“3.06 CLEANING AND FLUSHING
A. GENERAL:
1. Clean piping systems following completion of testing and prior to connection to operating, control, regulating or instrumentation equipment.
B. TYPE 1:
1. Clean piping with a swab or cleaning ball. Flush and disinfect in accordance with AWWA C651, modified as follows:
a. Use liquid chlorine.
b. Use the continuous feed method.
c. Fill piping with chlorine solution and expel air. Retain solution in piping for 24 hours.
d. Test for minimum chlorine residual of 10 ppm at end of 24 hour period. Take at least one sample every 500 feet of piping, in addition to the samples specified in AWWA C651.
e. Dispose of chlorinated water as directed by District.
3.07 TESTING
C. GENERAL:
1. Upon completion of piping, the Contractor shall test the piping systems.
2. Pressures, media and test durations shall be as specified in the PIPESPEC sheets located at the end of this specification section.
3. Equipment which may be damaged by the specified test conditions shall be isolated.

4. Testing shall be performed using certified, calibrated test gauges.
a. Required pressure tests of 10 psig or less shall be performed with gauges of 1/10 psig increments or less.
b. Required pressure tests exceeding 10 psig but less than 100 psig shall be performed with gauges of 1 psig increments or less.
c. Required pressure tests exceeding 100 psig shall be performed with gauges incremented for 2% or less of the required test pressure.
d. Test gauges shall have a pressure range not greater than twice the test pressure.
5. Testing shall be performed using certified, calibrated volumetric measuring equipment to determine leakage rates.
6. Testing, as specified herein, shall include existing piping systems that connect with new pipe systems. Existing pipe shall be tested to the nearest existing valve. Any piping which fails the test shall be repaired. Repair of existing piping will be considered and paid for as extra work.
D. TYPE 1:
1. Leakage shall be zero at the specified test pressure throughout the specified duration unless specifically allowed in the individual PIPESPEC sheets located at the end of this specification section.”

PART 1 -- GENERAL
1.01 GENERAL REQUIREMENTS
A. The CONTRACTOR shall provide fusible polyvinylchloride pipe complete and in place, conforming to all standards and procedures, and meeting all testing and material properties as described in this specification for installation by direct bury.

F. Expenses incurred in making samples for certification of tests shall be borne by the CONTRACTOR as part of the WORK.
1.04 QUALITY ASSURANCE
A. INSPECTION: Pipe shall be subject to inspection at the place of manufacture. Notify the DISTRICT REPRESENTATIVE in writing of the manufacturing starting date not less than 14 Days prior to the start of any phase of the pipe manufacture.
B. During the manufacture of the pipe, the DISTRICT REPRESENTATIVE shall be given access to areas where manufacturing is in process and shall be permitted to make inspections necessary to confirm compliance with the Specifications.
C. TESTS: Except as modified herein, all materials used in the manufacture of the pipe shall be tested in accordance with COMMON WORK RESULTS FOR PIPING SYSTEMS Section (40 05 03) and this Section, as applicable.
D. The CONTRACTOR shall perform said material tests. The DISTRICT REPRESENTATIVE shall have the right to witness testing, provided, that the CONTRACTOR'S schedule is not delayed for the convenience of the DISTRICT REPRESENTATIVE.
E. In addition to those tests specifically required, the DISTRICT REPRESENTATIVE may request additional samples of any material for testing. The additional samples shall be furnished as part of the WORK.
F. MANUFACTURER REQUIREMENTS: All piping shall be made from PVC compound conforming to cell classification 12454 per ASTM D1784.
G. FUSION TECHNICIAN REQUIREMENTS: Fusion Technician shall be fully qualified by the pipe supplier to install fusible polyvinylchloride pipe of the type(s) and size(s) being used. Qualification shall be current as of the actual date of fusion performance on the project.
H. WARRANTY
1. The pipe shall be warranted for one year per the pipe supplier's standard terms.
2. In addition to the standard pipe warranty, the fusion services shall be warranted for one year per the fusion service provider's standard terms.

PART 2 -- PRODUCTS
2.01 GENERAL
A. Small PVC pressure pipe (4-inch through 12-inch) shall conform to the applicable requirements of AWWA C900 and the additional requirements herein.
B. Large PVC pressure pipe (14-inch through 48-inch) shall conform to the applicable requirements of AWWA C905 and the additional requirements herein.
2.02 PIPE
A. The pipe shall be of the diameter and pressure class indicated, shall be furnished complete, and specials and fittings shall be provided as required in the Contract Documents. The dimensions and pressure classes for large PVC pressure pipe with Ductile Iron Pipe Equivalent O.D.'s shall conform to AWWA C900/C905.
B. ADDITIVES AND FILLERS: Unless otherwise provided in alternate qualification procedures of PPI-TR3, compounds which have a Hydrostatic Design Basis (HDB) of 4000 psi at 73.4 degrees F for water shall not contain additives and fillers that exceed the recommended values in Table 1, Part Y of PPI-TR3 (e.g., allowable content range for calcium carbonate is 0.0-5.0 parts per hundred parts of resin). If requested by the DISTRICT REPRESENTATIVE, the additive and filler content shall be determined by using the pyrolysis method per ASTM D 2584.
C. FUSION JOINTS: Unless otherwise specified, fusible polyvinylchloride pipe lengths shall be assembled in the field with butt-fused joints. The Contractor shall follow the pipe supplier's written guidelines for this procedure. All fusion joints shall be completed as described in this specification.
D. JOINT DEFLECTION: Deflection at the joint shall not exceed 1.5 degrees or the maximum deflection recommended by the manufacturer. No deflection of the joint shall be allowed for joints that are over-belled or not belled to the stop mark.

2.04 CONNECTIONS AND FITTINGS
A. DUCTILE IRON MECHANICAL AND FLANGED FITTINGS: Acceptable fittings for use with fusible polyvinylchloride pipe shall include standard ductile iron fittings conforming to AWWA/ANSI C110/A21.10 and AWWA/ANSI C111/A21.11.
1. Connections to fusible polyvinylchloride pipe may be made using a restrained product for PVC pipe, as well as for MJ or flanged fittings.
2. Bends, tees and other ductile iron fittings shall be restrained with the use of thrust blocking or other means as indicated in the construction documents.
3. Ductile iron fittings must be installed per the manufacturer's guidelines.
4. Additional fittings for the FPVC pipe may be required that are not shown on the HDPE pipe based drawings and shall be provided at no cost to the District.
B. FUSIBLE POLYVINYL CHLORIDE SWEEPS OR BENDS
1. Fusible polyvinyl chloride sweeps or bends shall conform to the same sizing convention, diameter, dimensional tolerances and pressure class of the pipe being joined using the sweep or bend.
2. Fusible polyvinyl chloride sweeps or bends shall be manufactured from the same fusible polyvinyl chloride pipe being used for the installation, and shall have at least 2 feet of straight section on either end of the sweep or bend to allow for fusion of the sweep to the pipe installation. There shall be no gasketed connections utilized with a fusible polyvinyl chloride sweep.

3. Standard fusible polyvinyl chloride sweep or bend angles shall not be greater than 22.5 degrees, and shall be used in nominal diameters ranging from 4 inch through 16 inch.
C. FASTENERS
1. Bolts and nuts for buried service shall be in accordance with DUCTILE IRON PIPE Section 40 05 19.
PART 3 -- EXECUTION
3.01 GENERAL
A. Laying, jointing, testing for defects and for leakage shall be performed in the presence of the DISTRICT REPRESENTATIVE, and shall be subject to approval before acceptance. Material having defects will be rejected and the CONTRACTOR shall promptly remove such defective materials from the Site.
B. All pipe shall be bundled or packaged in such a manner as to provide adequate protection of the ends during transportation to the site. Any pipe damaged in shipment shall be replaced as directed by the DISTRICT REPRESENTATIVE.
C. Each pipe shipment should be inspected prior to unloading to see if the load has shifted or otherwise been damaged. Notify DISTRICT REPRESENTATIVE immediately if more than immaterial damage is found. Each pipe shipment should be checked for quantity and proper pipe size, color, and type.
D. Pipe should be loaded, off-loaded, and otherwise handled in accordance with AWWA M23, and all of the pipe supplier's guidelines shall be followed.
E. Off-loading devices such as chains, wire rope, chokers, or other pipe handling implements that may scratch, nick, cut, or gouge the pipe are strictly prohibited.
F. During removal and handling, be sure that the pipe does not strike anything. Significant impact could cause damage, particularly during cold weather.
G. If appropriate unloading equipment is not available, pipe may be unloaded by removing individual pieces. Care should be taken to insure that pipe is not dropped or damaged. Pipe should be carefully lowered, not dropped, from trucks.
H. Installation shall conform to AWWA M23, instructions furnished by the pipe manufacturer, and to the supplementary requirements or modifications herein. Wherever the provisions of this Section and the aforementioned requirements are in conflict, the more stringent provision shall apply.

3.02 HANDLING AND STORAGE
A. HANDLING: Pipe, fittings, and accessories shall be carefully inspected before and after installation and those found defective shall be rejected. Pipe and fittings shall be free from fins and burrs. Before being placed in position, pipe, fittings, and accessories shall be cleaned, and shall be maintained in a clean condition. Proper facilities shall be provided for lowering sections of pipe into trenches. Under no circumstances shall pipe, fittings, or any other pipe-related material be dropped or dumped into trenches.
B. STORAGE: Pipe should be stored, if possible, at the Site in unit packages provided by the manufacturer. Caution shall be exercised to avoid compression damage or deformation to bell ends of the pipe. Pipe shall be stored in such a way as to prevent sagging or bending and shall be protected from exposure to direct sunlight by covering with an opaque material while permitting adequate air circulation above and around the pipe. Store gaskets in a cool, dark place out of the direct rays of the sun, preferably in original cartons.
3.03 FUSION PROCESS
A. GENERAL
1. Fusible polyvinylchloride pipe will be handled in a safe and non-destructive manner before, during, and after the fusion process and in accordance with this specification and pipe supplier's guidelines.
2. Fusible polyvinylchloride pipe will be fused by qualified fusion technicians, as documented by the pipe supplier.
3. Each fusion joint shall be recorded and logged by an electronic monitoring device (data logger) connected to the fusion machine.
4. Only appropriately sized and outfitted fusion machines that have been approved by the pipe supplier shall be used for the fusion process. Fusion machines must incorporate the following elements:
a. HEAT PLATE: Heat plates shall be in good condition with no deep gouges or scratches. Plates shall be clean and free of any debris or contamination. Heater controls shall function properly; cord and plug shall be in good condition. The appropriately sized heat plate shall be capable of maintaining a uniform and consistent heat profile and temperature for the size of pipe being fused, per the pipe supplier's guidelines.
b. CARRIAGE: Carriage shall travel smoothly with no binding at less than 50 psi. Jaws shall be in good condition with proper inserts for the pipe size being fused. Insert pins shall be installed with no interference to carriage travel.

c. GENERAL MACHINE: Overview of machine body shall yield no obvious defects, missing parts, or potential safety issues during fusion.
d. DATA LOGGING DEVICE: An approved datalogging device with the current version of the pipe supplier's recommended and compatible software shall be used. Datalogging device operations and maintenance manual shall be with the unit at all times. If fusing for extended periods of time, an independent 110V power source shall be available to extend battery life.
B. JOINT RECORDING: Each fusion joint shall be recorded and logged by an electronic monitoring device (data logger) connected to the fusion machine. The fusion data logging and joint report shall be generated by software developed specifically for the butt-fusion of fusible polyvinyl chloride pipe. The software shall register and/or record the parameters required by the pipe supplier and these specifications. Data not logged by the data logger shall be logged manually and be included in the Fusion Technician's joint report.
1. Other equipment specifically required for the fusion process shall include the following:
a. Pipe rollers shall be used for support of pipe to either side of the machine
b. A weather protection canopy that allows full machine motion of the heat plate, fusion assembly and carriage shall be provided for fusion in inclement, extreme temperatures, and /or windy weather, per the pipe supplier's recommendations.
c. An infrared (IR) pyrometer for checking pipe and heat plate temperatures.
d. Fusion machine operations and maintenance manual shall be kept with the fusion machine at all times.
e. Facing blades specifically designed for cutting fusible polyvinylchloride pipe shall be used.
3.04 TRENCHING AND BACKFILL
A. Trench excavation and backfill shall conform to the requirements of EARTH MOVING Section 31 20 00.
3.05 PIPE INSTALLATION
A. Whenever possible, pipe lengths shall be fused in their entirety and staged prior to installation in the trench. Fused pipe lengths shall be determined by Contractor preference, pipe supplier's guideline and site constraints.

B. The allowable length and width of open trench or excavation shall adhere to all applicable jurisdictional standards and the construction documents.
C. Fused lengths of pipe shall be installed by lowering into the trench or excavation, using approved strapping per the construction documents and the pipe supplier's guidelines. The lowering operation, once initiated shall proceed until the entire length of the fused section of pipe is installed.
D. Coordination of lifting equipment shall ensure that the fused pipe does not exceed the bending and buckling limitations of the pipe, per the pipe supplier's guidelines.
E. Equipment shall be utilized and staged per the pipe supplier's guidelines.
F. Under no circumstances will the pipe be "dropped" or "rolled" into the trench or excavation.
G. If the length of the fused pipe is longer than what the available equipment can lower into the trench or excavation at one time, equipment shall be staged so that lowering shall begin at one end of the installation, and proceed along the trench or excavation, so that the entire fused length is installed without exceeding the minimum bend radius of the fused pipe.
H. Pipe may also be installed by pulling it into the end of the trench via a sloped section that is constructed so as not to exceed the minimum bending radius of the pipe. Pipe may be pulled by the use of a pull head and winch or piece of equipment as recommended by the pipe supplier.
I. Fused pipe shall be bedded and backfilled per the construction documents and all applicable standards. Initial lengths of installed fused polyvinylchloride pipe shall be bedded and backfilled before any connections are made between adjacent lengths. Initial lengths of installed fused polyvinylchloride pipe shall be allowed to come to thermal equilibrium with the temperature at burial depth, by waiting at least 24 hours after installation prior to making connections such as service lines and laterals.
3.06 FUSIBLE POLYVINYLCHLORIDE PIPE CARE
A. The fusible polyvinylchloride pipe shall be handled with care to minimize the possibility of it being cut, kinked, gouged, or otherwise damaged. The use of cables or hooks on the pipe directly will not be permitted.
B. Sections of the fusible polyvinylchloride pipe damaged, cut, or gouged shall be repaired by cutting out the section of damaged pipe and then rejoining per the construction documents and the pipe supplier's guidelines.

SECTION 33 20 06
RELIEF WELL PUMP TESTING
PART 1 -- GENERAL
1.01 SUMMARY
A. The Contractor shall furnish all labor, equipment, and materials necessary to conduct pump tests for two existing relief wells on the north side of the levee in conjunction with the horizontal directional drilling (HDD) construction. The locations of the relief wells are as shown on the Project Drawings.
B. The City of Sacramento is the local maintaining agency for the Beach Lake levee which the HDD construction will cross under. A system of relief wells along the northern levee toe were constructed in 2005. The HDD alignment is between relief wells No. 20 and 21. Refer to Attachment A to this specification section for a detail of relief well 20. Relief well 21 is approximately 3 feet greater in depth. The pump flow rates for 100% design capacity are reported to be 45 and 20 gallons per minute (gpm) for relief wells 20 and 21 respectively. The specific capacities for relief wells 20 and 21 from the 2011 pump testing are 52.63 and 76.05 gallons per minute per foot (gpm/ft) respectively at the 100% design capacity described above.
C. The requirements of this specification are a condition of the Central Valley Flood Protection Board encroachment permit and the Contractor shall comply with these requirements.
1.02 SUBMITTALS
A. Submit the following in accordance with the requirements of SUBMITTAL PROCEDURES Specification Section (01 33 00), providing sufficient detail to allow the District Representative to determine whether the proposed equipment, materials, and procedures meet the Contract requirements. The District Representative's review of submitted details and data will be based on consideration of requirements for the completed work, utilities, and the possibility of unnecessary delays in the execution of the Work to be constructed under this Contract. Review and acceptance of the Contractor's Submittals by the District Representative shall not be construed in any way as relieving the Contractor of its responsibilities under this Contract.
B. PUMP TEST PLAN. The Contractor shall submit their proposed pump test plan, including, but not limited to the temporary pumps, power supply and other temporary equipment, detailed installation and layout of equipment including the arrangements for disposal of the testing water. Testing plan shall include the work sequencing and details for monitoring the water levels and flow rates. A daily schedule shall be provided.

C. PUMP TEST REPORTS. The Contractor shall submit complete, legible, written Pump Test Data Sheet and down-hole video inspection recording within 3 days of completion of the pump testing called for in Paragraph 3.01.E of this specification and as directed by the District Representative. The down-hole video inspection recording shall be submitted on electronic medium suitable for the data contained.
1.03 QUALITY ASSURANCE
A. ADVANCE NOTICE AND INSPECTIONS: The Contractor shall provide written notice to the District Representative at least 72 hours in advance of the planned pump testing. All work by the Contractor shall be performed in the presence of the District Representative, and the City of Sacramento, unless District Representative grants prior written approval to perform such work in District Representative's absence.
PART 2 -- PRODUCTS
2.01 TEMPORARY EQUIPMENT
A. The Contractor shall provide all equipment necessary for the pump testing; including, but not limited to the following: Submersible pump, flow meter for accurately measuring the discharge of water, valve for maintenance of a constant rate of discharge, Rossum sand sampler, turbidity meter, manual water level meter for measuring the depth of the water, two automated transducers and data loggers, temporary power for the pumps and other equipment, and piping for discharge of the pump test water as described herein.
PART 3 -- EXECUTION
3.01 GENERAL DESCRIPTION OF WORK
A. Pump tests shall be conducted before the HDD construction and within 7 days after the HDD construction, for both relief wells. The wells will be pumped at a constant rate (as controlled by a flow control valve) throughout the duration of the test. Down-hole video inspection shall be conducted as part of the pump testing, both before the HDD construction and after the HDD construction.
B. The Contractor shall provide a temporary pump / pumps large enough to attain the 100 % flow rates in Paragraph 1.01B (20 to 45 gpm) with the pump intake set at the bottom of the screened interval. The temporary pump shall be small enough to fit inside the casing of the well (6-inch casing per Attachment A), with a minimum 2-inch total clearance (annular spacing) between the outside of the pump and the inside of the well casing. The Contractor shall confirm the inside diameter of the well casing. A calibrated impeller type meter shall be used for accurately measuring the discharge rate in gallons per minute (±0.5 gpm) and the volume of water removed during the pumping

tests. A Rossum Sand Sampler should be used to measure the rate of sand infiltration from the well during the pumping test. If the sand infiltration rate nears or exceeds 5 mg/L, the District Representative will decide how to proceed.
C. Using transducers, the water level shall be measured in the relief well being pumped and one adjacent well prior to pumping, during pumping and during rebound (i.e. after pumping). After installation of automated data loggers/transducers, manual water level measurements will be taken in each well for correlation to transducer readings such that a pressure reading in the transducer can be correlated to a depth-to-groundwater in the relief well. Each well should be pumped for at least 30 minutes at the flow rates prescribed above. If the water level in the well continues to decline after 30 minutes of pumping, then the test shall continue for up to 1 hour. The water level shall continue to be recorded for 1 hour after the pump is turned off to record the water level as it rebounds.
D. The Contractor shall prepare the Pump Test Data Sheet for each relief well (form provided in Attachment A to this specification section) and submit to the District Representative.
E. A down-the-hole video color camera, such as RD Technical or equal shall be used to conduct the video inspection. The recording shall have an audio soundtrack associated with the visual track, a current date displayed on the video, and a digital readout of the depth of the camera at all times. The depth readout shall be calibrated to show the depth of the camera below the top of well casing.
F. The pump testing shall be used to determine the condition of the City’s two relief wells pre- and post-HDD construction. If the pump testing reveals markedly different conditions, such as diminished specific capacity or visual differences depicted in the well video, as determined by the District’s Representative, the Contractor shall be required to remedy this situation to the satisfaction of, and at no additional cost to the District.
3.02 DISPOSAL OF TEST WATER
A. General: The CONTRACTOR shall provide pipeline of sufficient size and length and associated facilities for discharging water from the relief well sites to the nearest City storm drain manholes depicted on the Project drawings. The CONTRACTOR shall design the system so that no erosion results from the discharge. Actions necessary to conform to discharge requirements contained in the Water Discharge Requirement for Dewatering and Other Low Threat Discharges to Surface Waters Order (Order No. R5-2008-0081) and shall be performed by the CONTRACTOR as a part of the WORK.
3.03 SITE RESTORATION AND DEMOBILIZATION:
A. The Contractor shall remove all equipment, materials, waste, and debris from the site and restore the site to its original condition upon completion of the installation as defined in the contract documents.
