3. Objective(s)• Ensure safety, security and welfare of citizens and response personnel, and ships crew as well as maximize protection of public

welfare.• Control the source and minimize the volume released.• Continue to provide protection of environmentally sensitive areas including wildlife and historic properties.• Maximize efforts to effectively contain cleanup; recover and dispose of spilled product.• Identify threatened species; recover and rehab injured wildlife.• Investigate the potential for and if feasable utilize alternate technologies to support response efforts.• Continue to assess damage and stability; develop and implement salvage plan for M/V TETRA.• Continue to assess damage and stability; develop and implement salvage plan for M/V AXIS MOONLIGHT.

• Assess potential port and waterways impacts and develop strategies to mitigate advers effects and speed recovery.• Maintain safety zone and air restriction that accounts for vessels and oil on water.• Execute the robust plan to keep the public, stake holders, and media informed of response activities, including social media

outlets to provide accurate, consistant and timely information to the media and public.• Execute volunteer plan for affiliated trained volunteers.• Transition offshore recovery to Sector Boston.• Develop a reasonable worst case plan and strategies to deal the it.

8. Special InstructionsCLEANING PROCESSAll recovered water will be decanted via the Decanting Approval Plan. The final disposal of wash water, oiled sorbents and materials will be accomplished inaccordance with the Disposal Plan. Actual pressure washing, if required will utilize a hot/cold pressure washer with atemperature range up to 220 degrees F and a pressure rating up to 3000 psi.

All personnel involved in the cleaning operation will wear modified PPE level D including rain gear, gloves, rubber boots, and eye protection (face shield andsafety glasses). In addition, any personnel working with the arch of an overhead crane or travel lift will wear a hard hat.
