Draft Rapid Assessment Report on the Situation of IDPs in Belet weyne

1. Background
The Deyr 2015 rainy season started
moderate and heavy, within the last few
days, heavy rains have been experienced
in some parts of the Shabelle River basin
both in Somalia and in the Ethiopian
Highlands. Flash floods have been
reported in some areas including
Mataban, Mahadey Weyne, Jowhar and
Mogadishu. Following the Elnino deyr
heavy rains, the river levels have
increased drastically in the middle
reaches of the river. (FAO SWALIM, 21

The rainfall forecast for the next seven
days (24-30 Oct 2015) is pointing towards heavy rains within the Ethiopian highlands especially in the
headwaters of the Shabelle basin. Given the rainfall forecast, observed river levels along the Shabelle
River are expected to continue rising further especially in downstream areas thus endangering
vulnerable communities. (FAO SWALIM, 23 Oct 2015)
At beginning on month of October, 2015 the regional and district authorities in Beletweyne released
press conference through local media (Radios, TVs and websites) on dire emergency humanitarian
situation facing especially IDPs/poor host communities in Beletweyne and appealed to the international
community and other well-wishers to support them.
Upon this alert, UNOCHA has called the humanitairian actors that have presence in Beletweyne for an
ad hoc meeting to discuss upon the affect of flash floods to the vulnerable IDPs in Beletweyne town. It
was agreed to conduct joint rapid assessment on the most effected IDPs through collecting information
by using focus group discussions and observation. In the meantime village management committees
were interviewed on the status of the IDPs in the town

1.1 Objectives of Assessment
The overall objective of the assessment was to better understand the current context/situation in which the IDPs are living, their access to basic services, key challenges/barriers/opportunities and needs towards the achievement of local integration.
Origin of the IDP camps in Beletweyne:
1. IDPs population who have been in Beletwein more 20 years that came from different location of
South and Central Somalia and within the region, mainly these families were belong to manority
groups who were forced to leave teir farms and settlemtns due to the fighting between
confronting groups.

2. IDP from 2014-15 military offensives in Bakool region (Hudur, Yeed, Waajid) mainly these
families are belong to North West Somalia or Rahanweyn community
3. Dropout pastoralists & agro-pastoralists who lost their livestock during famine of 2011
4. Clan conflicts from Beletweyne rural vilages -Defow and kabxanley deadly caln fighting
The IDPs are the most vulnerable HH in the community; they do not have proper shelter, rather over
crowded and congested, poor hygiene and sanitation practices, poor NFI quality used in the IDPs HH,
limited sources of clean water (Donkey carts) or though river, poor income opportunity.
Some IDP camps they received treatments on malnourished children and women from SCI and WFP by
providing plumpinet and supplementary food rations.
Some IDPs requested to be relocated in to well protected from flooding and water stagnant. This camp is
affected by El Nino rains.

2. Assessment Objectives
The assessment was aimed at examining the current sitaution in which the IDPs are living, the effects of the Elnino Deyr heavy rains and key challenges of the IDP camps in Beletweyne as well as identification of key priorities. 3. Assessment Team
On 24 October, representatives from DRC, , WARDI, RRDO, UNOCHA, Beletweyne Local authorities and
IDPs committees that was effected by Elnino Deyr heavy rains for last couples weeks in Beledweyne. A
quick assessment was conducted through observation and participatory group discussions.
4. Assessment Methodology

The assessment employed a qualitative approaches such as focus group discussions, key informant
interview and transect walk. As a result the assessment team used physical observations, interviewd
key informant and conducted focus group discussions with 13 IDPs Camps visited. Moreover, looking
their living conditions, shelters, living places, water access and other protection related issues were
exercised. The assessment results are summarized and presented in the following sections.
5. Limitations
The assessment team had a very limited access of the IDP camps to assess the different settlements
thoroughly due to the Elnino deyr heavy rains for the last couple of weeks.Thus, this rapid assessment
provides a very general picture on the current situation of the IDP Camps in terms of their access to
food, shelter, protection concerns, water and sanitation as well as checking their main source of income.
On the rapid assessment visted of44 IDP camps from the 4 sub-villages of Beletwein town and the
number of permanent inhabitants counted 11158 IDPs Households. Through Coordination fo the
stakehodlers DRC will continue verification of the IDPs households to get common agreed number.
Interviewed Local outhorities, village management committees, and IDPs gate keepers estimated the
number of IDP camps in Beletweyne are 54 IDP camps. However assessment team has only visited 44
camps and Since was not counducted head counting, the number cannot be final and 100% accurate and
it will need to continue verificiation until we get the numer of population..
6. Assessment Findings
It was conducted desk review from the findings of the discussions and observations after the team cameback from the field with a round table. The below bullet points summarizes the key findings of the rapid assessment.
6.1 Highlights of key findings
6.1.1 Limited sources of income were observed to be one of the main challenges affecting the
IDPs in all of the settlements
6.1.2 The most common types of employment include washing clothes and cleaning for
others and collecting garbage or firewood and casual labor of the markets
6.1.3 The IDPs complained about overcrowded settlements and poor hygiene of the camp
6.1.4 It is found that Numer of Beletwein IDPs settlements are 44 IDPs camps located 4 sub-
villages in Beletwein. There are 11158 IDPs Households ; the total affected famiies are 7915
Households that needs urgent response.

6.1.5 The most immediate response required by IDPs are:
o Shelter/NFI,
o Cash interventions (Conditional and UCT),
o provision of local integration and peace coexistances,
o rehabilitation of water sources
o latrines construction,
o Installation of Solar light,
o provision, rehabilitation of water sources and
o Hygiene kits and solar lights.
6.1.6. Poor shelter conditions; most of them were using old clothes and old plastic sheetings, lack of
regular security patrolling (especially at night), lack of clan protection and weak capacity of the
law reinforcement bodies were reported to contribute to overall insecurity in the settlements.
6.1.7. Limited food availability for the IDPs specially the rainy days that narrowed the employment
and selfemployment opportunities
6.1.8. Almost small food they have were destroyed by the heavy rains
6.1.9. Some IDP camp streats were cut due to the rains, it was difficult that assessment team visit
these locations, however together with agencies, local authority and IDPs leadership has
discussed the number of affected locations.
6.1.10. Most of the latrines were destroyed/collapsed due to heavy rains
6.1.11. There are slightly emerging malnutrition signs in children due to reduced frequency of meals (1
to 2 times per day which is not even full meal). In addition of harsh weather of cold and windy
that causes weakening of the children and increased vulnerability
6.1.12. The most common deseases for children were bronkites and caugh however due to the poor
hygiene, there was a fear the breakout of AWD.
7. Recommendation
7.1. Shelter and NFIs assistance those are the most neediest due to Elnino Deyr heavy rains
7.2. Emergency food support (food voucher/unconditional cash transfer) to help displaced people in
meeting household food needs.
7.3. Inclusive hygiene and sanitation campaigns to clean the town including drainage system for stagnant
water and distribution of aqua tabs
7.4. Reparation of the exciting solar lights and promote provision of solar lighting in the settlements to
increase community surveillance and security
7.5. Access to hygiene kits and sanitation facilities ( latrines,) and over all awareness raising of better
hygiene and sanitation practices.
