2. INSTITUTIONAL DEVELOPMENT PROPOSAL (IDP)

(Implementation period : April 2017- March 2020)

2.1 Give the Executive Summary of the IDP (max 2 pages).

National Institute of Technology Nagaland is one among the ten newly approved NITs by the

Government of India in 2009 under the 11th Five Year Plan. The Institute is registered as a

Society under the Registration of Societies Act 1860, on 23rd March 2010. The Institute is

managed by the NIT Nagaland Society registered under the Societies Act. Initially the

Institute was functioning at NIT Silchar for two years from August, 2010. Permanent land

was identified for the Institute during January 2012, which is located at a hilly terrain area in

Chumukedima near Dimapur, Nagaland.

The Institute has been established for imparting technical education, to promote regional

diversity and multicultural understanding in the State, where students can utilize their skills

and proficiency, initiating them into prospective horizons, thereby finding a vocation in

which each individual is best fit for. The nobility of the Institute has reframed the mind-set

of the people of Nagaland enabling them to rebuild a better society. NIT Nagaland has indeed

raised the hopes of social welfare. Being a premier technological institute of the State, it

aims to promote the students of Nagaland by advocating scientific and technical pursuits in a

rich - resourced topography, which is an excellent measure of learning, understanding and

employment.

The land of 291 acres (which was originally allotted for the Office of the Deputy

Commissioner) was handed over by the Government of Nagaland with few buildings to NIT

Nagaland. As NIT Nagaland is an Institute of National Importance, the ambience of the

campus, quality of construction and creation of excellent infrastructural facilities are given

utmost importance and attention. The Institute started functioning in its permanent land from

May 2012 with few existing buildings. NIT Nagaland initially had undergraduate degree

courses in three branches of Engineering namely Electrical and Electronics Engineering,

Electronics and Communications Engineering and Computer Science and Engineering.

At present, the institute is running 6 UG and 6 PG programmes and has over 350

students in the campus. It is proud to have established three COE with leading industries such

as NI, Intel and Siemens in NE India. The Institute has conducted pool campus interview for

the benefit of our students as well as nearby institutions located in NE region. NIT Nagaland

is the first institution to set up IoT based control of LAB equipment’s.

An Industry – Institute conclave was held at NIT Nagaland during February 12-14 of

2014 by inviting leading MNCs for the first time in the North East region. The conclave has

given an opportunity for proposing IBM and HP Centers of Excellence and Technology

Learning Center by Wipro. Establishment of Centers of Excellence opens the door for

numerous skill development programmes and faculty development programmes to enhance

teaching-learning methodologies. This will definitely offer students to equip comprehensive

knowledge on cutting edge technologies and faculty to inculcate innovative teaching

methodologies.

The complete IT infrastructure with respect to Campus Networking has been

established with Video Conferencing facilities. Redundant Optical Fiber Cable

communication with strength 100 Mbps are established by NKN and BSNL. All the students,

research scholars can avail the facility to connect to the online video lecturers conducted in

various reputed Institutes across the globe.

The Institute has established facilities for Video Conferencing to conduct classes of

other renowned professors in remote and show video lectures of NPTEL during the class. The

Phase I contents of NPTEL courses were obtained from IIT Madras for the students and

Faculty to refer. The Institute has also procured 50 numbers of highly valuable on-line books

from Wiley publications in Electrical and Electronics Engineering, Electronics and

Communication Engineering and Computer Science and Engineering.

The laboratories such as Electrical Machines and Drives laboratory, Advanced

Communication laboratory and Software simulation laboratory were created with state-of-the

art facilities in such a way that classes can be handled for UG and PG. The facilities in the

laboratories also have extensive scope for carrying out projects and research activities. The

laboratory facilities have been created keeping research as primary focus. The Electrical

Machines are low power machines to suit the condition of the earth. The machines are

integrated with LabView to test and analyze the performance parameters. The Electronics

laboratory is established with Cadence software which is useful in understanding the chip

design. A research laboratory having various sensors and acquisition systems is established to

experiment and interact with real world. For real time communication through Web / Internet,

NI based systems have been established in the Advanced Communication Laboratory.

The strategic development plan of the institute for 2017 – 2020 sets out realistic

strategic proposals and goals to be implemented and achieved over the next three years, with

the spirit of its core values of Equity – Innovation – Transparency – Efficiency and Team

work.

2.2 Provide an action plan with timelines for : (not more than 1 page for each sub-activity)

In order to meet the expected future needs of the industry and contribution

towards the economic growth of our country, a large requirement of highly qualified and well

trained personnel will be required. NITs are the institutions which are partially fulfilling the

human resource requirement without compromising the quality. We take this opportunity to

provide more number of highly qualified professionals to meet the expectations of the

country as well as worldwide in the 21st century. Moreover, few potential candidates are

frequently away from higher studies due to the urgent need of a job and this has to be

minimised by providing the all possible facilities for achieving the higher profession. To

meet this objective, it has been decided to strengthen and develop the following areas under

TEQIP III:

Recruitment of well qualified faculty with specialized in new and developing areas

Providing exposure on problems related with practical situations, latest updates on

information technology, innovative teaching methodologies to the existing faculties

Encourage the faculties on research and consultancy

Vibrant campus environment to faculty, staff and students for better performance

Promote the Institute-Industry collaboration

Conducting expert lectures, seminars, and workshops for faculties and students to

strengthen their knowledge

To teach entrepreneurial capacities for students

Motivating the students on socially relevant technical services for the community

(a) Improving the learning outcomes of the students

1. Faculty training (qualification upgradation, subject upgradation & research

competence, Pedagogical training, participation in Conferences, Seminars / Workshops

etc.)

Faculty members are motivated to attend and organize FDP, SDP, Seminar, workshops,

Pedagogical training etc., All the faculty members are encouraged to pursue their higher

studies. Faculties are encouraged to do consultancy and interact with the leading industries to

update their knowledge with the latest developments. Faculty are advised to publish papers in

reputed Journals and file patents periodically. Faculty members are encouraged to attend and

present paper in the International Conferences. Faculties are motivated to use ICT based

learning.

2. Staff training (Technical & Administrative staff)

Technical, Administrative and Ministerial staffs will be provided with adequate training for

the better productivity. All the staff members are encouraged to pursue their higher studies.

They are motivated to attend workshops and seminars for updating their technical skill with

the latest equipment’s.

3. Increasing capacity of UG, PG and PhD education (increasing enrollment and starting

new UG, PG and PhD programmes)

The institute has started with three undergraduate programmes in 2010. Currently Institute

offering Six UG, Six PG and Ph.D programmes in all Engineering Disciplines including

Science and Humanities and One Five Year Integrated Dual Degree B.S.M.S. programme.

Further the institute is striving to offer few more P.G and Ph.Dprogrammes in other related

fields in near future.

4. Investing in smart classrooms, campus Wi-Fi (24*7 broadband connectivity and Wi-Fi

access in all academic and administrative buildings and hostels (with a minimum of 2

MBPS speed for each connection)), e-library etc.

5. Improving the academic performance of SC/ST/OBC/academically weak students

through innovative methods, such as remedial and skill development classes, peer

assisted learning for increasing the transition rate, non cognitive skills and pass rate

Academic performance of SC/ST/OBC/academically weak students will be identified and

appropriate measures will be taken to improve their learning skills. After identifying the

academically weak students the following measures might be taken:

The curriculum for the UG programmes introduced during the academic year 2010 has been

revised during the academic year 2016-17. The curriculum would be revised periodically to

include the latest technological inventions. The Institution includes elective courses from all

the thrust areas of research in the curriculum.

The Institute is located in the hilly terrain in the north east part of India. There are no

industries located in the vicinity of Institute. The following steps may be initiated to improve

the employability of students:

Arrange field visits and encouraging the students to undergo short term industrial visits.

Special Focus on hands on training for more confidence to the students

Personality development programmes would be conducted

Offering soft skills

Organizing summer schools for specialized areas such as mobile computing, AutoCAD,

Networking, etc.,

Setting up a Institute-Industry Cell for collaboration with industries

Arranging expert lectures for industry people for direct interaction with students

8. Student career counseling and placement

The institute has arranged pool campus placement for the benefit of NIT Nagaland and

nearby institution located in the North-east region.

The students participate in pool campus placement drives which are conducted in other

nearby NITs

The institute conducted placement interview with leading IT industries such as WIPRO,

Infosys, Indian Army (SSB) etc..,

Providing counseling on career development and current employment opportunities

including government and corporatejobs.

T&P cell has conducted training programmes for the benefit of students like, Aptitude,

Group discussion, personality development programs.

T&P cell has also conducted Mock interview for students to improve their confidence

level.

(c) Increasing faculty productivity and motivation

Research is a key objective aiming at providing better and more dynamic research

environments for faculty and research scholars. External funding is playing a vital role on

carrying out improved high level research with benchmark of quality. In order to increase

research time, raise financial means to conduct empirical work, employ Ph.D. students and

Post-docs, more external funding is needed. In particular, Indian and International

collaborated funding must be targeted. It is important to emphasise that external funding is

not an aim itself, but a means to provide a researcher or group of researchers with an

opportunity to obtain resources for projects. The Institute will seek to create a supportive

environment for sponsored research and consultancy to maximize the level of research

income appropriate to their field and specialization.

processes in acquiring NBA accreditation. Conferences, Workshops, Seminars and Symposia

will be organized to enrich the faculty with the concept, objectives and rationale of NBA

accreditation and also to promote consultancy services, to cater the needs of the nearby

organizations. These exercises will orient the faculty functioning towards the status of NBA

accreditation of the institution.

Departmental Preparation

The department’s stake lies in the designing of suitable courses in the core and allied

subjects. Another significant activity of the department is to introduce new courses of study,

revive obsolete courses by enhancing their content, to match the current state-of-the-art

technology in each discipline.

Institutional Preparation

The NBA accreditation status of the Institution will call upon to perform multiple

functions. The phenomenon of paradigm shift under this circumstance is inevitable and the

faculty have to get accustomed towards efficient functioning of the Institution.

The institution will frame committees such as the Planning and Development,

Grievance, Appeal, Examination, Library, Student Welfare, Extra-Curricular Activities, and

Academic Audit.

1. Is any enhanced assistance / mentoring that the institution is looking forward from its

ATU?

NIT Nagaland is an autonomous Institution of National Importance under the Ministry of

HRD, Government of India. Hence, the institute is not affiliated with any other ATU.

2. Does your BoG need strengthening, if yes, then how? No

Constitution of the Board of Governors of National Institute of Technology, Nagaland is as

per the NIT Act, 2007 and NIT (Amendment) Act, 2012 by MHRD, Govt. of India. The

current BoG members are actively participating to the institute development through their

valuable suggestions and recommendations during the BoG meetings. The BoG meetings are

conducted twice in a year. Moreover, the new BoG members are nominated periodically as

and when the tenure of existing member(s) ended.

Faculty members are advised to handling their subjects to meet out the students to achieve

any competitive examinations. The institute has well equipped E-learning resources available

for the students to take part in GATE. Also the T&P department has conducted few expert

lectures frequently for the students to get addition knowledge for appearing PSU

examinations.

2.5 Provide a Twinning Plan with a high performing institute with the objective of capacity

building knowledge transfer and developing long term strategic partnerships.

(Twinning plan will be formalized into Twinning agreement after finalizing the

twinning partner).

In the recent time, Research and Development (R&D) has becoming dynamic. NIT

Nagaland has joined the tide of research oriented teaching environment. It has provided a

fertile environment for research and independent thinking. Thought it’s a relatively new

institute, it has encompassed wide array of topic for research. The institute has three Centre

Of Excellence(COE) with NI, INTEL and SEIMENS. NIT Nagaland holds immense

opportunity to expand and enrich its research environment but as it’s in early legs of

establishment. The augmentation of a high performing institute with NIT Nagaland could

enhance its overall human resource development, skill improvement and most importantly the

research environment. Key governmental schemes such as Swachh Bharat, Start-up and

Stand up India, Sustainable development, Skill India, VISAKA etc., could be

implemented under the precious guidance of a Mentor Institute. NIT Nagaland holds huge

entrepreneurs to innovate and find out solutions of native problems. Collaboration towards

exchange of students, access to cutting edge instruments, percolation of up to date knowledge

are the few take away points of such Twinning collaborations. Under Twinning

collaborations, our institute can explore its truest potential.

2.6 Is there any difficulty in Recruitment and selection of high-quality faculty? If yes, what

are the reason & action plan to solve the issue?

At present, the Institute has well qualified and experience Faculty.

2.7 Give an action plan for ensuring that the project activities would be sustained after the

end of the Project.

The action plan to sustain the project activities at the end of the project are as follows

PG and Ph.D. scholars by involving them in inter disciplinary research to sustain the

initiatives of TEQIP-III

Faculty members are encouraged to involve research with foreign universities

The institute will establish an Endowment fund from alumni and other outside sources

Faculties will be encouraged and motivated to earn revenue through R&D and

consultancy projects

Establishment of Institute-Industry relation will help the institute to get fund from

industries for various laboratory and research development

Periodically conducting FDP, SDP, Workshops/Seminars for students and faculties from

industry professionals

The institute is dedicated to continue all twinning/joint programmes even after the

project stage

Faculty members may be recruited in emerging areas as per the sanctioned limit and this

will help to continue the works initiated through TEQIP-III for long duration

To start an incubation center for the benefit of students

The students are motivated to attend internship, industrial visit, and competitive

examinations.

2.8 Describe briefly the participation of departments/faculty/students in the IDP

preparation.

At the institute level, a meeting of all HoDs in each Department, Deans and

Administrative representatives was initially held and the various aspects of the proposal were

analysed along with TEQIP III coordinator. Further, department level meetings were also

conducted for discussion on the proposed action plan and implementation of the project by

the Department. These meetings were helped to receive many inputs and suggestions from

the faculty members. Based on these different steps, the Institute was able to prepare this

comprehensive proposal. This proposal would enable the NIT Nagaland to build the

developing strategies for completing the goals in the form of an action plan.
