RAJOURI/ REASI, May 27: Inorder to take stock of prevailing on-ground Covid-19 situation and con-tainment efforts in the Districts,Lieutenant Governor Manoj Sinhatoday reviewed health institutionsin Rajouri, Poonch & Reasi dis-tricts.
The Lt Governor sought adetailed status of CovidContainment efforts, vaccination,testing, distribution of Covid kits,establishment of Panchayat CovidCare Centres, IEC activities, neces-
sary life-saving equipment likeavailability of oxygen supportedbeds, ventilators, oxygen capacity& supply etc.
Test, track, treat and transfor-mation of health infrastructure arethe four keys to fight COVID pan-demic. We need to put in our bestefforts to contain the spread ofCorona virus, the Lt Governorobserved.
Emphasizing on the availabilityof requisite medicare facilities forthe border dwellers, the LtGovernor directed the concernedDCs, CMOs, Police Administrationto put dedicated efforts to strength-en health centres in the borderareas.
During his visits to GMCRajouri and District Hospital Reasi,the Lt Governor took a round ofvarious sections of the Hospitals,wherein he interacted with doctors,paramedical staff and enquiredabout the healthcare facilities andinfrastructure available there.
"I appreciate doctors, nurses fortheir tireless efforts. People willalways remember how our health-care workers made them feel in thecrisis & how they worked selflesslyto save lives", said the Lt Governor.

While taking the district-wisestatus of availability of medicaloxygen, the Lt Governor wasinformed that new oxygen gener-ation plants would become opera-tional soon, thus augmenting theoxygen availability in the districts,adding 4250 LPM Oxygen capac-ity at Poonch; 3250 LPM atRajouri and 1000 LPM in Reasi.
Poonch DC and SP who werepresent in the meeting at Rajouri,briefed the Lt Governor aboutCovid situation and work goingon to set up Panchayat Covid CareCentres. It was informed that thecivil works for three OxygenPlants of 750 LPM capacity havebeen completed, and one more1000 LPM Oxygen GenerationPlant at DH Poonch stands sanc-
tioned. Further, Oxygen Plans of200 LPM, 300 LPM and 500LPM shall be installed at Mandi inthe coming time.
Also in Reasi, one 1000 LPMcapacity Oxygen Generation Plantis functioning at DH Reasi,whereas another of the samecapacity is sanctioned for CHCKatra.
Meanwhile, Dr. Brij MohanGupta, Principal, GMC & AH,Rajouri apprised the Lt Governorabout the health care facilitiesbeing extended to the patients inthe Hospital.
The Lt Governor directed theHospital Administration and DCRajouri to increase the bed capac-ity of newly created 9 bedded ICUfacility to 25 bedded capacity,besides early completion of theinstallation of 750 LPM OxygenGeneration Plants by deployingmultiple teams working in threeshifts.
Deputy CommissionerPoonch, Inder Jeet informed thata total of 84% of HCW, 79% ofFLW and 70% of 45 + age grouphave been given the first dose ofCovid vaccine. He furtherinformed that Covid Care Centreshave been established in all 229panchayats of the district, while1572 covid kits have been distrib-uted under covid containmentmeasures.
Similarly, DeputyCommissioner Reasi, CharandeepSingh apprised the Lt Governorthat under covid containmentefforts in the district, 99.62% ofFLW, 75.62% of HCW and 63.2%of 45+ age group have been vacci-nated. Covid Care Centres in 65panchayats have been establishedand 898 Covid kits have been dis-tributed to eligible people.Telemedicine facilities are alsobeing provided to the needypatients, he added.

Vice Chief of Army Staff LtGen C P Mohanty today carried outa comprehensive review of India'smilitary preparedness in EasternLadakh on the first day of his three-day visit to the region where Indianand Chinese troops have beenlocked in a bitter standoff for over ayear.
Both sides are currently
engaged in talks to take forward adisengagement process in areassuch as Hot Springs, Gogra andDepsang, after completing the with-drawal of troops and weapons fromthe North and South banks ofPangong lake in February.
The Army said Lt Gen PGKMenon, the Commander of the Leh-based Fire and Fury Corps, briefedthe Vice Chief of Army on the over-all security scenario in the strategi-cally sensitive sector.
Lt Gen Menon has been leading
the Indian Army delegation at thelast several rounds of talks with theChinese military.
"Lieutenant General C PMohanty #VCOAS arrived at #Lehtoday on a three day visit to Fire &Fury Corps. He was briefed byGOC Fire & Fury Corps on theoperational situation & prepared-ness in the Corps Zone," the armytweeted.
The 14 Corps, popularly knownas Fire and Fury Corps, is responsi-ble for guarding the Line of ActualControl (LAC) with China in theLadakh region.
Last month, Army Chief GenMM Naravane had visited severalhigh-altitude forward areas in east-ern Ladakh.
India and China are locked in amilitary standoff at multiple frictionpoints in eastern Ladakh since earlyMay last year. They have completedthe withdrawal of troops andweapons from the North and Southbanks of Pangong lake in Februaryfollowing a series of military anddiplomatic talks.
There was no visible forwardmovement in disengagement oftroops in the remaining frictionpoints as the Chinese side did notshow flexibility in their approach onit at the 11th round of military talkswith the Indian Army on April 9.
Following the talks, the IndianArmy said both sides held a detaileddeliberation on disengagement inremaining areas and agreed to joint-ly maintain stability on the ground,avoid any new incidents and resolvethe outstanding issues in an "expedi-tious manner".
Earlier this month, ExternalAffairs Minister S Jaishankar saidthe relationship between India andChina is at a crossroads and itsdirection depends on whether theneighbouring country adheres tovarious agreements on maintainingpeace and tranquillity along the bor-der.

JAMMU, May 27: Chamberof Commerce and Industries(CCI), Jammu held an urgentmeeting under the chairman-ship of its president Arun Guptato discuss on priority the issuesof traders dealing with non-essential goods.
While speaking in the meet-ing CCI president said that CCIbeing the apex body of tradershas extended whole-heartedsupport to government of J&K
UT in its efforts to containcoronavirus surge on account ofprevailing second wave andalso joined hands with thehelmsmen by augmenting reliefto the COVID-19 affected byproviding free meals, medicinesand even arranging oxygen forthe needy.
He said despite the enthu-siasm shown by the tradingcommunity of Jammu in ame-liorating people’s problems andstanding shoulder to shoulderwith Government, those steer-ing the administration have notconsidered the plight of tradersdealing with non essential itemsas their shops are shut since theday one when the lockdownwas announced making themjobless for the last over onemonth.
The Chamber presidentinformed during the meetingthat several market associationshave approached CCI Jammu totake up this issue and askGovernment to give these
traders time slots of at leastthree days a week so that theycould also be able to earn theirlivelihood with dignity andhonour. He said thatGovernment has not takenthings in right perspective lead-ing to devastation of this sec-tion of businessmen who werealready facing tough time dueto disease and last year’s curbs.“It is therefore requested thatthe Government should not for-get the traders of non essentialcommodities while forming the
SOPs by allowing them ade-quate time slots on weekdays”,he maintained.
Gupta also raised the issueof Government giving time slotof two hours to aforesaid shop-keepers to check the stocks inodd hours starting from 8 PM.He said that two hours are inad-equate and the time slot given isquite odd as employees of theshops remain reluctant to visitthe markets late in the night. Hesaid it is advisable to give suchrelaxation during day time tomake the whole exercise fruit-ful.
Chamber appealed to the LtGovernor to come to the rescueof businessmen fraternity in theregion as already they are pass-ing through testing times andthe new lockdown is irkingthem with no respite in sight innear future.
Others who were present inthe meeting included AnilGupta, Rajeev Gupta, GauravGupta and Rajesh Gupta.

JAMMU, May 27:Notwithstanding the ongoingCovid lockdown and theGovernment issuing SOPs inview of the surging cases, theJammu and Kashmir SportsCouncil has decided to conducttraining sessions and videogra-phy of the same during the pre-vailing pandemic situation.
Sources in the J&K SportsCouncil said that the senior offi-cials have 'verbally' dictated theCoaches and Instructors to tight-en their belts as they have toremain present at the MaulanaAzad Stadium for training cumdemonstrations.
The sessions are to be video-graphed by the dedicated cameraperson at a set up to be readied bythe council in stadium premiseswithin days, sources added.
The training cum demonstra-tion roster is learnt to have beenprepared accordingly and soon tobe issued to theCoaches/Instructors, sources fur-ther said, adding that the JointSecretary (Kashmir) and JointSecretary (Jammu), conducted ajoint online meeting in this con-nection with coaches and the sen-ior officials of twin regions.
The J&K Sports Council hadalso tweeted: "Online CoachingProgram" (Meeting of Officersand Coaches of@JKSportsCouncil under thechairmanship of Joint Secretary(K) at Gindun Sports Centre, RajBagh Srinagar)."
The meeting ofCoaches/Instructors from 16 dis-ciplines was conducted compris-ing Yoga, Gymnastics, Fencing,Boxing, Judo, Taekwondo,Wushu, Thangta, Athletics,Football, Cricket, Hockey, WaterSports, Lawn Tennis, Volleyballand Basketball. Moreover,Health and Fitness trainer, SportsNutrition experts also attendedthe meeting.
"If the training classes are tobe held manually with a group of
trainees, who will attend it in theprevailing situation and who willbe made accountable if anybodygets infected?" asked a seniorcoach.
Quoting a recent examplewherein the management of a pri-vate school allegedly calledteachers to school despite direc-tions from the administration andone of the teachers got infectedof COVID-19 and later died, theCoach expressed, "it is shockingto see that in such a volatile situ-ation, the Council is more both-ered in coaching when people areafter saving lives by preventingthemselves from getting infectedfrom this killer virus."
On condition of anonymity, asenior official said: "The coachesmay have to report at least thricea week as per roaster being pre-pared and conduct 30 minutesdemonstration, which will bevideographed and to be uploadedon social media platforms likeYoutube to benefit trainees inrural areas after being approvedby the Secretary."
"Firstly trainees will notattend the sessions, secondly,what is the fun that a coach willgo to the studio like set up, givetips and video-graphed and third-ly, most important is that now adays, everything is available onsocial platforms then what ourcoaches will do without infra-structure and trainees. It will be amockery," he asserted.
Sources said that the plan onhow to conduct the sessions(offline, online or manually) andwhat criteria will be adopted bytaking all COVID guidelines intoconsideration, is being finalisedsoon in a meeting to be convenedby the Divisional Sports Officer(DSO) cum Joint Secretary,Jammu.
The employees however,have expressed resentment overthe decision in this situationespecially when the Governmentis gearing up to fight apprehend-ed `Third Wave' of Covid, whichis likely to hit children.

SRINAGAR, May 27:Clashes erupted in the Anchararea of Srinagar today after thecity police chief along with otherpolice officers visited the area.
The visit was aimed to inspectthe implementation of COVIDrelated SOPs and the impositionof Corona curfew to combat thesecond wave of Covid-19.
The officials who were on thevisit included SSP Srinagar, SPHazratbal besides other officersand held a meeting regarding thelaw-and-order problems and vari-ous crime issues in Police divi-
sion Ahmad-Nagar.After the culmination of the
meeting, the police officials visit-ed the shrine of Jinab Sahablocated at Anchar to conductguard checking and lockdownimplementation there. "But mis-creants who had already gatherednear the shrine pelted stones onthe police party," the police offi-cials said.
The police retaliated by firingsome tear smoke shells to dis-perse the miscreants.
The latest reports stated thatthe situation returned to normal,however, the police have takencognizance of the incident.

KARGIL, May 27: On the sec-ond day of his tour of the ZanskarSub Division, Member Parliament(MP) Ladakh Jamyang TseringNamgyal today reviewed theprogress of COVID-19 prepared-ness and vaccination besides health-care facilities being provided topatients at Community HealthCentre (CHC) Padum.
Block Medical Officer (BMO)Zanskar Dr Stanzin Namgyal whileapprising the MP about status ofprogress achieved with regard toCOVID-19 vaccination in the SubDivision so far, said that 100 percentvaccination has been covered incase of the beneficiaries above 60years while 80 percent progress hasbeen achieved in terms of vaccina-tion of the above 45 years of popu-lation. He further informed that vac-cination in case of the 18 to 45 yearsof age population is presently goingon in the Sub Division.
Meanwhile, the MP alsoinquired from the officers con-cerned about the ongoing works onthe construction of operation theatreand oxygen plant at the CHC. Healso assured that the ongoing works
of oxygen plant building will becompleted within one month's time.
The MP also inspected theongoing renovation works ofPadum Khar (Padum Monastery)being executed by the RuralDevelopment Department Zanskar.He instructed the concerned officersto ensure completion of the renova-tion works within the stipulatedtimeline while also taking due careof the quality and quantity parame-ters in the execution of works.
Councillor Cha Stanzin Lakpa,Nominated Councillor StanzinChosgyal, SDM Zanskar SonamDorjay besides other sub divisionalofficers accompanied the MP dur-ing the tour.
Later, Namgyal also chaired ameeting of the sub divisional offi-cers appointed for COVID-19 mit-igation duties. He stressed them toensure strict implementation of allSOPs and guidelines issued by theauthorities from time to timeincluding foolproof screening ofall inbound passengers, properadherence of Covid AppropriateBehaviors and other necessarymeasures so as to contain thespread of Coronavirus in the SubDivision.

NEW DELHI/JAMMU, May27 : Union Minister Dr JitendraSingh today held a meeting of hisUdhampur-Kathua-Doda LokSabha constituency in which he
interacted with the representa-tives and prominent party lead-ers, and reviewed the COVIDrelated community service pro-grammes undertaken and alsodiscussed the plan to observe thecompletion of seven years of theModi Government on the 30th ofthis month with community"Seva"/service programmes inthe wake of the pandemic .
It was informed that from28th onwards, booth level pro-grammes including blood dona-tion camps will be held across theconstituency. On 30th, "Seva" orcommunity service programmeswill be held at differentPanchayat locations across thesix districts of the constituency.
The programmes will includedistribution of COVID relatedmaterial like face masks, sanitiz-ers, food ration as well asOximeters etc.
Speaking about the arrange-ments being done during second
wave of pandemic in the con-stituency, the Minister said thatall the COVID-19 arrangements,be that the oxygen supply in thehospitals or availability of venti-lators etc., were up to date andthe administration has been askedto ensure that the patients do notsuffer. Oxygen plants have beeninstalled in time in almost all thedistricts of the constituency andin all the districts COVID relatedmaterial is being distributed bythe Karyakartas, he said.
The Minister furtherinformed all the stakeholders thatin view of the threat of the spreadof COVID-19 pandemic to thevillages in the constituency,'Tele-Consultation' facilities are
being set up for which the guide-lines already exist for the empan-elment of recognised doctors.This will reduce the burden ofpatients at District Hospitalsthrough indiscriminate referralsystem, he said.
Dr. Jitendra Singh informedthat more than 66% vaccinationhas been done in the UnionTerritory as per the statisticsavailable, which is more than thenational average and is anencouraging sign that peopleacross the UT don't hesitate nowto get vaccinated.
On the current COVID posi-tivity and fatality rate acrossJammu & Kashmir, the Ministersaid that from last many days, theCOVID-19 fatality and positivityhas decreased considerablywhich is a good sign during pan-demic and can boost the confi-dence of people vis-à-vis health-care facilities that have beenrevamped up across J&K.
Besides the distribution ofCOVID-19 relief material, blooddonation camps will also beorganised on 30th May to markthe seventh anniversary of theUnion Government, the Ministerwas informed.
During the interaction, Dr.Jitendra Singh also noted thatdespite the challenges put forthby the COVID-19 pandemic, thedevelopment works didn't stopeven in the far-flung areas of theconstituency which reflects thecommitment to carry on develop-ment activity under all circum-stances.

SRINAGAR, May 27: A new-born baby died allegedly due tomedical negligence of doctors inSopore area of North Kashmir'sBaramulla district today.
A family from KraltengSopore alleged that their childdied due to delay in Surgery.
While divulging details, thefamily member said, last weekthey visited subdistrict hospitalSopore for a check-up.. "We werereferred to Trauma hospital Pattanas SDH Sopore is dedicated toCOVID care," he said. Fromthere, he added, they werereferred to Primary Health CentreTarzoo for surgery. The doctorsthere kept on delaying the surgeryfor unknown reasons," he said.
"Three days prior to death, themother was administered injec-
tion at the PHC. After the injec-tion her condition deteriorated.We kept pleading for a survey, butdoctors did not pay any heed," afamily member said.
He added they were forced toapproach a private hospital fordelivery where doctors informedthem that the child had diedbefore three days. "Timely sur-gery would have saved our child,"he said.
The family member said thedoctors at PHC did not attend thepatients despite repeated pleasfrom the family. "We knocked atthe door repeatedly but doctor didnot open it," he said, adding thisnegligence from the doctorcaused the death of the baby.
Meanwhile, a senior officialsaid enquiry has been initiatedand report will be made publicsoon.
HC rejects plea of B Ed studentsfor regularizing admissions

SRINAGAR, May 27:Observing that the candidates of BEd courses have taken admissionin different colleges of the Valleyon their own and without follow-ing the procedure of University ofKashmir, High Court rejectedtheir plea of regularizing theiradmissions in these colleges andsaid, their admission by these col-leges make an effort to get theirirregularities condoned in thename of academic interest andcareer of students.
Justice Ali MohammadMagrey while dismissing a batchof petitions filed by the students ofB. Ed course seeking that theiradmissions in different collegesbe accepted and regularizedaccordingly, said, they did notrespond to the admission noticeissued by the University in timeand secured the admission for B.Ed course in different colleges ontheir own after expiry of stipulat-ed time period which the courtsaid, is contrary to the admissionpolicy of the respondent-University.
"Besides, admittedly, noRegistration Returns (RRs) havebeen forwarded to the respondent-University within the fixed time-frame by the concerned Collegesregarding the admission of thepetitioners. In such circumstances,the action of the Respondent-University in denying the regular-ization/ confirmation of theadmission of the petitioners can-not be said to be illegal or contrary
to the procedure governing thefield", Justice Magrey recorded inthe judgment.
Court said that in terms of thestatute in vogue in the respondent-University, a B. Ed College affili-ated with the University is prohib-ited from making admission to B.Ed course on its own as such anyadmission made in violation of theUniversity Statutes would not bebinding on the University and thatthe University would be under noobligation to regularize/ confirmsuch admission.
Once the petitioners, courtadded, did not follow this proce-dure for seeking admission to theB. Ed course and purportedlysought admission from theColleges on their own, the respon-dent-University is under no obli-gation to regularize/ confirm suchadmission.
Court on admitting the stu-dents in wilful disregard of statuteof University said, the erring edu-cational institutions try to give thecontroversy the colour and com-plexion of an emotional issue andargue that the students, thoughenrolled in violation of UniversityStatutes, should not be exposed toany penalty for the wrong com-mitted by the institution.
"The Courts often fall prey tosuch persuasion made by the edu-cational institutions and permitsomething that is not permissibleunder the Statutes. Such practiceshave been deprecated by theHon'ble Supreme Court in a cate-na of judgments", Justice Magreyadded.
