6. Capitol Expressway Light Rail Project Status Update

Ken Ronsse, Deputy Director of Construction and Engineering, provided an update on

the Capitol Expressway Light Rail Project, highlighting 1) VTA continues working

toward a Federal Transit Administration (FTA) Record of Decision for light rail

extension to Eastridge Transit Center in summer of 2014; 2) update of the California

Environmental Quality Act (CEQA) document with a Negative Declaration to be heard at

the March 6, 2014 Board Meeting; 3) Eastridge Transit Center roadway realignment

construction has begun; and 4) parking lot restoration has begun.

Vice Chairperson Herrera took her seat at 4:47 p.m.

Members of the Committee made the following comments: 1) expressed appreciation for

the positive working relationship VTA has had with Eastridge Mall during construction;

2) suggested exploring the development opportunities for the VTA acquired building

after construction; and 3) requested staff to discuss with the Santa Clara Valley Water

District the impact of water flow into Thompson Creek.

On order of Chairperson Campos and there being no objection, the PAB received the

Capitol Expressway Light Rail Project Status Update.

7. Santa Clara-Alum Rock Bus Rapid Transit (BRT) Project Status Update

Mr. Ronsse provided an overview of the staff report, highlighting VTA’s Project

Communication and Outreach Plan efforts to the community. Mr. Ronsse stated two key

components of outreach during construction are: 1) outlining anticipated disruptions and

inconveniences during construction and ways to minimize those inconveniences; and

2) community outreach during construction.

Mr. Ronsse provided the Committee with an example of the brochure and newsletter

VTA has offered to the community during the door-to-door outreach, and stated VTA has

installed large, changeable signage to keep the community updated on construction

activities in the corridor. Mr. Ronsse stated VTA has scheduled public outreach meetings

at Plata Arroyo, Mayfair and San Jose Historic Downtown District in March and

April, 2014, and is providing monthly emails and newsletters via the website. Mr. Ronsse

emphasized this is a joint restoration and cost sharing project with the City of San Jose

which will transform and revitalize the corridor.

Members of the Committee made the following comments: 1) requested VTA also reach

out to District 5 United stating the large redwood trees being removed are within their

jurisdiction; 2) during construction businesses may be impacted and requested VTA

provide a 24-hour manned phone line to provide assistance if needed; 3) increase the

outreach document print size to accommodate seniors; 4) add Quick Response Codes

(QRC) to signs and documents; and 5) offer facade grant funding for affected businesses

in the corridor.

Ray Salvano, City of San Jose, thanked VTA for the work done in developing their

Project Communications and Outreach Plan and for being responsive and working

cooperatively with the City of San Jose. Mr. Salvano reported the City of San Jose will be

completing the process by taking VTA’s Project Communications and Outreach Plan

before the City Council for approval in April, 2014, prior to issuance of an Encroachment

Permit.

Public Comment

Danny Garza, Director at Large, Plata Arroyo Neighborhood Association, expressed

concern stating where the BRT light rail goes through customers will no longer be able to

make a left hand turn into neighborhood businesses. Access is crucial to business

survival.

Helen Garza, President, Plata Arroyo Neighborhood Association, requested a stoplight be

placed on Eastgate.

On order of Chairperson Campos, and there being no objection, the PAB received the

Santa Clara-Alum Rock Bus Rapid Transit Project Status Update.

3. Meeting Minutes of March 6, 2014

On order of Chairperson Campos and there being no objection, the Committee of the

Whole deferred the Regular Meeting Minutes of March 6, 2014.

4. Capitol Expressway Light Rail Project Status Update

Ken Ronsse, Deputy Director of Construction, provided a brief update of construction

activities at the Eastridge Transit Center, highlighting: 1) recent photos depicting

construction progress and design details of transit shelters; 2) upcoming project activities

will include removal of temporary operator facility and landscaping; and 3) grand

opening of the new transit center is estimated for March 2015.

Members of the Committee and staff engaged in a discussion concerning funding

opportunities to close the gap in construction funding for the Capitol Expressway Light

Rail Project (Project).

Upon query of Member Chavez, staff provided an overview of possible funding sources

for the Project, noting significant deficiency in Measure A resources to fund this and

other projects. More funding could become available as the economy improves.

Member Chavez queried whether the Project could be accelerated and requested more

information from staff regarding funding strategies.

Members of the Committee and staff continued their discussion concerning project

funding and transportation investments and priorities.

Member Chavez advised staff of highlighting transit investments in the East Valley at

community outreach meetings.

Chairperson Campos noted the importance of connectivity in the transit network,

emphasizing the extension of light rail from Alum Rock to State Route 87 through

Capitol Expressway, and recommended that staff continue to explore all opportunities to

close project funding gaps.

Members of the Committee encouraged staff to examine the Dallas Area Rapid Transit’s

(DART) model for its light rail network.

On order of Chairperson Campos and there being no objection, the Committee of the

Whole received the Capitol Expressway Light Rail Project Status Update.

5. Santa Clara-Alum Rock Bus Rapid Transit (BRT) Project Status Update

Mr. Ronsse provided a project update, noting: 1) status of construction activities and

overview of lessons learned from construction efforts on Santa Clara Street; 2) overview

of construction stages for Alum Rock Avenue; 3) overview of traffic adjustments on

Alum Rock Avenue, including coordination of pedestrian and automobile access to

businesses along the corridor; 4) summary of outreach efforts with business owners along

the corridor to discuss construction impacts and mitigation; 5) resolution to issue

concerning art enhancement for the 24th Street bus shelter; 6) overview of restoration

efforts on Alum Rock Avenue and King Road; and 7) overview of parking impacts due to

traffic shifting.

Member Chavez provided the following recommendations: 1) use pictures and simple

text on educational/informational materials for public distribution; 2) suggested ways to

improve visibility of construction and directional signs; 3) consider additional temporary

lighting at business frontages that are heavily affected by project construction; and

4) consider highlighting businesses open during construction via signs on buses and bus

stations in the project area.

Member Chavez commented that the County of Santa Clara does not have an

underground/sewer map and queried whether VTA should create an underground

authority.

Public Comment

Davide Viera, Interested Citizen, expressed the following concerns and comments:

1) limited traffic flow on Santa Clara Street due to construction activities; 2) graffiti on

street signs; 3) lack of adequate street lighting on 33rd Street and Alum Rock Avenue;

4) addition of turning lanes on 33rd Street to go north/south could be helpful; and

5) potholing activities affecting pavement condition along the corridor.

Chairperson Campos noted the importance of making sure future development on the

corner of King Road and Alum Rock opens towards the sidewalks and not the rear.

Roland Lebrun, Interested Citizen, offered a comment regarding the Building Information

Modeling (BIM) that could be used to map Santa Clara County’s underground system.

DISCUSSION:

Construction

In September 2015, after a series of concerns related to community impacts, progress of work

and safety, VTA executed a Closeout Agreement with Goodfellow Top Grade Construction

(GTGC), the contractor for the main construction contract (Contract C830).

In order to maintain a safe and clean configuration immediately following the closeout of the

GTCC contract, VTA is using a combination of assigned GTCC subcontractors and the current

Restoration and Completion contractor (Contract C831) to perform the unfinished work along

the corridor. This work includes sanitary sewer, storm drain, street lighting, traffic signals and

station platforms on Santa Clara Street and Capitol Avenue/Expressway.

The remaining work has been repackaged and advertised for competitive bidding under two

separate contracts; one contract for the Downtown San Jose stations (recently awarded in

February 2016) and the other for the Alum Rock Avenue Roadway, Busway and Stations (bid

opening scheduled for early April).

For the Downtown San Jose stations, the improvements have been scaled back from the original

design due to the potential significant impacts of the future BART construction on the BRT

improvements. The scaled back design will include most of the originally proposed

improvements but with a smaller footprint, and shelters that will be easier to install and relocate

in the future. The future BART project will include construction of the originally designed BRT

stations as part of its restoration activities.

The scope for the Alum Rock Avenue Roadway, Busway and Stations contract (Contract C836)

includes pavement work and median station construction to complete the BRT improvements

along Alum Rock Avenue from US101 to Capitol Avenue.

In collaboration with City staff, the original pavement scope has now been modified to include a

paving process that minimizes community impacts. Also, the contract includes additional

constraints addressing the progress of work, requiring the contractor to complete work in one

segment before proceeding to the next.

The following highlights provide updates for particular project activities:

Temporary traffic control from the previous contract was removed and traffic has been

restored to outside lanes prior to the 2015 holiday season.

Roadway paving along the north side of Alum Rock from US101 through Jackson

Avenue was completed last November with the final layer of paving installed in advance

of the wet season.

All sanitary sewer construction from US101 to King Road has been completed.

Roadway widening and reconstruction of sidewalk, driveways and ramps along north side

of Alum Rock Avenue have been completed. Similar work on the south side of the

roadway is ongoing with expected completion by June 2016.

Traffic signals and street lighting installation are ongoing with expected completion in

late summer 2016.

Shelter installation and architectural finishing work are ongoing at all curbside stations

along Santa Clara Street and Capitol Avenue/Expressway. Completion of these stations

is expected by June 2016, with communications work (CCTV and Real Time Information

signs) work expected through the end of summer 2016.

Construction at the Downtown San Jose and City Hall stations is expected to start early

April with completion by late June 2016.

The construction contract for the remaining Alum Rock Avenue roadway work, busway

and median stations is expected to be awarded in early May with all roadway

construction activities completed by late 2016 and median station completion early 2017.

For information, Exhibit A includes some recent photographs of construction along the corridor.

Project Budget

A budget augmentation of $14M has been requested.

Project Schedule

With the project now administered under several smaller contracts, staff is coordinating the work

with the various contractors to ensure sequential completion of key items of the project:

Santa Clara Street and Capitol Ave/Expwy Stations will be placed in service as they are

completed, starting in April 2016 with the eastbound Arena platform and ending in June

2016 with the Capitol Ave/Expwy platforms.

Traffic Signals completion by late summer 2016.

Alum Rock Avenue roadway and busway construction by late 2016.

Median stations (King and Jackson) completion by early 2017.

Project completion by early 2017.
