Section 3.0 paragraph 8 will be revised to include tank 241-C-111 as a tank with an increased dome load as documented in RPP-RPT-53494. 1.0 OBJECTIVE AND PURPOSE

This document RPP-11802 is being updated to incorporate the information contained in the

recent performed analyses, Tank-Specific Allowable Load for Hanford Site Single-Shell Tanks,

RPP-16363 (Ref. 15) and 200-Series Single-Shell Tank Dome Load Capacity (200 B, C, T and

U), RPP-16660 (Ref. 17). In April 2004, RPP-20473 was issued to provide design and dome

load tracking requirements. The purpose of this update is to consolidate the information

contained in numerous documents and provide this information to be readily available for

accessing allowable concentrated load limits above the tanks. Historical information for tanks

can be found in the previous revisions to this document including Analysis of Record (AOR) for

each tank.

This document summarizes the results of the AOR analyses and describes the basis for the

current dome load limits. This document provides the code-based load limits for which the tanks

were qualified through the AOR structural analyses. The dome load limits are allowable load

limits and thus include a code-based factor of safety in addition to any inherent safety factor for

the analyzed design loads considered.

2.0 TERMS AND DEFINITIONS

Analysis of Record (AOR) – A structural engineering analysis for a tank/facility that defines or

revises the safe operating load limits.

Authorized Temporary Concentrated Load - The sum of concentrated loads allowed on the tank

that are not permanent.

Concentrated Load - A load that is applied to a small area relative to the diameter of the tank and

is located anywhere above the tank and/or within the exclusion zone for the tank.

Concentrated Load Limit – The maximum allowed total concentrated load included in the AOR

qualifying structural analysis for the tank.

Distributed Load - A load or group of loads that are uniformly distributed over the tank.

Distributed Load Limit - The sum of uniform and distributed loads that was included in the AOR

qualifying structural analysis for the tank.

Dead Load – The vertical load due to the weight of all permanent structural and nonstructural

components of a structure.

Exclusion Zone - An area established around each tank that defines the jurisdiction limit for

administratively controlled dome loading.

Interim Concentrated Load Limit – Historically, the maximum allowed dome load for additional

concentrated loads (temporary and permanent) applied over the tank and/or within the exclusion

zone, until a DLR has been completed for the tank of interest.

Live Load – Load superimposed by moveable operational objects on the structure (does not

include wind load, earthquake load, or dead load).

Load Summary - Summary of loads documented in DLR.

Natural Load - A uniform load reserved for natural phenomenon loads, which includes snow and

volcanic ash fall environmental loads (see Ref. 19).

Permanent Concentrated Load - Sum of all concentrated loads that will remain permanently on

the tank.

Soil Density – The unit weight of soil in the units of lbf/ft3.

Soil Depth - The depth of soil measured from the apex of the tank dome or the highest point on

the tank structure up to the average soil grade over the tank.

Soil Depth Limit – The maximum allowable soil depth based on the AOR.

Soil Load - The weight of the soil directly over the tank, i.e., within the vertical projection of the

tank perimeter.

Tank Pressure Load - A uniform load reserved for the maximum obtainable equivalent dome

load caused by differential pressure between the tank vapor space and atmosphere.

Total Concentrated Load - The sum of all concentrated loads on the tank; the permanent

concentrated load plus the authorized temporary concentrated load.

Total Distributed Load - The sum of all distributed loads on the tank, which includes soil load,

equivalent uniform load, natural load, and tank pressure load.

3.0 RESULTS AND CONCLUSIONS

RPP-16363 (Ref. 15) document determined the magnitude of the revised concentrated load for

the tank specific in-place soil density and overburden that results in demands on the tank

structure that are within the baseline demand envelope established for the existing AOR loading

conditions. Based on the RPP-16363 results, the revised load limits presented in Tables 1

through 12 should be used for the specific 100-series SST tank.

RPP-16660 (Ref. 17) document determined the magnitude of the revised concentrated load for

the worst case soil density and overburden that results in demands on the tank structure that are

within the baseline demand envelope established for the existing AOR loading conditions. Based

on the RPP-16660 results, the revised load limits presented in Tables 13 through 16 should be

used for the specific 200-series SST tank. For AOR calculations use TFC-ENG-DESIGN-C-10

(Ref. 3) and for design use TFC-ENG-STD-06 (Ref. 19). Tank design criteria recommendations

can be found in RPP-20473.

Dome load tracking requirements are summarized in Attachment A which is based on RPP-

20473. For additional guidance on dome load sensitivity and dome load tracking see RPP-20473.

The documents RPP-CALC-43416 & RPP-CALC-47657 evaluate the addition of a large

penetration in 241-C-107 using a comparative analysis. These evaluations conclude the addition

of the large penetration does not affect the current dome load limits.

The document, RPP-CALC-51195, evaluates the addition of a large penetration in 241-C-105

using finite element modeling techniques, including static, seismic and TOLA conditions, based

on the current dome load limits (per RPP-11802, Rev 1C). The evaluation concludes the

installation of the 55-in. large penetration does not compromise the structural integrity of the

Tank C-105 dome.

The document, RPP-CALC-51994, evaluates the maximum dome load analysis of 241-C-105

after the addition of a 55-in. penetration in the dome center using finite element modeling

techniques, including static, seismic and TOLA conditions. The evaluation concludes the

maximum allowable concentrated live load above the dome is 650-kip (uniformly distributed

over a 20-ft diameter area) with a baseline configuration of Tank C-105 of a 55-in penetration in

the soil and the dome, covered with 6 ft of soil (125 lbf/ft3) at the apex.

The document, RPP-CALC-51995, evaluates soil excavation and offset loading activities

supporting the installation of a 55-in. penetration in 241-C-105. The evaluation provides the

technical basis for the removal of soil and placement of equipment on the dome.

The document, RPP-RPT-53494, evaluates the maximum dome load for the twelve C-Farm

series 100 tanks. The report concludes the 650-kip maximum allowable concentrated load above

the dome is acceptable for all C-Farm series 100 tanks in order to support tank retrieval. At this

time, the allowable concentrated load is increased to the maximum 650-kips for tanks 241-C-

101, 241-C-102, 241-C-107 and 241-C-111 to support ongoing retrieval operations.

4.0 DOME LOAD RECOMMENDATIONS

The SST evaluation performed in RPP-16363 (Ref. 15) provides multiple "Recommendations".

These recommendations are generalizations and are repeated, in part, as follows:

"It is recommended that additional soil density/depth data be obtained, at least for the tanks

where the actual concentrated loading is approaching the allowable values."

"If the allowable concentrated loading is found to be overly restrictive for a specific tank, it is

recommended that an ACI Code evaluation of the specific tank be considered, which would

likely result in higher allowable concentrated loads."

"Past analyses have raised some questions relative to the adequacy of the tank footings for the

baseline loading."

To address the above, if the actual concentrated load approaches the allowable values, the tank

soil density/depth data will be evaluated. If the concentrated load is overly restrictive then

additional ACI Code evaluations will be performed if it is determined to be necessary. The

footings of these and the DST tanks have historically been in question. The analysis performed in

RPP-16363 Appendix F (Ref. 15), a nonlinear finite element analysis, determined that once the

SST footing settled and cracked then load distribution would occur, thus relieving the high stress

zone. “At the shifted critical section, the moment capacity is much higher and the moment is

within the ACI Code limit…" Therefore the SST footing questions are answered in Appendix F.

5.0 SOIL DEPTH

Soil depth is the distance from the apex of the tank dome to the average soil grade over the tank.

Soil depth for each tank is the actual measured depth with documented detailed survey or as

documented by field walkdown per (Ref. 4). See Tables 1 through 16 for soil depth for each

tank.

6.0 SOIL DENSITY

Soil density shown in Tables 1 through 16 is the actual field tested density as documented in

Reference 5.

7.0 ALLOWABLE CONCENTRATED LOAD

The maximum Allowable Concentrated Load limit is determined based on the actual soil depth

and determined soil density as shown in Tables 1 through 16. The Allowable Concentrated Load

is considered to be applied at grade over a 10-ft radius area. The allowable concentrated load

limit for each tank is in addition to the uniformly distributed load and existing soil depth over the

tank dome.

8.0 UNIFORMLY DISTRIBUTED LOAD

A maximum of 40 lbf/ft2 natural or live uniformly distributed load at grade plus a uniformly

distributed due to internal pressure load of (-) 6” of water were considered for analysis of tanks.

These uniformly distributed loads are per references embedded in the documents in the History

of the Analysis of Record section for each tank farm. The latest AOR for the 200 series tank is

RPP-16660.

9.0 EXCLUSION ZONE

The Concentrated Load Limit also applies to the 20 ft Exclusion Zone used for the 100-series

SSTs and 16 ft for the 200-series SSTs (Ref. 8, 9, 10, and 16).

Concentrated (live or transient) loads applied due to the heaviest crane (110-Ton Grove AT1100,

approximate weight of 150,000 lbs) or lighter cranes and equipment, operating at Hanford Site

tank farms within the DST exclusion zones, is acceptable. This load has negligible effects as

determined in Reference 16. This also applies to 200-Series SSTs.

10.0 SST ANALYSES OF RECORD HISTORY

10.1 100-SERIES SST TANKS

10.1.1 History of the Analysis of Record

The AOR for the 100-Series SSTs is SD-RE-TI-012, Rev A-0 (Ref. 6) and RPP-11423 (Ref. 7).

Dome Load Controls were found in Ref. 1.

An axisymmetric finite element model using the ANSYS®1, SAFECRACK and NONSAP-C

programs along with hand calculations were used to perform the analysis. Asymmetric load

cases were also used to evaluate the tanks. The load cases included soil, equipment, hydrostatic

and thermal loads.

The Tanks were evaluated for a 0.25g seismic load utilizing the AXIDYN and FLUSH. computer

programs.

A 600ºF thermal load on the tanks were considered.

The controlling tank component is listed as being the foundation slab. (The hand calculations

did use the dead load factor, but did not include concentrated load contribution or thermal

contributions.)

10.1.2 Recent Analyses of Record

The most recent AORs performed for the 100 series SSTs are RPP-RPT-49989 (Ref. 28), RPP-

RPT-49990 (Ref. 29), and RPP-RPT-49992 (Ref. 30).

The analyses documented in these reports used modern finite element modeling techniques with

ANSYS®, versions 12.0 and 13.0.

The TOLA static models include the Type II, Type III, and Type IV tank geometries and the

steel reinforcement detailed in the tank drawings. The static analysis evaluated the effects of

waste level, waste temperature, and soil overburden loads. The effects of temperature on material

properties, concrete cracking, and soil properties were also considered. The effects of time

(creep) on the concrete were also considered.

A tank limit load analysis was also conducted with the TOLA static model. A separate TOLA

model evaluated the effects of tank appurtenances unique to the tanks. Tank buckling was

evaluated using theoretical buckling solutions with appropriate knockdown factors for geometric

imperfections, creep, cracking of reinforced concrete, and inelastic concrete deformation.

The dynamic seismic model evaluated a range of soil properties, and evaluated tanks with and

without waste during a seismic event using degraded concrete properties as determined in

TOLA. A separate seismic model was used to evaluate the effects of tank appurtenances.

Tank to tank interaction effects were also considered in RPP-RPT-49991 (Ref. 31) and

demonstrated not to be a problem for tank structural integrity.

The structural evaluations completed with the TOLA and seismic tank models do not reveal any

deficiencies with the structural integrity of the 100 series tanks. In addition, rebar yielding was

not observed in any of the analysis runs performed.

10.2 200-SERIES SST TANKS

10.2.1 History of the Analysis of Record

The AOR for the 200 series SSTs is SD-RE-TI-012, Rev A-0 (Ref 6).

ATTACHMENT A- LOAD TRACKING

A. GENERAL CONCENTRATED LOAD

1. The reference document for all entries shall be noted in the comment section of the DLL.

2. The permanent concentrated loads (PLC) and temporary (live) loads may be developed

from a survey of the concentrated loads on the tank or an upper bound value estimated

by the responsible engineer to envelop the current concentrated load for a specific tank

or for a group of tanks, such as entire tank farm. If an estimate is used for the load PCL,

then the basis for the estimate shall be included in the DLRSS or the DLL.

3. A group of concentrated loads (used to derive the PCL only) that act in a manner similar

to a uniform load may be removed from the PCL of the DLRSS if the following

requirements are met.

a. An engineering evaluation has been performed to qualify an equivalent uniform

load that has the same effect on the critical location within the tank structure as the

group of individual loads. This evaluation requires approval by a qualified

individual such as an engineering/analyses subject matter expert.

4. The following shall apply to recording concentrated loads in the DLL:

a. The responsible engineer is to apply appropriate rigor and precision when

performing the evaluation of the Permanent Concentrated Load and temporary live

loads to conservatively bound the summary of baseline loads.

B. BUFFER LOAD

A buffer load of 31,000 pounds is provided, therefore, the entire ACL limit on the DLL may be

used. The additional 31,000 pounds is allowed as an additional buffer load for the dome load log

tracking purposes. Upon approaching total utilization of the ACL limits the actual field

conditions should be evaluated. The buffer is to provide a workable range to allow for dome load

log variations and for exceeding the DLL ACL. This buffer however, is not to be intentionally

used. It is a buffer only.

C. PERMANENT LOADS

1. Facility modifications that result in permanent concentrated load changes of 1000 lb or

less may be excluded from the requirement to identify the PCL change in the DLL.

However, accumulation of such permanent loads should be reconciled in the DLL when

the accumulation approaches 10,0001b in a 10 foot radius. (e.g., after performance of a

Comprehensive Walkdown or a Special Focus Evaluation in accordance with TFC-ENG-

FACSUP-P-01 and TFC-ENG-FACSUP-D-0 1.1).

2. The following items are examples of concentrated permanent loads that could exceed

1000 lb. These loads shall be evaluated in the DLR if they are permanently located over

the tank and/or within the exclusion zone, if they are judged to be significant:

• Installed equipment

• Piping (above grade and net weight below grade)

• Structures (including net weight of footings)

• Soil berms placed above grade

• Cover blocks

• Net weight of buried piping

• Permanent shielding.

D. TEMPORARY LOADS

1. Temporary live loads that result in concentrated load changes of 5000 lb or less may be

excluded from the requirement to identify the DLL change. However, accumulation of

such temporary live loads should be reconciled in the DLL when the accumulation

approaches 80,000 lb over the surface of the tank. (e.g., after performance of a

Comprehensive Walkdown or a Special Focus Evaluation in accordance with TFC-ENG-

FACSUP-P-01 and TFC-ENG-FACSUP-D-0 1. 1). Note: These temporary loads are

based on 20 psf live load and are separate from (in addition to) the ACL.

2. The following items are examples of temporary live loads. These loads shall be evaluated

in the DLL if they are permanently located over the tank and/or within the exclusion

zone, if they are judged to be significant:

• Temporary equipment

• UT Support Trailer

• 4 Concrete tie down bocks

• Soil berms placed above grade

• Staging cover blocks

• Temporary Shielding

• Tents

• Tool cribs.

E. TRANSIENT LOADS

1. Transient loads or a numeric value to account for transient loads shall be recorded in the

DLL. A description of the transient load or reason for the numeric entry shall be included

in the DLL.

2. Transient loads may be estimate, determined by actual weighing, determined from

manufacturers data, or some other means of closely determining the weight.

3. The responsible engineer is expected to use appropriate judgment as to what is exempt

from the controls of this procedure. When a significant accumulation of such loads occur,

the load should be reported to the shift manager for entry onto the dome load log.

4. If the load is located over the tank, the full value of the load shall be recorded unless

otherwise justified. (see RPP-11356 as an acceptable method for estimating the load

transferred to the dome).

5. Transient loads applied within the exclusion zones of all SST and DST that are less than

or equal to the weight (approximately 150,000-1b) of the I 10-ton crane (Grove AT1100)

are exempt from the requirements for dome load controls. Therefore, under this

exemption, all references to "exclusion zone(s)" apply only to DCRTs, Catch Tanks, and

IMUSTs or transient loads in excess of 150,000 lb at DSTs and SSTs.
