AB 1299 expanded the California Advanced Services Fund (CASF) to add a fourth account dedicated to broadband access and adoption in public housing. AB 1299 provides $20 million for grants and loans to a publicly supported community, as defined in the statute, to finance a project to connect a broadband network to that publicly supported community. The bill also provides $5 million for adoption programs.

On January 17, 2014, President Michael Peevey, the Assigned Commissioner, released a scoping memo soliciting comments on 39 questions involved with implementing AB 1299.
