Amanda Frost, Co-Chair, welcomed everyone to themeeting at the Learning Centre.

Everyone introduced themselves

Everyone agreed the notes of the last meeting afterthey had checked the actions.

- -it was agreed that Sonia Colton (not Carole Aspden) isgoing to be the best person to come to the PartnershipBoard meeting.

Sonia has said that either she or TraceyTomlin will come to the Partnership Board meetings torepresent Younger People’s Services.

– Citizen Checkers reviewrecommendations.Kellie asked about on this item. Anna said that it wasabout how the team’s reviews fit in with the CitizenChecker recommendations.

- Andy and Bournemouth People Firstto arrange a meeting to talk about the future of CitizenChecker, with the Clinical Commissioning Group.

- Dates were being looked at for themeeting.

Andy said it is now Neil Goddard who willbe involved with this.

Jo to look at having a Carers Group as part of hisreview of the Partnership Board.

Jo to feedback on this at a futurePartnership Board meeting.

Bournemouth People First to put it onas agenda item.

The Health Champion Hospital Report has been madeinto an Action Plan by Bournemouth Hospital.The Action Plan goes to the Hospital Board.

Debbie Hopper to be invited to ameeting in the future to feedback on the BournemouthHospital Action Plan.

Bournemouth Borough Council(Directors team) are going to work with BournemouthPeople First to produce an easy read map showingthe accessible toilets, toilets with hoists/changingtables and Changing Places.

When the Action Plan from the Directors’ Meeting isfinished, the work can start on the map. Andy S saidthat there have been problems with older peopleusing public toilets.

Andy S asked if this could be included in the samepiece of work on the map. Amanda P said that thiswould be a good idea.

Andy Sharpe to contact Phil Hornsby(Co-Chair Keeping Safe group in Poole) about joiningthe 2 groups together.

Andy has a meeting with Phil Hornsby aboutjoining the Bournemouth and Poole groups togetherthis week.

Health Action Group to feedback around their newTerms of Reference

The Dental Working Group is now finished, there is anew Dental Wellbeing Group.

- Jen Lea to try to get contact details forthe Dental Wellbeing Group.

Dementia working group report on memory Café to beshared with the Partnership Board when it’s ready aspart of the Health Action Group updates.

Amanda Frost said that she was doing the updatesbecause Bournemouth People First is changing thesub group representatives.

Anna said that she was giving the update as Kirstywas unable to attend the meeting, and Anja hasmoved on in her job role. Katie Launder fromWallisdown Heights will give future updates.

The Action Plan will be updated in a couple of weekstime, so Anna and Amanda F used the current copy.

The group want to find ways to share local easyread information and resources. My Life, My Carewebsite is being looked at as a central place to keep

New version of Dorset Total Communication signsand symbols book. This is due to be finishedsoon.

Having a local “Communication for All” guide fornew staff. Providing a series of 1 day TotalCommunication courses for people with learningdisabilities or anyone who supports them.Kirsty had said that so far only Dorset hadcommissioned training for people.

People being able to get high quality, easy readinformation made locally. Bournemouth PeopleFirst have worked on this with Poole Forum; theyhave made up some standards for easy readinformation, so that people who use or providethis service know what to expect. There areminimum standards for how the work might look,and how the work is done.

Bournemouth People First to send outthe Easy Read standards out to the Board, for theirinformation.

There are 5 different standards for communication fromthe Royal College of Speech and Language Therapist’s,about how people are supported with theircommunication. Poole Council use these in theircontracts.

The standards came from Winterbourne View actionplan, so that people can be supported to beindependent in their communication.

The Bournemouth Learning Disability team are oftentold their forms are not accessible, or easy to use.

Kellie said that they have an Accessible informationGroup based in the team, with Speech and LanguageTherapy involvement.

Anna said that one of the actions was around helpingpeople to fill in forms. And also making the formsthemselves easy to understand.

Amanda P told Kellie that if they wanted to sendinformation through, the Management Committeecould look at it and check it for Easy Read.

Kellie to send information throughto Bournemouth People First Management Committeeto be checked for Easy Read.

Amanda P asked if these standards were the same asthe Checklist standards? Anna explained that theChecklist was something that Bournemouth PeopleFirst had come up with to use for their information /other people’s information that they are sent to look at.

Relationships Action Plan to be sentout to Board members.

Amanda P said that she has been acting as co-chairof the Relationships sub group.

The Relationships Action Plan has been updated, andwas looked at in draft.

1. It’s easy for people to get confidential informationand advice about sexual health andrelationships, and also information that is easy tounderstand

The group have agreed that this information should beadded to a website. Jo O’Connell has been workingon this. Either ‘My Life, My Care’, or a new website justfor people with learning disabilities.

The group have agreed that this would need to link inwith the Local Offer website for young people inTransition.

Mark said the Local Offer is being run through adifferent tool called ‘Care Near Me’.

This might be a better way of holding the information.‘My Life, My Care’ could hold a link to the information.

2. Find out how easy it is for people get confidentialadvice from the Sexual Health Services.

The group have agreed to review this action andchange it to look at how people are supported toaccess these services.

3. Looking at what opportunities there are at themoment for people to meet and makefriendships and relationships.

Amanda P told the Board that Bournemouth PeopleFirst have got through to the 2nd stage of a Big LotteryGrant. The bid is for a project for strengtheningCommunity Links and getting people out in to thecommunity with volunteer help if needed.

Bournemouth People First wanted to ask the Board ifthey would be in support of the new project.Board members were also asked if they could thinkabout how and where people with learning disabilitiesand volunteers might be found, and invited to thetraining for the project.

The project will be called Live Link – it’s about abefriending or buddy linking service, but with moreinvolved because of the training sessions that it willinclude.

The Board supported the project idea, and agreed withthe need for training for the volunteers. They talkedabout ideas and suggestions on how to findvolunteers.

The 2nd Big Night Out is arranged – 23rd October.This will be run by Bournemouth People First, PooleForum and People First Dorset. It is going to be kindlyfunded by Suttles Quarries again.

There will be a Sexual Health Information Stand in theChill Out room at Cameo at the next Big Night Out.This has been put on the flyer so that people know itwill be there.

The Sexual Health and Relationships Policy has beenupdated, the latest draft is available for comment.Once the Policy is finished, an Easy Read version willbe made. Dorset University Health Care FoundationTrust will be included in the Policy, so it will be a Policyfor all organisations and services.

A joint Poole and Bournemouth event on Relationshipswill be held once the Policy is finished so thateveryone can hear about it.

Dorset Advocacy has been working on a draft protocol(guidelines) for working with parents who have alearning disability.

Bournemouth People First now have a member who isa parent with a learning disability on the ManagementCommittee.

Bournemouth People First to send outPresentation given to Board members.

Kellie told the Board that this information is also givento the Joint management Board.

The team are finding it hard to employ qualified socialworkers.

Staff shortages in the team affect the team being ableto get reviews done, as well because people do nothave the right skills and experience to dosafeguarding and complex work.

The team still want to try to support students (they havea social work and nursing student), they can offer adiverse wide range of learning opportunities.

The team know that they have around 700 people inBournemouth; there are 370 people receiving apackage of care (this can be anything from 1 hour aweek, to 24 hour care or residential care). There are40 active Safeguarding referrals with 2 investigatorsworking on this. The team know of 79 Carers.

Kellie told the Board members about 2 complex casestudies’.

Kellie talked about someone who stayed at April Courtas an emergency, because there were no beds atSt. Ann’s.

Andy S said that if there is a health and medical need,it isn’t appropriate to use internal services. Andysuggested writing to the Clinical CommissioningGroup.

Andy also said that if April Court is part of a LocalAuthority Trading Company, this could mean theemergency bed is not available at all.

Kellie said that they are aware of this.

The Board talked about how the Crisis Team worksand admissions to St Ann’s.

Amanda P asked if there is any way that PersonalHealth Budgets, or Individual Budgets can be used tosupport someone on a temporary basis, in their ownhome? Kellie said that in theory, yes, it could be; butthat this could not be arranged at short notice.

Kellie then talked about a 2nd person who had livedin a hostel in Bournemouth and ended up in prison inLondon. He was transferred from prison to St Ann’shospital, and from there to a private hospital.

Kellie explained that both housing and supportproviders have been very difficult to find. The team aremeeting with support staff themselves (rather than justmanagers) to make sure that people are getting theright support from the right staff teams.

This work takes a long time and needs to happen ifthere are not Carers and Providers locally who canwork with people with complex needs. These aresome of the more complicated things that the teamwork on.

Amanda P asked Kellie if she felt that the Team weredealing with more cases like these since the locallybased Hospital Units closed? Kellie said she thoughtthat they were.

Kellie said another problem is that becauseBournemouth use so many different providers, it isdifficult to build a good working relationship with themall.

Andy suggested on a future agenda we ask JoO’Connell and the Clinical Commissioning Group togive feedback as to what Commissioners can do tohelp with these problems.

Bournemouth People First to add Joand the Clinical Commissioning Group to givefeedback on how things can be made easierregarding the number of providers used inBournemouth, to a future agenda.

The Adult Safeguarding Annual Review was recentlypublished. Not enough people know about the workat the Safeguarding Adults Board.

Hayley said that only 11 referrals were received fromEthnic Minority groups. The 2011 Census show thatBournemouth has an Ethnic Minority group populationof around 8%, but less than half a percent of referralsthat come through are from this group.

Andy said it might be good to look at the number ofpeople of Ethnic Minority Groups in receipt of formalcare. If there are less people in formal care, you wouldget less referrals.

The big priority needs to be working on the Deprivationof Liberty Safeguard requests. In March 2014 a judgegave some advice about people living in residentialcare. This also included people living in supportedhousing and people living in their own homes.

These people all need to be assessed to make surethat these people are not being deprived of their liberty.The Safeguarding Board are looking at how they aregoing to do these assessments.

Amanda P asked if people with disabilities areinvolved in the Serious Case Reviews?

Hayley said that Service Directors and SeniorManagers attend. Someone independent investigatesand assesses. Then the Serious Case Review report ispublished alongside the Action Plans to state what willbe done to improve on what happened.

Amanda P said that the Crown Prosecution Servicehave the Hate Crime Scrutiny Panel which works well.The panel includes voluntary groups and people withlearning disabilities.

Amanda P told Hayley that sometimes BournemouthPeople First know someone is at risk of harm, CareDirect say that because nothing has happened thereis nothing they can do.

Hayley to talk to Sarah Webb, who hasOperational responsibility for Care Direct.

Hayley said that if Care Direct will not take on an alert,the next best thing maybe to contact theCommunity Learning Disability Team or Safeguarding.

Hayley also said that sometimes Care Direct may haveinformation about an individual that they have beenasked not to pass on.

Hayley said that all of the details about the AdultSafeguarding alerts are passed onto the Departmentof Health for the Abuse of Vulnerable Adults data.

Poole Partnership Board looked at these in their lastmeeting.

Anna said that these Standards do not includeanything about health, but are very detailed.

Mark agreed and said the Joint Commissioning Boardhas asked for local Learning DisabilityPartnership Boards look at whether the Quality of LifeStandards could be used.

Poole Partnership Board felt that there were somethings in the Quality of Life Standards which are not inthe Bill of Rights.

But Poole did not want to lose the Bill of Rightsbecause it was made by local people.

Amanda F said that the Bill of Rights are all about theRights of individual people with a learning disability,and that they are different to Acts or Standards that thelocal Authorities or Government may work to.The Bill of Rights were written by people with learningdisabilities.

Mark said that this came across very strongly at thePoole Partnership Board meeting, and that maybe theQuality of Life Standards would work well to helpProviders to know how to meet the Bill of RightsCharter.

Anna said that it is well written, but that it might bedifficult for Services to use all of it (bits of it may apply).

Amanda P asked if the Board members wanted it togo on a future Partnership Board agenda?

Andy said yes, but that the Board would need to thinkabout how the Standards are used and who is at themeeting.

Mark said that this year it does not need to besubmitted till the end of January 2015.

Amanda P and Mark agreed that it would work well tohave a meeting outside of the Partnership Board todiscuss this.

The information will be talked about in a future Boardmeeting.

Kellie suggested that someone from Contracts andCommissioning is invited to the Board. Issues comeup quite frequently around Housing, and around Careand Support.

Andy S agreed; Amanda P asked who should beinvited? It was agreed that Brian Langridge would bethe right person to invite. Jo O’Connell representsCommissioning.

Bournemouth People First to inviteBrian Langridge to attend the Partnership Boardmeetings on behalf of Contracts.
