The Young Business Minds Awards judging has just been completed.

eld at The Dural Country Club, who are event sponsors, the judging panel were extremely pleased with the quality of entrants. There are

seven local High Schools competing and the winners will be announced at a gala night on the 10th November. Four local businesses have jumped on board as sponsors and they are Dural Country Club as event sponsors and Galston Bendigo Bank, Dural National Bank and Dural Mc Donalds as cash sponsors.

The proposed New Line Rd development will be going before Hornsby Council on the 11th November. Some members of the executive will be attendance on the night to express their concern with this proposal. Hills Shire Council has announced it is moving forward with the development of 480 Old Northern Rd, Dural which is an extension of the existing shopping

precinct at Round Corner. This in itself is a significant development and we certainly do not have the population to support two new large developments within a kilometre of each other.

Drinks on the Village Green will be held on Friday the 11th December after working hours weather permitting. Pop it in your diary and come along. This is always a good night. Local businesses supply finger food and the Chamber will supply drinks.

I attended a Real Estate conference on the Gold Coast late October. .

he conference was held at Jupiters Casino by day and I stayed up the road in Surfers Paradise. I was very impressed with the

new tram line operating in between and travelled on it to and fro.The quality of the speakers and the success stories of some agents from a variety of offices and states were inspiring. There was also a guest motivational speaker not involved in Real Estate at all, Steve Bradbury. He won the first gold medal for Australia in the winter Olympics in 2002 when everyone else in the race fell down in front of him and he sailed across the finish line. Steve’s talk was amazing and of course the graphics from the Olympic footage helped as well. He was competing in his fourth Olympics, had trained for twelve years, overcome two horrendous accidents with very bad injuries and this was his last chance. There are four races

in six hours so you are racing nine kilometres speed skating every 90 minutes. This Grand Final was the fourth race and Steve just waited for his chance at the back of the group and it came. Twelve years of hard work had finally paid off.

The formation of the Sydney Hills Football Association (SHFA) has been praised as a giant step forward for the development of the sport in Sydney’s North West by representatives from all levels of Government.

Shire Councillor Mark Taylor at The Hills Shire Council chambers for a roundtable meeting with members of the SHFA executive to launch the 2016 season.

Mayor Byrne said that the Sydney Hills Football Association was a positive move.

“Council has unanimously supported the formation of the Sydney Hills Football Association. It’s something that probably should have happened some time ago, but with our population set to boom over the coming years, now is a better time than ever,” Mayor Byrne said.

Castle Hill MP Ray Williams said the new association would also lead to creation of new clubs to cater for new communities.

“One of the key initiatives of the SHFA is to help create new clubs in order to accommodate the growing number of young people wishing to play football in the Hills,” Mr Williams said.

Seven Hills MP and Hills Shire Councillor Mark Taylor said the new association would give The Hills a greater identity on the football map.

“The Hills has produced some very gifted footballers over the years and now there will be an association that will be recognised as the nursery of Hills talent,” Mr Taylor said.

Baulkham Hills MP and Emergency Services Minister David Elliott said the Association was a long-time coming.

“We have waited decades for our own Hills football association and finally it’s here. I encourage anyone who loves football and wishes to participate in this sport to get behind the Sydney Hills Football Association,” Mr Elliott said.

Federal Member for Mitchell Alex Hawke MP said parents across The Hills would relish the opportunity to play games closer to home.

“As a parent, I understand the importance of quality family time. Having our own sporting associations allows players who live locally to play locally. It’s a great initiative and I congratulate everyone who has been committed to seeing the Sydney Hills Football Association through to fruition,” Mr Hawke said.

Sydney Hills Football Association President Craig Gough said he was enthusiastic about the future of football in The Hills.

“This is a once-in-a-generation opportunity for Hills clubs to stand on their own and while the formation of the Association will take time, the end result will be a strong, local competition for everyone in the Hills Community who wants a great football experience.

We will be offering juniors, mens, ladies and special needs football competitions for all age groups across the Sydney Hills,” Mr Gough said.

The Hills Shire Council has been deemed fit for the future, but Mayor Dr Michelle Byrne said that doesn’t mean that amalgamations are out of the question.

he Independent Pricing and Regulatory Tribunal (IPART) released its final report on local

government reform which classified The Hills as being fit both in terms of sustainability and scale and capacity, however all The Hills’ neighbours have been declared unfit.

“I’m really pleased with the fact that we have been deemed fit for the future and IPART recognises the fact that The Hills could stand alone. This is consistent with the findings of the Independent Local Government Review Panel,” Mayor Byrne said.

“It’s also a ringing endorsement of the current and previous management of The Hills Shire Council by both Councillors and staff. A remarkable change from the early 1990s where this Council was virtually broke, to now being one of the strongest local government areas in NSW.”

“But we are surrounded by neighbours who have been deemed unfit and the Office of Local Government has called on councils that are unfit, or fit councils with unfit neighbours, to discuss mergers.”

“We’ve got 30 days to hold talks with our neighbours and make a submission before a decision will be made for us and the Review Panel has suggested a possible long-term merger with Hawkesbury. While we could certainly leave it for another day, we would be foolish to not discuss it now.”

Mayor Byrne congratulated the Government for pushing ahead with the long-needed reform in the face of united and vocal opposition.

“We are in the business of delivering essential services to our community and it’s about time that more Mayors and General Managers thought about what is best for their community rather than what is best for them.”

Hornsby Shire Council has won a prestigious industry award recognising its work in building the new Hornsby Aquatic and Leisure Centre.

this is a big deal that proves what we have always known – that Council has a great team of staff who are

capable of even the most challenging tasks,” Hornsby Shire Mayor Steve Russell said.

“I congratulate the infrastructure management team for their win and thank them for all the hard work they put into creating this excellent new centre.”

The Institute of Public Works Engineers Australasia awarded Council a trophy for it project management of the aquatic centre.

Council won the award largely because of its decision to manage the project itself instead of hiring an external consultant as usually happens on projects of this scale.

“That was a brave decision, as this is the biggest project Council has ever undertaken, but it has obviously paid off,” Mayor Russell said.

“The aquatic centre is at the cutting edge of the industry, with everything a modern pool could have.”

Among the stand-out features is the co-generation system, in which a gas generator provides electricity for the centre while its excess heat warms the pool water.

“That doesn’t just save a significant amount of money, it also greatly reduces the environmental impact of the centre,” Mayor Russell said. Perhaps the most impressive aspect of the project’s management is the challenges that were overcome.

“Chief among these is that the entire project had to be fast-tracked because the previous pool was suddenly closed because of safety concerns, two years earlier than expected,” Mayor Russell said.

“There were also significant challenges with the site, including that there was only one point of access.”

Mayor Russell singled out the project’s management team for special thanks: Rob Rajca, Ray Huzij, Scott Hewitt, Craig Clendinning and Kurt Henkel.

“The aquatic centre simply would not have been possible without their excellent work and the entire community owes them a debt of gratitude.”

BRewARRiNA OutReACH St Benedict’s parish continues its support of Brewarrina in 2015. First we organised a raffle to raise funds for three local indigenous children who are being cared for by a Brewarrina family. The raffle prizes of artwork painted and donated by the Good Samaritan sisters were keenly sought after and the raffle sold out well before the draw. Picture shows raffle organisers Ray Hume and Greg Lucas with one of the prize pictures.

Greg made the long journey to Brewarrina and back to attend a fundraising auction for a Brewarrina couple who had lost the roof of their house in a violent storm. Greg took some items donated by St Benedict’s parishioners for the auction and, at the same time, conveyed best wishes from all of us to our Brewarrina friends.

DuRAl GAlStON PROBuS CluB Recently Club members recently had lunch and a very interesting guided tour of the Bedervale Homestead at Braidwood. The great grandfather of the present owner bred three Melbourne Cup winners including Archer which won the first two Melbourne Cups in 1861 and 1862. This outing was part of a lovely holiday for our members at Batemans Bay. The Club’s final meeting for the year is at 10am on 17th December, at The Galston Club. Girl Guides in Australia is community based and meets outside school hours.

here are approximately 260 Guide Districts in NSW & ACT where groups of girls meet on a weekly basis during

the school term. By meeting locally with their peers, our girls have fun, develop friendships, experience adventure and challenge themselves to try new things by stepping outside of their comfort zone. They become a member of a small team

(Patrol) within their Unit, which builds a sense of belonging, encourages teamwork, helping girls to grow in confidence and have a voice. With the support of volunteer female leaders, Guides enables girls and young women to grow into confident, self- respecting, responsible community members.

Last term Galston Girl Guides were part of an international program entitled ‘Free Being Me’ which supports girls and young women to be all that they can be. Together with the World Association of Girl Guides and Girl Scouts, Girl Guides Australia partnered with Dove to create a program that aims to reach 3.5 million girls across the world by 2016.

During an overnight camp at Galston Guide Hall, the girls made T-Shirts and designed their own ‘Free Being Me’ messages.

Glenhaven’s annual ‘ Carols by Candlelight ‘ Christmas celebration will be held this year on Sunday 13th December commencing at 5pm on Glenhaven Reserve next to the Glenhaven shopping centre.

Fireworks Spectacular is scheduled around 9pm. Santa will be there, amusement rides, live bands, dance groups,

plenty of hot food including the BBQ manned by members of Glenhaven Rotary club.

An estimated 3,000 people were attracted to this popular event last year.

The community is benefiting by the generous support of Castle Hill Camera House, Transurban Transport, Kinderlin Child Care Centre Glenhaven, Snap Printing Castle Hill, and Glenhaven Rotary Club who each sponsor the event.

This is a free community project with all donations raised dedicated to Glenhaven Rural Fire Service who are extending their headquarters to accommodate a new bigger fire engine.

Elizabeth Whelan’s stellar year continued when she won the Dural Country Club’s Ladies’ Consistency Singles.

It seems that, lately, every second piece of correspondence my office is receiving is something to do with local government, either an action taken by Council or the recent IPART report on local governments being “fit for the future”.

ocal government has a role to play in our society, but where some have gone wrong is determining exactly

what that role is. Some Councils have decided to partake in sectarian boycotts, some have engaged in human rights campaigns and some have even gone to the farcical length of declaring themselves nuclear free zones. I find this last one particularly medieval in its outlook, given the role radiotherapy plays in cancer treatment.

I note that several Councils across Sydney have taken part in just these types of campaigns in recent years, and that these same Councils have now been found to be unfit for the future.

At this same time, I note that The Hills Shire Council (THSC) has been deemed fit for the future, and that THSC has partaken in exactly none of these campaigns.

It is exactly because THSC has knuckled down and made tough decisions in the interests of ratepayers, rather than attempting to fill inner city media headlines, that THSC is in a position to be able to stand alone into the future.

Successive Councils over many years have put ratepayers ahead of cheap headlines, and this is to the eternal credit of every Councillor elected to THSC.

Other Councils in our state would do well to follow the lead of THSC, and not laugh at sensible suggestions that Councils put the interests of ratepayers first.

Business confidence in New South Wales strengthened in the third quarter of 2015 amid improvements in sales revenue and profits, according to the Chamber’s latest Business Conditions Survey.

ore than 850 businesses completed our September Business Conditions Survey, which showed a

marked improvement in business confidence in NSW and a level of optimism about the upcoming Christmas trading period that we have not seen for several years. Many of the survey respondents identified material improvements in their own business’ performance in the September quarter, with around a third reporting an increase in sales revenue and 25% of respondents reporting an increase in overall profits.

In the September quarter, total staff numbers reached its highest level on the index since December 2011, while close to a quarter of businesses surveyed said they expect to hire additional staff in the next three months. Consistent with previous quarters, the September Business Conditions Survey revealed ongoing concerns about overregulation and the cost of doing business in Australia.

The number of businesses reporting increases in operating costs was up this quarter after decreasing significantly in June. More than 40% of businesses experienced higher operating costs, with labour and energy costs once again the areas of most concern.

Hornsby Shire Council is committed to constructive discussions with its neighbouring councils, particularly Ku-ring-gai, following the release of a report from IPART.

he report advised that both Hornsby and Ku-ring-gai, like two thirds of the councils in New South Wales,

are not considered “fit for the future”. While both Hornsby and Ku-ring-gai exceeded all the Government’s criteria for finances, infrastructure and services, neither is large enough to meet the requirements for population size. It’s clear that our councils need to merge and that process will be much easier if we can do it cooperatively.

We have an opportunity to achieve something great for the people who elected us and we need to take advantage of that. The Government has placed an extra $10 million on the table for councils that agree to merge. That means there is now up to $20 million in extra funding available for our communities if we are able to join with Ku-ring-gai. Independent analysis commissioned by IPART shows there would be net benefits of $88 million over 20 years from a merger between the two councils.

Our shire is the same size it was when horses were the best means of transport and the telegraph was the best form of communication. The duplication of services in this area is ridiculous and wastes a lot of money that could be better used providing services to the community.

Change is never easy, but there is no doubt that amalgamation is the best course of action.

Hills Shire Councillors have sworn to never commit, excuse or remain silent about violence against women at a recent Council meeting.

ll Councillors to sign the pledge in a unanimously supported Mayoral Minute. Thanks to various

Government agencies and community organisations, domestic violence is on the radar and we are talking about it. We are a nation with a high-standard of living and we cannot allow domestic violence to grow. We must do everything we can to equip our citizens with the tools to stop it. For many years, victims of domestic violence suffered in silence. It can affect us directly and indirectly – whether you’re a first-hand victim of it, or whether you work with someone who is in an abusive relationship. There have been numerous high profile cases of domestic violence turning deadly and we need to do everything we can to put a stop to this.

The request to sign the pledge had come from Hills Community Aid. There is only so much that we can do as a Council, however, we can lead by example and support the NSW Government, the NSW Police and the various community organisations that do so much to fight domestic violence.

The Federal Government’s response to the Financial System Inquiry has been released.

ith regard to card surcharging, we will legislate to ban merchants from imposing unfair surcharges

that are greater than the cost to them of accepting payment by card. With regard to superannuation, the Productivity Commission will develop criteria and then assess how efficient and competitive the superannuation system is and develop alternative models for allocating default fund members to products.

Of particular interest to many may be the response regarding financial advisers. The government will raise professional, ethical and education standards. Subject to transitional arrangements, advisers will be required to hold a degree, pass an exam, undertake continuous professional development, subscribe to a code of ethics and undertake a professional year before they can advise clients.

The Department of Planning and Environment has issued the submissions report which addresses the use of the Hornsby Quarry as a spoil site for NorthConnex project.

pproval is being sought under Part 5.1 of the Environmental Planning and Assessment Act as a

State Significant Infrastructure project to beneficially reuse up to 1.5 million cubic metres of excavated rock and soil known as spoil from the construction of NorthConnex to partially fill the Hornsby Quarry. Roads and Maritime Services is proposing to handle, manage and beneficially reuse up to 1.5 million cubic metres of clean spoil from NorthConnex at Hornsby Quarry – an environmentally sustainable use for the spoil.

The quarry project would cost around $22 million and would be jointly funded by the NSW and Australian governments and the Hornsby Shire Council. The Lendlease Bouygues Joint Venture (LLBJV) would deliver the project. The project would involve filling the quarry void with spoil to a level that would allow Hornsby Shire Council to start rehabilitating the site to a public recreational area benefitting the local community. We have a once in a generation chance as we build NorthConnex to fill in Hornsby Quarry and create the People’s Park in its place like Centennial Park.

The expected timeline for the project is to start carrying materials to the quarry in April next year until late 2018. All work would be carried out between 7am and 6 pm weekdays and 8am and 1pm on Saturdays, weather permitting.

The Mitchell Youth Leadership Forum held at Vision Valley from the 8th to the 10th of October this year was a great success. The Forum is now in its 14th year and growing, as 160 local students from 15 high schools participated in a range of activities designed to develop leadership skills. The year 11 students took part in a 2 and a half day programme which consisted of team building activities, motivational speakers, community service, and small group discussions.

Community service was performed at the Anglican Retirement Village in Castle Hill, where students engaged with the elderly residents in completing day-to-day activities such as gardening and car-washing. The final results for 2014-15 reveal a surplus of $2.9 billion – an improvement of $823 million since the June 2015 Budget forecast.

t’s great to see our Budget result firmly in surplus, our net debt falling and our infrastructure spending

at record highs. The improvement in the Budget result was due in large part to a small number of one-off items including higher than expected distributions from managed investments and Commonwealth payments.

The results for the year also included the highest ever actual capital expenditure recorded in NSW, reflecting the Government’s focus on infrastructure spending across the State. Meanwhile, net debt fell during 2014-15 by $1.4 billion to $5.5 billion. We’ve managed to spend record amounts on infrastructure while keeping net debt down by using innovative financial solutions. This has allowed us to build the roads, rail, hospitals and schools the State needs while securing our triple-A credit rating.

NSW also continues to enjoy a significant period of growth and has recorded the lowest unemployment rate of any state, with more than half of the nation’s jobs growth over the past 12 months, according to ABS figures. NSW is again outperforming the rest of the nation, with our unemployment rate falling to 5.9 per cent in September – below the national average. The NSW economy is going from strength to strength, which is driving employment growth.

Since April 2011, around 250,000 jobs have been created in NSW – which is well above the next largest state increase of 143,000 in Victoria.

SCHOOl CAPtAiN PROFile – ANNABelle PeARCeMy name is Annabelle Pearce and I am privileged to be Galston High School’s 2015 - 2016 School Captain. I attended Arcadia Public School and loved every day I spent there. For the HSC, I am currently studying PDHPE, biology, food technology, visual arts, 2 unit mathematics and advanced English. Beyond high school I would like to study at university. Some of my ideas for the future include teaching and psychology. As

a student of Galston High School I have been very involved with the extracurricular activities offered. These include being a peer support leader, being a house leader, being a dance captain of the GHS dance group, participating in two school musicals, Duke of Edinburgh, sporting activities and now the prefect team. There are so many things that I enjoy about GHS. The wide range of subjects and extra-curricular activities mean that there are always so many enjoyable things to be involved in. I also love the connections between the community and the school.

Here is the story of Jim. Jim was a really nice guy who was running the family business which sold carpet. The business had been in the family for 2 generations.

im did what he saw his father and grandfather do in operating the business. Some years were good some

were not so good. The business changed over the years to adapt to the changing market. They introduced wood flooring or floating floors because clients were seeking alternatives to carpet.

The business was slowly slipping away. There were 3 staff members. Every other month Jim would not pay his wages because the cash was just not there to sustain paying everyone. He stopped paying his super because at the end of the day it is his money right? He was doing the Business Activities Statements himself and they started to be filed late. He started to receive penalty notices and then the money owing to the ATO just started to climb.

He only saw his accountant once a year to do the tax. He started getting collection notices and phone calls from debt collectors. The statements kept getting lodged late and the super for all members was not getting paid. The suppliers started to harass him aswell and then started to hold back supply.

owever many new home trends are geared to pair maintenance and energy use and aren’t always

practical. Open plan living has been popular for quite some

time now, but it does not seem to be changing. Open plan living is so practical – it centralises the room we use most, the kitchen, is great for distributing heating and cooling throughout the home and creates a great sense of space.

I have increasingly seen freestanding tubs implemented in homes in 2015. Freestanding tubs conjure imagery of Victorian-era abundance; however the latest trend shows bath-tubs looking a cool sculptural hand. There is an element of unpracticality with climbing in and out of the tub however.

Another popular feature I have seen in 2015 is the implementation of two master bedroom suites. It’s a great arrangement for grown children and aging parents to move in for both long and short term stays, but is also practical for when guests come to stay.

Fireplaces and fire pits, both real and fake, have universal appeal. They offer a great sense of warmth, romance and togetherness. This year, popular designs are trending on chic, contemporary takes on the traditional wood stove.

Following trends is contagious but can sometimes end up unpractical and costly, so I hope I have been able to provide some simple contemporary trends that are also practical and won’t become wasteful to you in the future.

Less evaporation will mean that the water requires less chemicals and the cover will reduce chlorine use as well.

Covering your pool will also keep a lot of leaves and rubbish out of the water. This has the consequence of saving you lots of time cleaning and emptying baskets etc. The reduction in rubbish will also reduce chemical use as the chlorine can do its job killing bacteria in the water rather that dealing with introduced bacteria from all of the leaves and rubbish getting into the system.

ou should undertake top dressing to repair holes or uneven lawn just prior to the growing season, not

when the lawn plants are in their dormant phase or you run the risk of damaging or even killing the lawn entirely. Top dressing for nutrients can be applied at any time. Do not top dress on an annual basis regardless of popular belief as this will just accelerate the build-up of thatch. Avoid top dressing if rain is predicted as the wet weather will make the dressing difficult to deal with and make levelling troublesome.

Applying a top dressing will introduce materials to your soil that will improve drainage, allow the soil to exchange gases with the atmosphere more effectively while also promoting the development of the soil’s micro-flora and micro-fauna needed to break down thatch and grass clippings. Top dressing matter will feed the earthworms too, releasing nutrients into the soil. An added bonus is that top dressing allows the soil to retain moisture better during drier conditions as well as allowing excess moisture to drain away during heavy rainfall.

Bags of top dressing mixtures are readily available and provide all the relevant handling and application information. Work out the size of your lawn before you buy; as a general guide a 2kg bag will be enough to top dress a square metre of lawn.

Just recently Macdonald Valley Public School celebrated its 170th birthday with a great gathering of about 200 of the school‘s past pupils and local supporters. There are only 10 pupils there at present, but numbers have fluctuated over the years.

t is hard for us in this modern age to comprehend what it must have been like 170 years ago. The original

school building and the teacher’s residence were made of slabs and were down beside the river, which was the main thoroughfare for the whole valley. Boats were the main means of transport, and boat building and repair provided employment. There were some bridle tracks. Roads were difficult because of the steep sides of the valley.

Farming provided the main employment. The soil in the valley is very rich and attracted a large population of over 1000 in the mid -1800s. Corn was the main crop, with dairying also popular. There was even a butter factory that produced 93 tons of butter in one year.

The devastating floods of the later part of the 19th century caused many farmers to leave the district and threatened the little school. A new school was built in 1888 and survived the floods of 1890, 1897, and 1904, but by the 1920’s this building was reaching the end of its useful life. A new school was built in 1929, and in 1956 it was decided to move the building up the hill to its present site. This is now the school library, and another attached

building is the school room. The celebrations included the burying of a time capsule

and cutting of a cake by the oldest past pupil and the youngest pupil. The oldest, Mrs.Dyras Thompson, is 100 years old, and still drives her car down to Wisemans Ferry to play Bowls!

Another interesting building in the Valley is the St. Joseph’s Church, just south of the school. The foundation stone of this church was laid by Archbishop Bede Polding in 1839. Presumable he came by boat. It is a large Gothic style sandstone building, which had a shingle roof. A bushfire destroyed the roof and it was left derelict for about a century. Now the roof has been replaced with corrugated iron and the building renovated as a Guest House. In spite of floods and bushfires the valley is now home to about 100 people
