PURPOSE:

To provide policy guidelines, procedures and standards in the conduct of EligibilitylPostBid Evaluation and Aoeeptance Tests for equipments falling under the Clothing andCriminalistics Equipment bivision ofDRD.

ORGANIZATION:

D. The Technical j eam shall conduct visual inspection on the sample unit(s) and decidewhether to accept or reject before the functional examination. If upon visualexamination and evaluation, the submitted item is found non-conforming with thestandard specifieations, DO further testing shall be conducted. Test and EvaluationReport will be ferwardedto HAC its corresponding memorandum;

E. NO TrademarB~TM shall mean non-acceptance of the sample(s);

F. Samples will be forwarded to any Qualified Testing Iristitution thru a letter requestfor destructive testing with the presence of the proponent(s) and other concernedunits;

G. No partial Test and Evaluation Report shall be issued by DRD;

H. The DRD Technical TeaJrn{i~)will oversee the conduct of the Test at the selectedtesting places. '[be Test Shall be witnessed by representatives from other concernedoffices/units of the PNP and proponents. A video: coverage/photograph on theconduct of test will be taken;

I. The DRD may conduct Test and Evaluation of the item which will be termed asProduct Evalu4~tion even in the absence of any procurement program and. directivefrom the PNP E!AC. The product evaluation result shall only be used as reference forany recommem,ratiolll which DRD may deem appropriate.

J. The DRD Technical Team shall brief and furnish all the proponents copies of thepolicy guidelines and. parameters to be used in the test.;

K. The Test Parameters may 110tbe conducted one after the other. Any problem arisingfrom a particular Test Parameter shall be made in writing addressed to Chairman,BAC (attn: Seeretariat). Failure on the part of any affected proponents to file orregister complaintswithin three (3) days after the conduct of Test and Evaluationshall be deemed agreement to the overall conduct of the test;

L. All testing fees, needed equipment and other incidental expenses for use in the Testand Evaluation shall be 'borne by the requesting proponents;

M. The proponents I; shall execute a waiver that the DRD Technical Team shall not beheld liable for 'whatsoever damage/s incurred by anybody to the item being usedduring the conduct of Test and Evaluation;

N. The Test and H/aluation may be postponed and re-scheduled by the DRD TechnicalTeam in the al sence of the Proponent or its authorized representative. A writtenrequest for rescheduling duly approved by The Director for Research andDevelopment (1~DRD)will determine its resumption;

O. The Eligibility/Post Qualification/ Acceptance Test and Evaluation results of the itemshall be valid only for a particular procurement period. A report that contains thefmdings, conclusion and recommendations whether the sample is conforming or not

P. Proponents whose samples have failed the Eligibility/Post Qualification! AcceptanceTest and Evaluation may request for a reconsideration addressed to Chairman, BAC.Result of the retest shall be used in the next procurement activity and shall not bebinding in the current procurement program;
