Apex Kidney Care Private Limited for outsourcing the operation & management of Dialysis Centre at SVP CGH immediately and to put up before the next Board Meeting. 02. BUDGET ESTIMATES 2017-2018 (REVISED) & 2018-2019 (ORIGINAL)

To consider the Budget Estimates for the year 2017-2018 (Revised) and 2018-2019 (Original).Connected papers are placed on the table. RESOLUTION NO. 2 : Considered. Discussed the various budget heads in detail. Resolved to approve the Budget Estimates for the year 2017-2018 (Revised) and 2018-2019 (Original). The Budget Estimates be forwarded to the Competent Authority for obtaining sanction.

03. GRANT OF DEARNESS ALLOWANCE TO CANTONMENT FUND SERVANTS.

To note Dte. letter bearing No. 8073/NT/DA/Maharashtra/VIII/ DE/7 dated 18.05.2017 wherein sanction has been accorded under Rule 19(b) of the Cantonment Account Code, 1924 for incurring expenditure on account of increase of Dearness Allowance to Cantonment Fund Servants w.e.f. 01.07.2016 @ 7% on Basic Pay + Grade Pay as per Govt. of Maharashtra vide their Finance Department Resolution No. माभाव-1116/Pra.Kra.44/Seva9 dated 21.04.2017 & Pensioners also. A copy of GR enclosed.Connected papers are placed on the table,Note: The increase in the rate of DA is applicable to the Cantonment Board Employees and Pensioner under the provision of memorandum of settlement dated 13.05.1969. The financial implication will be Rs.11,46,000/- p.m. approx. Budget provision will be made in the Budget Estimates 2017-2018 (Revised).RESOLUTION NO. 3 : Considered. Board noted the sanction received from the Directorate.

04. PROMOTION TO THE POST OF RESIDENT MEDICAL OFFICER, SVP CGH : PUNE CANTT.

Reference CBR No. 7 dated 29.03.2017. To consider letter dated 03.05.2017 received from Dr. A Saoji, AMO SVP CGH requesting not to consider her name for the post of RMO due to health, personal and family reasons. Connected papers are placed on the table. Note : The Board vide CBR No. 7 dated 29.03.2017 had resolved that Dr. A V Saoji, the senior most AMO be directed to work with RMO in order to get acquainted with the various administrative works of SVP CGH as well as to be aware about the assets, documents, inventories of the Cantonment General Hospital and

other procedure & norms so that after 30.06.2017, she could not deny that ex-RMO has not told / briefed about such matter / assets / documents / projects / rules / norms etc. Thereafter again the matter be referred to Board for taking decision on promotion to the post of RMO. Dr. Saoji will be on leave for 2 months w.e.f. 12.06.2017 for visiting United States with her daughter for PG Course in General Medicine.RESOLUTION NO. 4 : Considered. CEO brought to the notice of the Board that Dr. Saoji is going on leave for a period of 2 months to United States. Meanwhile it is suggested that the next senior most AMO Dr. V D Gaikwad may be given the charge as officiating RMO till Dr. Saoji join backs the duty after availing her leave. Matter discussed. Resolved that Dr. V D Gaikwad, AMO may be given the charge as officiating RMO, SVP CGH. Further resolved that after Dr. Saoji, senior most AMO joins back the duty, the matter regarding promotion to the post of RMO be placed before the Board.

05. IMPLEMENTATION OF INDUSTRIAL TRAINING INSTITUTE (ITI) IN DR. AMBEDKAR MEMORIAL HIGH SCHOOL, PUNE CANTT.

To consider the matter of starting of Industrial Training Institute in Dr. Ambedkar Memorial High School after SSC. Presently the school is running std. V to X with technical wing for Standard VIII to X. Day by day the admissions have been increasing due to technical facilities in the school and there is demand from the parents / general public to start ITI with conventional and new technology trades as there is no such Institutes in Pune Cantt. The school has infrastructure to accommodate the Institute and also additional land have been made available for the School. There are technical faculties available in School for certain Trades. It is proposed to start 10 trades Viz. Carpenter, Draughtsman (Civil), Draughtsman (Mechanical), Electrician, Plumber, Pump Operator Cum Mechanic, Information Technology, Computer Hardware & Network Maintenance, Digital Photographer & Photographer. The estimated cost for establishing the entire unit would be approx. 81,60,000/- and the recurring cost will be 21,60,000/- per annum. The annual cost may be recovered from the student fees @ Rs. 12,000/- per annum. The total intake for all 10 Trades will be 180 students.

It is required to apply online for registration and permission for starting an Industrial Training Institute from State Government. The registration fee for 10 Trades / Courses is Rs. 60,000/- and application form fee is Rs. 500/-.

RESOLUTION NO. 5 : Considered. Matter discussed at length. CEO explained that in the present generation such ITI courses should be started by the Board for the better future of the children. All the Members also stated that this would be a good initiative by the Board for the children of the Cantonment & surroundings. CEO further stated that instead of starting the ITI Courses in Dr. Ambedkar High School, a full-fledged ITI courses be started in the proposed Veer Sawarkar school, which is to be constructed. The Members also approved the suggestion. After detailed discussions and deliberations resolved to approve in principle to start Industrial Training Institute for 10 trades viz. Carpenter, Draughtsman (Civil), Draughtsman (Mechanical), Electrician, Plumber, Pump Operator Cum Mechanic, Information Technology, Computer Hardware & Network Maintenance, Digital Photographer & Photographer. Further resolved to apply online for registration and permission for starting an Industrial Training Institute from State Government. CEO is authorized to incur the necessary expenditure towards the same. HM, Dr. Ambedkar Memorial High School to take further action.

Further resolved that after getting the necessary permission from the State Government, the matter be again referred to the Board for finalizing the site for starting the Industrial Training Institute.

06. OPEN AUCTION FOR DISPOSAL OF UNSERVICEABLE ITEMS / SCRAP MATERIAL ON AS-IS-WHERE-IS BASIS : PUNE CANTT.

Reference CBR No. 54 dated 29.03.2017.To approve the highest auction rates received in respect of various lots for disposal of unserviceable items / scrap materials. The open auction was conducted in the Stores Department on 28.04.2017 in the presence of Elected Member & various staff of the Board. 07. SANCTION FOR THE WORK OF PROPOSED CONSTRUCTION OF PRIMARY SCHOOL AT THE EXISTING SITE OF VEER SAWARKAR BUILDING, BHIMPURA : PUNE CANTT.

To note letter bearing No. 8119/OW/Pr.Schl/Veer Sawarkar/C/DE dated 21.04.2017 wherein the sanction of the GOC-in-C, Southern Command has been conveyed by Directorate, Defence Estates, Southern Command, Pune for the work of proposed construction of Primary School at the existing site of Veer Sawarkar, Bhimpura, Pune Cantt.

08. SANCTION FOR THE WORK OF PROPOSED CONSTRUCTION OF FOOT OVER BRIDGE ON CASTELLINO ROAD CROSSING THE CANAL : PUNE CANTT.

To note letter bearing No. 8119/OW/Foot Over Bridge/C/DE dated 01.05.2017 wherein the sanction of the GOC-in-C, Southern Command has been conveyed by Directorate, Defence Estates, Southern Command, Pune for the work of proposed construction of Foot Over Bridge on Castellino Road crossing the canal, Pune Cantt.

To note letter bearing No. 8119/OW/Multi Level Car Parking/C/DE dated 03.05.2017 wherein the sanction of the GOC-in-C, Southern Command has been conveyed by Directorate, Defence Estates, Southern Command, Pune for the work of proposed construction of Multi Level Car Parking on Lloyd Road, Pune Cantt.

10. TENDER FOR REPAIRS TO BOREWELLS IN CANTONMENT AREA FOR THE YEAR 2017-18

No Bids have been received during the second call also. The tenders may be re-invited.

RESOLUTION NO. 10 : Considered. Board noted that no bids have been received for the second time also. Elected Members stated that since the work of repairs / drilling of borewell has to be carried out, the approved existing agencies i.e. M/s. Wateraid Pump Services & M/s. Kadam & Sons be asked to carry out the work at the rates already approved by the Board. Matter discussed. Resolved to carry out the work of repairs / drilling of borewells & provision of submersible pumps through the existing agencies M/s. Wateraid Pump Services & M/s. Kadam & Sons subject to the condition that they are willing to carry out the work at the rates already approved by the Board. CEO is authorized to incur the expenditure towards the same.

11. TENDER FOR THE WORK SUPPLY & INSTALLATION OF SANT TUKARAM MAHARAJ SCULPTURE WITH MEGH DUMBARI ABOVE THE STATUE OF EAGLE & OTHER CARVING, PAINTING, SCULPTURE WORKS FOR PUBLIC IMPROVEMENT & SWACHH BHARAT AT CREMATORIUM IN PUNE CANTONMENT FOR THE YEAR 2017-18

To consider the online tenders for the subject work, which was received in two parts i.e. Technical & Financial Bid. The Technical bids were opened on 11.04.2017 and only one bid has been

To consider the online tenders being invited for the second time for the subject work, which was received in two parts i.e. Technical & Financial Bid. The Technical bids were opened on 11.04.2017 and Five bids were received. The technical bids were scrutinized and all the tenderers are technically qualified. Thereafter the financial bids of the technically qualified tenderers were opened on the same day on 11.04.2017 and the details are as under :-

The tender for the subject work was invited by the Board for the year 2016-17. The lowest rate was approved by the Board vide CBR No. 30 dated 22.10.2016 @ Rs. 5,97,69,000/- at an estimated cost of Rs. 700.00 lakhs, for which the reasonability of the lowest rate quoted was obtained from GE(N) vide letter dated 04.10.2016 & also CWE letter dated 18.10.2016. RESOLUTION NO. 12 : Considered. Board noted letter dated 20.04.2017 received from GE (N) wherein it has been opined that the rates quoted by the Lowest tenderer are reasonable. Matter discussed. Resolved to approve the lowest rate quoted by R K Enterprises @ Rs. 5,32,63,000/- for provision of bituminous macadam & semi dense concrete hot mixed hot laid with paver finish for the roads in Pune Cantonment for the year 2017-18 alongwith list of works. CEO is authorized to issue work order and to incur the expenditure.

13. TENDER FOR THE WORK OF REINSTATEMENT OF ROAD CUTTINGS & WIDENING OF ROADS AND PROVISION OF 2 CM THICK PREMIX CARPET & PREMIX SEAL COAT FOR THE ROADS IN PUNE CANTONMENT FOR THE YEAR 2017-18

To consider the online tenders being invited for the second time for the subject work, which was received in two parts i.e. Technical & Financial Bid. The Technical bids were opened on 11.04.2017 and Five bids were received. The technical bids were scrutinized and all the tenderers are technically qualified. GE(N) vide letter bearing No. 800/Gen/Cantt/03/E8 dated 20.04.2017 has opined that the rates quoted by the lowest tenderer is reasonable.The tender for the subject work was invited by the Board for the year 2016-17. The lowest rate was approved by the Board vide CBR No 44 dated 23.08.2016 @ Rs.76,62,000/- at an estimated cost of Rs. 150.00 lakhs, for which the reasonability of the lowest rate quoted was obtained from GE(N) vide letter dated 08.08.2016. RESOLUTION NO. 13 : Considered. Board noted letter dated 20.04.2017 received from GE (N) wherein it has been opined that the rates quoted by the Lowest tenderer are reasonable. Matter discussed. Resolved to approve the lowest rate quoted by Paveway Constructions Pvt. Ltd. @ Rs. 42,67,000/- for the work of reinstatement of road cuttings & widening of roads and provision of 2 cm thick premix carpet & premix seal coat for the roads in Pune Cantonment for the year 2017-18 list of works. CEO is authorized to issue work order and to incur the expenditure.

14. TENDER FOR THE TERM CONTRACT FOR REPAIRS TO LANES AND BYLANES WITH READY MIXED CONCRETE FOR THE YEAR 2017-18 : PUNE CANTT.

To consider the online tenders being invited for the second time for the subject work, which was received in two parts i.e. Technical & Financial Bid. The Technical bids were opened on 11.04.2017 and ten bids were received. The technical bids were scrutinized and Eight tenderers are technically qualified. Thereafter the financial bids of the technically qualified tenderers were opened on the same day and the details are as under :-

Hence the tender was re-invited. The tender for the subject work was invited by the Board for the year 2016-17. 16. CONSTRUCTION OF MULTILEVEL CAR PARKING BUILDING IN FRONT OF HOTEL MANGAL VIHAR, GENERAL THIMAYYA ROAD : PUNE CANTT.

To consider letter bearing No. PCB/2017/GEN dated 13.04.2017 received from Headquarters, Dakshin Maharashtra Sub Area wherein it is stated that the proposed site shown for multi level parking is squarely opposite to the main entrance of Officer Mess of Headquarters, Southern Command, Pune, which is a very important and prominent institute of the Army, as it is very frequently visited by both Indian & Foreign, Civil & Military dignatories. Also it is just 100 mtr. away from the aforesaid Officers Mess parking, here will create constant disturbance & pollution. Therefore it is imperative that alternate site for the same is selected. Further a letter dated 27.04.2017 has been received from the Directorate, Defence Estates, SC, Pune wherein it has been stated that the subject proposal has been partly examined and observed that the proposed site is opposite to Southern Command Officers Mess, hence the LMA may have objection to this project of ten floor and therefore requested to confirm that the project is agreeable to them and intimate the same to the Directorate before further scrutiny. To consider the issue of obtaining NOC from the Pune Municipal Corporation for connecting the main sewer lines from Ghopuri Bazar, Ghorpuri Village, Fatimanagar & Wanowrie Tannery to the main sewer lines laid by PMC in Bhairobha Nalla, Pune Cantt. This office vide letter dated 27.03.2017 requested the Station Cell, Headquarters, Pune Sub Area to issue the NOC for reclassification of land at GLR Sy. No. 697 from A-1 to Class C land. The Station Cell, Headquarters, Dakshin Maharashtra Sub Area vide their letter dated 10.04.2017 informed to this office that Pune Station is deficit of A-1 defence land for KLP, therefore the NOC for construction of Sewage Treatment Plant cannot be granted. RESOLUTION NO. 17 : Considered. CEO brought to the notice of the Board that the PMC Authorities has laid the sewer lines on the stretch of Bhairobha Nalla, which is a Defence land. 19. EXTENSION IN TIME LIMIT : PERMISSION FOR LAYING 2200 MM CAST IRON WATER PIPE LINE FROM DHOBI GHAT TO CANTONMENT WATER WORKS ON SHOLAPUR ROAD : PUNE CANTT.

Reference CBR No. 66 dated 29.02.2016, Circular Agenda dated 08.07.2016, CBR No. 31 dated 22.10.2016 & CBR No. 24 dated 25.01.2017.To consider the letter bearing No. OW 149 dated 04.05.2017 received from the Executive Engineer, Cantonment Water Works, PMC requesting to grant extension in time limit upto 30th June, 2017 (i.e. for a period of One month) for completion of the subject work. It has been further mentioned that due to technical difficulties viz. shifting of existing service, traffic density and also due to non-closure of full traffic from Golibar Maidan to Mahmadevi Chowk by the Police Authorities, the work could not be completed. Further the Board vide CBR No. 31 dated 22.10.2016 had resolved to grant extension in time limit for a period of three months i.e. upto 15.01.2017. Accordingly, the decision of the Board was communicated to the PMC Authorities vide this office letter dated 03.11.2016. Further the Board vide CBR No. 24 dated 25.01.2017 resolved to grant extension in time limit for a period of 04 (four months) w.e.f. 16.01.2017 to the PMC Authorities for laying of 2200 mm cast iron water pipe line from Dhobi Ghat to Cantonment Water Works on Sholapur Road. Accordingly, the decision of the Board was communicated to the PMC Authorities vide letter dated 09.02.2017. RESOLUTION NO. 19 : Considered. Matter discussed. Elected Members brought to the notice of the Board that many obstacles are being faced by the general public due to the subject work specifically traffic congestion and inconvenience to the general public. President also opined that such work should be time framed and the work should be completed within the stipulated time period. Matter discussed. Resolved to grant extension to the PMC Authorities for a period upto 30th June, 2017 (i.e. for a period of One month) for completion of the subject work.

To consider the issue regarding engagement of a consultant for the proposed project for Environmental upgradation & nuisance reduction, concretization of complete Nallah bed and both walls, fencing on side walls, jogging track on one side, bunds / check dam at certain distance / intervals, hard & soft landscaping work etc at Bhairobha Nallah, Pune Cantt. bearing GLR Sy. Nos. 225, 503, 543, 511, 694, 695, 714, 714-A, 787, 807,811 respectively.

In response to the tender publication one online tender was received. Since only single tender was received, the bids were not opened. (First call) Further the tender was re-invited on 30.12.2016 wherein three tenders were received. The Technical bids were opened on 16.01.2017 and scrutinized by the committee appointed for the same. The committee reported that out of three tenderers, only one tenderer was found technically qualified. Hence the financial bids were not opened.(Second call) Thereafter the tender was invited for the third time on 25.01.2017. In response to the third call only one tender was received from M/s. Apex Kidney Care Private Limited. The technical bid of the single tenderer was opened on 09.02.2017 and was found technically qualified by the committee. Since the tender was being invited for the third time, the financial bid of the single tenderer was opened on 13.02.2017, which was evaluated by the evaluation committee and recommended to approve the offer of the tenderer.(Third call) The Board vide CBR No.1 (HC 9) dated 22.02.2017) dated 28.02.2017 recommended that the tender of M/s. Apex Kidney Care Pvt. Ltd. be rejected on the following grounds that the terms and conditions of the tender document do not specify regarding selection of the patients, qualification of the Nephrologist, Doctors and staff etc. which has to be catered to during the outsourcing of the dialysis centre . Further recommended that the terms and conditions of the tender be amended in consultation with the SEMO and short tender notice be published for the subject work.Accordingly notification for short tender for operating and managing haemodialysis under PPP model was published in local newspaper (Loksatta and Indian Express) on 27.03.2017. The said E-tender was uploaded on Govt. e-procurement portal (Tender No.2017 DGDE_189049_1). (Fourth call) On 11th April, 2017 the technical bids were opened by the nominated committee. Only one bid from M/s. Apex Kidney Care was received. The same was placed scrutinized & vetted by the Committee comprising of Dr. A. Dolas, Presiding Officer, Lt. Col S. K. Panda, Cl Spl (Med.) & Nephrologist, CH(SC), Pune and Dr.Uday Bhujbal. The recommendations of the Committee were put up before the SEMO for his perusal. The SEMO after detailed deliberations has suggested that the following points be implemented 1. As per the terms in the tender document, the concerned firm

every 02 dialysis machines. Considering total 05 machines there is requirement of 03 full time technicians / nurse. M/s. Apex Kidney Centre vide their letter dated 12.04.2017 has agreed to provide total 03 staff as required.

2. The firm was required to enclose original satisfactory performance certificates. The firm put up all the original certificates before the SEMO on 13.04.2017 in his office. The firm requires to put up certificate from one more reputed hospital also.

3. As per the opinion of SEMO, for the complication management the firm should provide all necessary equipments whereas the representative of the firm informed verbally that they will not be able to provide defibrillator and monitor, which will increase the rates in financial bid.

Since the technical bids were being scrutinized by the SEMO, the financial bid has not been opened.It was resolved as per CBR No.39 dated 15.04.2017 that the matter be discussed by the President Cantonment Board and CEO with the SEMO and thereafter the decision for opening of financial bid may be taken through Circular Agenda. Accordingly by Circular Agenda dated 29.04.2017, it was resolved to open the financial bid of M/s. Apex Kidney Care Private Limited immediately for outsourcing the operation & management of Dialysis Centre on contract basis at SVP CGH. The financial bid was opened the same day.

It is informed that the rates quoted during the third tender call were same as above in respect of (i) & (ii) except Dialysis charges per patient per dialysis sitting - Rs.774/- inclusive of the service charges and taxes. It is highlighted that after the rejection of the tender during third call, certain new terms and conditions were modified / added viz. specific requirement of manpower, dialysis oriented consumables, provision of monitor and defibrillator for management of complications, conditions for maintenance of standard water quality for dialysis. RESOLUTION NO. 24 : Considered. The Board discussed the agenda in depth. The CEO explained how the CEO and RMO have been taking efforts since last six months to start the Dialysis Centre by engaging an expert agency. During the discussion, Brig. P S K Patel, SEMO – Ex-officio Member of the Board invited attention of the Board towards following issues for smooth functioning of the Dialysis Centre – a. Priority should be given to the employees of the Board and Pune

Cantonment residents. b. Standard Operation Procedure (SOP) for the functioning of the

Dialysis Centre has to be prepared by the Hospital Authorities.

The SOP should also contain the details regarding risk factors especially for fistula related complications and patient’s consent informing various risk factors.

c. Nephrologist availability and guidance particularly for selection of cases, complication management in order to avoid medico-legal issues be ensured.

d. Liaison with Sassoon Hospital is required for ICU back and facilities for managing the patient, who becomes serious during Dialysis and arrangement for smooth transfer to the ICU, should be ensured by the Hospital Authorities.

e. The donor of the machines should be requested to carry out the AMC of the donated equipments after their warranty gets over.

After detailed discussions, the Board resolved to approve the rate quoted by M/s Apex Kidney Care Private Limited @ Rs. 924/-, Rs. 164/- and Rs. 544/- respectively for the dialysis services mentioned on the agenda side. Further the Board directed the RMO and MO i/C Admin to fulfill the requirement as suggested by the SEMO. The Board also resolved to engage an Nephrologist for routine monitoring of the patients for meeting out the urgency / critical condition on call basis. Further resolved that Dr. Uday Bhujbal, AMO SVP CGH will be the Officer for liaisoning with the service provider for smooth commencement and functioning of the Dialysis Centre. MO i/C (Admin) will supervise the overall management of the Dialysis Centre.

25. PROPOSED CHARGES FOR DIALYSIS SERVICES FOR THE UPCOMING DIALYSIS UNIT IN SVP CGH

To consider the issue for creation of a post of Chief Medical Officer for SVP Cantonment General Hospital as a head of the Hospital in the pay band Rs. 15600-39100 with Grade Pay of Rs. 6,600/- (the post equivalent to the Public Health Department, Government of Maharashtra). Note : SVP Cantonment General Hospital is a 100 bedded hospital with well equipped Operation Theatres, dedicated outpatient department and inpatient services, visiting specialists of various faculties, round the clock maternity services, state of art NICU with AFMC Neonatologist cover, full fledged dental unit empanelled with ECHS, well equipped lab & physiotherapy department. The facility of Dialysis Centre will be provided in due course. The proposal for upgradation of SVP CGH as a multi speciality hospital is under consideration with the Higher Authorities. A multi specialty hospital will include ICU, 24 x7 availability of Consultant, doctors of various specialities and round the clock advanced diagnostic facilities like CT Scan, MRI. In view of various laws related to medical field viz. consumer protection Act, more awareness amongst the patients, increased expectations of the clientele, day to day advances in medical care, implementation of National Health Programs etc there is an urgent need for a professional human resource for effective supervision and management of the overall medical services. Thus in view of expansion of various health care services being provided by Pune Cantonment Board under one roof through SVP CGH, there is a requirement of creating a post of Chief Medical Officer for smooth functioning of SVP Cantonment General Hospital. The individual should possess MBBS qualification with Post Graduation in Hospital Management / Administration. RESOLUTION NO.27 : Considered. CEO explained to the Board since the facilities being provided in the Hospital is being increasing day by day, it is necessary to have a administrator for overall supervision of the Hospital. Shri. Connected papers are placed on the table.Note : The contract Agreement was executed between PEC Ltd. & Pune Cantonment Board on 7th November, 2016 and accordingly the Work Order was issued vide letter bearing No. E/W/13/2016-17 dated 21st November, 2016. The period for completion of work was on or before 31st March, 2017. PEC Ltd. was required to commence the work immediately after receipt of work order but till December, 2016 the work was not commenced. Hence the first notice was issued vide letter dated 29th December, 2016 for non-commencement of work. There was no reply from PEC Ltd. to the said notice and they verbally stated that the work will be completed by 31st March, 2017. After several telephonic reminders, the work was not commenced, hence penalty notice was issued to the firm vide letter dated 14th March, 2017. In response to the said notice, the firm vide letter dated 27th March, 2017 requested to grant extension of one month i.e. upto 30th April, 2017, as the delay for commencement of the project was due to change in Policy for sanction of subsidy from Ministry of New & Renewable Energy, Government of India. The matter for granting extension in time was referred to the Board. The Board vide CBR No. 26 dated 29.03.2017 resolved to call the representative from PEC Ltd. to have detailed discussion with CEO regarding assurance to complete the project and accordingly action will be initiated for granting extension to PEC Ltd. Note : Within the premises of property bearing no 827, Dastur Meher Road, there is partially demolished bungalow structure & total 34 Nos. of trees of various kinds as mentioned below are grown up within this portion only. Since this portion of plot is lying unutilized for many years, all these trees are intermingled in each other, within & around the bungalow structure. The matter of removal of these 34 Nos. of trees were placed in previous Board meeting & resolved to remove only five trees.

Now, one of the tenant residing in same premises have applied for removal of two trees, namely Jamun & Subabul entirely from site on account that these trees may fell down on her room, childrens are throwing stones for fruits, leaves are falling on & around roof etc.

It is submitted that the applicant has not attached a letter of consent from the owner of the said property. Properitor Ms. Rajeev Kumar Singh Security Services has requested to revise pay structure of security guard (DGR sponsored) provided by him vide letter dtd. 30 th March, 2017 as the area Pune has been upgraded from “B” area to “A” area. Presently the Board is paying Rs. 10,24,274.70 pm (excluding Service Tax). As per the revised new pay scale the wage structure will be Rs. 19,72,935.71 (Excluding Service Tax) which will increase by Rs. 9,48,661.00 pm. There will be financial burden of Rs. 9,48,661.00 pm. The Board will have to make payment of Rs. 19,72,935.71 pm. He has also requested that the payment of arrears for the period from 19th Jan, 2017 to March, 2017 may be made to enable him to pay the same to the security guard. However agency has submitted bill for the month of April as per new wage structure.

A legal opinion in the said subject was taken wherein the Legal Advisor opined that vide CBR No.75 dated 29.04.2016 Board has already approved in the past the rates as per the revised rates applicable w.e.f. 01.04.2016 which are being paid presently. Further he has pointed out clause No. 28 of the Contract Agreement between M/s. Rajeev Kumar Singh Security Services & Pune Cantonment Board wherein it is specifically mentioned that the rates mentioned are variable and will vary as per the DGR wages notification as applicable to the DGR sponsored security agencies. On 06.05.2017 Shri. Vinod.S.Toshniwal, Chartered Accountant disussed matter with CBLA who is having same opinion refered by Legal Advisor as above.

RESOLUTION NO. 49 : Considered. The Board noted that M/s Rajeev Kumar Singh Security Agency vide letter dated 30.03.2017 informed regarding Revision of DGR Wage w.e.f. 19th Jan, 2017. The Board was of the opinion that even though the revision of wages is with effect from 19th January, 2017, the revised wages be paid with effect from 1st June, 2017 i.e. after the approval of the Board. Matter discussed. Resolved to pay the revised DGR wages w.e.f. 1st June, 2017 for the work of providing security services through DGR sponsored Agency.

50. NUISANCE IN CHHATRAPATI SHIVAJI MARKET : PUNE CANTT.

To consider the issue of taking necessary action to curb the nuisance in and around the Chhatrapati Shivaji Market, which is caused due to the slaughtering of chicken on large scale by the respective stall holders.

Note : The number of chicken stalls in the 90’s were hardly 10 in number. Subsequently, the egg stall and dry fish stalls have changed hands and were converted into chicken stalls and have now risen to 29 in number, due to which the number of birds being slaughtered per day is in the region of 50,000 causing severe insanitary condition in and around the market. The slaughtered chickens are basically transported to the eateries outside the Cantonment limits. Earlier there was only one common room, which was utilized for the slaughtering of the birds, whereas at present each stall holder is carrying out the slaughtering at his own stall. The slaughtering of the birds and the parking of the chicken transport vehicles is a source of nuisance as well as inconvenience to the school children in the vicinity and to the church located nearby.

RESOLUTION NO. 50 : Considered. CEO informed the Board that there had been frequent complaints / grievances regarding the unhygienic / insanitation condition / traffic hazard and specifically regarding the various problems related to chicken market from the Members as well general public of Chhatrapati Shivaji Market. Further CEO stated that it is high time to take a concrete decision to solve this issue in public interest. Further CEO inquired with CRS regarding the number of stalls in the Chicken Market. CRS informed that earlier there was only 13 chicken stalls and at present there are around 27 chicken stalls. Further CEO informed that considering the future generation, decentralization / relocation of chicken market has to be undertaken and hence appropriate sites has to be demarcated inorder to finalize a suitable site for relocation of chicken market. Matter discussed. The Elected Members suggested that public opinion may also be sought for relocation of the chicken market. The Board noted the same. After detailed discussions and deliberations, resolved that a joint effort be undertaken by CEE, CHS & CRS to explore the possibility of finding a suitable location for relocation of the chicken market in public interest. A detailed report be placed in the next Board meeting.

51. REQUEST FOR GRANTING PERMISSION TO USE TWO CLASSROOMS OF MAHADJI SHINDE HIGH SCHOOL ON SUNDAYS FOR THE PROJECT UDAAN LECTURES

To consider letter dated 24th April, 2017 received from Dr. Viney Kirpal, Executive President, GREAT Foundation wherein it has been requested to grant permission to use two classrooms of Mahadji Shinde High School for conducting lectures to the students of PMC & PCB for preparation of the students for competitive exams like IIT JEE from 3rd May 2017 to 30th April, 2019. The classes will be conducted daily during vacations and on Sundays and other holidays after Schools reopens. There are two batches i.e. 29 students in Std. X (only 2 students from Pune Cantonment School) &

52. IMPROVEMENT OF WATER SUPPLY SYSTEM IN PUNE CANTONMENT

To consider the issue for replacement of water supply pipelines within the Cantonment with the Pune Municipal Corporation Authorities since the existing pipelines are damaged / old and rusted at various locations.

Note: The water supply in Pune Cantonment is managed by the Pune Municipal Corporation. The supply of water is metered and the charges towards the supply are collected by the PMC Authorities. The Pune Cantonment Board is also one of the consumers. Several complaints are being received from the Elected Members on behalf of the residents of the Cantonment Board regarding shortage of water supply, low pressure and blockage of existing water pipelines. The issue was also raised and discussed in the General Board meeting held on 13.10.2015 wherein it has been decided to conduct a joint meeting with PMC and Water Supply Department in order to sort out the matter and to find out a concrete solution for the benefit of the residents of the Pune Cantonment. Therefore it is necessary to replace the damaged / old & rusted network of water pipe lines within the Cantonment area and ensure proper maintenance of entire network at the earliest. In this connection several correspondences viz. 17.04.2015, 31.03.2016 05.05.2017 have been made with the PMC Authorities but the response is still awaited.

Shri. Dilip Kamble, Hon’ble MLA & Minister of State had held discussions with the officers of the Water Works Department, Pune Municipal Corporation on 03.08.2015, wherein it was decided that a detailed proposal alongwith estimates for laying of new water pipelines on main / major roads alongwith reinstatement of roads in Pune Cantonment to the Urban Development Department on priority

basis. This office has also been informed accordingly under DO letter dated 17.02.2016 from the Hon’ble MLA.

Further a meeting / discussions were held in the office of Dakshin Maharashtra Subarea on 23.05.2017 chaired by the President, Cantonment Board, CEO & Senior officials of PMC were present for the meeting wherein the subject matter was also discussed. The President inquired the reasons for not responding to the several correspondence made by the office of the Cantonment Board, Pune for replacement of old and rusted water pipe lines. The Senior Officials of PMC stated that as per the policy of Government, there is no provision to incur expenditure outside the PMC limit. President stated that in such a case, a detailed proposal should be forwarded by the PMC to the State Government for approval or if required for amendment of the Policy.

RESOLUTION NO. 52 : Considered. Matter discussed. Resolved to forward a detailed proposal to the PMC Authorities incorporating the various issues related to water supply in Pune Cantonment Area. Further the Elected Members stated that a joint meeting be called with the PMC Authorities in order the discuss and resolve the various issues related to water supply. Board noted the same. CEE to initiate action.

53. SANCTION OF MEDICAL EXPENSES IN RESPECT OF DR. D N YADAV, CEO, PUNE

To consider and approve the medical expenses amounting to Rs. 1,88,901/- incurred in respect of Dr. D N Yadav, CEO, Pune who was admitted in the Emergency Ward of Jehangir Hospital from 9 th May, 2017 to 17th May, 2017.

The visiting doctors and RMO had taken all efforts to get the pain subsided but his condition was ultimately turning into fatal and therefore the visiting doctor as well the RMO considered it appropriate to refer the case to Jehangir Hospital, considering it appropriate Hospital as per the critical condition. Without any further detail, the CEO was admitted in the Emergency Ward in Jehangir Hospital on 9th May, 2017 at around 1200 hours. The Hospital started treatment on top priority and carried out all required examination, CT Scan etc. Later on new complication arised in the form of reddish rashes on the whole body perhaps due to drug reaction or reaction because of contrast CT Scan, which was causing high fever. The Hospital focused on both

treatments i.e. intestine and abnormal rashes on the body. Ultimately the CEO was discharged from the Hospital on 17.05.2017 with advice of one week medical rest. Thereafter CEO joined the duties w.e.f. 23.05.2017 (f/n) onwards. The total medical expenses towards the Hospital was Rs. 1,88,901/-.

RESOLUTION NO. 53 : Considered. The Board noted that CEO, Pune was admitted in SVP CGH and since the condition was critical, the RMO & the visiting doctor referred the case to be shifted immediately to Jehangir Hospital. Since the case was emergency, the Board resolved to pass and approve the medical expenses amounting to Rs. 1,88,901/- incurred in respect of Dr. D N Yadav, CEO, Pune who was admitted in the Emergency Ward of Jehangir Hospital from 9th May, 2017 to 17th May, 2017.

54. PROVIDING SPACE FOR INSTALLATION OF LED DISPLAY BOARD : PUNE CANTT.

61. APPOINTMENT OF NEXT OF KIN ON COMPASSIONATE BASIS : PUNE CANTT.

To consider the issue of appointment of next of kin on compassionate basis to the claimants / dependants of employees, who expired while in service. In this connection, a letter dated 24.05.2017 has been received from Dr. Kiran T Mantri, Elected Member requesting that sanction of the competent authority may be obtained for appointment of next of kin of all the death cases till date. Connected papers are placed on the table.Note : As per Government rules, 5% vacancies of the total vacant posts of the year have to be filled. Accordingly, the yearly ratio of retirement on superannuation would be around 35 to 40 employees and on this basis the compassionate appointment would be only 2 employees i.e. 5% of the vacant posts. At present the Board is having a list of approx. 40 claimants / dependents of the employees, who expired while in service. RESOLUTION NO. 61: Considered. The Elected Members stated that the death cases in respect of next of kin appointment be considered on priority and hence sanction of the competent authority be obtained for considering the same. The Board vide CBR No. 8 dated 29.03.2017 has already resolved to appoint the widow of the deceased employees first, which will be implemented during the vacancies, which arise in the next calendar year. To consider the issue of outsourcing the work of catching of stray dogs from the Cantonment Area and to carry out their sterilization and vaccination to Blue Cross Society @ Rs. 650/- per dog for a period of one year w.e.f. 01.07.2017. CHS informed the Board that at present Blue Cross Society has been engaged to carry out the said work and the contract will expire on 30th June, 2017. Matter discussed. 64. PROPOSAL FOR IMPLEMENTATION OF TOTAL WASTE SOLUTION IN PUNE CANTONMENT

To consider proposal dated 15.05.2017 received in Cantt. Board office on 26.05.2017 from Director – Business Development , International Coil Limited informing that they have developed a technology in collaboration with an American Firm, Regreen Technologies, which is the ready solution to convert municipal solid waste into energy rich fuel pellets, which has multiple applications including power generation. RESOLUTION NO. 64 : Considered. The representatives of M/s. International Coil Limited explained the procedure in detail through a presentation. After detailed discussion, the Board resolved that as per comparison mentioned on the agenda side between the processing facility being provide by G P Energy Systems Pvt. Ltd. and International Coil Ltd. to process the solid waste to generate revenue. The Board expressed its pleasure that no amount have to be paid for processing the solid waste as in the case of G P Energy System, it is proposed to pay Rs. 380/- per ton. The President inquired about the revenue sharing wherein the rep of the firm intimated that if the Cantonment Board will contribute in investment in installing the plant then revenue sharing may be possible. The Board authorized CEO to inspect one such site in Hariyana as informed by the firm and then put up before the Board with details.

RESOLUTION NO. 65 : Considered. President stated that there are many civilian patients visiting the Command Hospital on regular basis and park their vehicles on the available open space, which causes inconvenience during emergency. Hence it is necessary that a parking shed for two wheeler and four wheeler be erected by the Cantonment Board in public interest. Shri. Vinod Mathurawala, Elected Members also stated that since this requirement is from the Hospital and considering public interest, the same may be provided. Matter discussed. Resolved to approve the work to the tune of Rs. 15.00 lakhs for providing a parking shed for two wheelers and four wheelers in front of Gate No. 1 (Nr. Accident & Emergency Dept.) of Command Hospital, SC through the existing term contractor for the year 2017-18. CEO is authorized to issue the work order and incur the necessary expenditure towards the same.
