Capital Improvements Programbefore City Council and

Planning Board Oct.3The City of Dover's Capital Improvements Program (CIP)for fiscal years 2020 through 2025 will be presented to theCity Council and Planning Board at a joint workshop onWednesday, Oct. 3, 2018.

Following the presentation, the Planning Board and CityCouncil will continue to review the CIP over the nextseveral weeks. The City Council is expected to vote on theproposed CIP in November or December.

The CIP outlines a schedule for the next six years ofcapital projects and purchases over $25,000 that maintainand improve community infrastructure.

The Greater Dover of Chamber of Commerce will host the2018 Eastern Bank Citizens' Leadership Academy alongwith the City of Dover in October. The program will offerGarrison City residents a firsthand look at localgovernment and municipal operations, as well as provideattendees with opportunities to participate in shaping thefuture of the city.

"Citizens' Leadership Academy is a great opportunity tolearn more about local governance in Dover and discoverhow to become a better informed and involved citizen,"said Dover City Manager J. Michael Joyal, Jr. "Theprogram is structured to give participants an overview ofthe roles and responsibilities of the various citydepartments and a behind-the-scenes look at how theyeach support and contribute to the quality of life we enjoy inour community."

This year's Citizens' Leadership Academy will includepresentations by City Manager, J. Michael Joyal, Jr.;Assistant City Manager and Director of Planning andStrategic Initiatives, Christopher G. Parker; EconomicDevelopment Director Daniel Barufaldi; Library DirectorCathy Beaudoin; Superintendent of Schools WilliamHarbron; Fire Chief Eric Hagman; Police Chief Bill Breaultand Recreation Director Gary Bannon. Sunday hours at the Recycling Center

The City of Dover Recycling Center on Mast Road willopen for additional hours on Sunday beginning Oct. 28.

From Oct. 28 to Dec. 2, the Recycling Center will be openon Sunday from 8:30 a.m. to 12:30 p.m.

The Recycling Center's regular hours are Tuesday,Thursday and Saturday, 8:30 a.m. to 3:30 p.m.

Community Services andEversource partner for Freon

Appliance Disposal DayCommunity Services has partnered with Eversource forfree recycling of old household appliances containingFreon on Saturday, Oct. 13, 2018 at the Recycling Centeron Mast Road.

Residents will be allowed to dispose of up to two Freon-based appliances during the disposal day during regularhours, 8:30 a.m. to 3:30 p.m. Items allowed include

refrigerators, freezers, dehumidifiers, and air conditioners.Residents will be required to complete a short form withtheir name, address, product make, model, and serialnumber. Recycling Center staff are required to cut theelectric cords on all of the appliances to ensure they arenot reused.

Eversource will reimburse the city for the disposalexpense of all appliances collected.

This is a one-day event only.

Crews to begin citywide hydrantflushing Sept. 30

The Community Services Utilities Division will beginflushing fire hydrants throughout the city on Sunday, Sept.30, 2018. This phase of hydrant flushing will occur ondead-end streets and is expected to take one week.

Crews will work at night from 9 p.m. to 5 a.m.

Hydrant flushing is essential to maintain water quality andallow adequate fire flows throughout the distributionsystem. No disruption of water service is expected.Residents may notice some discoloration of the water.This is temporary and does not pose any threat to publichealth.

COAST seeks input on future ofpublic transit system

The Cooperative Alliance for Seacoast Transportation(COAST) is excited to announce that over the next 22months it will be taking a comprehensive look at its entirepublic transit system to potentially discover newopportunities to better serve the region as it is today andinto the foreseeable future.

"There has been tremendous change across COAST'sservice area in the past 10-plus years," said Rad Nichols,COAST Executive Director. "COAST has also undergoneincredible change, effectively doubling in size since 2009.COAST is at a point in its life cycle when a

comprehensive, deep dive of how we provide services,and a discussion of whether those current services bestmeet the needs of the region, should be undertaken."

Key to the process, stakeholders (including riders, electedofficials, the business community and community serviceorganizations), are all being strongly encouraged to 'jointhe conversation' and take an active role in helping COASTdetermine how to best meet the changing needs of theircurrent and future customers.

COAST will be offering multiple opportunities for publicconversation and input through public forums, meetings,and hearings, as well as through in-person and onlinesurveys. The first round of public forums are beingscheduled through the month of October and will be heldacross COAST's service area.

The work of the Comprehensive Operations Analysis(COA) will be a repetitive process occurring over thecourse of the next 22 months, including extensive datacollection, soliciting of public input, analyzing data patterns,forming new concepts for improved service, analyzingthose concepts, and repeating this cycle until COASTidentifies an improved network. The organization intends tolaunch any revised or new services resulting from theCOA by July 2020.

Visitors to the onlinelanding page will be able to read a project overview, reviewthe project timeline and public event calendar, keep up todate on project happenings and materials, as well as sign-up for notices and provide public comment and inputthrough available surveys and forms.

Nichols added, "Throughout this process, we arecommitted to achieving our organization's stated goals ofactively engaging our stakeholders in collaborative effortsto be responsive to the region's changing needs,promoting fiscal stewardship of public transportation, andconducting ourselves with fiscal integrity and transparencythat respects the taxpayers and municipalities that weserve."

The Cooperative Alliance for Seacoast Transportation(COAST) has provided public transit service to theSeacoast New Hampshire region since 1982. COAST is apublic, non-profit transit system that relies primarily onfederal and local government support to operate. COASTis governed by a board of directors representing thecommunities served, two regional planning commissions,and many local and state agencies.

National test of emergency alert

systems scheduled for Oct. 3The Federal Emergency Management Agency (FEMA), incoordination with the Federal CommunicationsCommission (FCC), will conduct a nationwide test of theEmergency Alert System (EAS) and Wireless EmergencyAlerts (WEA) on Oct. 3, 2018. The WEA portion of the testcommences at 2:18 p.m., and the EAS portion follows at2:20 p.m. The test will assess the operational readiness ofthe infrastructure for distribution of a national message anddetermine whether improvements are needed.

The test was originally planned for Sept. 20, 2018 but waspostponed until Oct. 3 due to ongoing response efforts toHurricane Florence.

The WEA test message will be sent to cell phones that areconnected to wireless providers participating in WEA. Thisis the fourth EAS nationwide test and the first nationalWEA test. Previous EAS national tests were conducted inNovember 2011, September 2016, and September 2017in collaboration with the FCC, broadcasters, andemergency management officials in recognition of FEMA'sNational Preparedness Month.

The EAS is a national public warning system that providesthe President with the communications capability toaddress the nation during a national emergency. The testis made available to EAS participants (i.e., radio andtelevision broadcasters, cable systems, satellite radio andtelevision providers, and wireline video providers) and isscheduled to last approximately one minute. The testmessage will be similar to regular monthly EAS testmessages with which the public is familiar. The EASmessage will include a reference to the WEA test:

"THIS IS A TEST of the National Emergency Alert System.This system was developed by broadcast and cableoperators in voluntary cooperation with the FederalEmergency Management Agency, the Federal

Communications Commission, and local authorities tokeep you informed in the event of an emergency. If this hadbeen an actual emergency an official message would havefollowed the tone alert you heard at the start of thismessage. A similar wireless emergency alert testmessage has been sent to all cell phones nationwide.Some cell phones will receive the message; others willnot. No action is required."

Cell towers will broadcast the WEA test for approximately30 minutes beginning at 2:18 p.m. During this time, WEAcompatible cell phones that are switched on, within rangeof an active cell tower, and whose wireless providerparticipates in WEA should be capable of receiving the testmessage. Some cell phones will not receive the testmessage, and cell phones should only receive themessage once. The WEA test message will have aheader that reads "Presidential Alert" and text that says:

"THIS IS A TEST of the National Wireless Emergency AlertSystem. No action is needed."

The WEA system is used to warn the public aboutdangerous weather, missing children, and other criticalsituations through alerts on cell phones. The national testwill use the same special tone and vibration as with allWEA messages (i.e. Tornado Warning, AMBER Alert).Users cannot opt out of receiving the WEA test.

the Art CenterThe Art Center at One Washington Street Mill in Dover willfeature "Images of the Past... the Thom Hindle Collection,"during the month of October. The Thom Hindle Collectionis a 50-year collection of original glass plate negativestaken by early twentieth century New Englandphotographers using large wooden plate camerasmounted on tripods.

The exhibit will feature many images that have never beenon exhibit and cover topics related to transportation, steamtrains, street cars, vintage bicycles, motorcycles,automobiles, an old Jenny airplane at Hampton Beach,original 1950s Hampton toll booths, and single-bay gasstations; "On the Beach" with early swimming costumes,Rye Life Saving Crew, Short Sands at York 1910, OldOrchard Beach, original Farragut Hotel at Rye, NubbleLight with Bell Tower and 1930s Ogunquit Beach;"camping and fishing" with old fashioned camps,fisherman and hunters; "portraits" both in studio using sky-light windows and outdoor family groups to include thefamily horse, children, a WWI soldier and 1910 nurse;"travel," the original Plymouth Rock Monument; AppledoreHouse at Isles of Shoals, 1939 World's Fair, WashingtonDC in the 1920s, the steamer Mount Washington at Altonin 1905, Fish shanties at Ogunquit, Clam shacks at JoppaFlats in Newburyport, Mass., Cold Spring Park Fair Gate atRochester, Paul Revere Home in Boston, plus vintageimages of Dover, Rochester and Portsmouth.

"Art is Central" exhibit to open at the Woodman Museum

The Woodman Museum, now in its 102nd season ofserving the Seacoast community, is unveiling "Art isCentral," an exhibition devoted to the work of prolific Doverartist Ted Reynolds, opening on Wednesday, Oct. 10,from 6-9 p.m.

Reynold's work has been featured in hotels andrestaurants in Washington, D.C. and New York City. Hewas also a fashion illustrator.Also on display will be itemsfrom the museum's permanent collection that highlight theartistic contributions of local craftspeople and artists,including works by furniture painter George Folsom,silversmith Charles Bacon and painter Margaret Sundeen.

Parents/caregivers are invited to join with their babies for a1/2 hour early learning program specifically designed forchildren from birth to 24 months. Mother Goose on the

Loose uses books, rhymes, songs, musical instruments,finger plays, flannel board characters, puppets and otherprops to help parents/caregivers develop the child's early

literacy skills in a fun and joyful environment.

Dover's water quality reportsavailable online

Each year, the Environmental Protection Agency (EPA)requires community water systems to deliver a ConsumerConfidence Report -- also known as an Annual DrinkingWater Quality Report -- to their customers. These reports,which are mailed out to water customers by July 1, provideinformation about their drinking water quality including asummary of detected contaminants from the previousyear, compliance, and educational information.
