PREAMBLE
Disaster in the present context is defined as a major interruption of traffic including train accident leading to serious casualties. This compendium of instructions has been prepared for meeting with such disasters and not normal train accidents. In case of a serious accident, COM is authorized officer to decide and declare an accident as a disaster. Such a declaration would be made with the approval of the GM. If it so happens this contingency plan would automatically come into force.
The information covered in this “Disaster Management Plan” is for preparedness of Jaipur division for serious train accident and also for a disaster.
Action as prescribed in Chapters III, V, VI, VII, VIII of the North Western Railway Accident Manual will inter-alia come into force. All officers and supervisors concerned should be fully conversant with the various duties listed therein and carry them out without fail.

CHAPTER -I
PHILOSOPHY & ACTIONS
ON & OFF THE SITE

(IN DEALING WITH ACCIDENTS)
To save life and alleviate suffering.
To protect property.
To provide succor and help to affected passengers.
To ascertain the cause of an accident.
(Refer clause 123 of Accident Manual)

1. DUTIES OF EVERY RAILWAY MAN(As Specified in Accident Manual)
202. ACQUAINTANCE WITH THE RULES
Every Railway servant is bound by these rules and whether supplied or not with a copy of the Accident Manual, must make himself acquainted with the rules relating to his duties and any revision from time to time. In order that a Railway Servant may efficiently perform duties assigned to him, it is necessary that he should acquaint himself with the rules relating to duties of others also as prescribed in this manual.
Note: - Duties of Railway staff in this chapter and elsewhere in the Accident Manual are not exhaustive. Additional duties prescribed in various other circulars, rule books, manuals, codes etc. from time to time shall also be applicable to the railway servants concerned. The change of designation or up gradation/down gradation of any post shall not generally change the duties and responsibilities as far as these are not specially changed.
203. DUTY OF SECURING SAFETY OF THE PUBLIC
(A) Duty of securing safety of the public (G.R. 2.11): - Every Railway servant shall
(i) See that every exertion is made for ensuring the safety of the public.
(ii) Promptly report to immediate superior any occurrence affecting the safe and proper working of the railway which may come to his notice, and
(iii) Render all assistance in case of an accident of obstruction.
(B) Every Railway servant who observes: -
(i) That any signal is defective.
(ii) Any obstruction, failure or threatened failure of any part of the way or works.
(iii) Anything wrong with a train or
(iv) Any unusual circumstances likely to interfere with the safe running of trains, or the safety of the public shall take immediate steps, to prevent an accident and where necessary, advise the nearest Station Master by the quickest possible means. Provided that in the case of train having parted, he shall not show a stop signal but endeavor to attract attention of the Guard or Driver by shouting, gesticulating or by other means.

Note: - In case any unclaimed object/bomb/suspected explosive is noticed by any one, he shall immediately inform the Station Master on duty and RPF, police who shall take further action.
205. EVERY RAILWAY SERVANT TO RENDER ALL POSSIBLE ASSISTANCE
It is the duty of every railway servant, irrespective of what department he may belong to, to render in his power in clearing the line and restoring traffic after an accident.
Note: - Schedule jurisdictions should not stand in the way when it is more expedient from another official to render assistance.

4. EMERGENCY CELL IN CONTROL OFFICE
1. OPENING OF EMERGENCY CONTROL OFFICE
i. Starts immediately on receipt of information about the accident
ii. Sr.DOM will be the over all incharge of the cell and will function as the Chief Emergency Officer for the purpose of managing the relief and restoration operations from Control
iii. In case Sr.DOM is not available, DOM will be the Chief Emergency Officer. In case both the officers are not available, any other officer nominated by DRM will take over the charge.
iv. AOM/G will Assist Chief Emergency Officer in the Divisional Emergency Cell.
v. The Emergency Cell will be manned by officers round the clock. After the relief and rescue work is completed, Sr.DOM will decide about winding up of the cell.
vi. In addition to the Officers of the operating Department, there will be officers of Engineering, Mechanical, S&T, Electrical, Commercial and Medical Departments in the Divl. Emergency Cell.
vii. Emergency Officer on duty shall chronologically record all the information and instructions received or given in a logbook.
2. DUTIES – COLLECTION OF INFORMATION
i. Collect information from Medical group at site regarding casualties (name of the dead and injured, their locations in various hospitals etc). This information shall be promptly passed on to the Commercial Branch for the information of the relatives and general public and for arranging ex-gratia payment as admissible.
ii. Collect information on stranded passengers and their further movement from the Commercial Group at site
iii. Collect information about prima facie cause of accident and likely time of the restoration from the site in charge (i.e. senior most officers at site). The prima facie cause of the accident, even if available shall not be given to Press unless the cause is known beyond all reasonable doubt, and the DRM has approved the same.
iv. Collect information from various groups at site about assistance required

v. Central Emergency Cell (HQ) and PRO will be kept apprised about progress of rescue and relief operations and diversion so that correct information is available to the public through press and electronic media.
vi. Emergency officer should ensure that only correct and authentic information is given to Press and Media through PRO for correct appreciation of the facts by the public.
vii. Normally Emergency cell should not directly deal with the press and electronic media. Only PRO is authorized to deal with the Press and Media. Where it becomes essential to pass the information to the Press and media, PRO should be informed immediately.
viii. Maintain close liaison with HQ office and Railway Board.
3. DUTIES - RELIEF AND RESCUE OPERATION
i. Monitor the movement of Medical Relief Vans, Accident Relief Trains and Break down Cranes to the site on TOP PRIORITY.
ii. ARME shall move ahead of ART.
iii. Special train to carry injured to hospitals shall also be given TOP PRIORITY
iv. On demand from concerned departments arrange for and monitor movement of Labour, material and any other special train (if train to clear stranded passengers or to bring relatives to site) to the site of accident. Arrange for additional ARME / ART / Crane (as demanded by Mechanical Department) from within or outside the Division. Take help of HQ office for this and monitor their movement
v. Assistance from Defence, Army, Navy, and State Government should also be coordinated by the Emergency Cell in addition to Commercial Department officers.

4. DUTIES – TRAFFIC CONTROL
i. Plan for diversion/cancellation and short termination of passenger trains, in consultation with adjoining Railway’s HQrs. and Coaching Directorate of Railway Board.
ii. Arrange passenger special for carrying relatives to the site of accident and for carrying the survivors from the site of accident will be arranged and closely monitored by the cell. The number of such specials to be run will be decided by Emergency officer in consultation with HQ.
iii. Arrange other special trains to site as per requirement or on demand of other Departments. Closely monitor their running.
5. ARRANGEMENT AT SITE
i. Arrange adequate staff like ASMs, Guards, Traffic Inspectors etc at site to carry out traffic related work
ii. Arrange adequate number of locomotives and crew at site to ensure smooth working

Transporting Stranded Passengers/Relatives: -
Buses Spl. trains. Issue passes. Coolies etc to transport luggage. Enquiry and information arrangements for passengers.
Spl. Information/enquiry booths where relatives of dead/injured are likely to arrive.

Tea/snacks/water/food arrangement in time. Vending trollies etc at stations where other trains have been stopped. Move tanks of drinking water if necessary. Staff/scort guards/voluntary to ‘assist’

Adequate lighting arrangement in time at site.

IN CASE OF ACCIDENT
The accident alarm Siren/Hooter must be sounded immediately when ARME/ART is ordered. The following codes are prescribed for sounding the accident alarm/ siren/hooter: -

1. The above target time for turning out the medical van is reckoned, from the time of ordering to the time they are taken out from the siding and kept ready for dispatch on a suitable running line plus 5 minutes for dispatch.
1. Both the target time of 30” and 45” for turning out Accident Relief Train are to be reckoned from the time the Accident Relief Train is ordered, to the time the train reaches the loco shed exist point. 15” time is the time permitted for departure from the station. Any delay in ordering or departure of Medical Van/ART must be immediately examined and viewed seriously.
2. At stations where the lay out of the loco and traffic yard are such as to permit a reduction in the time limits stipulated above, the Divisional Railway Manager should lat down shorter time limits.

7. PROMPTNESS IN MOVEMENT OF ART & ARME
1. If an engine is not readily available, the nearest engine of any train including Mail/ Express trains should be released and utilized for expeditious dispatch of these.
2. ARME and ART must be given precedence over all other trains while proceeding to the site of accident.
3. ART/ARME should not be detained for want of Guard but may leave in the charge of any responsible loco/traffic official. A guard may be sent by the quickest possible means later on.
3. ARME/ART or any special relief train, carrying injured persons for removal to hospital, must also be given top most priority.
4. The Accident Relief trains after completing relief operations must be worked back to their base stations without any delay and must be given precedence over all goods trains.

8. ARRANGING ARME/ART FROM DIFFERENT STATIONS
Depending upon the seriousness of the accident and requirement at site, the
ARME and ART from different directions may be ordered and may be sent
accordingly. This is also necessary as the track in rear of the site of accident may
be badly damaged.
9. ORDERING OF ART
Dy. Chief Control on duty will order Accident Relief Train and ARME, as soon
as he receive information of an accident involving train carrying passengers, also
in other cases where casualties are reported.

1. RESCUE MEASURES TO BE TAKEN IN CASE OF FIRE I N LPG/PETROL TANK WAGONS
Action to be taken in case of fire in LPG tank wagons
1. Isolate wagons not on fire within safe distance uncoupling.
2. Inform Civil authorities and summon assistance from Fire brigades, Oil Company
depot and Bottling plant, Refinery, etc.
3. Give warning to people living in adjoining area to evacuate for at least one Km.
radius.
4. For small fire use Dry Chemical Power/Halon extinguisher and for large firewater
spray or fog be used.
5. Stay away from ends of tanks as tanks normally burst from the ends.
6. Cool tanks that are exposed to flames with water from the sides well after fire is
out.
7. Withdraw immediately in case of rising sound from venting safety device or any
discoloration or tanks due to fire.
8. Keep unnecessary people away, isolate hazard area.
9. Stay upwind, keep out of low areas.
10. Isolate for one kilometer in all directions.
11. Advise all people not to smoke. Extinguish all fire (including hand signal lamp,
point indictor etc. lit by kerosene oil) within one-kilometer area.

2. SABOTAGE(Extractes of Relavant portion of Accident Manual)
308. Duties of Guard, Engine Crew and other Railway staff when a derailment or other serious accident takes place to the train due to suspected SAOBTAGE: The Guard along with the Engine Crew and other railway staff travelling by the train involved after protecting the train, reporting the accident and rendering first aid to the injured must: -
(i) Carefully examines the track jointly with responsible passengers and records the results of the examination and has the record signed by them;
(ii) See that portions of the track, rails, fish-plates, bolts and other fittings which appear to have been tampered with are not touched or moved by any person and that these are closely watched till the arrival of the civil and police authorities.
Note: (1) In the case of an Officer or an Inspector being on the train, the above duty will devolve on him.
(2) Whenever assistance is obtained from any passenger or other members of the public, his name and address should invariably be kept on record, for further reference, if necessary.
309. Information to the Civil and Police Authorities: The Station Master adjacent to the site of the accident must inform the local Civil Police/R.P.F. Authorities by the quickest means available and given them all possible assistance to reach to the site as early as possible.
310. Precautions by Engineering Supervisors: In going to the site of the accident, Assistant Engineers and Permanent Way Inspectors should take the following precautions:
(i) Instruct the gang men proceeding to the site of accident in the first instance, not to carry any tools with them.
(ii) Ensure that toolboxes of Gang men sent to the site of accident are not opened until they have been checked by the Police.
(iii) Instruct them not to touch or remove any portion of the track, rails, fishplates, bolts and other fittings within the area of the accident till they have been inspected by the Railway, Civil and Police authorities and photographed.
(iv)Crow bars and such tools which are likely to leave their imprint should not be used to remove and assemble the affected rails and sleepers, particularly those close to the location where the track is suspected to have been interfered with. For instance, crowbars should not be introduced in the boltholes to lever out or shift the rails; rail-tongs may be used instead, so that the original condition of bolt holes as after the accident is not vitiated by superimposed marks of crow bar application.

311. Officers and Senior Supervisory Officials, in addition to their other normal duties must
(i) Make notes (where these will be helpful) of casualties and also notes and sketches of the result of the accident.
(ii) Do all they can do to collect evidence likely to throw light on the cause of the accident.
(iii) See that likely clues of accident are not inadvertently removed through ignorance or curiosity.
(iv) The dislodged components such as fish-plates, fish bolts, nuts etc., picked up from near the first point of discontinuity and elsewhere should be assigned suitable notations, preferably paint-marked on them, before they are made over to the Police and/or photographed, to enable their easy identification with reference to the locations at which found. The notation given to each component should also be mentioned in the joint inventory of fittings and the field notes/sketches to be assigned by the Police as well.
(v) Make arrangements for photographing the portions of the permanent way track, rails, fishplates, bolts and other fittings, and the engine and bogies of the affected train as early as possible by a local photographer.
312. Duties of Railway Protection Force Staff
(i) On receipt of information of the accident, the senior most RPF Official, in whose jurisdiction the accident has taken place, should, immediately proceed to the spot with all available men;
(ii) Additional assistance that may be necessary may be requisitioned from the neighboring RPF out Post;
(iii) Apart from making an entry in the Station Diary as usual, the Station Master also should be informed of this movement;
(iv) On receipt of information, the Circle Inspector of the Circle and the Assistant Security Officer of the Division should also proceed to the spot;
(v) Before proceeding to the spot, the RPF officials mentioned above should make arrangements to contact the local GRP/District Police officials to ensure that the accident has been reported to them also.
Note: Movement of the RPF staff in the above cases should be made by the quickest means available and when necessary motor transport may be hired.

(vi) Assist in extricating persons from wrecks, render first aid to the injured and evacuate the injured and uninjured persons from the scene.
(vii) Guard the belongings of the victims and railway property.
(viii) Guard the permanent way rails, fishplates, bolts and other materials from being interfered with by any one till the police officials arrive at the scene and take charge.
(ix) Fight any fire that may break out at the scene of the accident.
(x) Co-ordinate with the GRP/District Police in the investigation of the case.
313. Wreckage, etc., not to be disturbed until permission is given by the police
Unless otherwise necessary to save life or to extricate the passengers and injured, no carriage vehicle, component part or likely clue must be disturbed until investigations have been completed and written permission is given by the police to start work on clearing up the wreckage and restoring communication. Where necessary, the Commissioner of Railway Safety’s permission is obtained.
314. Joint Examination by Civil, Police and Railway Officials
(i) After the medical relief work has been completed, the senior most railway officer at the site must make a detailed investigation of the cause of the accident, including a thorough survey of the site for at least 800 meters in the rear, with the assistance of representatives of the departments concerned, in conjunction with senior civil and police officials.
(ii) While carrying out the examination, the position of vehicles, track fittings, etc., should not be disturbed as far as possible. Arrangements must be made with the assistance of the Police to keep staff and outsiders who are not concerned with the examination away from the site. Precisely worded notes should be prepared specifying the various features coming to notice.
(iii) The senior most officer at the site in consultation with the police must decide that materials should be preserved for further examination. These materials should be conveyed to a suitable place where it will be stored under the joint custody of the people and the Railway. Before dismantling the damaged track, the different componenets should be carefully numbered or match-marked so that the whole scene can be reconstructed, if required, later, at an enquiry.
(iv) The recorded note of the examination should be checked andc countersigned by the senior most police official after it is finalized.

315(a) Removal and examination of the Rolling stock
Rolling stocks, which remain on track undamaged, may be taken away after written permission of the senior police official at the site (and CRS’s permission where he is concerned). These should be taken and stabled at the nearest convenient station where further examination of vacuum and other fittings can be made under the supervision of the Divisional Mechanical Engineer or his assistant.
(b) Removal and Examination of Rolling stock damaged due to the Accident
A detailed examination of the engine and the vehicles damaged due to the accident must be made by the Divisional Mechanical Engineer along with the senior police official. All damages and deficiencies must be carefully noted down and particular comments made with regard to damages and deficiencies likely to cause derailments and whether these appear to be old or fresh and the signature of the police official obtained on the note. These notes should be utilized for the purpose of making the final note in the joint examination detailed under Para 314.
Breakdown operations to remove these vehicles should only be started in accordance with Para 318 below.
316. Special points to be borne in mind by the Officers examining the site and for preparation of note and drawings: The following points should be noted by the officers and supervisory staff when examining the site:
(i) The exact position in which engines and vehicles came to rest; and also where loose component parts were found;
(ii) The exact position in which rails and component parts, such as sleepers, fishplates, bolts, nuts, dog spikes, etc., were found;
(iii) Wheel marks and other damage to sleepers, rails and other fittings in the accident;
(iv) The examination of rail ends at the displaced point or points for any dents or burs; and whether burs are vertical or horizontal.
(v) The position of wheels in relation to any displaced rail, its normal alignment and the landing rail;
(vi) State of the track in rear for at least 800 meters.
(vii) If the nature of the accident requires:-
(a) The position and condition of signals, points, signal levers and block instruments should be inspected.
(b) Functioning of the interlocking provided at the station should be tested.
(c) Train-passing records, including Train Signal Register, private number books, should be seized and carefully preserved. Where line labels and badges are in use, it should be recorded in whose possession each line lable and badge was; and
(viii) Statements of staff should be recorded.

317. Arrangements for Photographs: Arrangements must be made for photographs to be taken of all essential features. The services of a reliable local photographs should be utilized till the photographer from the Public Relations Officer’s office become available.
318. Restoration of Communication: The clearance and restoration operation that may cause disturbance to likely clues should not be commenced till the Police Officials arrive at the site and intimate their agreement to the commencement of clearance operation.
A factual note of the conditions obtaining at the site prior to restoration work should be prepared and signed jointly by the senior most police and railway officials at the site. In the event of any difference of opinion between the police and railway officials, such difference of opinion may be recorded on the joint factual note.
Whenever there is delay in the arrival of civil and police officials at the site or accident, the senior most railway official at the site may, at his discretion, jack up any portion of coach or shift any property to the minimum extent necessary, after noting its original position by sketch to extricate human beings trapped under it in the shortest possible time to avoid unnecessary pain and suffering. Normal traffic should, however, not be permitted without consulting the police.
319. Preparation of plan for CRS’s or other enquiry: A dimensional plan should be prepared for the Commissioner of Railway Safety or Judicial Enquiry, which should be reproduced of the original sketch. Copies of recorded note signed by the Railway and the police representatives should form an appendix to the statement made by the senior most official in his evidence at the Enquiry.
320. Notes and sketches to be carefully preserved: All notes and sketches recording observations of the various officials who attend the site of accidents must be carefully inquiries. Subsequent investigations or in court trails.
321. Clearance of the unaffected Rolling Stock from Site of Accident: Due care must be taken before permitting the movement of unaffected portion of the train from accident site.
The coaches of an accident affected train, even if they are not damaged or derailed, should not be utilized for onward-journey for carrying the passenger unless these coaches are examined in detail and cleared by the TXR staff. If the examination can not be done on the site, then onward movement of undamaged coaches should be allowed at a restricted speed of 40 Kmph only to the next TXR examining point.
These coaches must be subjected to intensive safety check during their pit line examination before being put into service. Similar precautions should be taken in case of locomotives and freight stock also.

12. Hiring of Cellular phones for passenger train accidents.
(Ref: Railway Board’s Letter No. 2003/Tele/ TN/1 Dated 12-05-2003)Ministry of Railway has approved immediate hiring of a few cellular
phones by the Station Masters, in case of passenger train accidents to meet the needs of stranded passengers, wherever cellular phone connectivity is available. The stranded passengers should be permitted to use these phones free of charge.
13. ISSUE OF COMPLIMENTARY PASSES TO THE NEXT OF KIN OF VICTIMS AS WELL AS TO THE SURVIVING VICTIMS OF THE RAILWAY ACCIDENTS
(Board’s XXR No 85/Safety (A&R)/1/20, Dated 14 th June, 1985)
The Board has authorized the Railways to issue complimentary passes to the next of Kin of Victims from any station in India to the site of accident and back to their destinations as well as to the surviving victims who are discharged from the hospital to their destinations.
The class of passes should of course be the same in which the surviving victims were travelling of higher if recommended by the doctor. The class of pass for the relatives may be determined according to the status of the person.
The Board desire that while issuing such passes the following aspects should be borne in mind.
The issue of such complimentary passes may be certralised in the General Manager’s Office and should have the approval of General Manager.Such complimentary passes may be issued to not more than two relatives of the injured or deceased passenger. Sufficient safe guards may be adopted so that these passes are not misused.
Break journey on such passes should not be allowed.

DISASTER MANAGEMENT PLAN OF COMMERCIAL DEPARTMENT
(A) Duties of commercial department during the accident of passenger trains
1. Officers, Sr. subordinates and Staff should reach at Accident site by first available means.
2. Ensure supply of drinking water, tea and refreshment to the stranded passengers. The number of passers to whom tea and refreshments is provided must also be recorded.
3. Ensure proper safety of luggage of passengers involved in accidents.
4. Ensure that list of belongings of dead passengers is prepared and these are handed over to the Railway Police under proper acknowledgement.
5. The relatives of the dead and injured passengers must be informed immediately. Central Control Office should relay the complete information of such passengers.
6. Adequate numbers of ticket collector, licensed porters and catering vending units must be arranged at the accident sites.
7. They should arrange ex-gratia payment to the injured and dead passengers.
8. Arrange refund to the affected passengers.
9. Arrange transshipment of passengers and arrange adequate number of ticket collectors/TTEs and coolies.
10. Ensure opening of adequate numbers of enquiry counters to provide information of injured and dead passengers.
11. Prepare list of damaged parcels and inform the same to CCO/North Western Railway, Jaipur.
12. Ensure proper arrangement of buses to carry the affected passengers to their respective destinations. They should also keep record of number of destination wise passengers carried in buses and number if buses etc. used for the purpose.
13. Arrange help of Railway doctors from TCs/coolies. They should gather information about the number if dead or injured passengers from police, TTEs/Station Masters.
14. Inform control office to arrange free passes to the relatives of the dead or injured passengers.
15. Keep in touch with hospital authorities, regarding passengers with simple, grievous injuries whose condition is getting worse and arrange increase in Ex. Gratia payments accordingly in hospital.

(B) One Commercial Officer should remain in Control Office and ensure the following
1. Arrange to send adequate numbers of TCs, TTEs, porters, RPF employees to accident site.
2. Arrange drinking water, tea and refreshments from nearby stations from accident sites.
3. Issue press notes with prior approval of DRM/PRO. The press hand should include the following points: -
(a) Actual description of accidents.(b) Number of dead of grievously/simple injured passengers.(c) The press note should include that “as it is expected that few bodies might be
under debries, thus the final data will be provided after the completion of rescue activities. The reason of accident must not be disclosed, but he should state that the reasons of accident are being inquired.
(d) Arrange enquiry offices at all-important stations for providing information about dead or injured passengers.
(e) Arrange buses at accident sites.(f) He should arrange reservations of passengers by informing the nearby stations.
The CCM (PM) must be informed where foreign railways are involved.(g) He should arrange labour for transshipment of parcels.
(B) Arrangements Needed During the Accident of Goods Train
1. Arrange adequate labour at site of accident to unload the contents of wagons desired by mechanical department.
1. A commercial inspector along-with a goods clerk is sent immediately along-with labour to take details of wagon involved in accident.
2. To protect the consignment unloaded from the wagon by using tarpaulin or any other sheet.
3. To advise the details of wagon/consignment involved, to commercial control and also to the parties and station at forwarding and destination station.
4. To hand over the consignment in charge of RPF staff till it is disposed off finally either by transshipment the contents into another wagon or disposed off locally.
5. To arrange for meal and drinking water to the staff working at the site of accident.
6. One commercial officer should attend control office and be in touch with the site for any assistance.
7. In case of perishable consignment the same is disposed of at the spot to save from further damage.
8. To preserve the labels of the wagons.
9. To check whether the consignment was loaded evenly in the wagon or not.
10. Any other work assigned by senior officer, which help in early restoration.

Refund Rules
1. When a train is dislocated enroute due to unforeseen circumstances such as accidents, breaches and floods, full fare for the entire booked journey without levy of cancellation shall be refunded at the station at which levy of journey is terminated under the following circumstances:
(a) When the railways is unavailable to carry the passengers to destination station within reasonable time by arranging transshipment or diversion or otherwise or
(b) When the passenger is involved in the railway accident and or injured in the accident and does not continue his journey or
(c) In case of death or injury to passengers in railway accident. The kith and kind of the passenger have to terminate the journey.
2. Where the railway administration offers to carry the passengers to his destination station by any divert route of by arranging transshipment or otherwise and the passengers is not willing to avail of such an alternative arrangement, fare to traveled portion shall be refunded as the fare for untravelled portion, without levying any cancellation charges at the station at which the journey has been terminated.

DISASTER MANAGEMENT PLAN OF MEDICAL DEPARTMENT POLICY
MEASURES TO BE TAKEN – AT THE SITE OF ACCIDENT . 1. ARME-RE (BG)- Will cater the RE-RGH and RE-RGS section and if required
RE-Suratpura section. MS RE will nominate the staff for ARME.
2. ARME-SIKR (MG)- CMP/SIKR will nominate the staff for ARME and it will cater the SIKR-RGS-JP, SIKR-JJN-LHU and SIKR-CURU (MG) section.
3. ARME-JP (BG)- CMS will nominate the staff for ARME and it will cater the all BG section in the division.
5. Sectional Doctors will also move to the site of accident along with the POMKA at the health unit and ARME-II if located at their Headquarters.
6. Whenever there is accident in a particular section ARME-II (Material) other than the headquarter of the Doctors are to be moved to the site of accident by Station Master of the station where the ARME-II is located by hiring the Road Mobile Van. If ARME-II is located at the headquarter of Doctors will be carried by him to the site of accident if required.
7. If needed the adjoining division’s ARME- I along with the Doctors and Para Medical staff may also be called for help to the site of accident.
8. If required the help of State Medical Department, Private Hospitals, Nursing Homes and Practitioners be taken.
The Doctors and Para Medical Staff of Divisional Hospital Jaipur is divided in Team A and Team B.
TEAM ‘A’ (List at Annexure)
Team ‘A’ Headed by CMS / Sr. DMO (Adm.) will go to the site of accident immediately by ARME/Road Mobile Van/Ambulance.
On receipt of the information about the accident all members of Team ‘A’ are required to reach ARME in 15 minutes in day and 20 minutes in night. Sr most doctor will inform ASM on duty about the arrival of Medical Team. Emergency duty doctor will inform to CMS/MS and other doctors about the accident and then he will reach to ARME with casualty staff nominated ward staff along with the keys of ARME-I, Injection TT & POMKA and will open the ARME.
The incharge of the Doctor’s Team will instruct to return the emergency duty doctor to casualty if not required. After coming to casualty he will become the part of Team B.

TEAM ‘B’ – Headed by Sr. most doctors to manage the hospital and perform certain duties as given below: -
All doctors and staff who are not proceeding to the site of accident will be in Team ‘B’.
DUTIES OF TEAM ‘B’ AND ITS INCHARGE
1. Team- B will establish an emergency cell in Casualty/CMS’s chamber of Divisional Hospital Jaipur.
2. The will ask to adjacent divisions to send Medical Team consisting of 5 doctors and 10 to 15 para medical staff to the site of accident depending upon magnitude of the accident and expected casualties.
3. One or two more ARMEs will be moved, if required.
4. They will contact local hospital (Govt./Private) near the accident site to give medical treatment to the injured. For this purpose, they are advised to use database of medical facilities along the track available, section wise in Jaipur division.
5. If required, they will send 2nd team also with Para medical staff as per need and situation. This team should be sent by train/road. If no railway vehicle is available, taxis may be hired for this purpose.
6. Members of St. John Ambulance Brigade, Scouts & Guide, Civil Defence should be sent to the site of accident, either independent or along with 2nd team.
7. They should depute one doctor in the Divisional Control Room who will communicate the information with accident site and Control Room established in Hospital.
8. They should communicate the Zonal Headquarters all the information received from the accident site and pass on instructions to the site of accident received from Zonal Headquarters.
9. They should prepare the Railway Hospital to receive and provide medical treatment to the casualties of the accident. They should keep liaison with other Govt/Private Hospitals of locality to be in readiness to receive and provide medical treatment to the casualties of the accident.
10. They should inform neighbouring divisions to keep their medical team in readiness so that their services can be availed of at a short notice if required.
11. They will arrange to send 04 vials or more Anti-Snake Venom maintaining the Cold chain if required.

ACTION PLAN & NOMINATION FOR ARME-I/HQ JAIPUR
Actions as listed below are required to be taken by different medical/para medical staff Jaipur in case of Railway accident and ARME is ordered.
On receiving the information of accident from control or other official source.
1.0 Casualty Doctor
1.1 Will record relevant information pertaining to accident i.e. place of accident, train No involved, time of accident, No. of casualty/Injured, distance from the nearest Railway station. He will also find out the approach by road to the site of accident. He will also record the name, designation, phone No of the informer with time and mode of receipt of information.
1.2 Will inform CMS, Sr. DMO (Adm.), Sr. DMO (H) and Chief Matron immediately on phone and also inform nominated medical officers and paramedical staff as per Annexure A about accident and ask them to report to ARME. He will be assisted by Male Surgical ward Nurse on duty and casualty staff on duty.
1.3 Will depute Nurse on duty of Female ward to attend phone calls in casualty.
Upper ward & Maternity ward nurse on duty will look after the all wards till Matron and other nursing staff reaches to hospital.
1.4 Will keep ready Road Mobile Van and Ambulance with POMKA ready to move along with the nominated staff if the accident site is nearby and approachable byroad.
1.5 Along with the Chief Matron he will make suitable arrangement in OT/Ward/ Office to receive the casualties.
1.6 Will contact local authorities of Medical Collague/ Private Nursing Home for Ambulance for receiving the casualties.
1.7 After the team A departed for site of accident he will collect all relevant information and will convey to CMD/Dy. CMD (TA) through Sr. DMO (Adm) or incharge of the team ‘B’. He shall be available all the time in casualty room.

1.8 After judging gravity of accident if there is any need will inform neighbouring stations where ARME/ Road Mobile Van is available for help.
1.9 If casualty doctor went for site of accident then the duties of 1.4 to 1.8 will be done by the Doctor of Team B who will lookafter the casualty in his absence.
2.0 CHIEF MATRON -On receiving the information
2.1 She will at once proceed to hospital and will arrange sufficient number of beds available in Ward for admission and treatment of the casualties. She shall get two wards ready one each for Male and Female by shifting the patients already admitted in different wards.
2.2 Will keep the OT in full readiness with sufficient staff in OT.
2.3 Will contact Surgeon, Physician, Lab. In charge and X-ray technician to reach Hospital and other doctors and staff to take over work of Hospital.
3.0 Sr. DMO (Adm)/Incharge Team ‘B’- On receiving the information.
3.1 He will instruct casualty medical officer regarding deputing another doctors in the Control room which will function in Casualty/CMS’s chamber.
3.2 He will be the in-charge of hospital control room.
3.3 He will depute one Doctor in Control office of Division.
3.4 He will guide Matron in charge for readiness of ward.
3.5 He will see that OT is ready.
3.6 He will contact local medical authorities if there is need.
4.0 Sr. DMO Incharge vehicles.
4.1 He will coordinate with other departmental officers for arranging vehicles. In case departmental vehicles are not available, he will hire from local market.
4.2 In consultation with Sr. DMO (Adm.), he will communicate all the necessary information to emergency control of the Railway Hospital.
4.3 He will compile the list of injured and classify their injuries. He will also prepare the list of that and convey all information to divisional headquarter control and Zonal headquarter in coordination with Sr. DMO (Adm.)

ON WAY TO ACCIDENT SITE FOLLOWING STEPS IS TO BE TAKEN.
Team ‘A’ incharge shall nominate: -
One doctor for taking the record of the dead bodies and to look after the working condition and comfort of the site of accident.
One Doctor for preparing the list of injured/dead and to classify the injury.
One/Two doctors to visit hospitals where the injured have already been shifted.
Rest of the Doctors to be utilized in rescue operation to provide medical treatment to the injured and their transport to the nearest hospital.
5.0 MEDICAL OFFICER INCHARGE ARME-
5.1 He will carry his own emergency bag / torch etc along-with nominated staff to the site of accident.
5.2 After informing casualty doctor he will immediately reach to ARME.
5.3 He will check stretcher, torches, Haversacks etc for use at site. He will distribute stationary to staff.
5.4 He will distribute haversacks, torches, Armbands to the staff.
5.5 He will make the ward of ARME ready to receive the injured.
5.6 Will check and keep articles of Comforts for patients in readiness.
5.7 Any other duties assigned by CMS/ Sr. DMO (Adm.) keeping in view the need arise.
5.8 He shall coordinate with Sr. DCM/Sr. DPO in arranging exgratia payment to injured and dead and shall keep record of simple/grievous injured or dead.
6.0 Sr. DMO (Surgeon) & Sr. DMO (Anaesthesia).
6.1 Will check all medicines, instruments, equipments, Oxygen cyllenders and OT of ARME and keep them ready to use at accident site.
6.2 Will discuss and procure plan for treatment of injured at site, their referral, admission and also collecting information of injured already shifted to hospitals near site of accident by visiting the hospital.

7.0 Sr. DMO (H) Nominated.
7.1 He will be overall in-charge of maintenance of hygienic condition at site of accident.
7.2 He will go round the place along with CHI for survey that no trapped injured patients remain unattended.
7.3 Will ensure comforts to the patients along-with potable drinking water with the staff nominated for this.
7.4 Will check and keep the record of the injured disposed off after first aid and referred cases to Railway/ Non Railway hospitals.
7.5 Will coordinate with CMS in communicating various information regarding casualties and injuries besides other instructions.
8.0 ASSISTANT HEALTH OFFICER AND HIS TEAM
8.1 He will get orders from incharge of team A and will act accordingly.
8.2 He will prepare documents of dead, cover dead bodies with shrouds and dispose the bodies. (By handing over to police) from the site with the help of his staff.
8.3 He will arrange suitable measures with regard to maintenance of sanitary hygienic condition and availability of potable drinking water at accident site.
8.4 He will depute one HA & One safaiwala One Bed pan and one urinal in the compartment in which the patients are being shifted from the site of accident to hospital.
8.5 Will carry necessary disinfectant, deodorant and equipments required to be used at accident site.
8.6 Ant other orders given by the superiors.
9.0 TEAM OF DOCTORS AND OTHER PARAMEDICAL STAFF .
9.1 One doctor nominated by CMS will perform medical examination of CREW (Driver and Assistants) of Accident involved train for drunkenness./intoxication.Blood samples will be taken for testing of presence of Alcohol in the blood.
9.2 The serious cases will be looked after by first team consisting of Sr. DMO (S) + Sister +
Dresser+ Two stretcher-bearers. They shall keep the record as per Annexure.
9.3 Other remaining doctors and staff should be devided in teams having one doctor, one dresser/HA/Staff nurse to quickly examine and provide treatment to less serious and minor injured cases. They shall keep the record as per Annexure.

9.4 They will also segregate injured patient in the different category viz grievous, minor and trivial. One Pharmicist shall assist both the team in documentation of cases referred to other hospital or disposed after first aid.
9.5 Arrangements will be made to shift the serious cases either to the nearest hospital or divisional hospital as the case may be, either by road or by Rail. Minor case shall be shifted to ARME for medical treatment and comfort. Trivial cases shall be attended at site for first aid treatment and disposed after documentation.
9.6 Patient’s shifted to the nearby hospital should be visited in the last, once all the patients at the site accident are attended.
9.7. Dead bodies shall be disposed as per extant guidelines after proper documentation for further reference/claims etc.
9.8 St. John Ambulance Brigade members will help in shifting of patients by stretchers and also help doctors in providing first aid.
10. DUTIES OF DOCTOR INCHARGE OF DEAD BODIES.
To nominate one HI & sanitary staff, SJA Brigade, Scouts & Civil Defence members and Volunteers available at site to shift dead bodies from the track & coaches to the nominated place. Doctor incharge shall also maintain record of the dead bodies in a register and ensure to put a cloth label of the size 12” x 9” written by marker pen on the chest of each of the dead bodies. The label should be as under:

In case of unknown dead bodies against the column name, it should written unknown 1, unknown-2 and so on. Age should be estimate by appearance.
a. Four Photographs of each of the dead bodies out of which two should be close up of the face and two of full body may be taken.

b. The dead bodies should be wrapped in shrouds and placed inside the plastic bag with zip having proper levelling system. After these dead bodies will be handover to GRP/Police for further needful.
c. For dead bodies not identified and require to be preserved necessary preservation of dead body may be arranged.
d. Wooden coffins are also to be arranged with the help of divisional headquarter on need basis.
10. After the work at the site is completed and ARME is ordered to move back with casualties Team ‘A’ head will inform Medical officer in control room regarding the nature of casualty being brought to divisional hospital, who in turn shall make necessary arrangements of Ambulances at stations for further transportations to divisional hospital, besides contact civil or private nursing homes for Ambulance and other assistance.
12. The team shall disperse only after patients are admitted or shifted to various hospitals as the case may be with due permission of team ‘A’ head.
13. Sr. DMO (Adm.) will depute one Medical Officer to attend the injured admitted at various hospitals other than Railway daily to know the progress of the cases and will compile and inform the progress report to CMS.
14. The progress report shall be conveyed daily to CMD on phone and the confirmation copy to be sent him by Dak.
Note: - 1. All doctors will carry the emergency bags, torch, sufficient cloths and money for the exigency for 2-3 days.
2. At the site of accident doctors will wear their aprons and put arm badges and other members of team will also put arm badges for easy identification, which should be done before ARME reaches to the site of accident.

Team-A will report to SPARMV within 15 minutes in daytime & 20 minutes in night time and proceed to site of accident.
Casualty on duty doctor will record relevant information pertaining to accident (as per Annexure-IV) inform CMS/MD and other medical officers and Chief Matron residing in railway colony and will reach urgently to SPARMV with Casualty Staff, Staff Nurse of Female Ward and H.A., S/Wala of lower Male Ward along with key of SPARMV and 50 amps of Inj. T.T. after deputing staff nurse of upper male ward in casualty.
On duty nominated staff of SPARMV will reach urgently to SPARMV after giving information to on duty casualty I/C or staff.
On call surgeon will reach accident site with SPARMV or by earliest possible convenience.
Existing arrangement of medical Team-A & B is only applicable during non-hospital Hours, although during hospital time arrangement of medical teams will be made by senior most medical officer.
In-charge of Team-A will decide the numbers of medical & paramedical staff who will proceed to the site of accident with SPARMV.

MAJOR ASSETS
1. Cranes : ART at JP is equipped with 140 ton Diesel-hydraulic Brake-down crane. Due to gauge
conversion ARTs at RE and FL have been removed which were equipped with 35 T steamcranes
1.1 140 Ton Diesel hydraulic crane: It is an imported high capacity diesel hydraulic rail crane with lifting capacity of 140 Ton. It
is capable to lift and tackle all type of rolling stock over Indian Railways in loaded condition at accident site.
(140 ton DHBD crane at JP)1.2 Accident Relief Medical Van (ARMV) :
ARMVs are stationed at Jaipur, Sikar and Rewari.
2. Hydraulic Re-railing equipments (HRE): These are hydraulically operated light metal imported re-railing equipments made and
supplied by HOESH- MFD Germany. It consists of different types of high capacity (120 Ton) hydraulic jacks which are capable for lifting and re-rail any type of rail vehicle like locomotive, coach, wagon, etc.
The prime advantage of this equipment is that the vehicle can be re-railed on line with out any damage and no need to remove it away from track that results in saving of railway property. In case of minor derailment, it can be transported to accident site by road vehicle also, hence no need to move ART and crane thus no disturbance to main line.

7.0 Maximum permissible speed of ART/ ARMV:
All vacuum brake IRS stock of BG ART/JP has been replaced with air brake stock. Now the ART/JP is capable to run towards accident site with 100kmph speed without crane as the speed of crane is restricted to 75 km/h.
ARMV/JP is capable to with a maximum speed of 100 KMPH. 8.0 Hooters:8.1. Sound codes of Hooters :

The Loco Shed, foreman, Train Examiner and all other Supervisory staff concerned must ensure that the relief train gangs, break down gangs and other staff who are required to go to the accident site in the ARME or ART, thoroughly understand alarm signals/siren / hooter and that names and addresses are displayed at conspicuous place.

Important Tools to handle LPG / Ammonia gas emergenciesImportant Tools to handle LPG / Ammonia gas emergencies::
Spark proof tool set (rubber / teflon / brass / beryllium-copper tools) consisting of set of spanners, chisel, ball peen hammer, blanking flanges, eduction valve pluggers and adopters, Teflon tape and M-seal epoxy adhesive.
Protective hand gloves, helmet. Explosive meter. Intrinsically safe torches. Breathing aids – A canister respirator with LPG/Ammonia and dust filters can be used in
open spaces with upto moderate gas leakage. For heavier gas concentrations, breathing apparatus with oxygen cylinder is required.
Clear protective goggles. Plenty of water, buckets and water-spraying arrangement.
Product InformationProduct Information: : Important properties of LPG from point of view of safe handling and tackling emergencies are as under:
1. LPG is a mixture of mainly propane (25% to 45%) and butane (75% to 55%) and some quantity of propylene and butylene.
2. As liquid, LPG is lighter than water (density 0.52 to 0.57 gm/cc at 15 °C). As gas, LPG is 1.4 to 2.1 times heavier than air. When liquid LPG converts to gas in case of leakage to atmosphere, it expands heavily (230 to 270 times). During leakage in still air, LPG tends to settle at floor level.
3. Volumetric expansion of LPG with temperature is 10 times that of water and 100 times that of steel. Adequate vapour space should be there be left in LPG pressure vessel and it should never be overloaded. Leakages will increase with rise of temperature.

4. LPG is highly inflammable. It becomes explosive when mixed with air more than 2% byvolume.
The competency of staff is personally checked by Sr.DME & ADME and only competent & devoted staff has been nominated on breakdown duties. To further improve the skill & competency of staff different types training schedules are followed from time to time as mentioned below-
5. LPG catches fire instantly on coming in contact with a source of ignition such as flame, spark, lighted match, cigarette, beedi etc. Without source of ignition, LPG will not catch fire till 410 ° C.
6. In case of continuous LPG leak, a source of ignition even far away can ignite the escaping vapour. The fire may also travel back to the source of leak, engulfing the leaky wagon.
7. Normally LPG is stored in refrigerated state (boiling point -15°C to 0°C). 8. When pressure is released and liquid LPG changes to vapour, heat required for vaporisation is
picked up from surroundings. The liquid product while evaporating can become cold enough to cause frost burns on bare flesh. Protective gloves should be worn when there is possibility of skin contact with liquid LPG. During evaporation from leak source, water vapour also condenses from the air forming a visible cloud.
9. LPG is not poisonous. It does not contain toxic gases like carbon-monoxide. However when a person comes in contact with large amount of LPG in a closed space, difficulty of breathing can occur due to lack of oxygen. Liquid LPG handled without protective clothing can cause cold burns.
10. Warning symptoms when breathed in sufficient quantities – stomach upset and headache.11. To facilitate detection of LPG leakage, it is mixed with ethyl merceptan to impart a foul odor
resembling that of rotten eggs.
Note: A wagon which has held LPG earlier and is “empty” is potentially dangerous. In this state, in case of a leaking or open valve, air can diffuse inside and mix with residual LPG at atmospheric pressure to form an explosive mixture. Valves and bleeder caps of “Empty” wagons should always be kept closed.

Leakages in LPG Wagons:Leakages in LPG Wagons:
Leakage occurs from barrels of tank wagons due to – Damaged barrel
Defective dome fittings – improperly tightened or become loose during run Defective valve seals, gaskets and corrosion from seating area.
Precautions:Precautions:
1. Nearest Railway authority, Oil Company and fire brigade to be informed. Directions should be obtained from Divisional Carriage Controller.
2. When leakage is detected, all lights and fires in vicinity should be extinguished / removed. Incandescent electric lights can be used. As LPG vapour mixed with air remains suspended at a lower level, this area must be kept free from sources of ignition.
3. Lanterns or signal lamps should be kept on side from which wind is blowing and as high as possible. Locomotives should be kept away from site.
4. Personnel should keep to the windward side of the leakage.5. Spectators should be kept away and instructed not to smoke.6. Earth should be spread over the surface on which LPG has leaked.7. In case inspection of dome fittings is required to be done, the wagon has to be moved
to a non-wired lined. Alternately, power block with protective earthing on both sides has to be taken to inspect the dome fittings.
8. In case of leakage from dome fittings, a trained fitter equipped with proper tools should first identify the location of leakage using soap water, and then attend as under-
Leakage around Valve securing bolts – tighten the bolts using non-sparking tools. Excessive force not to be used. If leakage persists, it indicates defective seal.
Leakage from Eduction Valve – Tighten the valve from wheel without using excessive force. If leakage does not stop, it indicates defective valve seal.
Leakage from Safety Valve – It may be due to valve performing its function of relieving extra pressure or due to defect. Pouring of cold water over outer surface of barrel can help to reduce leakage.
Leakage from Thermometer Well – Very dangerous situation as thermometer well is practically the part of barrel. Tighten top nut to stop the flow of liquid. Do not over tighten as removal of nut will worsen the situation.
Physical damage to barrel – immediately isolate the tank and notify all concerned.9. Leaky wagon should be removed to an open area if so advised by control.10. Arrange for sufficient quantity of water and activate the existing fire-fighting system
to handle any emergency. -94-
Dos and Don’ts
Dos: Ensure quick and accurate information to Divisional Control.
Subsequently arrange for local resources. Ensure no ignition sources near leaky wagon. Affix labels of “Dangerous” and
“Not to be loose shunted” on both sides of the wagon or attach a red flag. Check for sparking due to loose brake shoes or hot axles. Leakage can be checked by smell, hissing sound or ice-formation on dome. In case of leakages from valves, check that they are closed. In case of heavy leakage, isolate the wagon on the advise of control. Keep the
wagon cool by spraying water. Guard wagon should always be available during shunting.
Don’ts:
Do not smoke. Do not keep fuel oil, lubricant oil and debris accumulated in engine rooms. Do not carry lighted cigarettes, kerosene signal lamps near the vicinity of leaky
wagon. Don’t use steel hammers or other such tools for checking / tapping. Only rubber /
Teflon or brass / beryllium-copper non-sparking tools are permitted for handling LPG wagons.
No loose / fly shunting is to be carried out.
Other Suggestions: Extent of leak can be detected by soap-water. If leaky valves are found hard to operate, excessive force should never be used. No hammering is permitted on tank barrel. Headers of eduction valves should always be blanked by pluggers. In case of heavy leakage and vapour cloud formation, OHE traction and Diesel
locomotives in yard can be shut down. Tackling LPG wagon derailments / accidents:
Explosive meter should be used to measure the extent of leakage and decide appropriate restoration measures.
No smoking / gas cutting, lighting of stoves is to be permitted in the affected area. Nearest fire Brigade and Oil Company team to be called to site. For re-railing operations, Diesel crane needs to be fitted with spark arrester. Only water is permitted for LPG wagon fire control. In case of fire, all attempts
should be made to keep the upper portion of the barrel cool by spraying water; else the barrel can explode due to heat and cause heavy loss.

13.0 Progress of High Level committee’s items:
All recommendations of HLC related to mechanical department have been implemented effectively-
1. Devoted & competent staff has been nominated for breakdown duties.
2. Core group of experienced and expert personals has been formed for breakdown services.
3. All vacuum brake IRS stock of BG ART/JP has been replaced with air brake stock & now the ART/JP is capable to run towards accident site with 100 kmph speed without crane.
4. 02 no. of HRD & 01 no. HRE have been procured through COFMOW & commissioned.
5. Indents of all recommended equipments by HLC have been sent to HQ after duly vetted by accounts department for procurements.
6. In compliance of recommendations of HLC, an annual maintenance contract (AMC) has been entered into for maintenance of high power diesel engines of 140 Ton crane & SPARMV.
7. Concrete pathway for approaching ART/ARMV in yard has been provided.
8. The cash imprest of ART In-charges enhanced up to Rs. 25000.00.
9. All ART staff has been provided with florescent orange colour uniform along with safety helmets and shoes to give distinguished look at accident site.
10. All items recommended by the HLC viz. tent, aluminum ladder, video camera, underwater cutting equipment, breathing apparatus, diamond and carbide tip chain saws, fire fighting system and fire suits, electrical cutting tools, inflatable air bags and lighting towers have been procured and provided with ART/SPARMV.
14.0 ISO 9001-2008 Certification
Accident Relief Train Jaipur of mechanical department has achieved another milestone in
disaster management system. It has been certified with ISO 9001-2008 by NQAQSR in
December 2011.
It is a surety that Accident Relief Train Jaipur and its quality management system are
capable of bearing and handling the pressure of disaster and are committed for continual
improvement in the system.

1. Establishing communication with the accident site by all possible means i.e. Control/Railway/BSNL/Satellite telephones communication, VHF sets, Walkie-Talkie sets.
2. Providing communication between officers at accident site in case of major accident covering major areas depending upon the requirement given by Site In-charge.
3. As far as possible organizing E-mail facility at the accident site-using Computer of the ART if available, so that timely information about the passengers injured etc can be passed on in case of major passenger train accident involving injury/death.
4. Establishing communication between divisional control/HQ control and ensuring that adequate facilities are available for passing the information for accident site to divisional control and divisional control to HQ control.
5. Making arrangement of communication facilities for passenger information, ‘May I help you booth’, facilities for passing on the passenger information to the various centers over the Railways as per the requirement of commercial department.
6. Assisting Commercial department in respect to passing communication facilities for giving information to the Media/out site agencies/relatives of affected passengers.
7. Helping Sr.DSO/AOM (G) in protection of evidences, recording measurements etc.
8. Restoration of signal equipment/communication system affected by accident/other reasons as early as possible so that train movement can be ensured earliest.
9. Arranging Communication facility for Public information Booth depending upon the requirement at various locations on Jaipur division in case of accident of passenger carrying train out side Jaipur division.
10. To provide ‘public address system’ and ‘mega mikes’ at the accident site in case of major disaster for providing information to the public/passengers and also for giving directions to the Railway staff regarding relief operation.
11. Compliance of all instructions related to the department as covered in the Accident Manual and with other instructions received from Railway Board/HQ from time to time.

In case of breaches/ any disaster where illumination is required during night working, concerned Sr. supervisors of the section will attend the site along with staff and electrical accessories by road/train and will illuminate the site.
In case of accident site electrical staff shall provide required level of illumination as per requirement within resources available within ART/ARMV. In case the requirement is more than these resources available, Sr. Supervisor of the section shall arrange for additional resources in consultation with AEE/DEE.
-99-DISASTER MANAGAEMENT PLAN (RPF/JAIPUR)
1- FIRST RESPONSE : - First information about any calamity involving Railway trains or Railway premises will normally be received by the Divisional Security Control Room and it shall be immediately communicated to nearest RPF Post/Out post or the Post/Out Post having jurisdiction of the area. The person receiving such information should muster the maximum available manpower within the shortest possible time and dispatch them to the scene of accident by the quickest means. After dispatching the immediately available Force, the Post/outpost in-charge should requisition additional manpower. He should also simultaneously pass on the information to the senior supervisory officer and the control Rooms at Divisional/Zonal Headquarters. Local Police and Police Control Room should also be informed at the earliest.
2- REINFORCEMENT : - Effort will be made to get the reinforcement from the neighboring Post/Outposts, reserve Lines, Divisional Headquarters or Zonal reserve. In case any RPSF Battalion or Company is located in the vicinity, men can be requisitioned from there for dealing with such emergent situations till additional Force is available from other sources.
3- EQUIPMENT : - While sending reinforcement, it should be ensured that the necessary equipment required for rescue, recovery and protection of the scene of incident are provided. Such equipments include :-
i) Torches and other lighting arrangements, if it is night time.ii) Nylon ropes and poles for segregation of the affected area from unwanted
visitor’s spectators. iii) Loud-hailer for making announcements. iv) Stretchers and first aid equipment v) Wireless sets for inter-communication vi) Cameras for photographing the scene (both on negative and slide films)vii)Video recording of rescue and salvage operations and connected administrative
arrangements.
4- ACTION AT THE SCENE OF INCIDENCE :- The senior most officer available at the scene of incident will assume control and immediately start the following action :-
1) Segregate the area of incident by establishing temporary barriers by use of nylon ropes or any other makeshift device available at the scene. It should be ensured that the on-lookers and spectators do not enter the effected area to disturb the scene or hamper the rescue operations.
2) Baggage of passengers should be isolated and protected and consigned goods should be taken care of till they are handed over to claimants or taken over by Railway authorities.
3) RPF personnel should respond to any call for assistance to rescue victims and transport them to the nearest hospital. A record of casualties sent to hospital should be maintained.

Note: - RPF Officers will be maintaining close liaison and harmony with the officers of various departments of the Railways, the GRP, Local Police and officers of civil administration while attending to (a), (b) and (c) above.
4) Hourly Sitreps will be sent by the officer at the scene of incident to the Divisional/Zonal Control Room, giving the latest situation.
5) A temporary RPF ASSISTANCE POST (Shed or tent) with proper Board should be established at a conspicuous location so that the people needing help could approach the RPF. If the operation continuous for a longer period, effort should be made to install a temporary telephone connection through the Railway Telecom department, so that the information is passed on quickly. A Log Book should be opened and minute-to-minute progress of action by RPF on lines indicated above, recorded.
6) The senior most officers available at the scene of incident will also ensure proper documentation about the number of persons injured or dead, giving their identity and address, if available. In case any queries are made by friends of relative of the injured/deceased they should be properly guided. After the rescue/restoration operation is complete, a detailed report along with photographs will be sent to the DSC/ASC. The slide, video cassettes and photographs of the scene of incident will be retained by DSC in his office and will be properly catalogued and preserved for future reference.
5) EVACUATION PLAN :- On arrival at the spot, RPF will discharge the following duties :-
ii) Assist in extracting persons from wrecks, rendering First Aid to injured, evacuating injured and uninjured person from the scene.
iii) Guard the belongings of the victims and the Railway property.iv) Look out the suspects in the vicinity, and keep a note of any clues that may be
useful in detecting the offence.v) Guard the permanent Way rails, fish plates, bolts and other material from
being interfered with by anyone till the police official arrive at the scene and taken charge.
vi) Fight any fire that may break out at the scene of the accident. vii) Co-ordinate with the GRP/District Police in the investigation of the case.

GENERAL INSTRUCTIONS (ACCIDENT MANUAL )
201. SCOPE OF THE RULES: -
(a) These rules should be considered as subsidiary rules to GR 6.01. Nothing in these rules shall be read as canceling, amending or modifying any of the general and Subsidiary Rules of the instructions contained in any of the Railway Board’s circulars on the subject of accidents.
(b) Except where specially mentioned, nothing in these rules applies to workshop accidents, which are covered by the Factories Act of 1948 and Rules made there under.
(c) These rules apply throughout the Western Railway to all Open Lines, lines under construction and sidings – Railway, Private or Assisted – which are worked by this Railway.
202. ACQUAINTANCE WITH THE RULES: -
Every Railway servant is bound by these rules and whether supplied or not with a copy of the Accident Manual, must make himself acquainted with the rules relating to his duties and any revision from time to time. In order that a Railway Servant may efficiently perform duties assigned to him, it is necessary that he should acquaint himself with the rules relating to duties of others also as prescribed in this manual.
Note: - Duties of Railway staff in this chapter and elsewhere in the Accident Manual are not exhaustive. Additional duties prescribed in various other circulars, rule books, manuals, codes etc. from time to time shall also be applicable to the railway servants concerned. The change of designation or up gradation/down gradation of any post shall not generally change the duties and responsibilities as far as these are not specially changed.
203. OBJECTIVES IN DEALING WITH ACCIDENTS: -
(i) To save life and alleviate suffering.(i) To protect property.(ii) To provide succor and help to affected passengers.(iii) To ascertain the cause of an accident.
204. DUTY OF SECURING SAFETY OF THE PUBLIC: -
(A) Duty of securing safety of the public (G.R. 2.11): - Every Railway servant shall
(i) See that every exertion is made for ensuring the safety of the public.(ii) Promptly report to immediate superior any occurrence affecting the safe and proper
working of the railway which may come to his notice, and(iii) Render all assistance in case of an accident of obstruction.
-104-(B) Every Railway servant who observes: -
(i) That any signal is defective.(ii) Any obstruction, failure or threatened failure of any part of the way or works.(iii) Anything wrong with a train or(iv) Any unusual circumstances likely to interfere with the safe running of trains, or the
safety of the public shall take immediate steps, to prevent an accident and where necessary, advise the nearest Station Master by the quickest possible means. Provided that in the case of train having parted, he shall not show a stop signal but endeavor to attract attention of the Guard or Driver by shouting, gesticulating or by other means.
Note: - In case any unclaimed object/bomb/suspected explosive is noticed by any one, he shall immediately inform the Station Master on duty and RPF, police who shall take further action.
205. EVERY RAILWAY SERVANT TO RENDER ALL POSSIBLE ASSISTANCE: -
It is the duty of every railway servant, irrespective of what department he may belong to, to render in his power in clearing the line and restoring traffic after an accident.
Note: - Schedule jurisdictions should not stand in the way when it is more expedient from another official to render assistance.
DUTIES OF DIVISIONAL RAILWAY MANAGER: -
The Divisional Railway Manager will be responsible to: -
1. Ensure that proper assistance is rendered by each department.
2. Ensure that in addition to one vehicle available in Control Office round the clock, sufficient number of vehicles is available along with particulars of the drivers.
3. Immediately decide which office should go by Road/ART/ARME.
4. Nominate the office to man Control Office.
5. Depute ADRM as in charge in Control Office if proceeding to the site.
6. Arrange to advise the Home Secretary/Chief Secretary or other officers of the State in case of sabotage for prompt attendance of the Superintendent of Police.
7. Function as the Senior Most Office and as “Accident Manager”.
8. Arrange a preliminary enquiry by Divisional Officers, in case where an enquiry by the CRS/SAG Officers to be held but immediate investigation of certain matters is necessary.
9. Appoint two officers as reporters of serious accidents.
10. Arrange for taking joint observation/reading by supervisors.
-105-DUTIES OF OFFICER OR SUBORDINATE FIRST REACHING THE SITE: -
(a) The Officer or the Senior Subordinate first reaching the site of accident must carefully examine and make a note of all the evidence which may prove useful in ascertaining the cause of the accident. The following points require special attention: -
i. The condition of the track with special reference to alignment, gauge, cross-levels, curvature, super elevation, railhead wear, sleepers and ballast.
ii. Marks on sleepers and rails.
iii. Position of derailed vehicles.
iv. The condition of rolling stock with special reference to break power, broken, hanging or missing components etc.
v. The position of block instruments, signals, points, point levers, indicators, keys, etc. At the station provided with panel interlocking the position of important relays, switches, indications for signals, points, track circuits, locking indications of points, routes, canceling counter numbers of panel and entries in register should also be noted.
(b) Rough sketch indicating the position of items mentioned above should be made and observations should be noted.
(c) All the relevant material, clues, damage and deficiencies on the locomotives, rolling stock, S&T gears, track as well as the exact position of broken/missing or detached parts must be carefully marked and noted. Close-up photographs may be taken in case of serious accidents. The clues must be carefully preserved. The relay room should be sealed. If irregularities regarding train passing are suspected train passing records and other relevant records of the station, yard, cabin, level crossing gate must be seized. Similarly, relevant record of engineering gang must be seized in case of accident at Engineering work spot.
(d) Preliminary statement of staff concerned should be recorded.
(e) In case sabotage is suspected special procedure outlined in Para 308-320 should be followed.
(f) In the case of serious explosions or conflagrations caused by explosives or dangerous goods, all wreckage and debris must be left untouched, except in so far as its removal may be necessary for the rescue of trapped/injured persons and the recovery of dead bodies, until the police authorities give permission.
(g) If a passenger train is involved in the accident the Officer/Sr. Subordinate first reaching the site must secure the written evidence of as many witnesses as possible, preferably non-railway persons.
DUTIES OF WAY WORKS BRANCH:-
The Engineering Officer or his Sr. Subordinate first reaching the site of the accident must make a complete and accurately dimensioned sketch. He must also check the track and take the reading as per prescribed procedure.

DUTIES OF MECHANICAL BRANCH: -
The Mechanical Officer or his Sr. Subordinate first reaching the site of the accident must examine the engine and rolling stock and make a note of any damage or deficiencies. Any detached or broken parts must be secured. Vacuum Certificate, Caution Orders, Speedometer graphs should be taken out in the presence of Inspector/ Supervisor of Mechanical (or Electrical in case of Electric locomotive) Traffic and Engineering branch. In case the graph is not found a Joint Certificate to this affect should be recorded by the three Sr. Supervisors. Same procedure is to be adopted in case of Speedometer graph is taken out from the loco at any place other than the accident site.
JOINT OBSERVATIONS AND JOINT READINGS: -
Responsibility of senior most Inspector/Supervisor: -
(a) The senior Supervisors/Inspectors of the Traffic, Mechanical and Engineering (S&T and Electrical also where S&T gear or Electrical stock/OHE is involved) shall jointly take observations and readings in the prescribed proforma and sign the same.
(b) In addition to the concerned departmental official, senior supervisor/inspector who is the senior most amongst the inspectors/supervisors of Engineering, Mechanical, Traffic (S&T or Electrical when their department is involved) shall be personally responsible to see that the joint observations and readings are recorded without undue delay.
NO TAMPERING WITH THE EVIDENCE UNLESS JOINT OBSERVATIONS ARE TAKEN: -
There shall be no tampering with the evidence unless joint observations are taken. However, in order to save life or to clear the track for passing coaches carrying injured passengers or for any other reason to be recorded in writing, the senior most officer, not below the rank of senior scale, can order and authorize through control phone or from site, that certain vehicle be moved or certain point disconnected or certain portion of distorted track be repaired after the sketch is made or photograph is taken.
ORDERING OF ART: -
The relief train will be ordered by Dy. Chief Controller on duty instantly on receipt of information of an accident requiring the use of a relief train. The relief train along with the crane when required will be turned out without 30 minutes during day and 45 minutes during night and moved to the site taking precedence over all other trains.

DISASTER MANAGEMENT PLANOF JAIPUR STATION
1. INTRODUCTION:-
Disaster Management plan during interruption of traffic and train accidents has been laid down great detail by Railways.Disaster Management other than train accidents also needs to be covered up especially for major stations like Jaipur for rescue and safe evacuation of passengers from the station.This booklet deals on the subject and complies the guidelines, responsibilities and action required to be taken by various agencies/departments.
2. NATURE OF DESASTER:-Disaster other than train accidents can be bomb blast, fire, collapse of civil structures, stampede etc, and any natural calamity panic at Jaipur Railway station.
3. COMMUNICATION :-- First information to Divisional Controlby Dy.SS on duty or any Railway staff
available at station.- CTNL/Dy. Control will sound the hooter in control to inform all Departmental
Controls, Test Room and will also inform to DRM,ADRM,Sr,DOM, Sr.DSO. - Test Room will also inform to all Branch Officers .List to be given by Sr.DSTE.
4. SETTING UP OF EMERGENCY CONTROL:-- Emergency Contarol in Divisional Control Office to be set up by Sr.DOM and to be
manned round the clock.- Emergency Control Cell at Jaipur station in Station Manager’s Chamber and will be
manned by SM/HTC round the clock.- S&T to provide all communications to above controls.
5. DUTIES OF DEPARTMENTS:-
5.1 COMMERCIAL:-
- Announcement for information egarding disaster and guidelines to passengers.- Information to be flashed immediately on CCTV.- Head TC along wiath Ticket Collectors will assist passengers to maintain peace and
order.- Care to stranded passengers, transhipment of passengers, arrangement of drinking
water,tea and snacks etc. - Opening of all the exit doors for easy evacuation.- Announcement for not using Foot Over Bridge.

5.2 SECURITY:-
- Ensure safe evacuation.- Preservation of clues.- Blocking of passage to foot over bridges.- Bring out an Evacuation Plan for controlled evacuation.- Security of passengers and luggage.- Liason with civil and police authorities.- Control of unwantaed crowd- Keep close watch on CCTV.
5.3 MEDICAL:-
- Attend to injured.- Attend to dead bodies.- Keep detailed records of dead and injured passengers.- Render first aid.- Arrange for transporting injured to neatest hospitals.- Liaison with Civil/Private hospital for care of passengers.- Arrange for coffins for dead bodies.- Care for dead bodies, placing identification slips,their preservation and record of
location.- Record of shifting of injured and detailed record of injuries sustained.
5.4 OPERATING:-
- Stop all train movements at station.- Clearance of trains,if required.- Co-ordination with Station Control.- Llalson with Civil Authorities.
5.5 S&T:-
- Provide emergency communication, fax etc. in Emaergency Control Cell.- Provide Satellite telephone link lije speakers and mega phones.- Ensure working of CCTVand PAsystem.
5.6 MECHANICAL:-
- Take care of trapped passengers.- Clearance of track from coaches/wagons as advised.- Ensure fitness of rolling stock for movement from station.- ARME/ART to be kept ready for availability of ART Men and material.

- Protection of P.Way and all affected structure.- Arrange for restroration and restoration equipments like JCB, Bulldozer etc as
required.- Prepare detailed sketch of site.- Arrange temporary office /kitchen, if needed.
