[Research Overview]Technology related to expertise in the environment or industry is not supplied by public institutions, but in theoretical terms it can be considered a type of public goods. As the difficulty of achieving the targets specified in the Kyoto Protocol shows, it is generally hard to obtain an appropriate level of such public goods by relying on voluntary contributions. My research focuses on this problem; that is to say, I use theoretical and experimental means to analyze the extent to which we can rely on voluntary supply by rational individuals to provide public goods. In recent years, I have focused particularly on the use of research methods from experimental economics to explore the reasons for the deviation between the theory and actual human behavior in tests involving public goods. Obtaining sufficient voluntary contributions of public goods is difficult in theory, but in actuality there are many examples in society where voluntary contributions occurs. What sorts of factors make voluntary contributions achievable? What makes it difficult or works to worsen voluntary contributions once it is achieved? I have been categorizing all sorts of possible factors and attempting to verify them.

[Research Overview]Approaches to the theory of international finance proceed from either international macro theory or from financial theory. I take the international macro theory approach. International macroeconomics focuses on the macroeconomic aspects of international economics, so it considers even trade or direct investment from a macro perspective. Recently, Japan's FTA strategy toward the East Asian community of nations and East Asia as a whole has become an issue, and I am interested in theoretical research on the strategy and a monetary unification in East Asia.

[Research Overview]The problems of optimizing decision-making arise in a variety of fields, including economics, business administration, science, and engineering. Up to now these problems have been approached using two main approaches. The first one is using calculation methods employing random numbers, such as Monte Carlo methods and genetic algorithms. These make it possible to arrive at a system's optimal state through simulations of physical or biological phenomena. The second approach extends the range of ordinary numbers to numbers called intervals and employs a method called interval calculation. This method of calculation is more time-consuming than calculations involving ordinary numbers, but it always yields an exact range of optimal solutions. Recently, I have used a variety of optimization algorithms to solve optimal taxation problems. In addition to the above, I am interested in topics such as analysis and evaluation of enterprises, account auditing, Japanese public finance, and financial engineering.

[Research Overview]I examine both theoretical and empirical aspects of the development of the Japanese prewar and postwar economies. I am particularly interested in "capital formation," including human resources, and conditions relating to the external economy. My goal is to identify the consistent characteristics of the Japanese economy, viewed from medium- and long-term perspectives, and to clarify current and future issues in a coolheaded manner.(In addition, as part of my research on the Japanese economy, I was engaged in investigation and research on the Chinese economy. I participated in the Chinese Economy Project at the Open Research Center (ORC), a group research project of the Graduate School Division of Economics that was organized as a five-year program starting in 2001.)

[Research Overview]Urban problems can be broadly classified into categories such as residential and industrial zones, transport, environment, beautification, and so on. I do theoretical and empirical analyses of themes such as these by focusing on economic aspects that operate through market mechanisms. In particular, using social mobility as a benchmark, and against a background of thriving economies in large cities (which increasingly revolve around services and information) and contrastingly declining economies in smaller cities, I am searching for ways to promote balanced interurban economic development. It is well known that so-called "economies of scale and agglomeration" act on cities, resulting in the further development of large urban centers and perpetuating unipolar concentration in Tokyo as an effect of the pursuit of efficiency. Partly as a way to control this economic mechanism, the equitable supply of "local public goods" from outside the market plays an important role. I am attempting to evaluate the optimal supply of local public goods and the optimal urban structure, with the distribution of industry and population in cities as a central issue, by examining population movement between cities and variations in land rent, which represents the utility value of land.

[Research Overview]In contemporary Japan, small and midsize enterprises not only function as subcontractors to the large enterprises, but are also active in light industry, trading, and the service industry. They support the very foundations of Japan's economy. There are more than 500 so-called local industries consisting of concentrations of such small and midsize enterprises, all manufacturing the same type of product, scattered throughout Japan. They occupy a significant position in regional economies and play an important role. In Kyoto there are many traditional local industries, and I am conducting ongoing empirical research on such industries, with a particular focus on the Nishijin weaving industry, which presents a classic example. The Nishijin weaving industry has produced a wide variety of yarn-dyed silk fabrics under both horizontal and vertical inter-business divisions of labor. Recently, however, there has been a slump in both production and shipments due to factors such as the declining popularity of traditional Japanese dress and the effects of offshore production. In addition, the industry faces many other issues such as the aging of employees, the deterioration of techniques and skills, and the multilayered distribution system. I am studying possible measures to deal with these issues. Field surveys of the traditional industries of Kyoto, such as the Kyo Yuzen dyeing industry, are also carried out with a view toward preserving the equipment employed thereby.

[Research Overview]Firms use a variety of measures to avoid poor management and to strengthen management effectiveness. One of these is change of working conditions, specifically, disadvantageous change through collective agreements and work rules. Examples of such disadvantageous change include (1) modification of accounting methods to reduce the rate of pay, (2) reduction of retirement allowances, (3) introduction of new mandatory retirement rules or lowering of the mandatory retirement age, and (4) extension of work hours.Observing that disadvantageous change in work rules will produce the desired results only if the changes are rational, the following seven factors need to be considered: the degree of disadvantage suffered by workers due to the modification of work rules; the need for the changes to the employer; the appropriateness of the work rules themselves following the changes; compensation measures; negotiations with the labor union; the response of other labor unions and employees; and the general situation of Japanese society. At present my research focuses on the following points, based on a large amount of data on precedents:1. What is the relationship between the specific type of disadvantageous change and

the likelihood a legal judgment will provide an affirmation (ruling favorable to the employer) or denial (ruling unfavorable to the employer) of rationality?

2. To what extent is an affirmation of rationality more likely when the disadvantageous change is accompanied by compensation measures?

[Research Overview]My research focuses on the economic and competition policies of Walter Eucken of the German Freiburg School. Eucken was strongly opposed to the economic policies of the Hitler regime between 1933 and 1945. He even went so far as to urge his students to engage in civil disobedience when Hitler became chancellor. Even while Hitler was in power, Eucken thought about how Germany should administer its economy in the post-Hitler period, and he provided economic guidance to Germany after the war ended. He made a distinction between the economic order and economic processes. Reflecting on the excesses of the Hitler period, he said that the role of the state should be limited to forming and maintaining the economic order, which he saw as corresponding to the rules of a game, and that the state must not intervene in economic processes, which correspond to decisions about who produces what, how, and for whom. Eucken believed that decisions regarding economic processes must be made freely by individual economic actors. He used the term competitive order to express this idea, which is the essence of a market economy. Eucken's ideas were introduced in the administration of the economy of postwar Germany under the concept of the "social market economy." When the contemporary Japanese economy is viewed from the perspective of Eucken's thinking, one is stunned by the extent to which the state remains powerfully involved in economic processes. What is now referred to as deregulation is merely an attempt to put into practice what Eucken advocated more than half a century ago. My research examines Eucken's policy ideas from the standpoint of the Japanese economy, where "big bangs" are needed in many areas.

[Research Overview]Factors such as the safety of agricultural commodities, the drop in the food self-sufficiency rate, and the aging of farming communities are often pointed to as indicating a crisis situation for Japan's agriculture and farming communities. In addition, based on the concept of "food mileage," it has been shown that, in Japan, three times as much energy is consumed in food procurement as is the case in the United States. These facts indicate the seriousness of the natural and socio-environmental problems facing agricultural regions. Can't we think of some way out of this impasse? My research attempts to identify problem-solving measures aimed at utilizing regional resources and protect the environment by rebuilding the overall vitality of regional agriculture and farming communities. In addition, as the Chinese economy has become more internationalized in recent years, economic disparities have widened between cities and farming communities as well as between the eastern, central, and western regions of the country. I am also engaged in research on the modernization of Chinese agriculture and the issues such efforts currently face, taking into account aspects including agriculture, farming communities, and persons engaged in agriculture as well as agricultural and forestry resources.

[Research Overview]Recently, I am examining to predict the economic policy that North Korea may take in future. I am particularly interested in whether or not North Korea will actually embark on reform and open of its closed economy, and what the effects would be if these policies were to be taken. The foundation for this sort of inquiry is the research I have done in the past on various topics, including the following topics concerning the North Korean economy: estimation of industrial production indices (1944 to the 1970s), estimation of GDP in the 1950s, agricultural policies in the 1960s, history of economic policies from the time immediately following the Second World War to the 1990s, the food crisis and agricultural policies in the 1990s, food imports from the 1990s onward, and estimation of terms-of-trade indices for trade with China.

[Research Overview]I am engaged in historical research on labour in Britain and Japan. I am interested in changes in the influence on the shop floor of skilled workers, as well as changes in skill formation, apprenticeship, and technical education, in Britain from the 19th century to the middle of the 20th century. My empirical research is about the machinery and textile industries, and my work is based on primary sources in the British National Archives and various regional archives. My research on Japan focuses on the integration of the labour market from the Meiji era to the prewar period Showa era. Presently, I am compiling a database of wages and prices from statistics covering various prefectures and doing statistical analysis of fluctuations of them between regions. Taking specifie type of construction workers such as carpenters, as well as engineers, as representative of skilled labour, and agricultural workers as representative of unskilled labour, I am analyzing the integration of the labour market in many dimensions. My target is to identify patterns in modernization and industrialization in Japan by comparing the findings of the above research with the cases of Britain and other western countries.

[Research Overview]Over the last few decades, Japanese firms have attracted public and academic attention. Many studies have investigated the characteristics of Japanese firms, for example, long-term employment, relational trading, the main banking system, cross shareholdings, and the role of bureaucrats. However, views on the merits of these attributes have fluctuated in line with the business cycle of Japan. In the 1970s and 1980s, when the Japanese economy overcame two oil shocks and Japanese firms expanded their business overseas, many economists have attempted to explain Japanese management styles using economic theory. However, after the collapse of the bubble economy, Japanese management style was criticized for being behind the times. The evaluation of Japanese management remains uncertain because there are many things that are poorly understood. It is important to analyze corporate governance to understand corporate behavior. In Japan, many studies in the corporate governance area have been limited to the role of the main banks. In the US, many studies show that there are various corporate governance mechanisms, for example, board and executive compensation that affect corporate behavior and performance. Therefore, the aim of my research is to explore Japanese management style by analyzing the corporate governance mechanism, which has been the subject of little previous research.

■ Academic Degrees: Doctor of Economics, Kyoto University■ Keywords for Research Field:

Long-Term Economic Growth, Rent Seeking■ Office Phone Number: 81-75-705-1627■ E-mail:

[Research Overview]Taking the actual Chinese economy as its theoretical backdrop, my research involves theoretical and empirical analysis of the effects on economic growth of government, nationally owned (public) enterprises, and monopolistic enterprises, considering the rent seeking problem (public economics) believed to exist within the real economy and incorporating a growth model (endogenous growth theory) based on R&D investment and public expenditure. The discussion developing from this research is based on the following understanding of the problems concerned: When, in the context of economic activity such as R&D investment and public expenditure, enterprises attempt to utilize the incompleteness of the market to achieve their goals and reap profits through political means (rent seeking), the effects on long-term growth of R&D investment and public expenditure posited by endogenous growth theory are not always particularly large. In addition, government taxation and subsidy policies may not function effectively under these circumstances, further distortions can occur in the distribution of productive resources, and long-term growth can be adversely affected. The message of this research has a practical meaning if we believe that such problems exist within the real economy to a greater or lesser extent.

productivity and wages.2. OJT theoretical models: On-the-job training (OJT) refers to a process whereby

workers learn skills and improve productivity while doing their jobs. I attempt to answer questions about OJT, such as the following, by creating theoretical models: (1) How can productivity be increased? (2) What effect will higher productivity have on wages? and (3) Who bears the burden, the worker or the manager?

3. Factors determining the ratio of students entering post-secondary education: I carry out regression analysis using actual prefectural or time series data to determine the factors that determine the percentage of students continuing on to post-secondary education. Major factors include wage disparities between high school and university graduates, university tuition fees, university proximity, and occupations and academic qualifications of parents.

4. Economic inequality: I employ methods such as the Gini coefficient and Lorenz curve to examine changes in the degree of inequality in income and asset distribution in postwar Japan as well as inequality in income and asset distribution worldwide.

5. Economic analysis of aging societies with fewer children: I perform economic analysis by assessing the current conditions of aging societies with declining birthrates.

[Research Overview]The central focus of my research is commercial relations between the Baltic region and Western Europe from the 16th through 18th centuries. The Baltic region supplied Western Europe with materials essential to shipbuilding, iron, and other primary commodities-outward expansion by Western Europe countries would not have been possible without Baltic imports. Thus, research on trade relations between the Baltic region and Western Europe leads naturally to research on outward expansion by the countries of Western Europe. Nevertheless, the number of studies in this field remains quite small, both in Japan and in Europe. For my research in this field, I rely mainly on trade statistics. I hope to shed light on the realities of trade between Western Europe and the Baltic region by comparing data from a variety of sources, including transit duty data for the Sound, the strait between Denmark and the Scandinavian peninsula; Customs 3, which contains British trade data; Swedish trade statistics; and Dutch trade statistics.

【Research Overview】In macroeconomics, economic policy plays an important role. For example, a temporary increase in government purchases may not only raise national income through the “multiplier,” which implies a simultaneous relationship, but it may also serve as a signal regarding future economic policy. In other words, even if economic policy does not change quantitatively today, such a policy may be effective because economic agents interpret it as an important signal. That is, agents may change their expectations, and may change their behaviors. My academic interest is in “inflation expectations,” which is a typical index of expectations. Since there are no sufficiently reliable statistics that measure inflation expectations in Japan directly, I am studying the method of measuring inflation expectations. I am also studying how to evaluate the relationship between inflation expectations and various economic indices. These researches include the study of the “New Keynesian Phillips curve.” Since such research identifies the economic patterns in which agents foresee the future, these can then be used in the formulation of appropriate fiscal and monetary policies.

[Research Overview]I explored (in my degree thesis) the intellectual development of Eugen von Böhm-Bawerk, a member of the Austrian School of economists, through his achievement of social recognition not only as an economic theorist but also as a practicing financier, while touching on his relations with other economists of his time and the educational system and history of fiscal reform in the Habsburg Empire. I have also issued a transcription and Japanese translation of lecture notes recorded by Böhm-Bawerk's students during his time in Innsbruck. This transcription was reissued in 1998 together with a completely different set of lecture notes discovered in 1995 (an outcome from the work completed as a research fellow of the Alexander von Humboldt Foundation). After that, my research has focused on the development of the economic thought of the Austrian School during the interwar period, in particular the influence of Othmar Spann on the formation of the thinking of economists such as Morgenstern, Hayek, and Mises. I participated as project leader in "Management and Disclosure of Materials Related to the Theory of the Market Economy" at the Open Research Center from 2000 to 2005. [Research Overview]My research concerns the evolution and development of agriculture in the modern period. My starting point is the development of Japanese agriculture; the development of agriculture in Britain, which influenced the evolution of Japanese agriculture, is also one of the subjects of my analysis. I am particularly interested in the period from the 18th century onward, but my focus is on the personalities and systems (the development of agricultural schools and agricultural testing stations) involved in agricultural research, as approached through historical materials and documents (books on agriculture). One interesting characteristic of persons engaged in agricultural research is that some of them were not "scientists" per se. In addition, agricultural schools and agricultural testing stations had distinctive characteristics not found in the general run of institutions of higher education and research. I consider the question of how these aspects of the British system affected Japan. In addition to the relationship between Britain and Japan, my research covers connections with the regional identity of Kyoto and Japan's traditional ways of thinking. When we look at the development of modern agriculture, we see many fascinating points of connection between the Kyoto region and Japan's agricultural history-the first western-style stock farm in Japan was located in Kyoto, for example. Furthermore, Ninomiya Sontoku can be advanced as an exemplar of traditional thinking in Japanese agriculture, and I am doing research on his role in the evolution of the science of agriculture in Japan. Naturally, the connection between Kyoto and Ninomiya Sontoku is also one of my research themes.

We also study financial education in schools and workplaces. In particular, I examine the effects of financial education on portfolio efficiency, using data obtained from portfolio management simulation games. Our research shows that portfolio efficiency is better increased by obtaining rudimentary statistical knowledge of concepts such as variance and standard deviation, than by obtaining detailed knowledge of financial instruments. Better-educated households are more likely to hold diversified portfolios and are better able to take advantage of investment opportunities.

[Research Overview]A variety of environmental problems fall within the scope of my research, but my main interest is the environmental tax reform. With regard to the problem of global warming, the idea of a carbon tax is being studied at the government level in Japan, as in other countries, as an effective economic measure for limiting emissions of greenhouse gases. In European countries, not only have measures such as a simple carbon tax, but environmental taxation reform has been implemented in hopes of reducing the existing tax and social security burdens in order to deal with serious unemployment problems. These steps have been adopted in anticipation of a theoretical "double dividend" of environmental improvement and increased employment. This possibility of a "double dividend" has controversially debated among European and American environmental economists and scholars of public finance from the 1990s onward. A wealth of simulation analysis indicates that the possibility is real. I am studying the prospects for realizing the environmental tax reform in Japan by examining the political and economic aspects, with reference to the reality in European countries such as Germany.Recently, I have also conducted research on topics such as emissions trading systems, waste management, environmental policy in the Republic of Korea (South Korea), and nuclear power.

Public Policy for Heterogeneous Individuals who Confront Life-cycle Uncertainty

■ Academic Degrees: Ph.D. (Economics), Kyoto University■ Keywords for Research Field:

Life Cycles, Idiosyncratic Risk, Public Economics■ Office Phone Number: 81-75-705-1874■ E-mail:

[Research Overview]The diversity of individual's economic circumstances is occurred due to not only their own decision but also exogenous shocks such as illness or unemployment. Observing the inequality in temporary economic states could not shed light on the comprehension of the inequality in lifetime welfare. On the other hand, observing the transition of aggregate economic valuables would overlook the heterogeneity of individual welfare. Designs of public policy require an overall comprehension of varied individuals facing different economic circumstances at different life stages. The subjects of the research are the heterogeneity in individual attributes that can change during one's lifetime, such as economic ability, health status, or family arrangements. In general, redistribution policy for equalizing the economic results has a negative effect on individuals' efforts. When, however, individuals confront undiversified risk, redistribution policy also has a function as insurance system by dispersing the risk among many individuals. Therefore, redistribution policy could also encourage individuals' making an effort to achieve better economic results. Balancing these two effects of redistribution policy on individual decisions is required for the current public policy.

[Research Overview]We can think of an enterprise's stock price as a reflection of its future profitability. In particular, if stock markets operate efficiently, we would expect stock prices to change immediately to reflect changes in investor expectations regarding future profitability. If this was the case, we would be able to determine the meaning of events that affect the future profitability of an enterprise by examining the movement of stock prices on the days those events occurred. (This sort of empirical approach is called an event study.)Event studies are often used to test hypotheses related to corporate finance, such the effects of corporate mergers and acquisitions, dividend increases, and the issuing of new stock (capital increases by public offering). A large amount of data has been amassed through such studies. My present research explores the effects of debt forgiveness by banks for companies that are experiencing business slumps, on the companies affected and other companies in the same industry. If debt forgiveness retards the process of industry restructuring and simply leads to the creation of so-called "zombie companies," such events should have negative effects on other companies in the same industry. I am presently studying Japanese data based on this hypothesis.

[Research Overview]I have chosen the empirical search for socioeconomic factors of serious population problems as the focus of my research. In "Child Labor in Developing Countries- Is High Fertility a Cause or a Result of Child Labor?" (Japanese title: Hatten Tojoukoku no Jidou-roudou-Kodakusan wa Kekka nanoka Genin nanoka), published in 1997, which examined child labor in India, I demonstrated the relationships between child labor, health, education and fertility based on a theoretical model and also made a positive analysis based on Indian government statistics.Recently, I have also been conducting experimental studies on the causes of the recent low birth rates in Japan. For this research, with the cooperation of local public authorities and labor unions, I have carried out three (2003, 2007, and 2008) large-scale personal surveys and have performed quantitative analysis on the results. I have also engaged in frequent analyses of interview-based surveys.

[Research Overview]The term social market economy refers to the socioeconomic system and economic policy concept of (West) Germany. The postwar German economy was rebuilt and expanded in line with the orderly policy ideas of neoliberal economists. The first attraction of the social market economy (concept) was that, although grounded in the idea of a liberal market economy, it provided an orderly policy regime that balanced the strong belief in market principles of the American neoliberal economists with an emphasis on the intrinsic defects of the market system. It is also important to remember that during the 1940s and 1950s the western bloc countries embraced Keynesian economics, the welfare state, and a mixed economy, while the eastern bloc states had planned economies on the Marxist model. The second attraction of the social market economy was the exceptional performance of the West German economy, whose structure and systems were constructed according to a grand design. The fact that this design was not simply an academic concept, but had proved extremely functional in practical application, was of tremendous worth. Naturally, the presence of such extraordinary people as Erhard and Müller-Armack must not be overlooked, but the concept itself still stands up to scrutiny when viewed from a contemporary perspective. My lifelong research theme is the consideration of the special characteristics of the social market economy, the role is played, and why it was eventually modified.

[Research Overview]In Japan, reform of the fiscal restructure is inevitable to deal with the expected rise of social security costs and today's massive fiscal deficits. By the report of the government advisory counsil on the fiscal system in 2006, which strongly insisted on not only government expenditure cut but also the tax reform, much closer attention has come to be paid to how the role of tax system should be in Japan. To study the role of taxation, research should be conducted from the various points of view, such as empirical analyses of the effects of tax reform on the economy, economic theory, and tax systems in foreign countries. Besides, the empirical research of the tax reform is not enough in Japan due to restriction of date availability. My aim of the research is to consider how the Japanese tax system should be through various economic analyses.

[Research Overview]My main field is rural society in Japan: How did the market economy penetrate rural society? How did rural society react to it? What aspects of the rural social structure were beneficial from the standpoint of the development of a market economy? What aspects were not beneficial? What effects did the market economy have on the social structure?I conduct empirical research on questions such as these related to the development of the market economy and its effects on the social structure. I discover, catalog, and read old documents from places such as rural libraries, museums, and old houses. I try to recreate the specific behavior and consciousness of persons of those times and the society they built, and I consider larger trends within the market economy as a whole. Because my research addresses social structure, it is not limited to economics; I incorporate findings from a variety of academic fields, including sociology, ethnology, anthropology and others. In the future, I hope to expand my studies on the theme of rural society and the move to a market economy to include the comparison with other Asian countries as well as Europe and North America. In this way I hope to provide assistance to scholars interested in the special characteristics of market economies, their origins in different regions, and the reasons for them.

[Research Overview]Equilibrium analysis is still the main current in economics, but arriving at equilibrium is something that is only possible in the realm of theory, as a careful examination of adjustment mechanisms easily shows. Therefore, it is not wise to simply draw policy implications from an analysis of equilibrium values with some bias included. Research employing a dynamic adjustment process and the construction of models from more realistic factors is the only way to improve precision. The main types of models I study are discrete price adjustment models. Recently, I have also become interested in models of population variation and movement. I have worked as a joint researcher in the Regional Economy Department of the Open Research Center at the Division of Economics, using a model developed under a research contract with the city of Kyoto to forecast fluctuations in regional demand based on population changes (fluctuations). I am presently focusing on the works of F. P. Ramsey and considering problems that I hope will make a contribution to the refinement of Keynes's thinking on subjective probability. The results of my research have been used to create an economic analysis software program called YSCP. [Research Overview]In many fields of the natural sciences, social sciences, and behavioral sciences, one arrives at a solution by analyzing the structure of the subject of study. When analyzing a structure based on observation data it is often useful, generally speaking, to represent factors that cannot be observed directly as latent variables, for example by using a hierarchical model. Latent variable modeling can be applied in any field. Reasons for this include recent advances in statistical modeling methods and computational skill. In this type of model, the inherent characteristics of the subject of analysis and unobservable variations in the discrete data are represented as latent variables and random effects, enabling a complex structure to be expressed as a simple model. In the maximum likelihood estimation method of hierarchical modeling, which is designed to accommodate latent variables, multivariate numerical integration is necessary. For this purpose, I have developed efficient estimation and utilization methods for statistical models employing Markov chain Monte Carlo (MCMC) methods based on simulation, and applied them to actual problems. MCMC methods were originally developed in Bayesian statistics to obtain a marginal posterior distribution from a high-dimensional simultaneous distribution. Therefore, we can specify a model using a Bayesian statistical framework, assume a hierarchical structure of parameters having several levels, and develop a dynamic model that allows for temporal and spatial changes. My recent research is centered on econometric analysis through the application of Bayesian statistics. Currently, I am analyzing economic and financial data using MCMC methods and focusing on spatial econometric analysis that takes interaction into account.
