Needless to say, that two years passed by and that goal did not happen. As I continue to serve on the GEO board, the passion to still succeed is stronger than ever. I believe the biggest reason for not accomplishing that goal (yet), was the lack of funding at GEO. As you know, the activities in DC require funding beyond what the geo industry has historically had available. Thanks to you, we now have that funding. Your suggestions to NIBE (our parent company) prompted a meeting with NIBE management, along with our sister companies ClimateMaster & WaterFurnace in Oklahoma City, that championed a financial path in our efforts. Without that contribution by NIBE, our chances of extending the tax credit were waning. We now have the financing and the plan to make every effort for an extension this fall! Programming and technical assistance is requiredto mobilize, condition and transform the Canadian market for ground

source heat pump or earth energy systems technology. This willinclude the provision of a package of services to assist NaturalResources Canada in the development and implementation of adedicated marketing initiative for ground source heat pump orGeoExchange systems in Canada and to assist in building a CanadianGeothermal Energy Coalition in Canada by engaging the support ofCanadian utilities and professional bodies representing the drilling;civil and mechanical engineering and contracting; hydrogeology andenvironmental industries.

The GHPC is a non-profit organization with participation and supportfrom the United States Department of Energy, the United StatesEnvironmental Protection Agency, United States electrical utilitiesand their institutions, equipment manufacturers and their allies.NRCan requires the knowledge and expertise of GHPC in re-creating forthe Canadian market, its success in providing a marketing momentumfor earth energy systems in the United States. GHPC has established apublic-private sector marketing consortium comprised of electricalutilities, HVAC manufacturers and dealers; design engineers,drillers; loop manufacturers and installers; the United StatesDepartment of Energy and the Environmental Protection Agency, topromote this technology in the United States (US). Since itsinception in 1994, sales of ground source heat pump systems in the UShave increased 20 per cent annually. It has developed a number ofinitiatives to support marketing issues related to competitiveness ofthis technology; building public confidence in the technology; andstrengthening the industry infrastructure.The capability to tacklesimilar issues in Canada is germane to Natural Resources Canada's(NRCan) requirements with respect to implementing a part of Canada'srenewable energy strategy. It is not economic to reproduce theresources that are already available through the GHPC.

REASON FOR THE PROPOSED DIRECT AWARD:

As per NAFTA, Article 1016, limited tendering procedures can be usedwhere, for reasons connected with the protection of patents,copyrights or other exclusive rights, or proprietary information orwhere there is an absence of competition for technical reasons, thegoods and services can be supplied only by a particular supplier andno reasonable alternative or substitute exists.

GHPC holds the intellectual property rights to the materials requiredby NRCan in order to build a marketing momentum for ground source heatpump systems in Canada. GHPC's intellectual property represents overUS$50 million worth of soft technology developed through funding fromthe United States government and from the GeoExchange industry in theUnited States.

NRCan requires access to GHPC's reserve of information andtechnical resources in order to fulfil the needs of Canadians withrespect to this technology and to GHPC's links with professionalengineering and mechanical contracting networks; ground source heatpump training networks and regulatory frameworks governing geothermalenergy systems design and installation practices, for which it holdsthe GeoExchange service mark.
