Purpose The purpose of this Service Charter is to tell our customers what we do, the services we offer, our standards and avenues for re- dress where our services fall short of expectations. We believe that this charter will enhance our commitment and accountability to our customers. Mandate Our mandate is to ensure compliance with the provisions of the Occupational Safety and Health Act, 2007 and promote safety and health of workers. Core Functions Inspecting workpl aces to ensure compliance with safety and health law Examination and testing of steam boilers, air & steam re- ceivers, gas cylinders, lifts, cranes, chains, and other lifting equipment. Measurements of workplace pollutants for purposes of their control. Investigation of occupational accidents and diseases with a view to preventing recurrence. Medical examination of workers. Disseminating information on occupational safety and health to customers Training on occupational safety and health, first-aid and fire safety. Approving architectural plans of buildings intended for use as workplaces. Core Values Stakeholders We shall collaborate closely with stakeholders in occupational health and safety issues. Training Our officers are recruited from science disci plines. They are Trained and exposed to all areas of occupational health and safety aspects to enable them to offer services to our customers. Facilities and research We shall update our facilities by acquiring new and modern equip- ment and conduct research on various areas related to occupa- tional health and safety. Advancement We shall be responsible to our officers, support them, respect their dignity and recognize their merit and be fair to them when dealing with their development and advancement. Customers Our services shall be provided by a knowledgeable, impartial, skilful, responsible, hardworking and honest workforce in a trans- parent, efficient and effective manner. Teamwork We are dedicated to a teamwork participation and contribution for effective solutions relating to occupational health and safety is- sues. Our Customers/stakeholders include:- Employers Government Ministries Employees Research Institutions Self employed persons Training Institutions Trainees Investors Universities Media State Corporations General public Our Range of Services Enforcement of Occupational safety and health Act and its subsidiary regulations Dissemination of occupational safety and health information Approval of safety and health training institutions, safety and health advisers, designated health practitioners and examiners of plants and equipment, air quality monitors and laboratories, engi- neering controls examiners, fire risk auditors. Approval of architectural plans for workpl aces Training and educating employers and workers on occupa,- tional safety and health issues ' Training of first aid providers, fire-fighting teams and safety and health committees. Medical consultation services for occupational referral cases Audit and workplace inspections Inspection and testing of pressure vessels, passenger and goods lifts, chains, ropes and lifting tackles and other dangerous machinery Advisory services to workers and employers on occupa- tional safety and health Identification, monitoring and evaluation of biological, chemical, physical and environmental factors in workplaces. Surveillance of employees' health including medical exami- nations and tests. Registration of workplaces Investigation of occupational accidents, diseases and com- pla i nts Core principles of service delivery We will Provide accurate, reliable, up to standard, verifiable, factual and clear reports. Ensure that our services are provided by knowledgeable, impartial, skillful, responsible, hard working and honest workforce in a transparent, efficient and effective manner. Treat you with respect and courtesy, maintaining confidenti- ality when required Our Service Standards We will Issue certificate of registration of new workplaces within 30 days of receipt of written notice in the prescribed form at a cost of KShs. 2000.00 per workplace. Renew certificate of registration of workplaces within 30 days of application at a cost of KShs. 2000.00 per workplace . Pay an annual fee of KShs. 3000.00 as Occupational Safety and Health Levy (OSH Levy) per workplace. Scrutinize architectural plans within seven days of receipt of plans as per price schedule. Inspect workplaces within 7 days on request free of charge. Issue Medical examination reports within seven days of examination at a cost of KShs. 500 per employee for a general medical exam. Conduct Safety and Health Committee in-house Training within fourteen days of finalizing arrangements with the client at a cost of KShs. 90,000.00 per workplace (max 25 people). Issue certificates of course attendance within 7 days of pay- ment and training at a cost of KShs. 90,000.00 per workplace
