Notice Affording An Opportunity For A Public Hearing

Loop 1604 From I-10 East to FM 1346

CSJ: 2452-04-014 Bexar County, Texas

The Texas Department of Transportation (TxDOT) is proposing to widen Loop 1604 from I-10 East to FM

1346 in Bexar County, Texas. The total distance of the project is approximately 3.9 miles. Pursuant to

Texas Administrative Code, Title 43, §2.106 this notice is affording an opportunity for a public hearing on

the proposed project.

The proposed project would widen the existing 2-lane undivided roadway to a 4-lane divided roadway.

Construction limits would extend approximately 0.3 mile south of FM 1346 at Abbott Road because of the

transition that would begin to occur south of FM 1346 to Abbott Road. The proposed roadway would consist

of two 12-foot wide northbound lanes and two 12-foot wide southbound lanes divided by a depressed grass

median varying in width from 18 to 42 feet. The northbound and southbound lanes would have 4-foot wide

inside shoulders and 10-foot wide outside shoulders which would accommodate bicycles. Dedicated right

turn lanes would be provided at Green Road. Dedicated right and left turn lanes would be provided at

Schuwirth Road and FM 1346. Dedicated U-turns would be provided at Schuwirth Road and other various

locations along the project. The proposed project would be constructed within the existing Right-of-Way

(ROW) therefore, no additional ROW is required for the proposed project.

Potential jurisdictional waters of the U.S. were identified within the ROW of the proposed project. All

unavoidable impacts to jurisdictional waters of the U.S., including wetlands, would require a Section 404

Permit with the US Army Corps of Engineers. Although, portions of the project are located within the 100-

year floodplain, it would not increase the base flood elevation to a level that would violate applicable

floodplain regulations.

Environmental studies and documentation, maps showing the project location and design, and other

information regarding the project are on file and available for inspection Monday through Friday between

the hours of 8:00 a.m. and 5:00 p.m. at the TxDOT San Antonio District Office, 4615 NW Loop 410, San
