INTRODUCTION

This report is one of a series of reports completed as part of a project of the ChicagoPanel on Public School Policy and Finance, Monitoring and Researching the Effects ofSchool Reform in Chicago. The Monitoring and Research project is examining theimplementation of school reform in Chicago during school reform's first five years. Thepurpose of this report is to provide baseline data on attendance in the Chicago PublicSchools. Follow-up reports will use this information to determine the extent to which theschool district is attaining the goal of increased attendance stipulated in the Chicago SchoolReform Act.

We have divided this report into four sections and two tables. The first section,called "The Effects of Student Attendance," outlines some basic research on the relationshipbetween student attendance, achievement, and the dropout rate. The second section,"Attendance Statistics," discusses Chicago public school attendance data. This sectionprovides the median attendance rates for elementary and high schools and shows thevariation in attendance rates between schools. The third section, "Statistical Analysis ofAttendance Rates," examines the relationship between a school's attendance rate and otherschool factors like attendance rates from previous years or the school's achievement level.The fourth section, "Attendance Improvement," discusses research on the components of aneffective attendance policy as well as how improvement of school organization can have apositive effect on attendance. In this last section we have attempted to show how schoolscan decrease unnecessary absence.

The two tables at the end of this report, "High School Attendance Rates" and"Elementary School Attendance Rates' contain 1985-86, 1986-87, 1987-88 and 1988-89attendance rates for all Chicago public schools. The schools are listed by geographicalcommunity area so that schools can be compared to other schools nearby. The threeappendices, "Index of Schools - High Schools," "Index of Schools - Elementary Schools" and"Map of Community Areas" will help to locate a school within its community area. Theseappendices immediately follow the tables.

ME EFFECIS OF STUDENT ATTENDANCE*

Attending school regularly is one of many factors that contribute to success in school.Students must be in school in order to learn the curriculum. Attendance has beenconvincingly linked to higher achievement (for example, reading and math achievement) andto lower dropout rates.

Attendance and Achievement

Many studies have shown that in high schools, greater student attendance issignificantly related to greater student achievement. James Coleman and others' analyzedhigh school data from a large national study, High School and Beyond, and found thatattendance (along with other involvement measures including homework) was significantlyrelated to achievement. They also found that higher attendance rates were partlyresponsible for the higher achievement found in the private schools. In a study of inner-citysecondary schools in London, Michael Rutter and his colleagues2 also demonstrated asignificant link between attendance and achievement.

This relationship between high attendance and high achievement is also found at theelementary level. In elementary schools, greater attendance (as well as other measures ofstudent involvement or time-on-task) is significantly related to greater student achievement.For example, one early study3 of a large sample of schools demonstrated that the quantityof schooling, as measured by average daily attendance, length of the school day and lengthof the school year, had a strong positive relationship to achievement test scores. Anotherstud?, an analysis of the attendance and achievement records ofa large longitudinal sampleof elementary school students in the Chicago Public Schools, found that students whoattended school more often were more apt to have higher grades and test scores, even afterprevious achievement was accounted for. In a group of students with similar characteristics,those with better attendance have better achievement.

Good attendance certainly does not guarantee success in school. Once students arein school, they must of course pay attention, concentrate, and become involved in theinstruction; (several researchers have shown the relationship between time-on-task in theclassroom and s'.udent achievement)? However, even if good attendance does not ensurehigher achievement it does provide students with the necessary first step, the opportunityto learn the curriculum offered.

Attendance and the Dropout Rate

High school attendance rates are strongly linked to dropout rates. A De PaulUniversity study6 examining Chicago public high schools by four categories (selectiveacademic, selective vocational, non-selective integrated and non-selective predominantlyminority) found that the schools with lower dropout rates had on average higher attendancerates. Likewise, schools with higher dropout rates had lower attendance rates. For example,

in non-selective integrated high schools, the average attendance rate for schools withrelatively low dropout rates (below 42 percent) was 89.8 percent whereas the averageattendance rate in high schools with higher dropout rates (over 42 percent) was 84.8 percent.In all four types of schools, the study found that schools' attendance rates were lower wheredropout rates were higher. (See table above.)

In an analysis of data from High School and Beyond, Anthony Bryk and Yeow MengThum also found a strong connection between absences in high school and the dropout rate.They argued that dropping out is a result of chronic truancy in the earlier high school yearsand that "...early absenteeism is the strongest student-level predictor of dropping out...."6

Elementary school attendance has also been linked to dropping out of high school.In a recent study, Against the Odds: the Early Identification of Dropouts, the Chicago Panel9found that among the students in its sample, those who eventually dropped out were absentfrom elementary school more often than students who eventually graduated. In elemtntarygrades two through eight the eventual dropouts missed an average of six tn thirteen moi edays per year than those who eventually completed school. This study also found that bycombining absence data from three elementary years it was possible to predict a si4dent'srisk of dropping out with very high accuracy. For example, using the second, third andfourth grade attendance of the boys in the sample, the study found that it was possible topredict the likelihood of each boy dropping out with an accuracy of 75 percent.

ATTENDANCE STATISTICS

This section of the report describes attendance rates in the Chicago Public Schoolsfor the past four years. These attendance rates are reported in the Chicago Public Schools'annual publication, Test Scores and Selected School Characteristics. According to that source,the attendance rates exclude kindergarten, preschool and self-contained special educationclassrooms.

Elemental!, School Attendance Rates

The median attendance rate for Chicago Public elementary schools (excluding ChildParent Centers) was 93.0 percent in school year 1988-89. Half of the elementary schoolshad an average daily attendance rate higher than 93.0 percent and half had lowerattendance rates. This meant that the average student in the average school missed 12.7days of school in the 181 day school year. The median elementary school attendance ratewas slightly higher in 1988-89 than it was in 1987-88 when it was 92.4 percent. The medianattendance rates in 1987-88 and 1988-89 were lower than both 1985-86 and 1986-87 (93.4percent and 93.6 percent, respectively).

Attendance rates vary somewhat from one elementary school to another. ForChicago elementary schools at the 75th percentile (doing better than three-quarters of all

elementary schools), the attendance rate was 94.2 percent in 1988-89. For those elementaryschools at the 25th percentile (doing better than only one-quarter of the schools), theattendance rate was 91.8 percent. Thus the difference in attendance between schools at the75th and 25th percentile was 2.4 percent.

Attendance was lower in both 1988-89 and 1987-88 than it was in 1985-86 and 1986-87. During this four year period the spread among schools has increased. In 1985-86 thedifference between schools at the 75th percentile and schools at the 25th percentile was 2.1percent. This difference increased slightly to 2.4 percent in 1988-89. Attendance rates havestayed more constant at the 75th percentile than at either the median or 25th percentile.

Because these statistics are school averages, they do not provide information aboutindividual students. However, from other sources, we know that there is great variation inattendance from one student to another within the same grade in the same school. Bycomparing the "average" student in different schools, we can see the practical effects ofdifferences in attendance rates. The differences are not enormous, but significant in terms

of the amount of material that can be covered and the amount of learning opportunitiespresented in even a very few days of school. As the table shows, the average child in anelementary school at the 75th percentile (according to attendance) missed 10.5 days ofschools, whereas an average child in a school at the 25th percentile missed 14.8 days. Anadditional four days of schools can be veiy beneficial, especially to a child who might needmore attention in school anyway.

We would find much greater differences in attendance ifwe compared students withgood attendance records to students with poor attendance records. In many cases, we wouldfind that students who had poor attendance over several years are often doing poorly inschool and at risk of dropping out. The Chicago Panel's study Against the Odds: The EarlyIdentification of Dropouts found that from second to eighth grade, eventual dropouts missedschool six to thirteen days more than eventual graduates. (The study also found that manystudents who eventually graduated had one isolated year of poor attendance. Dropouts hadpoor attendance patterns established over three to four year periods.)

High School Attendance Rates

Attendance is dramatically knver in high schools than in elementary schools. In 1988-89 the median high school attendance rate was 81.3 percent--half of the Chicago public highschools had higher attendance rates and half had lower rates. The high school median

attendance rate was 11.7 percent lower than the elementary school attendance rate, makinga difference of twenty-one more school days.

The median attendance rate for high schools has decreased drastically since 1985-86when it was 85.9 percent. In large part, this is due to more stringent procedures forcalculating average daily attendance that the Chicago Board of Education introduced in the1987-88 school year. (Illinois State Board of Education regulations require that studentswho cut one period be counted as absent for a half day. Students who cut more than oneperiod are counted as absent for a full day.)

There is greater variability among the attendance rates of different high schools thanthere is among those of the elementary schools. In the 1988-89 school year the attendancerate for high schools at the 75th percentile was 86.2 percent and the attendance rate for highschools at the 25th percentile was 763 percent, a difference of almost 10 percent. Thediffere -ce between relatively high attendance and low attendance high schools has increasedconsiderably between 1985-86 and 1988-89 from just over six percent to nearly ten percent.The graph belcw shows four years of attendance rates for schools at the 75th percentile, atthe median, and at the 25th percentile.

Like the elementary school statistics, these high school attendance rates are schoolaverages, not attendance rates for individual students. However, we do know that thesediffer greatly from one student to another. Even comparing "average" students from oneschool to another, we see great differences. The average student in a high school at the75th percentilea relatively high attendance high schoolmissed 25 days of school in 1988-89. The average student in a high school at the 25th percentile--relatively low attendance--missed 423 days of school! It is difficult to imagine how students who miss that muchschool can be prepared for further education or for employment.

STATISTICAL ANALYSIS OF ATTENDANCE RATES

The following section of this report analyzes school level attendance rates in orderto discover what other school level factors are related to attendance. The purpose of thissection is to identify relationships among these factors so that we can determine if theychange during the implementation of school reform in Chicago. In our discussions of thefindings from this analysis, we also explore other related research to help interpret theseresults.

Factors Related to Elementary School Attendance Rates

Many characteristics of elementary schools are statistically related to attendancerates. The matrix on page 9 provides the correlation coefficients between attendance ratesand other variables. Because these are school averages and not individual student records,the statistics do not necessarily indicate patterns that hold for all students. The followinggeneralizations can be made from the correlation matrix:

1. Overall, elementary school attendance rates do not change much from year toyear relative to each other. Schools that had high attendance rates in 1985-86 tended to stayrelatively high in subsequent years. On the other hand, schools that had initially lowattendance rates tended to remain relatively low. This does not mean that schools cannotor do not change in attendance patterns, but rather that, for the most part, these rates arehighly stable.

Other studies have shown that for most ;tudents (as opposed to schools) there issome tendency for attendance patterns to be similar from one year to the next; however,there are often great differences. Many students who have good attendance one year mayhave poor attendance the following year. Similarly, students with poor attendance one yearmay have good attendance the next. For example, an earlier studyw analyzed longitudinalattendance data for a large sample of Chicago public school students and found correlationcoefficients between attendance from one year to the next that ranged from a low of .37(kindergarten to first grade and first to second grade) to a high of .56 (second to thirdgrade).

2. Chicago public elementary schools that have higher achievement on standardizedtests (more students scoring at or above grade level) tend to have higher attendance rates.The correlations do not tell whether having more students in school more often improvesachievement or whether schools that have high achievement levels have students who electto attend school more frequently. A regression analysis shows that attendance issignificantly related to achievement even after other factors, including mobility, low income,and non-promotion (retention) are held constant. This means that in a group of schoolswith similar mobility arid poverty rates those schools that have higher attendance rates havehigher achievement test scores. These statistics predict that a 1.0 percent increase inattendance is related to a 2.5 percent increase in the percent of students scoring above gradelevel.

As discussed c artier, other researchn has found that students who attend schoolmore frequently were given higher grades by teachers and scored higher on the Iowa Testsof Basic Skills. These relationships were also significant after controlling for priorachievement and mobility (the number of different schools that a student attended fromkindergarten to eighth grade).

3. Schools that retain a large percentage of their students tend to have lowerattendance rates than schools that retain a smaller proportion of their students. (In aseparate study, June 1989 Grade Retention In Chicago Public Elementary Schools'', wefound that retention rates are more highly correlated to attendance than any other schoolfactor, including achievement test sbores.) This finding may suggen that schools with moreabsence are more likely to have "get tough" retention policies. Another interpretation ofthis relationship is that, in general, schools' retention policies may be more influenced byattendance and other school climate factors than by actual achievement levels.

4. Schools with low mobility (few transfers) tend to have high attendance rates andschools with high mobility tend to have lower attendance rates. (Mobility is the rate ofstudents who move in or out of a school, that is, transfer, during the school year.) Althoughit is probably true that students who move from one school to another are more apt to beabsent than students who do not move, we have no direct evidence here to support thatconclusion. The negative relationship between mobility and attendance may be due tohigher absence rates in children who move and to a more disruptive environment causedby high mobility that discourages attendance in other children.

5. On the average, schools with fewer low income students have higher attendancerates than schools with more low income students. Schools with more poor students oftenhave greater social problems that may make attendance more difficult for students.However, the percent of low income students is less highly related to attendance than themobility rate.

6. On the average, the size of elementary schools is not related to attendance.Attendance is no better or worse in large or small elementary schools.

Factors Related to High School Attendance Rates

Several high school characteristics are related to attendance rates. The correlationmatrix on page 12 contains corelation coefficients between attendance rates and severalother school characteristics, most of which are taken from the Illinois State Board ofEducation School Report Cud. Since these are school-wide average statistics, the patternsthat are shown do not iressarily hold true for individual students. The results of theinformation in the correlation matrix can be summarized as follows:

1. Attendance rates in Chicago public high schools stay basically the same relativeto each other from year to year. (The trend in Chicagu has been for decreasing attendancerates. Attendance rates have gone down but the schools have stayed roughly the samerelative to each other.) High school attendance rates are not as stable as elementary schoolattendance rates.

2. The mobility rate in high schools is strongly related to the attendance rate.Schools that have lots of transfers are likely to have low attendance and schools that havefew transfers are likely to have higher attendance. The correlation between attendance andmobility is much higher in the high schools than in the elementary schools. Mobility mayaffect the attendance of students who move from one school to another and also affect theat:endance of other students who are influenced by the relative instability in the school.

In Dropouts from the Chicago Public Schools' the Panel showed that students whotransfer from one Chicago high school to another are much more likely to drop out thanstudents who stay in one school for four years. This is true even for students who transferfrom a high dropout rate school to one with a lower dropout rate.

3. Schools with higher achievement (a higher percent of eleventh grade studentsscoring at or above grade level in reading and math) and higher graduation rates tend tohave higher attendance. Similarly, lower achieving schools with lower graduation rates havelower attendance. These statistics show that higher attendance goes hand-in-hand withhigher test scores and graduation rates but they do not demonstrate that the higherattendance is responsible for these better outcomes. However, regression analysis suggeststhat in those Chicago public high schools with comparably low income levels and mobilityrates, higher attendance is still associated with higher test scores and higher graduationrates. These findings are consistent with an analysis of data" from High School andBeyond that showed that truancy--unexcused absence--was the single strongest predictor ofdropping out of high school. Some evidence from other studies suggests that the absenceof classmates has a negative effect on the achievement of students who are present.15Teachers may spend more time repeating information to absent students when they returnto the detriment of students who were present.

4. The more students in a school taking a college prep program and the fewerstudents in general education or vocational education, the higher the attendance rate is

likely to be. Other studies have also found that schools serving students with similarbackground characteristics that have more students in academic courses have fewer absencesand dropouts.

5. In general, high schools with more low income students have lower attendancerates compared to high schools with fewer low income students.

6. Larger high schools are somewhat more apt to have lower attendance rates thansmaller high schools. (There was no relationship between total enrollment and attendancein the elementary schools.) At the high school level, school size has often been linked toattendance and achievement.

ATTENDANCE IMPROVEMENT

Although the importance of regular school attendance is clear, figuring out how toimprove attendance is not so simple. This section discusses research on effective attendancepolicies and research on how overall school improvement increases attendance.

Common Elements of Effective Attendance Policies

One of the most important parts of any attempt to boost attendance is a goodattendance policy. Though there is no formula for success, many studies have identifiedcommon components of effective attendance policies. The factors that came up most oftenin these studies" are the following:

Students, parents, teachers, and administrators should be involved in the attendancepolicy. All of these groups should be incorporated in the development of anattendance policy. For example, a school could poll students to identify reasors forpoor attendance and to get input on students' ideas on the most effective way toreduce absenteeism.

The policy should have high expectations for student behavior and should holdstudents responsible for their actions. Research has shown that students are morelikely to abide by policies and less likely to eventually drop out if school staff expectand believe that students can live up to high standards."

The attendance policy will be more effective if it rewards good behavior in additionto punishing bad behavior. The policy should use incentives (praise and attendanceawards, for example) to encourage good attendance.

The attendance policy (like any discipline policy) should be clear and well-publicizedto students, school staff and parents. The policy should be in writing, perhaps as partof a pamphlet on the discipline code. Students, staff and parents need to know theexpectations for behavior and the consequences of good and poor attendance.

Rules should be applied consistently and fairly. Students should be certain that theconsequences of poor attendance and the rewards for good attendance will beapplied to all students.

The school should have a good attendance monitoring system. The system shouldbe able to identify unexcused absences accurately and quickly. Administrators needto develop a system that will be effective in tracking attendance. This may includea computerized tracking system. Every teacher must understand and participate inattendance monitoring in the classroom.

School staff should immediately follow-up unexplained or unexcused absences witha phone call or letter to parents; (some schools use an automatic dialing system thatcalls parents immediately when their child is absent). Any disciplinary actionspecified in the attendance policy should also take place as soon as possible.

Many studies have shown that systematic, school-wide improvement efforts may resultin improved elementary school attendance. For example, the work of Dr. James Comer ofYale University's has demonstrated the value of addressing attendance within the contextof improing the entire school. Dr. Comer has been involved in school improvement effortsin the New Haven Public School system in Connecticut for about twenty yeaxs. Theprograms in several of these schools have succeeded in raising achievement and attendancesignificantly in schools serving low income communities. Dr. Comer's School DevelopmentProgram strives to reduce the sense of alienation from the schools that many poor studentsand their parents feel. It has made major changes in the attitudes and behaviors in thesepreviously low achieving schools by convincing students, parents, and teachers that hardwork could pay off with improved learning. Three major elements of these schools are:

A governance team which allows administrators, teachers, aides, professional supportstaff and parents to share decision-making and responsibility in order to build aconsensus among all those who participate in the education of the children. Thisgovernance team also attempts to decrease the distrust between home and school,between students and teachers, and between different types of staff.

A mental health team to help teachers understand and manage behavior problemsbefore they become too great.

Encouragement of parental involvement in order to strengthen parent interest in andsupport for the school and to insure that parents' values and needs are respected.

As these three components focussed on problem-solving and consensus, they increasedcommunications and the sense of cooperation between groups that had sometimes been atodds before.

Better high school attendance may also result from several organizationalcharacteilstics of the school. Several researchers have studied factors that differentiate highschools that have higher attendance, higher achievement and lower dropout rates from otherschools that serve the same type of student body but are not as successful in these areas.This section discusses the results of two such studies'9--one a pioneering study of inner citysecondary schools in London and the second a statistical study of American high schools.

Both stuoles identified school processes and organizational and structural featuresof schools that distinguished more effective secondary schools (that is, schools with higherattendance, higher achievement, better behavior) from less effective ones. The researchersidentified several important processes that operated independently of the backgrounds ofthe students. Although students' preparedness and previous achievement were certainlyrelated to attendance, behavior and achievement, the researchers did identify school

characteristics that influenced a school's eThese differences include:

ffectiveness regardless of student characteristics.

Higher academic emphasis. In the more effective schools teachers assigned morehomework, students reported doing more homework, teachers provided feedback onhomework assignments, teachers had higher expectations for student success, teachersspent more of the school day teaching, and schools used collaborative teacherplanning for courses. Most students followed similar curricula with a high proportionof academic courses.

Quality of teaching. In the more successful schools the teaching style was more aptto include teaching to the entire class (rather than separately to individual pupils)and developing a cooperative and productive environment. Students in theseeffective schools rated teacher quality high.

Availability of incentives and rewards. Schools that provided more incentives andrewards, including classroom praise, school wide praise, prizes and awards, and workdisplayed on school walls, had better attendance, achievement and behavior.

Good conditions and discipline for students. The more effective schools haddeveloped pleasant environments by providing students with greater access to thebuilding, to telephones and snacks, etc., and had teachers who were willing to discusspersonal issues with students. Students also reported fewer discipline problems.

which students can assume responsibility. In schools that providedwith opportunities to hold responsible positions, students were more likelyhigher attendance and achievement and better behavior.

One of the reports summarized its findings about schools that had high attendancerates and low dropout rates:

.the internal organizational features of schools can have significant educativeconsequences for all students, and especially at-risk youth. A picture emerges fromour analyses of a distinctive organizational environment that appears particularlyeffective: smaller schools where there are substantial opportunities for informaladult-student interactions, where teachers are committed to and interested in workingwith students, and where students are pursuing similar courses of academic studywithin an environment that is safe and orderly. These are institutions whosestructure and functioning coalesce around a sense of shared purpose. The result isa coherent school life that is apparently able to engage both students and teachersalike."

The authors of both studies suggest that schools and teachers can make deliberateimprovements in the ways that schools are organized and structured that will raise studentattendance, achievement and behavior.

Overall, elementary schools in Chicago have relatively high attendance rates.However, all schools have some students with poor attendance patterns who are jeopardizingtheir chances for future success. As we have noted, research shows that attendance in earlyelementary grades is highly predictive of whether students will eventually graduate from highschool.

High school attendance in Chicago is much worse. Only a few, selective high schoolshave high attendance rates. Given the strong connection between truancy and dropping out,attendance should be a high priority component of school improvement planning.

The research reviewed in this report and the statistics for the Chicago Public Schoolsshow that better attendance is related to higher student achievement. However, we havenot found any obvious, clear cut methods or simple programs that lead directly to betterattendance. Elementary school attendance increases when parents and schools cooperateto attain the same goals. High schools that emphasize academics and that have teacherswho respect students have higher attendance. Schools attempting to improve attendanceshould study the type of research discussed in this paper. Then they can develop creativeprograms that will meet their specific needs and improve attendance.
