In Appendix 1, Individual schedules of solid bulk cargoes, some schedules have been modified and some new schedules have been introduced. The most important new schedule is Wood products - general, classified as a Group B cargo.

MARPOL Annex IV (sew-age), Reg. 1, 11 & 12

2013-01-01To be complied with from 2016-01-01.

Passenger vessels, contract date >= 2016-01-01. This regulation applies if building con-tract >= 2016-01-01, or in the absence of building contract, if keel-laid >= 2016-01-01. Delivery date is not relevant in this respect.

Annex IV has been amended introducing Special Area (the Baltic Sea) regulating the discharge of sewage from passenger ships. Discharge is prohibited in this area except for ships that have an operative approved sewage treatment plant (STP), type approved to the new standard, Res. MEPC.227(64).

Annex V has been revised further, limiting the discharge of garbage. The Garbage Record Book form has been updated accordingly.

MARPOL Annex VI, Reg. 13.6, 14.3 & 14.4.4.

2013-01-01 All cargo vessels, HSC/ DSC and passenger vessels. Vessels trading in US Caribbean Sea Emis-sion Control Area.

The designation of the US Caribbean Sea Emission Control Area (ECA) for NOx and SOx. The sulphur (SOx) requirements within this ECA take effect on 2014-01-01, as per MEPC.1/Circ.755. Ships powered by propulsion boilers as described in Reg. 14.4.4 are exempted from the North America and US Caribbean Sea ECA SOx requirements until 2020-01-01.

Energy Efficiency Design Index (EEDI) to be cal-culated for certain cargo vessels. Applicable for: bulk carriers, gas carriers, tankers, container ships, general cargo ships, refrigerated cargo carriers and combination carriers with specified DWT as described in the regulation text.

All HSC/ DSC. Sub-para. .1 replaced with new text clarifying that annual test of EPIRB both for passenger craft and cargo craft shall be carried out at intervals within 3 months before the expiry date, or 3 months before or after the anniversary date, of the HSC Safety Certificate.

FSS Code Ch. 6 2014-01-01(expected)

Cargo vessels, HSC/ DSC and passenger vessels, keel-laid >= 2014-01-01.

The existing text of Ch. 6 is modified. The new Ch.6 defines more in detail the minimum require-ments for such foam system. Fire and component testing are now required for both inside air foam systems and conventional high expansion foam system, hence type approval certificate according to IMO MSC.1/Circ. 1384 is required for all such system when the FSS Code is in force.

FSS Code Ch. 8.2.1.1 2014-01-01(expected)

Cargo vessels, HSC/ DSC and passenger vessels, keel-laid >= 2014-01-01.

New sentence included describing permitted sys-tems for control stations, where water may cause damage to essential equipment.

IMDG Code 2014-01-01(expected)

All cargo vessels, HSC/ DSC and passenger vessels. Ships carrying dangerous goods.

Minor changes throughout the Code.

LL Annex B/ Annex II/ Reg. 47

New definition of the northern boundary of the Southern Winter Seasonal Zone.
