• PPE requirements are based on operation being performed and location within the terminal.
• HARDHAT required:
o Onboard vessel, in berth areas including all areas around quay cranes and back reach area
o Overhead hazards
• SAFETY SHOES, and HIGH VISIBILITY CLOTHING are required AT ALL TIMESthroughout the terminal.
• Lifejacket / work vest must be worn when working within 2 meters of water’s edge.

Contractor Responsibilities
• Ensure health & safety of persons employed and subcontractors
• Provide the instruction, training & supervision
• Comply with the prescribed safety regulations, codes & standards
• Attend DPWV Orientation - ensure all employees and subcontractors are orientated prior to works commence
• Supply and train employees on use of PPE
• Follow relevant DPWV policies, procedures, site rules
• Report any hazards, incidents, first aid in the workplace
• Provide details on scope of work, equipment and chemicals to be used
• Complete the appropriate Permit to Work forms
• Maintain communication before, during and after the job

Safety Management System
• Contains policies and procedures concerning safety
• It applies to visitors, contractors and all our people
• Provides rules, forms and guidance on how we manage
safety
Everyone is responsible for managing risk:
• Identify hazards
• Assessing risk from the hazard
• Put control measures in place to reduce the risk
• Implement controls
• Monitor and improve controls as required
• Managing risk is a proactive process to help
prevent incidents and injuries

An activity or situation that has the potential to cause an injury or damage.
Example: an uncontrolled suspended load could fall and cause an injury.
Examples:
slips, trips, falls, contact with equipment, struck by, unstable or awkward body positions, working
alone, poor communication, fatigue.
The chance the hazard will occur and cause an incident.
Example: the suspended load could cause a serious injury, however by controlling the hazard with
proper rigging and inspections we can reduce the risk.

Basic traffic flow visitor and contractor routes
• No pedestrian traffic inside terminal outside of designated areas
• All personal vehicles should yield to terminal equipment

Set up an exclusion zone – an area that is set up with physical
controls to protect you against the interaction with equipment
To consider:
1. Planning - scope of work, how is the site contacts, areas in the
yard required, potential interactions with the
operation/equipment, transport/ access to area. Complete the
Job Safety Analysis (JSA).
2. Communication – communicate with site contact, checking in
before, during and after the job is done.
3. Physical controls – use controls devices (such as barriers, blocks,
tape) to clearly identify the work area and include a buffer zone
to working equipment.

Working on the ground
• Wear your PPE (Personal Protection Equipment)
• Be highly visible – ensure PPE clothing is high visible, replace
faded gear
Attitude
• Walking in the yard is a high-risk activity
• Respect the ‘No Walk’ Zone in the Yard
• Use designated walkways
• Do not walk under suspended loads or through barricaded area
Communication
• Always make eye contact and use clear hand signals
• Do not cross the path of equipment until it is clear, and the driver
has given the go ahead

• Ensure you have the correct tickets / licenses to operate
equipment on the job.
• Obey speed limits.
• Wear seatbelts at all times.
• No distractions – cell phones, personal electronic devices
while driving. No smoking in equipment or buildings.
• Obey traffic signs – stop at stop signs.
• Respect traffic flow and direction.
• Give way to the production vehicles (bigger vehicle right of
way).
• Do not drive or work under suspended loads.

▪ Respect barricades or hatched areas, don’t drive through. ▪ Stop when blue lights are flashing and alarms sounding, stay away from rail tracks.
▪ Turn off the vehicles while not in use. Avoid idling vehicles.

Pedestrians
• Wear your PPE (Personal Protection Equipment)
• Stay away from suspended loads. Do not walk or work
under.
• Keep body parts out of pinch points.
• Keep eye contact at the load and operator.
• Never stand in the bight.
Reach Stackers and Trucks
• Stay away from suspended loads. Do not drive through
it.
• Wait for the equipment to finish the movement.
• Inspect the equipment before using and report any
non conformances that could lead to an accident

• Fall protection gear required when working above 2 meters or within 2 meters of an
unprotected edge.
• Must be trained or under the instruction of a trained person.
• Inspect gear and equipment prior to use. (Do not use damaged gear).
• Tie off in all scissor lifts and manlifts.

• Look up, down and around.
• Clear of overhead hazards – containers, lids, lashing.
• Inspect working area.
• Maintain 3 cells (container widths) away from working gantry.
• Ensure railing in place around open hatches.

• Planned Maintenance schedule is in place for all equipment
• Conduct pre-operational inspection of equipment according to checklist
• Report damages
• Ensure contractors have correct Permit to Work procedures in place
• i.e. Authority to Work, Lockout, Confined Space, Working at Height

• Do not use equipment that is locked out.
• ‘Out of Service’ (red diamond sign) indicate when Maintenance personnel are working on Quay
Cranes and should not be entered.

Work that is likely to produce a source of ignition, including welding, gas cutting, blast cleaning and the use of spark producing tools or portable equipment, or other determined sources of ignition, e.g. grinding, welding, brazing, oxy/gas cutting or heating.

Do not idle your vehicle.
Idling for more than 10 seconds uses more fuel than restarting your
engine. An idling engine will cause soot build up, contaminating oil
and damaging engine components.
Make the switch
Turn off lights when rooms not being used eg. meeting rooms,
bathrooms.
Turn off your computer monitor/s.
Ensure water taps are off.
Report any leaks from kitchen or bathroom to Maintenance.
Spill Prevention
Minor spills may be managed with spill kit gear. Spills should be cleaned up and correctly disposed of.
Major spills or spills from tanks or containers should be reported to your Site Contact.

Reportable incidents are:
• Injured persons – coordinate and sign off
• Damages – stop job when required, notify
maintenance immediately
• Spills – coordinate clean up, storm water
shutdown
Who do you report to?
Report all injuries and incidents to your foreman
and Operational Superintendent.

•Incidents that could have results in an actual accident but did not due to luck or a close call. Only a few factors need to change to turn a near miss into a serious accident.
Near Miss
•Are an event that results in an injury, an environmental impact (spill) or damages
Incidents
•Refers to any injury that can be treated on the job site without causing lost work days.
First Aid
•Is defined as an injury or disease that resulted in a certain level. Includes managing and caring for a patient for the purpose of combating disease or disorder
Medical Treatment (MTI)
•Is a work-related injury or disease that resulted in: time lost from work of at least one day or shift; a permanent disability; or a fatality
Lost Time Injury (LTI)

• Port Pass must be visible and worn above the waist
• Deliveries
• All packages and persons entering or leaving the facility may be subject to search by security personnel.
• Must be scheduled in advance.
• Contractors should contact their site contact prior to entry into terminal
• Contractors must move directly to their work site after entering terminal

The entire terminal including the CMO is considered a restricted area
There are two categories of restricted area:
▪ Restricted Area
▪ R2 Restricted area
Restricted Areas are:
▪ Entire terminal area & Container Main Office (CMO)
R2 Restricted Areas are:
▪ High security areas eg. computer rooms, HVAC areas, electrical substations,
security offices
▪ restricted to personnel with Transportation Security Clearance (TSC)
▪ Individuals without TSC must be escorted by a TSC authorized person
Report the following:
• Unauthorized persons or vehicle
• Suspicious persons, packages or vehicles on or around the terminal
• Breach of the perimeter fence
• Evidence to suggest tampering with equipment or building access points
• Threatening phone calls

The Marine Transportation Security Regulations (MTSR) provides three distinct levels of security preparedness, namely:

Zero Tolerance for any alcohol or illegal drugs at DPW Saint John.
Medication/ Medical Conditions
Inform the Employer’s Association of any medication you’re currently taking.
Fatigue- Heightens the risk of work place accidents. GET REST!
Harassment Policy
Employees shall not engage in harassment behavior.
Workplace Violence Policy
Employees shall not engage in acts of violence or intend to cause violenceAny issues or incidents of the above should be reported to the Operational Superintendent

DPW Saint John will conduct do random checks for employee’s compliance with DPW safety standards
Non-compliance will be assessed on a case-by-case basis, depending on:
• Seriousness of the offense
• Disregard for safety rules
• Lying
• Repeated offenses

Penalties may include:
• Warnings for employees and disciplinary actions
• Warning letters to Contractors and possible cancelation of contract
