollees in 2016, the standard monthly premium will be increased from $121.80 to $126.80. The standard monthly premium for new enrollees in 2017 will be $134. Enrollees with a higher income level will pay a standard premium of $134, regardless of the date of enrollment, as well as an income-related monthly adjustment amount.

investment Committee: There was no new information to report. The next Investment Committee meeting will be held on December 14, 2016. Steve reported that Ken Moresi suggested that REAC might consider asking ACERA to set aside excess resources for future need since the market is do-ing very well now. After some discussion, the board decided not to take a formal action.

HeatH CaRe: Rosalie continued to stress the importance of getting flu shots.

aCtivities: Steve reminded the board that we need to send out invitations to our spring luncheon invitees by the end of January. In addition, he also suggested that we begin a discussion regarding who we might invite as our luncheon guest speaker.

membeRsHip and ReCRuitment: Membership at the end of November 2016 stood at 4,087. Jerry reminded the board that he needs to purchase additional supplies. Since the board gave him prior approval to purchase supplies as needed, no addi-tional board action was necessary.

ReaC news: Jon reported that the next REAC News will include the Nominating Committee report on the REAC board members who will be seeking an additional term and the information regarding the REAC annual membership meeting, which will be held on March 13, 2017.

otHeR RepoRts: There was no additional information to report.

old business: Jon asked the board if we have received any calls or communication from members who might be inter-ested in serving on the board. Liz is aware of a member who had expressed interest in the past and might still be interested. She will contact that individual and report back.

Previous Meeting Minutes

The minutes of the November 14, 2016, board meeting were reviewed. It was moved by Marian Breitbart and

seconded by Rosalie Masuda that the minutes be approved as submitted. The motion was approved with two abstentions.

Announcements and Communications

Jon reported that he received several contacts from members inquiring about membership cards and

See’s Candies. He will include a clarification in the next REAC News regarding who members should contact to obtain lost membership cards, who actually sponsors the discount program (REAC), and how members can purchase discounted See’s Candies. Paul reported that he also receives e-mails and phone calls regarding lost membership cards and See’s Candies. In addition, he also reported that he continues to receive e-mails from members who want to receive the newsletter online, but do not know how to make that happen. Each time he receives such a request, he sends the member specific instructions on the process.

Liz Koppenhaver reported that she received a call from a member whose spouse is a safety member. The member wanted ACERA to pay the full amount of the Medicare Part B premium. Liz explained to the member that the Supple-mental Retiree Benefit Reserve (SRBR) policy only allows for reimbursement of the lowest standard premium, which will be $109 for 2017.

Steve Scheinman reported that he was still receiving a hard copy of the Public Retirement Journal; and since he is no longer on the board, that should be changed. Jessie Guiton will follow up.

Jon reported that ACERA will be honoring Dave Safer for his years of service after the board meeting on December 15. Jon also reported that Pete Albert, ACRE president, agreed to add REAC’s name to the plaque being given to Dave thanking him for his years of dedicated service.

Reports ACERA: There was no Retirees Committee report because the Retirees Committee did not meet this month.

The meeting was called to order at 9:30 am by Jon Orellana, vice president and acting president of the

board, at the Health Care Services Agency Building, Room 242, 1000 San Leandro Boulevard, San Leandro.

$2,188.78, were not cashed in November. In addition, a check for $1,224.20, issued in October 2016, was not cashed until November 2016. It was moved by Marian and seconded by Rosalie that the November 2016 Treasurer’s Report be approved as submitted. The motion was approved.

Jessie also reported on the October 2016 Treasurer’s Re-port, copies of which were distributed during the November 2016 REAC board meeting. Receipts were $8,187.05, and disbursements were $9,641.06. Luncheon receipts totaled $2,892.12, and luncheon disbursements totaled $4,070.93. It was moved by Paul and seconded by Liz that the October 2016 Treasurer’s Report be approved as submitted. The mo-tion was approved.

Jerry reminded the board that Steve will need to be re-moved as a signer for REAC’s credit union account. In order to have at least two signers available, he is recom-mending that Paul be added as an authorized signer. After some discussion, Jessie will research the process needed to remove Steve and add Paul and then report back at the January 2017 board meeting.

Jon gave a brief report on REAC’s 2015 Annual Review which was completed by Douglas Taylor, CPA. The review concluded that REAC’s financial statements and practices were consistent with standard financial practices and in conformity with those practices. It was moved by Jessie and seconded by Rosalie that REAC’s 2015 Annual Review be approved as submitted. The motion was approved.

Jessie reported that she will be working with Jim Hartnett to create the proposed annual budget for calendar year 2017. Once completed, it will be e-mailed to the board so that it can be approved at the January 2017 board meeting.

CRCEA: Jerry Jacobs requested a copy of the picture cur-rently being used for the REAC web site. He wants to use that image as part of the information REAC will use for the CRCEA Fall 2017 Conference, which we are hosting. Paul informed him that he would have our web designer send him the image. Jerry reported that he is continuing to work on developing the agendas for the conference and creating a list of the activities which need to be accomplished. Once that is completed, he will have a better idea as to how many volun-teers we will need and what they will be doing.

Pete mentioned that ACRE will contribute $500 towards the cost of the conference and that there is also the potential of another contribution from another SEIU committee of $500 towards the cost of the conference. The board expressed its sincerest appreciation for the financial contributions made by ACRE and SEIU.

Directors’ Comments continued from page 1 SACRS: There was no new information to report. Jon re-minded the board that he will no longer be on the board after his term ends in March 2017 and, therefore, will no longer at-tend the SACRS meetings. He feels that SACRS is a valuable organization and that REAC will benefit by continuing to attend their meetings. He hopes that a member of the board will agree to attend as his replacement. If that is not possible, he will consider attending as a REAC member.

RetiRee Committee: There was no Retiree Committee meeting this month.

Jon reported that he received an advanced copy of the Medi-care Part B Reimbursement Plan Benefits for 2017. The standard monthly premium for recipients who enroll prior to 2016 and who earn an income of $85,000 or less (based on their 2015 individual tax return) will be increased from $104.90 to $109. For enrollees in 2016, the standard monthly premium will be increased from $121.80 to $126.80. The standard monthly premium for new enrollees in 2017 will be $134. Enrollees with a higher income level will pay a standard premium of $134, regardless of the date of enrollment, as well as an income-related monthly adjustment amount.

investment Committee: There was no new information to report. The next Investment Committee meeting will be held on December 14, 2016. Steve reported that Ken Moresi suggested that REAC might consider asking ACERA to set aside excess resources for future need since the market is do-ing very well now. After some discussion, the board decided not to take a formal action.

HeatH CaRe: Rosalie continued to stress the importance of getting flu shots.

aCtivities: Steve reminded the board that we need to send out invitations to our spring luncheon invitees by the end of January. In addition, he also suggested that we begin a discussion regarding who we might invite as our luncheon guest speaker.

membeRsHip and ReCRuitment: Membership at the end of November 2016 stood at 4,087. Jerry reminded the board that he needs to purchase additional supplies. Since the board gave him prior approval to purchase supplies as needed, no addi-tional board action was necessary.

ReaC news: Jon reported that the next REAC News will include the Nominating Committee report on the REAC board members who will be seeking an additional term and the information regarding the REAC annual membership meeting, which will be held on March 13, 2017.

otHeR RepoRts: There was no additional information to report.

old business: Jon asked the board if we have received any calls or communication from members who might be inter-ested in serving on the board. Liz is aware of a member who had expressed interest in the past and might still be interested. She will contact that individual and report back.

The minutes of the November 14, 2016, board meeting were reviewed. It was moved by Marian Breitbart and

seconded by Rosalie Masuda that the minutes be approved as submitted. The motion was approved with two abstentions.

Announcements and Communications

Jon reported that he received several contacts from members inquiring about membership cards and

See’s Candies. He will include a clarification in the next REAC News regarding who members should contact to obtain lost membership cards, who actually sponsors the discount program (REAC), and how members can purchase discounted See’s Candies. Paul reported that he also receives e-mails and phone calls regarding lost membership cards and See’s Candies. In addition, he also reported that he continues to receive e-mails from members who want to receive the newsletter online, but do not know how to make that happen. Each time he receives such a request, he sends the member specific instructions on the process.

Liz Koppenhaver reported that she received a call from a member whose spouse is a safety member. The member wanted ACERA to pay the full amount of the Medicare Part B premium. Liz explained to the member that the Supple-mental Retiree Benefit Reserve (SRBR) policy only allows for reimbursement of the lowest standard premium, which will be $109 for 2017.

Steve Scheinman reported that he was still receiving a hard copy of the Public Retirement Journal; and since he is no longer on the board, that should be changed. Jessie Guiton will follow up.

Jon reported that ACERA will be honoring Dave Safer for his years of service after the board meeting on December 15. Jon also reported that Pete Albert, ACRE president, agreed to add REAC’s name to the plaque being given to Dave thanking him for his years of dedicated service.

Reports ACERA: There was no Retirees Committee report because the Retirees Committee did not meet this month.

tReasuReR’s RepoRt: Jessie distributed copies of the No-vember 2016 Treasurer’s Report. Receipts were $4,175.80, and disbursements were $3,300. Three checks, totaling

will pay a standard premium of $134, regardless of their date of enrollment, as well as an income-related monthly adjustment amount.

Based on the Supplemental Retiree Benefit Reserve (SRBR) policy, ACERA reimburses eligible retirees the lowest standard premium amount. Based on the increased Medicare Part B reimbursement plan benefit of $109, the estimated number of retirees eligible in 2017 is 5,549 with the esti-mated total annual cost of $7,258,092.

The ACERA Board of Trustees considered the staff rec-ommendation at its meeting on December 15, 2016, and adopted the Medicare Part B reimbursement at the low-est premium rate of $109. This is a non-vested benefit that requires retirees to apply for initiation of the benefit. The benefit once started does not require annual reapplication.

ACERA Investment Report

ACERA reported in its November 2016 Performance Report that the fund had gained $44,073,441. The total

fund returned .85%. The total market value of the fund at the end of November was $6,882,700,103.

We are glad to announce that REAC has renewed its participation in the See’s Candies quantity discount

program. This allows you to buy candies from See’s quantity discount stores only. However, if you buy certificates from a quantity discount store, they are redeemable from any See’s Candies store, except the Oakland Airport. You can receive a discount of up to 22% depending on the items you purchase. There is no minimum purchase required, but the purchase of the items must be from a See’s quantity discount store. You can go to www.sees.com/discountshops to locate the available stores. You will need to show your REAC membership card to ensure you get your discount at the quantity discount store. Reeves have chosen to seek reelection; Jon Orellana has chosen not to seek reelec-tion. In accordance with Article VII of the aforementioned bylaws, any regular mem-ber wishing to run for the board must file an application, in writing, with the REAC board secretary with the signatures of at least ten regular members at least thirty days prior to the annual membership meet-ing announced above. Should the election of directors be uncontested, the nomi-nating committee will recommend the election of the candidates and propose that the president seek membership concur-rence by approving said recommendation by voice vote. If the election of directors is contested, written ballots will be distrib-uted at the annual membership meeting. The secretary will collect the ballots and tabulate the votes. The candidates receiving the most votes will then be appointed in ranked order.

Reeves have chosen to seek reelection; Jon Orellana has chosen not to seek reelec-tion. In accordance with Article VII of the aforementioned bylaws, any regular mem-ber wishing to run for the board must file an application, in writing, with the REAC board secretary with the signatures of at least ten regular members at least thirty days prior to the annual membership meet-ing announced above. Should the election of directors be uncontested, the nomi-nating committee will recommend the election of the candidates and propose that the president seek membership concur-rence by approving said recommendation by voice vote. If the election of directors is contested, written ballots will be distrib-uted at the annual membership meeting. The secretary will collect the ballots and tabulate the votes. The candidates receiving the most votes will then be appointed in ranked order.

Medicare Part B Reimbursement Plan Benefits for 2017

The Centers for Medicare & Medicaid Services (CMS) announced the 2017

Medicare Part B premiums on November 10, 2016. The standard monthly premium for recipients who enrolled prior to 2016 and who earn an income of $85,000 or less is increased from $104.90 to $109. For enrollees in 2016, the standard monthly premium is increased from $121.80 to $126.80. The standard monthly premium for new enrollees in 2017 will be $134. Enrollees with a higher income level
