DUNELAND TODAY FALL 20144

This year we had some fun glitzing up the Duneland Chamber of Commerce Annual State of the Chamber and Community Awards Luncheon. It was great to see more than 130 Chamber members, volunteers, municipal leaders and local residents dressed to impress, walking the red carpet and posing for paparazzi pictures in front of our wall of sponsors at Sand Creek Country Club. With help from Jim Anton, our host, we were able to not only provide a platform for our town councils to boast their accomplishments from the past year and also give insights to upcoming projects, but doing it in an entertaining, engaging and fun way. The real spotlight of the afternoon, was the pleasure to award some great individuals for their commitment to improving the Duneland community with plaques and swag bags (thank you to Engravables, Flower Cart, Sweetville, Ashley’s Jewelry by Design, and Broadway Liquors) to brag about, even though bragging is very much out of character for those recipients. You will learn more about in this fall issue of Duneland Today.

Inspire and Enjoy, Maura Durham, Duneland Chamber of Commerce President

Stephanie Kuziela, clerk-treasurer for the town of

Chesterton, spoke about the recent successes in the

community as well as projects on the horizon during

the State of the Chamber Community awards

luncheon. “all in all, it was another exciting year of

growth for Chesterton,” Kuziela said. the following

are a few highlights from her speech:

urschel laboratories, the $100,000,000 world

headquarters with 350+ employees is on schedule for

fall of 2015 start up. there are a couple of new eateries

coming to town; Culvers and aJ’s Pizza, both of which

will be located across the toll road entrance by

Speedway and the Hilton Garden inn. the Holiday

inn Express plan review is complete and is awaiting

permit application.

Chesterton recently was listed as the ninth safest

community in indiana to live by the movoto Real Estate

Group. many factors weigh in on that determination

and it is good for business and economic development,

not to mention the quality of life. the Westchester

liberty trail project remains on the front burner

connecting the trail to 5th street along 1100 north.

this will be a $1.2 million dollar addition funded mostly

through niRPC. the preliminary study has been

completed on Chesterton’s segment of the duneland

Kankakee trail connecting the dunes through Porter,

Chesterton, and Valparaiso south to the Kankakee

River. Chesterton needs to finish the Westchester-

Liberty trail first before securing funding for the DK

trail. Porter has done a great job on their segment.

Consolidation of departments and offices is complete

now with the clerk-treasurer office move to the new

15th Street municipal Building at Broadway and 15th,

and the new website at www.chestertonin.org is now

up and rumming. users can now use their smart

phones to report problems or issues and the site is

updated daily.

the S.R.49 utility corridor project is complete with

76 acres shovel ready for major economic development

on the west side of S.R. 49, and 45 acres on the east

side of S.R. 49. this project installed storm water,

sewer lines, and fiber optic conduit since fiber optics

is the key to the next generation of technology parks,

which Chesterton plans on developing.

other projects include utilization of a $1.2 million

general obligation bond for resurfacing many of

Chesterton’s main arteries. the Gateway road

extension from S.R. 49 to Johnson ditch started July

21st with completion at the end of august. the urschel

Bridge starts July 21st thru march or april of 2015.

the Porter avenue bridge construction will most likely

start march 2015 and will last six to eight months

meaning that Porter avenue eastbound to S.R. 49 will

be partially closed.

town Council Vice President Jeannine Virtue spoke

on the town of Porter’s recent advancements and

projects at the State of the Chamber Community

awards luncheon and said, “for a town of less than

5,000 residents, Porter is a very busy place. Between

municipal infrastructure projects, public trail construction,

and commercial development, there is quite

a bit happening in this little part of northwest indiana.”

among the projects highlighted by Virtue were those in

the areas of infrastructure, trails, and development. She

said that the town had completed construction of a new

state-of-the-art Porter avenue Sanitary lift Station, a

pump upgrade to the triangle trail Sanitary lift Station,

a stormwater detention structure on Waverly Road,

replacement of stormwater culverts on ackerman drive

in Hawthorne Park; and future stormwater projects are

in the planning phases. in addition, the town has completed

paving projects and will update 11 lift stations, reconstruct

tremont Road between State Road 49 and uS Highway

20, and reconstruct downtown Porter sidewalks.

Virtue also said that the town had recently completed

the first phase of the long planned Dunes Kankakee Trail

from State Park Entrance to uS Highway 12 and the

Calumet Spur trail from the dK trail on indiana State

Road 49 to the South Shore is slated to be upgraded in

2015. Porter has also completed the majority of the

orchard Pedestrian Way, and the portion of the trail that

crosses the i-94 bridge is nearing design completion and

will be out to bid shortly, and construction of the 2.9 mile

Porter Brickyard trail is complete.

in the area of development, Virtue highlighted the Seven

Peaks Waterpark duneland, the former Spa Restaurant

and banquet facility on mineral Springs Road which is

undergoing renovation with the banquet facility slated

to opening soon, and a state-of-the-art truck maintenance

facility was constructed at the travel Centers of america

truck Stop on uS20. Signature Graphics completed an

office remodel, a new Dollar General store opened, and

tilden Enterprises is conducting a major renovation.

additionally, the Porter Brickyard property south of Beam

Street is being looked at for a new Public Works complex.

the State of the Chamber Community awards luncheon

featured a speech from dune acres Councilmember lou

mellen who highlighted some recent developments in

the quiet residential community. He said one of the most

significant bits of news for residents has been the hire of

Paul labovitz as superintendent of the indiana dunes

national lakeshore since the town and the park “do many

cooperative efforts,” he said. the clubhouse at dune acres

recently underwent a $40,000 renovation which mellen

joked, “may not seem like a lot to other towns, but for us

it’s 10 percent of our budget.” He said that the town is

quiet and doesn’t see much in the way of economic

development since it is residential, but there have been

three new homes constructed in the community recently.

Jeff freeze, vice president of the town council of

Burns Harbor, spoke at the State of the Chamber

Community awards luncheon about recent

advancements in the town and the projects that are

in process or about to come to fruition. He said that

the past year has been “very active” and although

some of these projects are not “very exciting,” they

are important to the town’s future, such as paying off

the town’s sewer bonds two years early, which received

a round of applause from attendees. freeze said that

the town is also undergoing paving projects and they

have reconfigured their redevelopment commission

to include two private residents and a school board

member. He also noted that the town’s ambulance

service is now offered through a private entity,

Superior ambulance, which provides alS service

at a much lower cost to the town.

Construction activity has also picked up in the town with an uptick in building permits including the

30-home Parkwood Estates, located on 13 acres near

Haglund Road and indiana 149 close to lakeland

Park; the 70-home trail Creek subdivision on South

Babcock Road; and the traditions apartments. He

said that the clubhouse for use by traditions and

Villages of Burns Harbor residents, will soon be open,

providing residents with a gather place, pool, and

fitness center. Commercial construction is also on the

increase, said freeze who revealed that lakeshore

toyota will soon be expanding their operations in

Burns Harbor, a significant investment in the town.

the parks department and efforts of director Kim

Burton were lauded by freeze who said that there

have been numerous activities throughout the summer

including kids camps, a fire department camp, back

to school party, and the footloose 5K at lakewood

Park last June. over 600 people attended this debut

event with a 1980s theme and some 330 took park in

the 5K while 70 children ran the 1K. freeze said that

the event raised over $2,400 for the parks department.

the town of Beverly Shores has long been a small

town with a lot of activity due to the proximity to the

beach and lake. Geof Benson, president of the Beverly

Shores town Council says that they have had a few

developments in recent months and plans for the

future that make Beverly Shores a great place to live

and visit.

“the big news is we were designated a dark Sky

Community, the seventh city in the world to receive

designation through the international dark Sky

association. dark skies are important because these

communities have made an effort to reduce light

pollution making it easier to see the stars and planets,

plus it’s more energy efficient and safer since the light

from street lamps is going down instead of glaring

up. over the last year we replaced the heads on all

the streetlights, a project that was headed by Rosemary

and alan Bell, residents and members of the

association of Beverly Shores Residents

Environmental Committee.”

Benson says they have also recently finished paving Broadway from Beverly drive to the lakefront and

they are fixing potholes on other town roads. He says

that the Rolling Stonebaker which is located in Beverly

Shores has started a bike ride every Sunday morning

at 10 a.m. and that the Bartlett’s Brew fest is scheduled

for September 7th at 1p.m. “it’s a wonderful event

and costs $30 to sample many different kinds of beer,

there is food, and it benefits Save the Dunes,” he says.

Benson says there have been a number of other

activities in the town, including a summer fest with

activities on the beach, the Century of Progress home

tour on october 18th which is hosted by the dunes

national Park association and the friends of indiana

dunes, and the Second fridays open house event at

the Beverly Shores train depot and museum.

He notes that the firme art Gallery also hosts art

openings and exhibits.

“The World’s Fair houses, located along Lake Front Drive in Beverly Shores have brought a unique and historic attraction to the Duneland area. The houses have been rehabilitated and are now listed on the National Register of Historic Places. These organizations have provided tours of these five historic homes which draws hundreds of people to our community. Not to mention there is Baily Homestead/Chelberg Farm, which provide a glimpse of Northwest Indiana’s settlement

history and the spectacular 15,000 acre lakeshore which draws over two million visitors a year,” Mundell said.

The World’s Fair Houses were displayed in 1933 in Chicago during the “Century of Progress.” They were brought by barge to Beverly Shores in 1935 after the end of the fair by developer Robert Bartlett, who hoped to lure urban dwellers to the resort town. Now the homes have been restored or are undergoing renovation and are open once a year in October for tours.

The Business Renovation Award went to STrack & vaN Til. Jim Starin, board member and presenter of the award, said, “They have not only provided jobs to the community, but they nourish us as well.”

Strack & Van Til recently invested $2 million to $6 million in a number of their stores, including Chesterton, to give them more modern appearances for their interior and exterior. The Chesterton location features mural-sized historic photos of Duneland above the checkout counters, wood floors at the entrance, and warmer colors throughout that are inviting. “It’s important for us to be new, modern, fresh and exciting,” said President Dave Wilkinson. “When we look at

renovations, we listen to customers and look at what the competition is doing across the country.” The Chesterton store features wider shopping aisles, a gourmet deli and cheese section, an ample beer and wine selection, organic and gluten-free foods, and a sushi bar. Strack & Van Til has been part of the Northwest Indiana and Chicagoland community for 85 years, is Northwest Indiana’s largest local grocery chain, and they purchased the Chesterton location in 2012.

Jocelyn Hibshman of Rebuilding Together Duneland, and Judy Alders of NeighborLinkHumanitarian of the Year

humanitarian of the Year was awarded to two individuals representing two organizations—JOCELYN HIBSHMAN OF REBUILDING TOGETHER DUNELAND, AND JUDY ALDERS OF NEIGHBORLINK.

Tim Rice of Lakeside Wealth Management Group presented the awards and said there were a large number of nominations for the award, but they narrowed the field to two. Rice said that Hibshman has answered many calls to give aid to the community and “she truly wants to help every person who asks for help and she engages others in the cause.” He said that another volunteer described Hibshman as “always on it” and that in addition to her dedicated community work, she works 60 hours a week, is a single mother of two, and cares for aging relatives. Rebuilding Together Duneland improves the homes and lives of financially-burdened homeowners in the Duneland

Community through donations of materials and volunteers who donate their time and skills.

Judy Alders, said Rice, had “dedicated her life to rebuilding lives and rebuilding communities” and he read from a letter of a person she and her organization have helped. He said that she will open a resale shop later this year with building materials, appliances, and furniture to further the cause of rebuilding people’s lives. Alders during her acceptance of her award stated, “I wouldn’t be where I am today without our board of directors and our amazing volunteers in the community. It’s a joy and a privilege every day for me to serve the people of Porter County.” NeighborLink Porter County invites Porter County residents and organizations to seek free assistance from their neighbors, and invites Porter County residents to join volunteer project teams to provide free assistance.

Janenne Stuber Volunteer of the Year

JaNeNNe STuber was honored as Volunteer of the Year for her countless hours volunteering for the Duneland Chamber of Commerce in addition to her involvement in the community.

Presenter Bob Capehart of ArcelorMittal said, “It takes a tremendous amount of time and energy to care for one household, two family farms, and serve in the local 4-H club. This award winner was able to do one better. She has done this for over 50 years. In addition, the Duneland Chamber of Commerce is lucky to have had her assistance for the past three years on our Volunteer Committee. This woman has been extremely helpful as our volunteer, because she is always ready and willing to work in any capacity. In other

words, she’s not afraid to get her hands dirty. Not that they’re pigs at the chamber, but she would be okay if there were. Actually, she would feel more at home like on the farm. She is energetic and has a positive attitude no matter what we need her to do.

She has become an integral part of our volunteers. The Chesterton United Methodist Church has also benefited from her activism for the past nine years, including her leadership role as vice president for the Chesterton United Methodist Women. She also serves on the board of trustees and participates in the Nurture & Care Committee and the Missions Team. We applaud her efforts and appreciate all that she has done. She’s extremely helpful as a volunteer because she’s always ready,” Capehart said of Stuber.

Pat AmstutzGolden Achievement Award

Christy Jarka of the Duneland School Corporation and chamber board member presented the Golden Achievement Award which was given to PaT amSTuTz for her work with Meals on Wheels, Duneland Resale Shop, and heavy involvement in the Chesterton United Methodist Church. “She truly cares for our future generation. She is a former teacher and our entire community is richer having Pat teach, live, volunteer, and worship among us,” Jarka said.

“I graduated from Chesterton High School in 1959. I taught at Liberty Elementary and Jackson Elementary. In total I taught 25 years and as soon as I had my kids I stayed home until they got into school then went back into

teaching. I retired in 2002 and right away I got involved in Meals on Wheels because a group from my church was involved there. I have been involved in the Duneland Resale Shop since they first opened at their first location, and they have been at four locations. I do a cashier job once a week and do their books once or twice a week and my husband works at the back door helping to unload. My husband Lee and I have been married almost 51 years and we have two children, Jill and Peter.”

this year the Burns Harbor plant celebrates its 50th anniversary and John mengel,

vice president and general manager at arcelormittal Burns Harbor says, “Celebrating

50 years is quite an achievement for any business and the employees of the Burns

Harbor facility are directly credited for the success of this plant over the years.

our highly-skilled employees are the driving force that has enabled our plant to

focus on producing safe, sustainable steel products for our valued customers in

the past and for generations to come.”

the history of the Burns Harbor plant is rich. Bethlehem Steel purchased 3,300

acres of property in Porter County, indiana and broke ground in 1962. Certainly

over the years, the mill and the employees have seen many changes including

changes in ownership, a bankruptcy, technological advancements, and market

fluctuation. Today, ArcelorMittal Burns Harbor is one of ArcelorMittal’s largest

facilities in the united States with 4,057 employees. the area allows for prime

shipping access to the Port of indiana – Burns Harbor, as well as excellent highway

and railroad shipping. it is the only steelmaking facility in the u.S. that is bounded

on two sides by a national park. the plant operates two blast furnaces and is

capable of producing 5 million tons of raw steel annually. Burns Harbor primarily

serves the automotive industry. other key markets include appliance, construction,

railcars and line pipe. Principal products made at this location are hot rolled, cold

rolled, coated sheet products, and steel plate.

michael Balunda, lead engineer for the logistics department in the plate mill,

began working at the Burns Harbor location when it was Bethlehem Steel, almost

at inception in february 1965. He says, “i was hired for the hot mill start up but

in January of 1965 they decided they were going to put a fourth crew on the plate

mill. i went directly to the shipping department and have been associated with

that ever since, in one form or another.” Balunda has the longest service of any

employee at the plate mill and as such, he has seen many changes. “the changes

really started in 2000. the plate mill broke into a separate business unit and was

set up to be sold off. We were concerned that we wouldn’t be here anymore or

concerned about who they sold it to. When the bankruptcy and sales were final,

we all stayed together. they managed to keep Burns Harbor one continuous unit.

We came out okay,” says Balunda.

He says he has also seen major advances in technology and chuckles when he

thinks about how some simple tasks were tedious and time consuming decades ago. He says, “When i started out, we would ask for loading and it would take 8

to 10 hours to get paperwork for those loads. We would do it by hand. We would

gather up the orders, gather up the slabs, match that up, and track it by hand

using blue, pink, and yellow cards for the different processes. now we get that

information in minutes if not seconds. We also have automatic marking on plates

whereas before they would have six people on the mill line just marking plates

with an indicia that they hammered into the plate. the number of employees has

stayed approximately the same but the move has been to technicians to keep the

machines running.”

Bob Capehart started work at the Burns Harbor mill in april 1973 and today is

lead engineer for quality assurance which he describes as “making sure we are

manufacturing things to the right recipes.” He too has seen incredible changes

over the decades. “When I first started we used ingots and I was an engineer in

the cold mill. In 1975 we were building our first caster and I was quality engineer for that caster. that was a big learning curve,” he says. other changes came to the

policies at the mill. “There’s been a huge emphasis over the last five years that

safety is paramount. it’s just human nature to think an accident will happen to

others but i’ll be safe, so people do stupid things. We emphasize thinking twice,”

Capehart says. there is a company emphasis on shared vigilance, stopping a

person or stopping a process if it becomes unsafe and the company also has a

thorough safety training program for all new employees before they ever set foot

on the shop floor, along with ongoing training.

the obvious change to the Burns Harbor plant has been the change in ownership

and Capehart says that they not only survived some tough times, but today they

are thriving. “i went through all the good times and bad times. We went bankrupt

and iSG bought us in 2003 and there were big layoffs, but we made it through

that hump. But the one thing about Burns Harbor is the people are good people.

that hasn’t changed. the people are good workers, they are proud of what they

have. the people appreciate that the company cares about them and that their

training is important,” he says. Balunda says that the reason they have survived

the test of time is due to the mill’s efficient design. “The whole flow of Burns

Harbor is from west to east. We don’t require a whole lot of manual labor driving

stuff around. We can definitely make it another 50 years because ArcelorMittal

does a good job of reinvesting into this plant,” he says and Capehart agrees—

“Business is strong.”

pPat Carlisle calls herself the community gadfly. Ask her what

it means and Carlisle will tell you that it’s something she chose

to become during her days in retirement. “in my mind it

means building community, being involved in my community,

identifying important issues and speaking out on those issues,”

she says. Carlisle has a long life of service and involvement

in the issues she feels will better the general public. Carlisle

moved to the region in 1972 to grow a family and grow roots

in her community.

“i grew up in northern michigan in Boyne City, beautiful

country,” Carlisle says. “i went away to college at 18 to Central

michigan university and did graduate work at michigan State.

i had a major in psychology and got a position with oakland

Community College. i met my husband there and he got an

offer at Purdue Calumet so in 1972 we moved to merrillville.

i spent time substitute teaching in the merrillville schools

and got a position in student personnel at Purdue Calumet

while my children were young.” Carlisle and her husband

have two daughters, danielle and Shauna.

Carlisle then began work at Purdue north Central in Equal

Opportunity Affirmative Action as an ombudsman for staff

and students, and special assistant to the chancellor. She

retired in January, 2009, and says she knew that she wanted

to spend her retirement days as a volunteer, serving others.

“the one thing i knew i really wanted to do when i retired

was volunteer for the duneland Resale Shop. i had been taking

donations to them at various times over the years but when

you’re working full time it’s hard to get involved, so when i

retired, i wanted to spend time with them. it’s the little things

they do, like if someone is in need in the community they give

them a gift certificate so there is no shame and they give to

so many groups around the community. i work there one shift

a week and it allows me the contact and to be able to contribute,”

she says.

another cause in which Carlisle became involved was smoke-

free Chesterton. She explains, “i was a smoker for 25 years.

i quit march 3, 1986. i knew many people at Purdue who had

respiratory problems and I got involved on campus. We finally

Community Gadfly Pat Carlisle

Page 23: Duneland Today Fall 2014

23DUNELAND TODAY FALL 2014

were able to pass a policy that curb to curb, no tobacco

on campus, and that’s how i got interested in the

issue.” Carlisle spoke out at town council meetings

and wrote letters to the editor at the Chesterton

Tribune to convince town officials that a change was

important. “i’m a big advocate of talking to people

face to face because it’s the personal interaction that

changes minds and hearts, so i have distributed

information on smoke-free communities and gone to

council meetings. it’s a quality of life issue. one of the

things that have really impressed me about Chesterton

is the quality of family life, so the smoke-free initiative

fits that, plus it fits with the environmental concerns

of the town,” she says.

Pat Carlisle also became involved in an issue in which

she admits she had little knowledge, but she studied

quickly and is now enjoying her role on the Chesterton

tree Committee. “i was selected to be involved with

the Chesterton tree Committee and i’ve really enjoyed

it. it’s been fun and Gina darnell [urban forester and

committee member] is fantastic, i’ve learned so much

from her. i’m also a volunteer at the duneland

Chamber of Commerce which gives me a chance to

interact with people i might not normally see. We

help out in the office and assist with events. I also

work with Rebuilding together duneland, Relay for

life, the community relations board for the Bradley

Center in michigan City, the united for Children

program for the united Way, and i’ve been fortunate

to be involved in the Chesterton art fair,” she says.

“most recently i have been the citizen representative

for the northwest indiana Shared Ethics advisory

Commission. i’m really excited about the fact that

town manager Bernie doyle and the Chesterton town

Council gave me the opportunity to do this. Having

Chesterton join the commission makes me very proud

and reflects on our concern for quality of life. This

role is attractive to me because it brings together

several parts of my background, plus it is an economic

development variable because companies want to

come into ethical communities,” she says.

Why does Pat Carlisle give so much of her time to the

people of duneland in so many capacities? She says,

“you get back a whole lot more than you ever give.

i want to be part of a community. When i retired

i really did spend time thinking about maybe moving

back to northern michigan or moving to Virginia to

be closer to my daughter and her family, but i chose

not to because part of it for me was that here in

duneland i had a network of people that i could reach

out to, that i enjoyed being with. i had developed

opportunities and i had a commitment to seeing

regional collaboration and cooperation. i wanted to

build culture across the region. i realized i had the

building blocks here and i didn’t want to go to a

different community and start at zero. Plus, i like my

house, i like my neighborhood, and so i stayed.

it’s comfortable.”
