Purpose

Ensure implementation of and compliance with Departmental labour policies and programmes through monitoring, evaluation, and inspections

ENE Measurable objectives

Ensure transformation of the labour market by inspecting 10 000 workplaces (200 JSE listed and 9800 designated employers) in order to achieve 80% compliance with Employment Equity legislation by inspected designated employers by 2011/12:

Ensure Decent Work principles are adhered to by conducting 130 000inspections and achieve 80 %compliance within all labour legislations (proactive and reactive) by 2011/12 with specific focus on

Reduce incidents in the four high risk sectors (Iron and Steel, Construction, chemical and agriculture/forestry) through

Promote the level of knowledge and awareness of occupational health and safety to employers and workers in the agricultural sector.

Reduce over exposure of workers to silica dust by March 2012 Conduct base line study on the extent of noise induced hearing loss in the

Iron and Steel industry. Legislative Amendments. Competency program and induction program developed and implemented. Implement IES Strategy.

identified industries.• 2012/13 - Roll-out the program to next two Provinces.• 2013/14 - Roll-out the program two Provinces• 2014/15 – Continue the roll-out to another two Provinces• 2015/16 – Roll-out to remaining Provinces.

Indicator:• Development of the OHS Bill.

Deliverables:• 2011/12 – OHS Bill promulgated (enactment).• 2012/13 – Alignment of regulations to the bill.• 2013/16 - Continue with alignment of regulations and workshops.• Training on the regulations.

Deliverables:• 2011/12 • Roll-out the project to two Provinces.• Monitor and evaluate the program in Mpumalanga and Limpopo.• 2012/13 – 2015/16 • Continue with roll-out to Provinces.• Evaluate outcomes of the project.

Key output:• Inspectors are competent to implement and enforce the labour

legislation.

Indicator:• Competence based program for the current inspectors and an

induction program for newly recruited Inspectors is implemented.

Deliverables:• 2011/12 – 2013/14• Implementation and evaluation of the program as per HRD strategy.• Roll out of ILO training modules to all provinces• 2014/15 – 2015/16• Evaluate and assess impact of training.
