Candidates for the Interamerican Scout Committee Dear Brothers and Sisters in Scouting: According to the invitation in Circular No. 07, of July 13th, 2016, and in accordance with Article 9 of the Regional Constitution, the World Scout Bureau - Interamerica Support Centre received, within the deadline established, the following applications for the Interamerican Scout Committee, presented in alphabetical order of surnames: 1.- Armando Aguirre (United States) 2.- Raul Alpizar (Costa Rica) 3.- Daniel Corsen (Curaçao) 4.- Enzo Defilippi (Peru) 5.- Marlissa Moro (Canada) 6.- Rafael Rodriguez (Colombia) 7.- Jose Antonio Tapia (Chile) For each of the candidates we received the nomination letter submitted by his/her respective National Scout Organization, a resume (CV), a letter from the candidate accepting the nomination and at least one letter from another National Scout Organization supporting his/her nomination, thus fulfilling the requirements of the Regional Constitution. On Wednesday, October 26, 2016, during the Third Plenary Session of the 26th Interamerican Scout Conference, the candidates will be introduced, and each will have 2 minutes to present to the delegates and observers of the Conference the reasons for their application. Following these individual introductions, the NSOs who have voting rights during the Conference, will cast a maximum of 5 secret votes. They may cast only one vote per candidate. All NSOs registered in the Conference have the right to vote and also those that are unable to be present but have delegated their voting right to another member organization. Each member organization can only accept one proxy. In order to vote, either in person or by proxy, the member organizations must be up to date in the payment of their annual registration fees to the World Organization of the Scout Movement, both world and regional (Regional Constitution, Art. 6, letters f and h ) Following is a brief summary of the personal background of each candidate, indicating also the National Scout Organizations that support their candidacy. Armando Aguirre

American, 65 years old, married. Bachelor in Business Administration majoring in Accounting from the University of North Texas. He is a coach, lecturer and instructor certified by John Maxwell. He has been employed by the Internal Revenue Service and has coordinated a team of operators in the Internal Revenue Service to examine the tax returns of the major corporations (Fortune 500). He has been Collateral Duty EEO Investigator for the Department of the Treasury investigating EEO complaints filed by employees in various agencies within the Department of the Treasury. He is a Classroom instructor, teaching several technical and administrative course. Armando has served Scouting as a volunteer for the past 30 years, twelve years as Scoutmaster and twelve years as Venturing Crew Advisor. He is a member of the International Committee of Boy Scouts of America and has directed 10 Wood Badge courses in BSA. He is the Coordinator for the Interamerican

Leadership Training from its inception in 2013 to date. He is nominated by Boy Scouts of America, with the support of the Scout Association of Guatemala. Raul Alpizar Costa Rican, 55 years old, married. He is a medical surgeon specializing in Rheumatology and Clinical Densitometrist. He is Coordinator of the Rheumatology Unit at the Max Peralta Hospital in Cartago, Costa Rica. Postgraduate Professor specializing in Rheumatology at the University of Costa Rica. Medical researcher accredited by the National Council on Health Research. He is part of the Costa Rican Association of Rheumatology, the "International Society for Clinical Densitometry," the "International Osteoporosis Foundation" and the National Medical Union of Costa Rica. He joined the Scout Movement in 1971. He has held various positions such as Scoutmaster, Group Leader, Venturing Crew Advisor, Secretary of Regional Board and Chairman of the National Board. He has served as Head of Delegation in various World and International events. He is nominated by the Association of Guides and Scouts of Costa Rica, with the support of the Scout Association of Nicaragua. Daniel Corsen

From Curaçao, 29 years old. He graduated from the University of the Netherlands Antilles with a degree in International Business and holds an executive master's degree in Financial Management from the Rotterdam Business School. He has worked as Sports Projects Manager for the Ministry of Education and as a lobbyist in the European Union in Brussels. He is the founder and CEO of D&I Business Support Services since 2010. Daniel joined Scouting, in 1994. He has served as Chairman of the Youth Network of "Scouting Antiano", Coordinator of the Interamerican Youth Network, Member of the Planning and External Relations Department Team of the World Scout Jamboree in Sweden, director of the 15th Caribbean Jamboree and is a Certified Assessor for the GSAT Second Party Assessment. He has

attended several world and regional conferences and youth forums. He is nominated by Scouting Antiano, with the support of Scouting Aruba.

Enzo Defilippi

Peruvian, 47 years old, married, four children. Economist from the Catholic University of Peru with Masters in Public Policy and Administration at the IESA in Venezuela and PhD in Economics from the Erasmus University, Rotterdam in the Netherlands. He has 25 years of experience as a public official, consultant and academic. He has represented Peru in many international events (World Bank, IMF, OECD, CAF, United Nations and APEC). He has been Deputy Minister of Economy, Head of Cabinet of Advisors of the Minister of Economy and Finance, and Chief of the Advisory Cabinet of the Ministry of Production. Enzo has provided consulting services to the European Commission, the Andean Community and the World Bank Group. He has published his research and is a frequent lecturer on economic events.

He joined the Scout Movement in 1981. He has been a scout leader in three branches, Pack, Troop and Rover Crew. Member of the National Council since 2015. And participated in various global and international Scout events.

He is nominated by the Scout Association of Peru, with the support of the Scout Association of Venezuela.

Marlissa Moro Canadian, 21 years old, single. Fourth year student in Business Management at the University of British Columbia. She works part time at "Mountain Equipment Co". She has worked in summer camps with many scout and non-scout volunteers. She joined the Scout Movement in 2000.Marlissa has been a member of the four sections, from Beaver to Rover Scout. Currently she is member of a Rover Crew, where she is preparing, along with her team mates, to participate in the World Scout Moot in Iceland next summer. At the age of 13 she began volunteering in camps, and became Beaver section (age 5-7) Scouter. Later she held a leadership position in a Scout troop when she moved to attend college. She has been Youth Commissioner for her local area and Assistant National Youth Commissioner of Scouts Canada. She participated in 2013 in the "Interamerican Leadership Training" and in the last year and a half has been part of WOSM´s Membership Taskforce.

She is nominated by Scouts Canada, supported by Escoteiros do Brasil and The Scout Association of St. Vincent and the Grenadines, The Scout Association of St. Lucia y The Scout Association of Belize.

Rafael Rodriguez Colombian, 31 years old, single. Pharmaceutical Chemist with experience in project management in the pharmaceutical and cosmetic sectors, with expertise in the implementation of integrated management systems. Currently Director of Technical Services for Aglopharma Laboratory and Regency Technology Instructor of the Pharmacy National Apprenticeship Service. Candidate to Master in Project Management from the University of International Cooperation of Costa Rica, Specialist in Cosmetic Science and Technology of the National University of Colombia. He is a member of the National Volunteer System. Rafael made his Scout Promise in 1997, has been part of the Scout and Rover sections. And a Scout leader in two sections: Troop and Rover. He has been a member of the Regional Rover Commission in the Bogota Region and member of the Regional Scout Board of the same region. He is currently a member of the National Scout Board. He is nominated by the Scout Association of Colombia, with the support of Scouting Antiano. Jose Antonio Tapia

Chilean, 38 years old, married. Graphic Designer graduated from the University of Chile. He holds a degree in logistics and engineering and in Purchasing / Supply by the Universidad Mayor. He is currently starting his studies in Industrial Engineering at the University Andres Bello. He has been a leader in projects for companies with significant global leadership in mining. Jose joined the Scout Movement in 1982, and has actively participated in all child and youth programs in his association. He has been a Scout Leader since 1996. Served as a member of the National Team as International Commissioner from 2012 to 2016. He is an active adult trainer in his area and national level since 2009. He has participated in several regional and sub-regional Scout events, and served as chief and member of several Chilean delegations in World and international events. He is nominated by the Association of Guides and Scouts of Chile, with the

support of the Scout Movement of Uruguay, Scout Association of Paraguay, Scouts of Argentina and Escoteiros do Brasil.
