This publication has been prepared to document how theGovernor's Commission on Migratory and Seasonal Farm Labor,agencies and organizations have worked to improve the migrantlabor system in Ma.ryland through communication and coordinationlinkages. A variety -f methods has been utilized and isdocumented in this publication.

For clarity purposes, this document has been divided intosections. The Introduction is followed by four major sections:Section I, Model Projects, lists and describes significantcoordination efforts among agencies; Section II, State LevelCoordination and Initiatives, describes agreements and coordina-tion at the State level; Section III, Description of Agencies,gives a brief description of the agencies referred to in thispublication; and Section IV, Appendices, includes maps of thegeographical areas referred to in this document.

mIGTAPVIRATUANThe Governor's Commission on Migratory and Seasonal Farm

Labor was created in 1959 and reconstituted by the Governor in1981. The purpose of the Commission is to improve the livingand working conditions of migrant and seasonal farmworkers inMaryland.

The Commission serves as the advisory body to the Governor,the General Assembly and executive agencies on matters relatingto the migrant and seasonal farm labor population in Maryland.The Commission serves as a forum for farm laborers, growers andagencies to share information and concerns. The Commissionmonitors programs, conducts inspections, promotes coordination,and develops recommendations.

The Commission has a membership of 21 and is composed ofmembers appointed by the Governor from the general public,private sector, farmworker community, grower organizations andState agencies.

MIGRANT LABOR CROPS

There are two major geographical areas in the Stateconsidered to be migrant agricultural areas. One area isWestern Maryland, and the other area is the Eastern Shore.The Eastern Shore is divided for reference purposes into twosections, the Lower Shore and the Upper Shore. See Appendix A.

Crops harvested in Western Maryland by migrant and seasonalfarmworkers are apples and peaches. The season begins in Maywith pruning, spraying, etc. Peaches are harvested from Julythrough August. Apples, the major crop in the area, areharvested from September through early November. This periodreflects the Western Maryland peak season.

The migrant labor season on the Eastern Shore spans fromApril through early September, with the peak season occurringin July and August. The major crops harvested by migrantworkers on the Eastern Shore are truck crops and include cucumbers,tomatoes, asparagus and watermelons.

INTRODUCTION

In 1981 the Governor's Commission on Migratory andSeasonal Farm Labor began an initiative to develop and enhancecommunication and coordination linkages among migrant laborservice providers. The Governor's Commission served as thecatalyst for inter-agency coordination because of its compositionand its mandate to serve as a forum for migrant labor issues.

This initiative was undertaken because of complaints aboutduplication of services and lack of communication and coordina-tion among migrant service providers. Strained relationships,due to turf protection and personality conflicts, existedbetween some migrant service providers. Feelings of skepticismand suspicion also existed among agencies providing services inthe high density migrant populated counties.

There was very little communication and coordination amongState agencies and between State and federal agencies responsiblefor various migrant labor programs. This condition was alsoexemplified in the working relationships between the State andlocal levels of government.

One of the first steps taken by the Governor's Commissionto develop and enhance linkages and networks was to organizearea meetings. The meetings were held in three geographicalareas of the State. The purpose of the meetings was to bringall service providers in one geographical area together for apre - season planning session and a post-season assessment session.These sessions proved to be significant for the development ofcommunication networks, coordination linkages and innovativeconcepts and projects.

Another event, not designed by the Governor's Commissionor the agencies but which played a significant role in bringingthe agencies together, was the federal budget cuts. Agenciesrecognized that for survival purposes and continued servicesto the migrant population, old suspicions and skepticisms wouldhave to be discarded.

The initiative taken by the Governor's Commission andenthusiastically adopted by the agencies has led to opencommunication networks between the providers and growers,excellent working relationships among agencies/providers, andinnovative concepts and projects in Maryland.

HAI1IAN ACCULTURATION PROJECTA COLLABORATIVE TASK

In 1980-1981 as Haitian EnLrants began to join the migrantstream in large numbers, it became apparent that there was anacute need for English as a Second Language (ESL) classes.Haitian migrant workers needed support and follow-up servicesthat would help improve their knowledge of the basic, survivaland living skills, English language proficiency, and vocationaloptions.

The U.S. Department of Health and Human Services was awareof the need and made funds available for an acculturation project.In 1982 the Departhrit of Human Resources was awarded funds fromHHS to develop an acculturation project in Maryland for HaitianEntrants who were migrant workers.

Being cognizant of the Governor's Commission on Migratoryand Seasonal Farm Labor's stance or communication and coordinationlinkages among migrant service providers, DHR, in a move aimedat assisting in the development and enhancement of these linkages,determined the funds would be sub-granted to a consortium ofagencies with existing services and programs. This meant theagencies would have to develop collaborative agreements as aprerequisite for receiving the funds.

The details of the agreement were worked out in a jointmeeting with the applicants, and the following plan was developed.Delmarva Rural Ministries would be the subgrantee and, in turn,would write sub-agreements with the Center for Human Servicesand the Migrant and Seasonal Farmworkers Association for speci-fied services. The Maryland Department of Education would notnegotiate a financial agreement with DRM but would providecertain in-kind services.

The Haitian Acculturation Project was developed andcarried out as outlined below:

PURPOSE

To help acculturate the Haitian migrant worker to theAmerican culture and encourage entry into the mainstream byhelping to enable the worker to become economically, emotionallyand socially independent.

GENERAL RESPONSIBILITIES

Delmarva Rural Ministries

DRM was responsible for the provision and coordination ofall services, responsible for all reports to DHR and HHS, providedhealth education, and developed a tracking system for partici-pants.

Center for Human Services

CHS provided Englis,. as a Second Language (ESL) training.

Migrant and Seasonal Farmworkers Association, Inc.

MSFA provided transportation services from the migrant laborcamps to the project sites, and provided employment relatedinstructions and guidelines which included job readiness classes,housing information, farmworkers' job rights, and settle-outcounseling.

Department of Education Migrant Education

Migrant Education assisted in the recruiting end selectionof teaching staff, provided training to teachers, c.nd offeredtechnical assistance as needed.

SUMMARY

The project was a successful venture which served 300Haitians on the Eastern Shore. Unexpended funds from theproject were carried over to the next migrant season andutilized by the Department of Education to supplement itsESL program.

On page 23 is the form that was used in the trackingsystem. The tracking form was made into a 3"x4" wallet sizefolding card.

THE WASHINGTON COUNTY MIGRANT COALITIONCO-FUNDED POSITION

October, 1981 at a Western Maryland area meeting sponsored bythe Governor's Commission on Migratory and Seasonal Farm Labor.The concept evolved from the need to solve three basic problems:(1) reduced funding of several agencies which meant a reductionin services and outreach personnel; (2) complaints from growersabout duplication of services; and (3) the desire of agenciesto close gaps in service delivery to farmworkers.

The original planning agencies were the Department ofEducation, Department of Employment and Training EmploymentSecurity Administration, Migrant and Seasonal FarmworkersAssociation, and Potomac Bend Medical Center. Because offederal funding cuts, Migrant Education had to cancel out of theco-funding effort but continued to give support to the concept.Strong support for the project came from the Governor's Commissionon Migratory and Seasonal Farm Labor; the Department of Healthand Human Services, Region III; the Department of Labor, Region III;and the DOL National Office.

The co-funded position project was developed and is beingimplemented as outlined.

PURPOSE

To eliminate duplication and improve the availability andaccessibility of outreach and supportive services to the migrantand seasonal farmworker population.

1,500 migrant and seasonal farmworkers.

PLANNING PROCESS

As a new and innovative concept, the project's planningstage required considerable time and effort and spanned 11/2

years. During the planning process the following took place:

Administrative and organizational approval of the conceptfrom agency heads and funding sources at the federal, stateand local levels.

Development of administrative procedures, which involveddetermining which agency would retain fiscal responsibility;determining a method for the other members of the coalition(agencies) to transfer funds; determining supervisory respon-sibility for the position and the physical location of theoutreach worker's home base.

The fiscal responsibility was assigned to PBMC because PBMCpossessed the most readily avz::lable funding, did not haveto attach indirect cost dollars to the position and offeredthe best employee benefits. The supervisory responsibilitywas assigned to MSFA because MSFA had the office space, anextra telephone, the van and was most centrally located.

The out-reach position was given the title, Farmworker ServicesCoordinator (FSC), and a job description was devised to coverall activities. See Page 8.

The flexibility in the scheduling of the FSC's activities wasdiscussed, and each agency determined what it needed from theposition. From this discussion, a reporting format wasdevised and a "Daily Log of Activities" form was designed.See Page 25.

Cross-training of the out-reach worker was planned becausethe FSC would need to be knowledgeable of each agency'sregulations and procedures.

Ads were placed in newspapers to recruit the FSC.

PROGRESS REPORT

1982

The 1982 migrant season was one in which the participantsproceeded cautiously to work out the details of the program.As a new and innovative concept, not only did the agencieshave to demonstrate flexibility in listing the schedule of theFSC, but the agencies were also confronted with developinguntraditional procedures and making unconventional administra-tive decisions.

The FSC was placed on PPMC's payroll. PBMC was awarded asupplemental grant from HHS .'or the position. MSFA forwardedto PBMC its share of the cost for the first year. Even thoughDET was not able to secure funds for this period, the agencyremained an active participant. The FSC submitted activitylogs to PBMC, and copies were distributed to MSFA and DET asrequested. Monthly expense reports covering the position wereforwarded to MSFA by PBMC.

In 1983 DET contributed its share to the cost of theposition, and the project proceeded as in 1982.

1984

In January, 1984 the Washington County Health Departmentofficially joined the coalition. WCHD paid ten hours salaryof the 40 hour per week position. The Health Department alsoagreed to pay up to ten additional hours per week and sometravel costs.

It became evident in 1984, after accessing 1983 data, thatln additional FSC and another van were needed to adequatelyserve the target population. In past years, the number ofworkers had been based on the number of beds (595) in the campsand not the number of persons working during the season. Also,there are two settlements of migrant labor camps in WashingtonCounty. One settlement is in the Smithsburg area, and the otheris in the Hancock area. The two areas are fifty (50) minutestraveling time apart. See Washington County map in Appendices.

1965

An additional FSC has been hired and another van has beenpurchased. One FSC will remain housed at the MSFA office sitein Hagerstown, and will directly serve the Smithsburg area andact as referral agent to the county service agencies locatedin Hagerstown. The second FSC will be based at PBMC in Hancockand will directly serve the Hancock area. The FSC/PBMC willrefer to the MSFA based FSC all farmworkers' requests thatrequire supportive services from agencies located in Hagerstown.The FSC/PBMC will arrange transportation for farmworkers in theHancock area to the Hagerstown area as necessary. The HagerstownMSFA director will act as general supervisor to the FSC basedat MSFA. The PBMC administrator will supervise the FSC basedat PBMC.

SUMMARY

The 1985 members of the Washington County Migrant Coalitionare: Potomac Bend Medical Center, Telamon (formerl Miglant andSeasonal Farmworkers Association), Department of Employment andTraining - Job Services, and Washington County Health Department.The responsibilities of the coalition are: attend planning andprogress meetings held at alternating office sites of the members,and review and approve as appropriate progress reports, method-ology of reporting requirements, referral methodologies, FSC'swork plan of activities, evaluation procedures and planning andimplementation of expanded activities.

The grower community has been supportive of this trendtowards inter-agency coordination with one-two staff personsdesignated to outreach the migrant labor camps. Service pro-viders have been supportive in that this approach has avoided(1) duplication of services, (2) potential abuse of assistanceby the farmworkers and (3) unnecessary interruptions of workactivities of the farmworkers. The service providers havealso seen an increase in service and referral contacts. In1984 1,287 migrant and seasonal farmworkers were served, and3,073 contacts were made.

FARMWORKER SERVICES COORDINATOR (FSC)JOB DESCRIPTION

This position requires bi-lingual skills (Spanish and/orHaitian Creole). The individual must be able to communicatewell with both the farmworkers and growers. The FSC's dutiesand responsibilities are as follows:

Inform farmworkers of the availability of Manpower/Employment Services, medical services/screenings, andother supportive services.

Distribute materials explaining program services andfarmworker rights to farmworkers at camps, meetingsand other gathering places.

THE MARION SCHOOL MIGRANT CONSORTIUMSOMERSET COUNTY COORDINATION PROJECT

The Marion School Migrant Consortium is a project thatdeveloped out of the recognition that the migrant populationcould be served more effectively and efficiently if agencieswould develop and enhance communication and coordinationlinkages. The health providers became acutely aware of thisneed during the summer of 1982 when an outbreak of diarrheaoccurred in the Somerset County migrant child population.

The agencies began to have meetings for communicationand coordination purposes. The providers soon recognizedthat the migrant population could be better served if allthe major services could be provided at one site. The agenciesalso believed they could better coordinate if all programs werecentrally located and not spread 15-20 miles apart in differentdirections.

The Marion school was selected as the focal point formigrant services because the school had served as the site ofthe migrant education program for several years and the migrantpopulation could easily identify with it. Also housed at theschool were the East Coast Migrant Head Start project and afull-time Delmarva Rural Ministries pediatric nurse practitioner.

The Marion School Migrant Consortium was developed and isbeing implemented as outlined.

GENERAL RESPONSIBILITIES/SERVICES PROVIDED

Migrant Education serves the school age population.Education provides the facilities, educational services andsupportive services. Supportive services include transportation,meals, counseling and health services. Two full-time licensedpractical nurses and two full-time health aides are provided.

East Coast Migrant Head Start Project provides servicesto the infants and toddlers. Services include educationalservices. health services, meals, and supportive services.Health services include screenings and physical examinations.The health services are purchased from DRM.

Delmarva Rural Ministries provides a full-time pediatricnurse practitioner at the school for efficient and timelyidentification, treatment and follow-up of health problemsin the migrant school population. Physicals for the 0-5year old age group are provided by contractual agreement withEast Coast Migrant Head Start. The nurse also serves as aresource person for the school staff and other health providers,and as a communication link between the providers at the schooland the DRM migrant health clinic.

Somerset County Health Department provides comprehensivescreening, physical and dental examinations to children 5-12years old. The staff includes a community health nurse, acommunity health nurse's aide, a clerk typist, a Creoletranslator and a Spanish translator.

The WIC program employs a registered nurse and a translator.Food vouchers, anemia and lead screenings are provided. WICalso provides instructions on purchase and storage of foods,budgeting and management of available resources.

Somerset County Department of Social Services providesfood stamps and medical assistance at the school site. D.S.S.employs four temporary employees to staff the project duringthe migrant season. Three are hired as interviewers. Theyare bilingual and take applications for food stamps, determineeligibility and complete the necessary paper work to authorizethe issuance of food stamp allotments. The fourth employeeis a clerk and is responsible for the files, assigning casenumbers and assisting the interviewers with paper work.

SUMMARY

During the 1984 migrant season 207 children were enrolledat the Marion Migrant School; 107 children were 0-5 years old.757 applications were processed for food stamps, and the WICprogram provided services to 99 individuals.

All participating agencies with satellites housed at t'ieschool site report the arrangement as a highly successful cne.

The close proximity of the service agencies has been advantageousto both the migrant workers and the agencies. Positive outcomesinclude:

Increased cooperation and sense of trust among SomersetCounty migrant service providers.

Improved delivery of services by the providers.

Convenience for the migrant population, "one stopshopping" for all services.

WIC met the needs of more women, infants and childrenwho may not have bothered to apply had they needed togo to another location.

School attendance improved. Staff was able to meet withmore parents to discuss the children's progress. Thiswas directly related to parents coming to the site toapply for food stamps.

The health department was able to reach some childrenfor screening and physicals whom they may not haveknown were in the area.

Bilingual staff was shared among the agencies.

The consortium held weekly progress meetings with keystaff from all programs participating.

STATE AGENCIES AND COORDINATION LINKAGES

In Maryland, migrant labor programs are housed for admin-istrative and programmatic purposes in various State agencies.In 1980, State government began to receive a barrage of conflict-ing complaints concerning the enforcement of migrant labor laws.The agricultural sector complained that there was too muchregulation and agencies were causing problems for the growersthrough duplication of services and lack of coordination. Thefarmworker advocates complained that there was a lack of enforce-ment of regulations.

In response to the issues raised, the Governor's Commissionon Migratory and Seasonal Farm Labor and State agencies beganto develop mechanisms for addressing these concerns. To improveregulatory enforcements and avoid duplication of services, inter-agency communication and coordination, networks were established.The State networking system is organized at the highest agencylevel and is maintained throughout the organization to theemployees in the field.

TASK FORCE

In 1981, the Governor's Commission on Migratory andSeasonal Farm Labor established an inter-agency tas% force.The task force served to help improve substandard conditionsin migrant labor camps by performing in-depth inspections ofthose camps where routine inspections revealed substandardconditions. The task force also served to help address thecomplaints of lack of enforcement of regulations and lack ofcoordination among the agencies. Members of the task forceincluded personnel from the Department of Health and MentalHygiene (Migrant Labor Camp Program), Department of Licensingand Regulation (MOSH), Department of Employment and Training(ESA), federal Department of Labor (Wage & Hour), AttorneyGeneral's Office, and the Governor's Commission on Migratoryand Seasonal Farm Labor.

OFFICE OF THE ATTORNEY GENERAL

In 1983, a "Migrant Labor Legal Group" was establishedwithin the Office of the Attorney General. The group consistsof assistant attorneys general who represent agencies thatadminister programs relating to migrant workers and agriculture.These include assistant attorneys general who represent theDepartment of Agriculture, Employment and Training, Health andMental Hygiene, Human Resources, and Licensing and Regulation.The group is chaired by the assistant attorney general whorepresents the Commission on Migratory and Seasonal Farm Labor.Assistants representing the State Department of Education andthe Department of Economic and Community Development are notactive members of the group but are included when issuesinvolving their agencies are discussed.

The group meets approximately six times a year and in theinterim keeps members informed on developments regarding migrantlabor. It is hoped that through the sharing of legal develop-ments that the assistants can better assist their clients inserving the migrant community and can help facilitate inter-agency cooperation. It is also hoped that should emergenciesarise, knowledgeable staff will be ready to act quickly andin a coordinated manner to handle any situation.

CABINET LEVEL COORDINATION SECRETARIES' GROUP

The Secretaries' Work Group was organized i.n 1983 for thepurpose of ensuring that State agencies at the highest levelidentify and resolve migrant labor issues in an expeditiousand coordinated manner. The group is chaired by the Secretaryof the Department of Human Resources, and the members are theSecretaries of Agriculture; Education; Employment and Training;Health and Mental Hygiene; and Licensing and Regulation. Thegroup, with key staff, meets as needed.

CORDINATION AGREEMENTS BETWEEN AGENCIES

DEPARTMENT OF LICENSING AND REGULATION, DIVISION OF LABOR ANDINDUSTRY AND DEPARTMENT OF HEALTH AND MENTAL HYGIENE_

DL&I and DHMH have developed a referral procedure by whichDL&I routinely forwards copies of crewleaders' licensinginformation to DHMH for comparison to Health Departmentinformation regarding the permitting status of the proposedhousing sites and the camps' occupancy capacity. This processallows DHMH to resolve discrepancies in cooperation with DLE.I,or directly with grower and crewleader before the migrantworkers arrive. DHMH in turn reports violations of DHMHregulations to DUI for consideration when a crewleader'slicense is issued or renewed.

DEPARTMENT OF EMPLOYMENT AND TRAINING AND DEPARTMENT OF HEALTHAND MENTAL HYGIENE

To coordinate efforts and minimize the nu;.ber of inspections,DET staff accompanies DHMH staff on inspections of camps wherejob orders are being proposed. DHMH inspections are used byDET as an indication of compliance with their housing standards.

DEPARTMENT OF LICENSING AND REGULATION AND DEPARTMENT OFEMPLOYMENT AND TRAINING

DET and DL&R have signed a Memorandum of Understandingwhich provides for DET to give local office assistance in theregistration of crewleaders.

STATE AND FEDERAL COORDINATION

In 1984 the Department of Licensing and Regulation,Division of Labor and Industry, entered into a formal agreementwith the U.S. Department of Labor. The agreement provides forthe Maryland Occupational Safety and Health Program to coordinateits inspections with the federal Employ:aent Standards Adminis-tration and the federal Employment and Training Administration.A second agreement, signed in 1985, coordinates efforts underthe Maryland FLCRA with DOL activities under the Migrant andSeasonal Farmworkers Protection Act. In addition to the formalagreements, the U.S. Department of Labor, Wage & Hour, hasprovided staff training to Maryland's FLCRA staff.

U.S. DOL Wage & Hour and ESA employees are regularparticipants at the meetings of the GCMSFL.

STATE AND LEGAL AID COORDINATION

Complaints by Legal Aid to State agencies and to theGovernor's Commission on Migratory and Seasonal Farm Laborserve to supplement information necessary to initiate andpursue enforcement proceedings. Allegations of illegalcrewleader practices, substandard housing, and job serviceviolations are investigated by the State agencies responsiblefor the programs. Legal Aid staff are active participants atGCMSFL meetings and serve on Commission committees.

STATE AGENCIES

DEPARTMENT OF EDUCATION

THE MIGRANT EDUCATION BRANCH is administered by theCompensatory, Urban and Supplementary Programs Administration.Title : of the Elementary and Secondary Education Act wasamended in November 1966, to include the children of migratoryagricultural workers. In August 1974, the Act was furtheramended to include the children of migratory fisherman. Fundsare provided to develop and implement spacial education programsfor these children. Title I migrant programs concentrate onidentifying and meeting the specific needs of migrant childrenthrough remedial instruction; health, nutrition and psycholzgi-cal services; cultural development; and prevocational trainingand counseling. Special attention in inscructional programs isgiven to development of the language arts, including speaking,reading and writing in both English and Spanish. Also, specialattention is given to math, social studies and oral. English asa second language.

DEPARTMENT OF EMPLOYMENT AND TRAINING

STATE MONITOR ADVOCATE PROGRAM - DET, formerly EmploymentSecurity Administration, administers the Monitor Advocate Program.The program was established by federal regulations as a result ofa court order issued to the Department of Labor. Through thisprogram, the Job Service ensures that migrant and seasonalfarmworkers (MSFWs) are afforded services that are qualitativelyand quantitatively proportionate to non-MSFWs and provides aforum in which MSFWs and Job Service users can seek resolutionsto employment related problems.

THE RURAL SERVICE PROGRAM, also administered by DET, is alabor exchange effort by which employers (growers) requestlabor to harvest their crops and the Job Service recruitsworkers to fill these requests. This program requires thatJob Service staff perform housing inspections and field checksto verify growers' compliance with migrant housing and healthstandards, regulations and employment laws.

DEPARTMENT OF HEALTH AND MENTAL HYGIENE

MIGRANT LABOR CAMP PROGRAM - The Office of EnvironmentalPrograms, Division of Community Services, administers theMigrant Labor Camp Program. In 1959, the Maryland Departmentof Health and Mental Hygiene adopted "Regulations Governingthe Construction, Equipment, Sanitation, Operation and Mainten-ance of Migrant Labor Camps." These regulations were promulgatedby the State Health Department which has the authority andresponsibility for inspection and enforcement. In 1970 and 1978

substantial revisions were made to coincide with the U.S.Department of Labor Standards for Housing Agricultural Workersand the Occupational Safety and Health Administration'sStandards for Temporary Labor Camps 1910.142.

SPECIAL SUPPLEMENTAL FOOD PROGRAM FOR WOMEN, INFANTS ANDCHILDREN (WICI - This program is administered by the PreventiveMedicine Administration. The purpose of the program is toprovide supplemental foods and nutrition education through anyeligible local agency that applies for participation in theprogram. The program serves as an adjunct to good health careduring critical times of growth and development, to preventthe occurrence of health problems and improve the health statusof the clients.

MIGRANT HEALTH The Preventive Medicine Administrationalso prcvides migrant health funding to local county healthdepartments to augment maternal and child health programsduring the migrant season.

DEPARTMENT OF HUMAN RESOURCES

FOGS STAMP PROJECT The Income Maintenance Administrationadministers the Migrant Food Stamp Project, which was developedto provide outreach services to the migrant population. Theproject is funded 50% by the State and 50% by the U.S. Departmentof Agriculture and is operated by the local county social servicesdepartments.

DAY CARE PROJECT-The Social Services Administration admin-isters th Migrant Day Care Project. The project is funded 100%by the State. The funds are allocated to the local county socialservices departments which contract for the services.

DEPARTMENT OF LICENSING AND REGULATION

THE DIVISION OF LABOR AND INDUSTRY enforces the provisionsof the Maryland Occupational Safety and Health Act (MOSHA) andthe Maryland Farm Labor Contractor Registration Act (FLCRA).Labor and Industry also ensures compliance with the State Wageand Hour Law, Wage Payment and Collection Law, and the Employ-ment of Minors Law.

The MOSH Law encourages employers and employees to makea conscientious effort to diminish safety and health hazardsin the work place. The law develops new programs and revisesexisting programs to ensure a hazard-free work environment.

The Wage and Hour Law, administered by the department'sEmployment Standards Service, guarantees that covered employeesare paid the minimum wage and overtime when earned. The Servicealso administers the Wage Payment and Collections Law which

provides assistance for those employees who worked and earnedwages, but were not paid the the wages promised; and theEmployment of Minors Law which limits the occupation and hoursof work for minors 14 through ]7 years of age.

The Karyland Farm Labor Contractor Registration Act (FLCRA)requires all farm labor contractors who work in Maryland toregister with the State. Additionally, the law imposes dutieson a farm labor contractor regarding the employment, housing andtransportation of migrant agricultural workers. An agriculturalemployer, or "grower," must verify registration before using afarm labor contractor's services.

NON-STATE AGENCIES

CENTER FOR HUMAN SERVICES

The Center for Human Services is a private non-profithuman services corporation, headquartered in Maryland whichprovides academic and supportive services to the migrant andseasonal farmworker population. The Center offers three majorprograms: English as a Second Language Program, College Assist-ance Migrant Program, and a commuter and residential andEnglish and Spanish High School Equivalency Program. Theservices provided by these programs include: academic assistance,career planning, counseling, cultural enrichment, job placement,and support services.

DELMARVA RURAL MINISTRIES HEALTH PROJECT

The Delmarva Rural Ministries Health project providesprimary health care services to farmworkers on the DelmarvaPeninsula, which includes the Eastern Shore of Maryland. Theproject is funded by a federal grant, and contributions fromchurches and other private sources.

Primary health care services provided by the agency includeweekly evening camp visits by registered nurses, weekly eveningout-patient clinics, dental extractions, bilingua_L healtheducation programs, camp screening for specific health problems,screening and physical examination for day care children. Alsoprovided are arrangements for hospitalization and prena'.:al care,emergency care, and continuity of health care among intra- andinter-state health care providers.

Supportive and farmworker advocacy services provided byD.R.M. include a community food and nutrition program, aneducational program, transportation services, coordination ofWIC services, and interpreters.

EAST COAST MIGRANT HEAD START PROJECT

The East Coast Migrant Head Start Project is funded bythe Department of Health and Human Services, Administrationfor Children, Youth and Families, Migrant Programs Branch ofthe Head Start Bureau to provide continuity of Head Startservices to migrant children and their families on the eastcoast of the United States. Children 0-5 years old qualifyfor East Coast Head Start services if they have traveled withtheir families during the past _welve months, while the familydoes agricultural work and if the family income is withinpoverty guidelines. Continuity of services is achieved by acomprehensive centrally located record system and hand-carriedhealth and developmental continuity records provided to theparents.

POTOMAC BEND MEDICAL CENTER

The Potomac Bend Migrant Health Project provides primaryhealth care services to the migrant and seasonal farmworkerpopulation in Western Maryland. The project is funded by afederal grant from the Department of Health and Human Services.Health services offered include day and evening outpatientclinics, dental care, vision screening/eye glasses, andpharmaceuticals. Supportive services include transportation,outreach information and referral services.

TELAMON CORPORATION

Telamon Corporation (formerly Migrant and SeasonalFarmworkers Association) is a private non-profit organizationdedicated to the economic upgrading of under-employed farm-workers and other disadvantaged persons. The corporationadministers a wide range of training and employ"ent services.Training programs are geared toward preparing clients forfull -time unsubsidized employment in high labor demand jobs.Supportive services include housing and nutritional programs.
