NEW DELHI, May 27: Vice Chief of Army Staff Lt Gen C P Mohanty today carried out a comprehensive review of India's military preparedness in Eastern Ladakh on the first day of his three- day visit to the region where Indian and Chinese troops have been locked in a bitter standoff for over a year. Both sides are currently engaged in talks to take forward a disengagement process in areas such as Hot Springs, Gogra and Depsang, after completing the with- drawal of troops and weapons from the North and South banks of Pangong lake in February. The Army said Lt Gen PGK Menon, the Commander of the Leh- based Fire and Fury Corps, briefed the Vice Chief of Army on the over- all security scenario in the strategi- cally sensitive sector. The 14 Corps, popularly known as Fire and Fury Corps, is responsi- ble for guarding the Line of Actual Control (LAC) with China in the Ladakh region. Last month, Army Chief Gen MM Naravane had visited several high-altitude forward areas in east- ern Ladakh. India and China are locked in a military standoff at multiple friction points in eastern Ladakh since early May last year. They have completed the withdrawal of troops and weapons from the North and South banks of Pangong lake in February following a series of military and diplomatic talks. There was no visible forward movement in disengagement of troops in the remaining friction points as the Chinese side did not show flexibility in their approach on it at the 11th round of military talks with the Indian Army on April 9. Following the talks, the Indian Army said both sides held a detailed deliberation on disengagement in remaining areas and agreed to joint- ly maintain stability on the ground, avoid any new incidents and resolve the outstanding issues in an "expedi- tious manner". Earlier this month, External Affairs Minister S Jaishankar said the relationship between India and China is at a crossroads and its direction depends on whether the neighbouring country adheres to various agreements on maintaining peace and tranquillity along the bor- der. (PTI) Excelsior Correspondent JAMMU, May 27: Chamber of Commerce and Industries (CCI), Jammu held an urgent meeting under the chairman- ship of its president Arun Gupta to discuss on priority the issues of traders dealing with non- essential goods. While speaking in the meet- ing CCI president said that CCI being the apex body of traders has extended whole-hearted support to government of J&K UT in its efforts to contain coronavirus surge on account of prevailing second wave and also joined hands with the helmsmen by augmenting relief to the COVID-19 affected by providing free meals, medicines and even arranging oxygen for the needy. He said despite the enthu- siasm shown by the trading community of Jammu in ame- liorating people’s problems and standing shoulder to shoulder with Government, those steer- ing the administration have not considered the plight of traders dealing with non essential items as their shops are shut since the day one when the lockdown was announced making them jobless for the last over one month. The Chamber president informed during the meeting that several market associations have approached CCI Jammu to take up this issue and ask Government to give these traders time slots of at least three days a week so that they could also be able to earn their livelihood with dignity and honour. He said that Government has not taken things in right perspective lead- ing to devastation of this sec- tion of businessmen who were already facing tough time due to disease and last year’s curbs. “It is therefore requested that the Government should not for- get the traders of non essential commodities while forming the SOPs by allowing them ade- quate time slots on weekdays”, he maintained. Gupta also raised the issue of Government giving time slot of two hours to aforesaid shop- keepers to check the stocks in odd hours starting from 8 PM. He said that two hours are inad- equate and the time slot given is quite odd as employees of the shops remain reluctant to visit the markets late in the night. He said it is advisable to give such relaxation during day time to make the whole exercise fruit- ful. Chamber appealed to the Lt Governor to come to the rescue of businessmen fraternity in the region as already they are pass- ing through testing times and the new lockdown is irking them with no respite in sight in near future. Others who were present in the meeting included Anil Gupta, Rajeev Gupta, Gaurav Gupta and Rajesh Gupta. Excelsior Correspondent JAMMU, May 27: Notwithstanding the ongoing Covid lockdown and the Government issuing SOPs in view of the surging cases, the Jammu and Kashmir Sports Council has decided to conduct training sessions and videogra- phy of the same during the pre- vailing pandemic situation. Sources in the J&K Sports Council said that the senior offi- cials have 'verbally' dictated the Coaches and Instructors to tight- en their belts as they have to remain present at the Maulana Azad Stadium for training cum demonstrations. The sessions are to be video- graphed by the dedicated camera person at a set up to be readied by the council in stadium premises within days, sources added. The training cum demonstra- tion roster is learnt to have been prepared accordingly and soon to be issued to the Coaches/Instructors, sources fur- ther said, adding that the Joint Secretary (Kashmir) and Joint Secretary (Jammu), conducted a joint online meeting in this con- nection with coaches and the sen- ior officials of twin regions. The J&K Sports Council had also tweeted: "Online Coaching Program" (Meeting of Officers and Coaches of @JKSportsCouncil under the chairmanship of Joint Secretary (K) at Gindun Sports Centre, Raj Bagh Srinagar)." The meeting of Coaches/Instructors from 16 dis- ciplines was conducted compris- ing Yoga, Gymnastics, Fencing, Boxing, Judo, Taekwondo, Wushu, Thangta, Athletics, Football, Cricket, Hockey, Water Sports, Lawn Tennis, Volleyball and Basketball. Moreover, Health and Fitness trainer, Sports Nutrition experts also attended the meeting. "If the training classes are to be held manually with a group of trainees, who will attend it in the prevailing situation and who will be made accountable if anybody gets infected?" asked a senior coach. Quoting a recent example wherein the management of a pri- vate school allegedly called teachers to school despite direc- tions from the administration and one of the teachers got infected of COVID-19 and later died, the Coach expressed, "it is shocking to see that in such a volatile situ- ation, the Council is more both- ered in coaching when people are after saving lives by preventing themselves from getting infected from this killer virus." On condition of anonymity, a senior official said: "The coaches may have to report at least thrice a week as per roaster being pre- pared and conduct 30 minutes demonstration, which will be videographed and to be uploaded on social media platforms like Youtube to benefit trainees in rural areas after being approved by the Secretary." "Firstly trainees will not attend the sessions, secondly, what is the fun that a coach will go to the studio like set up, give tips and video-graphed and third- ly, most important is that now a days, everything is available on social platforms then what our coaches will do without infra- structure and trainees. It will be a mockery," he asserted. Sources said that the plan on how to conduct the sessions (offline, online or manually) and what criteria will be adopted by taking all COVID guidelines into consideration, is being finalised soon in a meeting to be convened by the Divisional Sports Officer (DSO) cum Joint Secretary, Jammu. The employees however, have expressed resentment over the decision in this situation especially when the Government is gearing up to fight apprehend- ed `Third Wave' of Covid, which is likely to hit children. HC rejects plea of B Ed students for regularizing admissions Excelsior Correspondent SRINAGAR, May 27: Observing that the candidates of B Ed courses have taken admission in different colleges of the Valley on their own and without follow- ing the procedure of University of Kashmir, High Court rejected their plea of regularizing their admissions in these colleges and said, their admission by these col- leges make an effort to get their irregularities condoned in the name of academic interest and career of students. Justice Ali Mohammad Magrey while dismissing a batch of petitions filed by the students of B. Ed course seeking that their admissions in different colleges be accepted and regularized accordingly, said, they did not respond to the admission notice issued by the University in time and secured the admission for B. Ed course in different colleges on their own after expiry of stipulat- ed time period which the court said, is contrary to the admission policy of the respondent- University. "Besides, admittedly, no Registration Returns (RRs) have been forwarded to the respondent- University within the fixed time- frame by the concerned Colleges regarding the admission of the petitioners. In such circumstances, the action of the Respondent- University in denying the regular- ization/ confirmation of the admission of the petitioners can- not be said to be illegal or contrary to the procedure governing the field", Justice Magrey recorded in the judgment. Court said that in terms of the statute in vogue in the respondent- University, a B. Ed College affili- ated with the University is prohib- ited from making admission to B. Ed course on its own as such any admission made in violation of the University Statutes would not be binding on the University and that the University would be under no obligation to regularize/ confirm such admission. Once the petitioners, court added, did not follow this proce- dure for seeking admission to the B. Ed course and purportedly sought admission from the Colleges on their own, the respon- dent-University is under no obli- gation to regularize/ confirm such admission. Court on admitting the stu- dents in wilful disregard of statute of University said, the erring edu- cational institutions try to give the controversy the colour and com- plexion of an emotional issue and argue that the students, though enrolled in violation of University Statutes, should not be exposed to any penalty for the wrong com- mitted by the institution. "The Courts often fall prey to such persuasion made by the edu- cational institutions and permit something that is not permissible under the Statutes. Such practices have been deprecated by the Hon'ble Supreme Court in a cate- na of judgments", Justice Magrey added. * Watch video on www.excelsiornews.com Vice Chief of Army Lt Gen C P Mohanty arrives in Ladakh on Thursday. HC rejects plea of B Ed studentsfor regularizing admissions

Excelsior Correspondent

SRINAGAR, May 27:Observing that the candidates of BEd courses have taken admissionin different colleges of the Valleyon their own and without follow-ing the procedure of University ofKashmir, High Court rejectedtheir plea of regularizing theiradmissions in these colleges andsaid, their admission by these col-leges make an effort to get theirirregularities condoned in thename of academic interest andcareer of students.

Justice Ali MohammadMagrey while dismissing a batchof petitions filed by the students ofB. Ed course seeking that theiradmissions in different collegesbe accepted and regularizedaccordingly, said, they did notrespond to the admission noticeissued by the University in timeand secured the admission for B.Ed course in different colleges ontheir own after expiry of stipulat-ed time period which the courtsaid, is contrary to the admissionpolicy of the respondent-University.

"Besides, admittedly, noRegistration Returns (RRs) havebeen forwarded to the respondent-University within the fixed time-frame by the concerned Collegesregarding the admission of thepetitioners. In such circumstances, the action of the Respondent-University in denying the regular-ization/ confirmation of theadmission of the petitioners can-not be said to be illegal or contrary

to the procedure governing thefield", Justice Magrey recorded inthe judgment.

Court said that in terms of thestatute in vogue in the respondent-University, a B. Ed College affili-ated with the University is prohib-ited from making admission to B.Ed course on its own as such anyadmission made in violation of theUniversity Statutes would not bebinding on the University and thatthe University would be under noobligation to regularize/ confirmsuch admission.

Once the petitioners, courtadded, did not follow this proce-dure for seeking admission to theB. Ed course and purportedlysought admission from theColleges on their own, the respon-dent-University is under no obli-gation to regularize/ confirm suchadmission.

Court on admitting the stu-dents in wilful disregard of statuteof University said, the erring edu-cational institutions try to give thecontroversy the colour and com-plexion of an emotional issue andargue that the students, thoughenrolled in violation of UniversityStatutes, should not be exposed toany penalty for the wrong com-mitted by the institution.

"The Courts often fall prey tosuch persuasion made by the edu-cational institutions and permitsomething that is not permissibleunder the Statutes. Such practiceshave been deprecated by theHon'ble Supreme Court in a cate-na of judgments", Justice Magreyadded.
