1 PURPOSEThe Idaho Transportation Department (ITD), through the Idaho Division of Purchasing (DOP), is requesting Bids from qualified Vendors for the purchase and delivery of one (1) long line highway striping truck (Truck) in accordance with the specifications provided below.

2 GENERAL INFORMATION, SOLICITATION INSTRUCTIONS AND STANDARD TERMS AND CONDITIONSThis Solicitation is issued by the state of Idaho (State) via IPRO:(https://purchasing.idaho.gov/iprologin.html). The ITB Lead is the only contact for this Solicitation. All correspondence regarding this ITB must be in writing. In the event that it becomes necessary to revise any part of this ITB, amendments will be posted at IPRO. It is the responsibility of the Bidder to monitor IPRO for any updates or amendments. Any oral interpretations or clarifications of this ITB will not be relied upon. All changes to this ITB must be in writing and posted at IPRO to be valid. Alternate Bids are not allowed.

3 INQUIRIESQuestions or other correspondence must be submitted in writing to the ITB Lead listed below. QUESTIONS MUST BE RECEIVED BY 11:59:59 P.M. Mountain Time ON THE DATE LISTED IN THE ITB ADMINISTRATIVE INFORMATION. Written questions must be submitted using Attachment 1, Bidder Questions. Any questions regarding the State of Idaho Standard Contract Terms and Conditions found at http://purchasing.idaho.gov/terms_and_conditions.html must also be submitted in writing, using Attachment 1, Bidder Questions, by the deadline identified in the ITB Administrative Information. The State will not consider proposed modifications to these requirements after the date and time set for receiving questions. Questions regarding these requirements must contain the following:

1. The rationale for the specific requirement being unacceptable to the party submitting the question (define the deficiency).

2. Recommended verbiage for the State’s consideration that is consistent in content, context, and form with the State’s requirement that is being questioned.

3. Explanation of how the State’s acceptance of the recommended verbiage is fair and equitable to both the State and to the party submitting the question.

Bids which condition the Bid based upon the State accepting other terms and conditions not found in the ITB, or which take exception to the State’s terms and conditions, will be found non-responsive, and no further consideration of the Bid will be given.

4 SPECIFICATIONS In addition to the State’s Standard Terms and Conditions, the following applies:

4.1 GeneralThe Truck must meet or exceed the minimum specifications provided in Attachment 2, Specifications, and be the latest model of the manufacturer's current standard production, as offered to commercial trade. Though they are not specifically covered herein, all parts necessary to provide a complete and functional Truck, complete with accessories, must be furnished. All parts must conform in design, strength, quality of materials, and workmanship to current engineering practices and accepted standards of the industry. All parts must be the manufacturer’s standard unless otherwise specified in this ITB.

The Truck described in these specifications must be a truck mounted long line striping machine capable of applying reflectorized paint lines using high viscosity water borne paint. The Truck when fully loaded with four (4) 250 gal. containers of paint (Totes), and 6,000 lb. of beads must comply with State of Idaho maximum allowable axle weight limits of 34,000 lb. on the rear tandem axles and 20,000 lb. on the front axle. The Totes referenced in this ITB are provided by ITD; the Contractor will not be required to provide Totes.

4.2 Manufacturer’s Statement of OriginThe dealer furnishing the truck chassis must be an authorized franchised dealer licensed in Idaho for the make and model of truck being furnished. The dealer furnishing the truck chassis must provide the original Manufacturer’s Statement of Origin (MSO) and an ITD0502, Report of Sale and Application for Certificate of Title, directly to ITD upon payment of completed Truck to the Contractor for titling as a new truck.

4.3 AssemblyThe Truck must be assembled and adjusted when delivered to the location specified in Section 13. All equipment, including standard and supplemental equipment, must be installed as per the manufacturer’s specifications, and serviced and ready for continuous operation at the time of delivery, unless otherwise stated in this ITB.

4.4 PaintThe cab must be painted Winter White. The flatbed platform and all components mounted on or above the flatbed platform must be painted Sherwin Williams Automotive Paint No. 6355 Yellow, or equal. All components mounted below the flatbed platform must be painted black.

4.5 Electrical Installation4.5.1 All installed electrical cabling must be of adequate size to handle the anticipated loads of all electrical

components. All cabling must be uninterrupted and complete with no splices.

4.5.2 All electrical cabling must be color-coded.

4.5.3 All cable terminal ends must be: crimped, soldered to the cables and sealed with polyolefin heat shrink tubing, or weatherproof connectors. Scotch-Loc fasteners, crimp butt connectors, and wire nuts are NOT acceptable for any connection.

4.5.4 All electrical cable connections must be protected with dielectric grease.

4.5.5 All exposed electrical cabling must be enclosed in a protective loom, conduit, or wrapped harness.

4.5.6 All wiring must be clamped and held in place by the use of stainless steel rubber-insulated, bolt-on clamps.

4.5.7 All wiring passing through bulkheads and/or skid assembly components must be protected with either rubber or neoprene bulkhead wire protectors and/or body grommet type insert.

4.5.8 All electrical cabling to lamps must be stress relieved within 6 in. of the lamp. Low current circuits will be controlled by the Truck chassis’ electrical accessory power supply.

4.5.9 All electrical functions associated with normal driving operations must utilize the Truck electrical system. All other electrical components utilized during striping operations must utilize the electrical system of the auxiliary engine/compressor. Work lights can utilize either system.

4.6 Hydraulic Installation4.6.1 All hoses must be high pressure type.

4.6.2 All hoses must be routed in a manner to minimize rub points and bends. Hoses that will rub against metal during the operation of the Truck must be wrapped for protection.

4.6.3 All hoses must be routed to protect them from heat sources and enclosed whenever possible to protect them from damage.

4.6.4 Teflon tape must NOT be used in the hydraulic system.

4.6.5 Hydraulic hoses must NOT be secured to any factory-installed chassis wiring, cables, hoses, or lines.

4.6.6 Hydraulic hoses must NOT be secured in the same bundle with any electrical wiring.

4.6.7 Hydraulic hoses must be routed independently.

4.6.8 Hoses must be supported and securely fastened to withstand snow and ice conditions.

4.6.9 Hydraulic components and fittings must be sealed during assembly to prevent system contamination.

4.6.10 Hose interior must be cleaned prior to installation.

4.7 FastenersAll threaded fastener components (bolts, washers, nuts) with a diameter designation greater than or equal to Society of Automotive Engineers (SAE) 1/2 in., must be Grade 8; threaded fasteners with a diameter of 1/4 in. and less than 1/2 in. must be Grade 5; and all fasteners with a diameter less than 1/4 in. must be Grade 2. All nuts must be metal self-locking, lock washers are NOT acceptable. All bolts must be properly tightened/torqued according to manufacturer’s specification. All components must have grade identifier marks. All bolts and nuts must be zinc plated.

4.8 Wetted PartsAll wetted parts of the paint system must be constructed entirely of stainless steel for the application of water borne striping paints.

4.9 Manuals:The Contractor must furnish two (2) operator’s manuals, two (2) parts books, and two (2) service manuals including drawings, schematics, and applicable technical information to the delivered location, at the time of delivery for the delivery location. Stated manuals must cover all systems, including any component parts. Parts books and service manuals must be in compact disk (CD) format.

5 COSTProvide your fully burdened Total Cost on Attachment 4, Bid Schedule. The fully burdened total cost must include all requirements specified in this ITB.

6 BILLING PROCEDUREUpon ITD’s acceptance of the Truck, the Contractor must provide an invoice to the billing contact provided on the Purchase Order. The invoice must be submitted no later than thirty (30) calendar days after acceptance. Invoices submitted prior to acceptance will be returned to the Contractor for resubmission.

The Contractor must provide the following information with each invoice: 1 IPRO Purchase Order number and name of product 2 Agency Purchase Order number (provided at award)3 Detailed description of the products provided and associated amounts, as appropriate4 Name of authorized individual and contact information for Contractor

7 SUBMISSION REQUIREMENTS

7.1 Required Bid Submission ItemsYour Bid Submission must consist of the following:

7.1.1 Attachment 2, Specifications Provide your response on this attachment only if applicable.

7.1.2 Attachment 3, Specification ConfirmationProvide your product information on this attachment.

7.1.3 Attachment 4, Bid ScheduleProvide your cost information on this attachment. Do not submit your Bid on any other form. Submitting your Bid on a form different than the Bid Schedule may cause your Bid to be rejected as non-responsive.

7.1.4 State of Idaho Signature Page The State of Idaho Signature Page must be completed and submitted as part of your Bid. The State of Idaho Signature Page is attached in IPRO.

7.2 Bid Submission MethodsBids may be submitted electronically via IPRO or manually in a sealed envelope/package. Do not fax or e-mail your Bid. Your Bid must be received at the Division of Purchasing by the date and time specified on the IPRO header document. The official time, for bid closing purposes, is the Division of Purchasing’s time clock.

7.2.1 Electronic Submission via IPRO If submitting electronically via IPRO, upload all of the Required Bid Submission Items (See Section 7.1) and enter your cost in IPRO for each line item.

Upload all Required Bid Submission Items using Microsoft products such as Word and Excel. Do not submit items in .pdf format, unless provided otherwise in this ITB.

If submitting via IPRO, be advised that that the Bidder for Bid evaluation and award purposes is the entity profile under which submit in IPRO, which must be the same legal entity presented in your uploaded response materials. If the entity identified on the state supplied Signature Page differs from the entity under which you submit your Bid in IPRO, the information provided on the Signature Page prevails.

While it is not mandatory to submit your Bid electronically via IPRO, all Bidders participating in a Solicitation issued through IPRO must establish an account in the IPRO system (even if submitting a Bid manually outside of IPRO) as it is necessary in order to process and/or award the resulting Contract(s). It is free to establish an account and only takes a few minutes.

Bidders are further advised to upload response materials with descriptive file names, organized and consolidated in a manner which allows the State to efficiently navigate the Bidder’s response; as the State will print uploaded documents for evaluation in the manner received via IPRO.

7.2.2 Manual Submission If submitting manually (via U.S. Mail, courier or hand-delivery), seal all Required Bid Submission Items in a single envelope or package (be certain to include an original hand-written signature in ink OR an electronic signature on the State of Idaho Signature Page) and label the outside of the package as follows:

Bidders submitting manually must provide one (1) original and one (1) copy of their Bid, as well as an electronic copy on a USB or CD. Please clearly identify the original manual submission and be certain that the Signature Page is located at the front of the original Bid.

7.3 Trade SecretsIf your Bid contains trade secret information which you have identified, you must also submit a redacted copy of the Bid (in electronic format, with the word “redacted” in the file name) with all trade secret information removed or blacked out; as well as a separate document containing a complete list (per the instructions in the three (3) paragraphs directly below) of all trade secret information which was removed or blacked out in the redacted copy.

Paragraph 28 of the Solicitation Instructions to Vendors describes trade secrets to “ include a formula, pattern, compilation, program, computer program, device, method, technique or process that derives economic value, actual or potential, from not being generally known to, and not being readily ascertainable by proper means by other persons and is subject to the efforts that are reasonable under the circumstances

to maintain its secrecy.” In addition to marking each page of the document with a trade secret notation (as applicable; and as provided in Paragraph 28 of the Solicitation Instructions to Vendors), Bidders must also:

Identify with particularity the precise text, illustration, or other information contained within each page marked “trade secret” (it is not sufficient to simply mark the entire page). The specific information you deem “trade secret” within each noted page must be highlighted, italicized, identified by asterisks, contained within a text border, or otherwise clearly delineated from other text/information and specifically identified as a “trade secret.”

Provide a separate document entitled “List of Redacted Trade Secret Information” which provides a succinct list of all trade secret information noted in your Bid; listed in the order it appears in your submittal documents, identified by Page #, Section #/Paragraph #, Title of Section/Paragraph, specific portions of text/illustrations; or in a manner otherwise sufficient to allow the State’s procurement personnel to determine the precise text/material subject to the notation. Additionally, this list must identify with each notation the specific basis for your position that the material be treated as exempt from disclosure.

8 AWARDAward will be made, all or none, to the responsive responsible Bidder with the lowest Total Cost, as provided on Attachment 4, Bid Schedule.

9 PRE-BUILD CONFERENCE & PRE-DELIVERY INSPECTION9.1 Pre-Build Conference

The Contractor must coordinate and conduct a pre-build conference with ITD’s Maintenance Services Manager or designee at the ITD District 5 Headquarters Facility, located at 5151 South 5th, Pocatello, ID 83204, prior to commencing work the Truck to review drawings, components, component placement, and final review. The conference must be scheduled and conducted within fifteen (15) calendar days after award.

9.2 Pre-Delivery InspectionUpon completion of 80% to 85% of the Truck, ITD will conduct an inspection, at the manufacturer’s facility. The purpose of this inspection is to approve the gun, carriage, switch locations of the equipment, and to inspect the Truck to ensure the minimum specifications are met up to the 80% to 85% completion. Manufacturing of the remaining portion of the Truck must not begin until the inspection has been conducted and approved by ITD.

The Contractor must make all arrangements for travel and lodging. All costs associated with the pilot inspections including travel, lodging, and meals for two (2) ITD employees must be included in the fully burdened bid price. In the event that multiple inspections are required prior to final approval of Truck, the costs for the additional trips will be at the responsibility of the Contractor.

10 ACCEPTANCEUpon receipt, the Truck will be inspected by the ITD Maintenance Services Manager or designee to ensure the minimum specifications are met. Acceptance will occur fourteen (14) calendar days after delivery, unless ITD has notified the Contractor in writing that the product delivered does not meet the minimum specifications. If ITD determines that the Truck is not in accordance with the specifications, ITD will provide the Contractor with a written notification. The Contractor must pick-up, correct any discrepancies, and re-deliver to ITD specified location at the Contractor’s expense. The timeframe for completion of corrective action must not exceed thirty (30) calendar days from receipt of written notification from ITD.

11 WARRANTYThe Truck and all accessories must be warranted against all defects in material and workmanship by the manufacturer and the Contractor for a period of twelve (12) months. Warranty must include freight to replace a defective warranted item and freight costs to return the warranted item to ITD.

If any warranty work is to be performed, the Contractor may elect to authorize a dealer of their choice or authorize ITD to perform the necessary repairs in accordance with the manufacturer’s standards. If the Contractor authorizes ITD to perform any warranty work, it is the responsibility of the Contractor to guarantee that the work is completed in accordance with the manufacturer’s standards at the expense of the Contractor. Completion of warranty repairs by ITD must not affect warranty.

Warranty must commence when the Truck are placed into service by ITD. “In-Service” date is defined as the date accepted by ITD, but will not be later than thirty (30) calendar days after receipt of completed Truck. ITD will be responsible for reporting “In-Service” dates to the Contractor.

12 TRAININGThe Contractor must provide a factory technician for a minimum of three (3) days, but not to exceed five (5) days, for instruction in the operation and maintenance of the Truck when the Truck is put into service. The technician must be versed in the operation and maintenance of the Truck and capable of making any necessary field adjustments to the Truck during the training period. Training will be provided at the delivery location.

13 DELIVERY The Contractor must deliver and unload the Truck prior to February 1, 2017 to:

14 RECORDS MAINTENANCEContractor must maintain or supervise the maintenance of all records necessary to properly account for all payments made to the Contractor pursuant to the Contract. These records must be retained by the Contractor for at least three (3) years after the Contract terminates, or until all audits initiated within the three (3) years have been completed, whichever is later.

15 AUDIT RIGHTSThe Contractor agrees to allow State and Federal auditors and State purchasing staff access to all the records relating to this Contract, for audit, inspection, and monitoring of services or performance. Such access will be during normal business hours or by appointment.

A. Description

1. Type – Self-contained, self-propelled truck mounted striping machine.

2. Speed – Must operate at striping speeds of 18 mph to 20 mph putting down four (4) lines in two (2) colors (8 total guns) at 15 mil to 18 mil (Wet Film Thickness) and 6 lb. to 7 lb. of beads per gal. of paint.

3. Capacity – Must carry two (2) colors with up to four (4) portable 250 gal. paint Totes and must apply paint directly from these containers.

B. Platform

1. Type – Heavy duty construction and of adequate size and strength to accommodate all equipment components.

2. Deck – Aluminum, non-skid diamond plate.

3. Cross Members – Structural steel channel with spacing not to exceed 24 in. centers.

4. Longitudinal – Structural steel channel.

5. Ladders – Furnished on each side of the platform constructed of square tube. Ladders must be fold-up design or closed off when not in use to prevent the operator from falling off of the platform. A rear staircase constructed of steel will be built into the rear bumper to allow access to the operator’s cab.

6. Hand Railing – Bolted in place around the platform constructed of square tube. Railing to be 42 in. high minimum with mid rail.

7. Rear Fenders – Black polyethylene full coverage tandem fenders with front and rear mud flaps to protect striper components and gun carriages. Fenders and mud flaps must be removable for service work.

8. Tote Storage Area – Paint storage area to accommodate four (4) Totes. A ratcheted hold down strap system will be installed to properly secure the Totes to the platform without shifting during transport.

C. Paint System

1. Transfer Pumps – Two (2) air operated diaphragm paint transfer pumps with Teflon balls and diaphragms and stainless steel wetted parts. Must be capable of charging the heat exchangers while painting.

2. Paint Tote Selector Valve – Must allow operators to switch from front to rear totes on the fly, one valve for white and one for yellow and be located on the diaphragm inlet side. Switches must be mounted in the operator’s cab.

3. Suction Hoses – Four (4) suction hose assemblies must be furnished. Each assembly must include a suction hose, stainless steel quick disconnect fitting, cap and plug. Suction hoses must have proper valves to allow each pump to draw paint from a single Tote, or two (2) Totes at one (1) time.

4. Strainers – Stainless steel paint strainers, with a minimum of 100 sq. in. of surface area, must be installed after each low-pressure paint pump. Strainers must be easily accessible for cleaning so that paint will not drip onto the paint striper when cleaning.

5. Plumbing – All plumbing on the low pressure side of the paint system must be stainless steel pipe or chemical resistant paint hose. Cam and groove connections must be provided so that a section of the paint lines may be removed without dismantling the entire system.

6. Valves – All valves in the paint system must be 90° turn ball type, sized to meet flow requirements. All valves and rigid plumbing must be color coded with the following code: white for white paint, yellow for yellow paint.

7. Paint Pumps – Four (4) high pressure hydraulic powered stainless steel airless paint pumps with individual stainless steel check valves, must be provided and plumbed in tandem to deliver paint to the spray guns, two (2) for yellow, and two (2) for white. One (1) high pressure stainless steel surge chamber for each color must be plumbed to the outlet or discharge side of high pressure pumps.

8. Flexible Paint Lines – High-pressure paint lines must have a minimum working pressure of 2,250 psi, and be equipped with stainless steel swivel fittings for easy removal.

9. Recirculation System – Must allow the ability to utilize transfer pumps to circulate paint from totes thru heat exchanges and back to totes. Circulation of paint must be controlled from operators cab while truck is moving.

D. Paint Heating System

1. Type – A scavenger type heat system capable of heating the paint to a temperature of 135° F. at an ambient temperature of 70° F. must be installed utilizing the auxiliary engine’s cooling system to generate heat.

2. Equipped with an isolation type heat exchanger to protect the engine’s cooling system from contaminants in the event the paint heat exchanger ruptures. All wetted components of heat exchangers must be stainless steel.

3. Controls – All controls for the solenoid-controlled valves at the heat exchangers must be digital readout type and located in the operator’s control console.

4. Requirement – All necessary controls and safety devices to prevent overheating, excessive water pressure, and shut down in case of malfunction must be properly installed.

5. Distribution Lines – All lines from the heat exchangers to the guns must be properly insulated to reduce heat loss prior to application.

E. Paint Gun Carriages

1. Type – Two (2) paint and bead gun carriages. One (1) on the left, and one (1) on the right. They must each be extendible out beyond the truck width 4 ft. with a maximum operational range width between left and right exterior paint guns of 16 ft. Design must maintain gun position height with respect to the pavement.

2. Lift System – Each gun carriage must raise and lower by the use of switches located at each operator’s station. An automatic locking mechanism must be provided to hold the carriages in the transport position. Chain storage is unacceptable. Carriages must remain flush with side of truck when transporting.

a. Auto Lift – Paint gun carriages must automatically lift when truck chassis is shifted into reverse when carriages are in the down position.

3. Road Wheel – Must be equipped with one (1) road wheel mounted on a single swivel caster with tapered roller bearings. Tires for road wheels must be a Goodyear Flight Special II, size 5.00-5, 6-ply rating with a rated load capacity of 1,285 lb. or equal.

4. Horizontal Movement – Hydraulic cylinder steering must be installed to control the horizontal movement of each carriage. Completed carriage assemblies must be located in front of the rear axles.

6. Plating – All steel components such as horizontal bars, adjustable brackets, and gun holder rods must be zinc plated or constructed of stainless steel to accommodate for easy manual adjustments of guns and to increase durability.

7. Gun Layout

a. Left Carriage – Must consist of three (3) air dusters to be mounted in front of the gun configuration with the ability to blow off the lines. Controls for air dusters to be located at left operator’s station. Four (4) yellow paint guns, four (4) white paint guns, and three (3) glass bead guns.

F. Paint and Bead Guns

1. Paint Guns – Thirteen (13) high pressure airless type guns, capable of yielding at least a 4 in. line width with 0.011 in. wet film thickness at speeds up to 17 mph. Spray guns to be specifically developed for highway striping. Spray tips must be carbide steel for wear.

2. Mounting – Each set of outside and inside paint guns for each color must be mounted to allow for vertical adjustments using a Warner Linear model 512-17A8-06 or equal actuator. Six (6) total actuators are required, four (4) for left carriage and two (2) for right carriage. The actuators must be operated using toggle switches placed at the corresponding operator’s stations.

3. Requirement – Guns must be supplied with a stainless steel chamber allowing the tips to be flushed with water to prevent hardening of paint on the spray gun tip. Control switches for the tip flush system must be at the operator’s station. Left side operator will require one switch for yellow tips and one switch for white tips. Right side will require only one switch for the white tips.

4. Glass Bead Guns – Five (5) electric over air operated guns capable of dispensing beads at a rate of up to 30 lb. per minute.

5. Flush Tank – American Society of Mechanical Engineers (ASME) 20 gal. water pressure tank with safety valve and pressure relief valve with all necessary plumbing to introduce solvent to each paint line. A coupling or fitting that will allow for a regular garden hose to be connected so that the tank can be filled from ground level when needed is required.

H. Air Supply

1. Compressor – Rotary screw type capable of supplying all air requirements at 100 psi.

2. Drive System – Direct coupled hydraulic motor driven.

3. Air Reservoir – 10 gal. ASME pressure vessel with a working pressure of 125 psi.

4. Gauges – Air pressure and oil temperature mounted in operators cab control console.

5. Cut Off Valve – Manual type to cut compressor off from remainder of air system.

6. Air Cooler – Finned tube type.

7. Moisture Separator

8. Oiler – One (1) each lubricator per gun carriage, two (2) total, to lubricate the air solenoids for the paint and bead guns.

9. Enclosure – Engine and air compressor must be fully enclosed. Enclosure(s) must be insulated to dampen noise and equipped with removable doors for servicing all components.

I. Hydraulic System

1. Type – Closed center design, piston pump, for hydraulic operation of the paint pumps and steering control of the paint carriages: open center design, gear pump, for the operation of the air compressor.

2. Hydraulic Pumps – Must be tandem mount and direct driven from auxiliary engine. Belt drive pumps are not acceptable.

3. Paint Gun Carriage Steering – Hydraulic power steering using industry standard steering wheels. One (1) per side.

4. Paint Pump Manifold – Stackable type with 12 volt DC solenoid operation valves.

a. Pressure Reducing Valve – 12 volt DC operated to allow independent paint pump pressure control.

b. Flow Control Valve – To prevent over speed of paint pumps.

5. Hydraulic Reservoir – Sized for hydraulic system requirements and cooling. Must be equipped with a magnetic drain plug, and a sight/temperature gauge.

6. Cooler – Rated at 40 GPM minimum with fan. Fan must be equipped with a temperature switch.

7. Filters – Each pump system must be equipped with a suction strainer and a 10-micron rated in-tank return filter. Two (2) suction strainers and return filters are required.

J. Electrical System

1. Junction Blocks – All junction blocks at the control box and on the gun carriages must be protected from the weather and must follow standardized cable color-coding. Junction blocks are to be UL listed, rated at 40 amps.

2. Wiring – Wiring harness between the junction blocks is to be protected by polyethylene corrugated loom wire covering. Shrink tubing must be used as a protective covering on the wiring from the cart junction box to the air solenoids. Individual ground wires must be supplied for all electrical components and functions. Chassis grounding is unacceptable.

3. Connectors – Cable connectors for the control box must be quick-connect-disconnect plugs and receptacles designed for quick removal.

4. Rear Warning Lights – Two (2) Ecco model 5590A or equal LED light bars mounted on the rear corners of operators cab.

5. Carriage Warning Light – One (1) each Milex model Deltek Quasar 360° or equal LED warning light mounted on each carriage.

6. Work Lights – Six (6) PAR 36 LED work lights must be installed. Two (2) must be mounted on the top front corners of the operator’s cab, illuminating the tote storage area. Two (2) lights, one (1) facing forward and one (1) facing rearward and downward will illuminate each carriage.

K. Glass Bead System

1. Bead Tank – 6,000 lb. glass bead capacity, certified ASME pressure vessel with hinged lid and handle installed on truck deck. Top of vessel must have an access port for a 2 in. bead loading hose. A step or ladder to be provided so that the top of the bead tank can be reached. Unit must be equipped with sight level gauges at 1/4, 1/2, and 3/4 levels.

2. Pressure Capacity – Vessel must have a working pressure of 110 psi and a maximum test pressure of 165 psi.

3. Accessories – Vessel must have 110 psi pressure relief valve, a self-expelling moisture trap, and a shut-off valve.

4. Distribution – Glass beads must be conveyed under pressure to bead guns using transparent flexible hoses.

L. Bead Loading System

1. Type – Vacuum bead loading system capable of loading a minimum of 200 lb. of beads per minute. It must operate by creating a vacuum in the bead tank. No moving parts will be accepted other than ball valves on bead loading system.

2. Accessories – Bead loading system must include a 2 in., 15 ft. fill hose, with a 36 in. long steel tube attached to the suction end and all necessary fittings.

M. Operators Cab

1. Type – Rear mounted and fully enclosed with tinted windows for good visibility of paint guns. The operators will be located in a fabricated environmental cab bolted at the rear of the work platform. An access door must be provided at the rear of the cab. Access doors must be weatherproof, hinged and equipped with slam latch type handles. Slider type doors are not acceptable.

2. Insulation – Insulated with foam sheet insulation and covered with black vinyl for temperature and noise. Sound level within control cab must not exceed 85 dBA.

3. Floor Mat – 1/2 in. thick insulated rubber mat covering the complete floor area.

4. Wall Covering – Exterior must be covered with painted aluminum. Interior covering must have a finished appearance.

5. Approximate Dimensions – 114 in. wide with window. Depth and height to be as large as possible per these specifications.

6. Windows – Front, side and rear windows must be safety glass tinted to 35% with round corners for strength and safety. All windows must extend as high as possible. Square corners are not acceptable. The use of window tint film is not acceptable on any window.

a. Side windows must extend to within 18 in. of the floor with a center crossbar not to exceed 3 in. in width. The front half must be double slide opening for ventilation.

b. Diagonal windows at each front corner must extend to within 12 in. of the floor and must be non-opening. The width and angle of the diagonal window must be that which will provide maximum operator visibility forward and of the extended gun carriages. The cab support posts on each side of the diagonal windows must be as narrow as possible, yet maintain structural rigidity.

c. The window forward of the left operator must extend within 12 in. of the floor.

d. The window in the rear access door must encompass the upper 40% of the door, and be non-opening.

e. The rear windows behind the operators must be the same height as the upper half of the side windows and must be double track slide opening for ventilation.

8. Seats – High-back design with 2-position adjustable front cushions, adjustable rear cushion, 3 chamber air lumbar, adjustable seat and back side cushions, armrest for both operator positions.

a. Location – Seats must be located in the rear corners and as close to the outside walls of the operators cab for optimum visibility of gun carriages. Seats must be mounted to cab with swivel mounts. Location of seats must allow seats to swivel 150°.

b. Seat Belts – Lap and shoulder belts must be provided for both operator positions.

9. Heater/Air Conditioners – Two (2) rooftop combination heater and air conditioning units. Heaters must maintain a cab temperature of 75° F in 40° F ambient temperature. A/C compressor must be driven by the auxiliary engine, and maintain a cab temperature of 65° F in 110° F ambient temperature. Height of completed unit must not exceed 13 ft.

10. Control Console – Location must be in the center of cab and accessible from both operator stations. All controls not contained at the individual operator stations must be provided in the control console.

11. Electrical Controls – 12 volt DC power independently protected by accessible circuit breakers mounted in the control console. A single main power switch must be used to control all electrical functions dealing with striper controls. The power switches to be located in the truck chassis cab.

12. Work/Dome Light – Installed inside the operator’s cab. This light will illuminate the operator’s controls and will have a red lens cover to limit glare.

13. Radio – Factory installed AM/FM stereo with CD player.

N. Video Guidance Cameras

1. Type – 12 volt DC closed circuit TV system.

2. Cable and Connections – Type used will provide maximum weather resistance. Connections are to include caps for when camera is removed when not in use.

3. Cameras – Two (2) Panasonic WV-CP504 or equal cameras with auto-iris and manual zoom lenses. Cameras must be housed in weather resistant camera enclosures.

4. Camera Mounting – Cameras must be removable and mountings must be provided on both the front left and front right of the striping machine, approximately 40 in. to 60 in. above ground level. Cameras must be mounted with the ability to move horizontal by means of actuators controlled by the driver or operator of the striping machine with a toggle switch.

5. Rear View Back Up Camera – Installed on the rear of the unit and must be tied to the Operator Driver Interface Monitors.

O. Intercommunication System

1. Requirement – An intercom system must provide vocal communication between the driver of the vehicle and operators of the striping equipment.

2. Type – Three-headset system. Two (2) headsets with dual earphones for the operators of the striping equipment and one (1) headset with single earphone for the vehicle driver.

3. State Radio – ITD will supply a Kenwood model TK-8180H UHF mobile radio. The radio must be installed in truck cab and tied to intercom microphones in rear operators cab.

4. Headsets – Lightweight David Clark model H3432 or equal dual ear piece with Flow-Fit Gel Ear Seal for each rear operator and model H3492 or equal single ear piece with Flow-Fit Gel Ear Seal for driver. Cords must be located so as not to interfere with operational procedures of the striper.

Q. Operator Driver Interface Monitors

1. Type – Touchscreen integrated with Electronic Line Control System to monitor and control striping functions.

2. Monitors – Dual monitor system. One (1) monitor located in truck cab and one (1) monitor located in operator’s cab. Monitor display to be configurable for each cab location.

6. Air/Pavement Temperature Sensor – Air and pavement temperatures must be displayed on the Operator Driver Interface Monitors.

R. Paint and Bead Data Acquisition System

1. Paint Data – Must provide a read out of gallons of paint used during striping operations. Must also display a total of gallons used per color and number of feet painted per gun on a particular day or job.

2. Bead Data – Must provide a read out of glass beads being applied. This reading must be visible to the operators at any time during or between operations. Must display the actual lb. of beads remaining in the tank, as well as sight glass mounted on the tank.

3. Must integrate data collected from paint and beads to provide “on the fly” readouts in real time to the rear operators. Such readouts will include, but not be limited to gallons of paint per lineal foot being applied, and lb. of beads per gal. being applied

4. Accuracy – Must be within 10 lb. per 7000 lb. on beads and 10 gal. per 500 gal. of paint.

5. Text Editor – Must allow input for operator’s documentation of road numbers, temperature, time of day, etc. and be associated with information provided by the data acquisition system.

3. Radar Emitter – A Cobra Electronics Safety Alert or equal system must be installed on the striping machine. System must broadcast a low-powered microwave K-band traffic radar signal up to a mile ahead and behind the vehicle. Signals sent by this system will include “Emergency Vehicle Approaching” and “Road Hazard Ahead” to detectors featuring these capabilities. System must include bi-directional beams, front and rear, with a 120° width. System must be certified by the Federal Communication Commission (FCC) for use in the United States.

4. Electrical Inverter – Dimensions Unlimited, Inc. model 12x16U or equal with support package "A", optional remote panel with liquid crystal display. Unit must be wired to a single 110 volt, Ground Fault Circuit Interrupters (GFCI) dual outlet electrical box located in the Operators Control Station, and must include a deep cycle support battery to make a complete and working unit.

5. Variable Message Board – three (3) lines, 10 in. character LED changeable message sign to include the control keypad and software for programming. Unit must face rearward and be installed at the rear of the operator’s cab above door. Controller for sign to be located in the control console of the operators cab.

6. Digital Video Recorder and Rear View Camera – To be utilized to view and record traffic approaching from rear.
