This was the scene at the Nomza- mo Community hall on Tuesday evening where crowds of homeless residents from Asanda Village gathered in the hope of being of- fered alternative land where they will be able to erect their homes. More than 1 000 residents were evicted from land owned by the South African National Roads Agency Limited (Sanral), on Mon- day and Tuesday this week. The land is earmarked for the re- routing of the N2/T2 project as part of the proposed R10 billion tolling of the N1 and N2. Sanral obtained an eviction or- der from the Western Cape High Court on 24 January this year. Rumours that an 18-month-old baby died after being shot with rub- ber bullets by the police on the scene could not be confirmed. According to Lieutenant Colonel André Traut, spokesperson for pro- vincial police, he is aware of the ru- mour, but said that no-one has come forth with any information regarding the incident. According to Kasi Ads freelanc- er, William Sigwinta, the mother who is said to have lost a child, is Neliswa Ngqineka. Sigwinta says according to the mother, she was shot by the police while her baby, Alwaba, was strapped to her back. During the in- cident Ngqineka dropped Alwaba. However, both mother and baby are fine. According to Ward 85 councillor Mbuyiselo Matha, around 300 ille- gal structures were dismantled on Monday, and about 500 on Tuesday. Minister of Trans- port Dipuo Peters and Deputy Minister of Human settle- ments Zoe Kota-Fre- dericks visited the site of the evictions and the community hall to engage with the evictees.     Violent clashes between

    protesters, attempting to

    stop the demolition of

    shacks in Asanda Village

    and police, executing an

    evictionorder,brokeouton

    Monday 2 June and contin-

    ued on Tuesday, resulting

    in the arrest of ten people.

    The conflict stems from an

    eviction order from the high

    court to remove illegal squat-

    ters on private property (read

    more on page 1).

    Police arrived on the scene

    onMondaywitharmouredve-

    hicles but were met with an-

    gry residents who barricaded

    the way to the shacks with a

    container and fires.

    A skirmish broke out with

    protesters hurling rocks and

    petrol bombs at police,who in

    turn fired awater canon, stun

    grenades and rubber bullets

    at protesters. Journalists and

    bystanders hid between

    shacks to avoid being caught

    in the crossfire.

    Smoke filled the air and

    stun grenades echoed

    through the township as pro-

    testers dissipated and police

    fenced in the shacks ear-

    marked fordemolition.Police

    continued the eviction proc-

    ess on Tuesday.

    By Wednesday, only five

    shacks remained amidst the

    ruins of hundreds of demol-

    ished structures on the site

    that was largely abandoned.

    Three SAPS members sus-

    tained slight injuries during

    the eviction process on Mon-

    day. Seven people were ar-

    rested for public violence on

    Monday and threemorewere

    arrested on Tuesday.

    savings featured on page 3, several readers con-

    tacted the DistrictMail to reveal their dealings

    withCallievanWyk.Sincereceivingtheinforma-

    tiontheDistrictMailhasinvestigatedallthesecas-

    es and gathered information for an article about

    their dealings with Van Wyk.

    Toprovidereaderswithafairandbalancedarti-

    cle the DistrictMail informed Van Wyk about

    these claims against himandhas givenhimuntil

    Mondayafternoontorespondtotheseallegations.

    The DistrictMail will next week reveal the

    claims against VanWyk as well as his side of the

    story, if it reaches our offices in time.

    Construction-site robberies and house burglaries investigated

    TheSomersetWestPolice areasking for in-

    formation that could aid their investigation

    in two armed robberies that occurred at two

    constructionsites. Inboth these incidents the

    suspects were driving a white Isuzu LDV.

    The first robbery happened last Saturday

    at a site in Raithby at about 17:45 when four

    unknownmen approached the site manager.

    One of the alleged robbers held the man at

    gunpoint and tied him up. The alleged rob-

    bers then fled with construction tools.

    In a separate incident, the following day,

    at a construction site close to the Checkers

    Hyper fourmen had also approached the site

    manager at about 18:00.

    Oneof themenheld theworker at gunpoint

    while the others ransacked toolboxes, loaded

    a few tools in their bakkie and fled the scene.

    Police are investigating two house bur-

    glaries that occurred in Oldenland Road,

    Somerset West, over the weekend.

    In the first incident in the early hours of

    Sunday a silver BMW was stolen while the

    residents were asleep.

    The vehicle was later found abandoned in

    the Gants Centre after it was tracked. Later

    the same day at 18:00 gas canisters and gas

    equipment were stolen from a house close to

    where the BMW was stolen. Police suspect

    that the to incidents may be linked.

    Pass were arrested by the Somerset West

    Policeearlierthisweek inconnectionwith

    an armed robbery.

    (22)werearrestedonSunday,andThaboMam-

    ba (20) on Monday.

    They were arrested after robbing Gordons

    Bay resident Malcolm Fox of his possessions

    while he was cycling in the Sir Lowrys Pass

    area on Saturday 31May. The entire incident

    was captured on his GoPro, a high defini-

    tion action camera used by sports people.

    According to Fox the incident occurred at

    about 12:20. He recalls starting his ride from

    Ongegund, following the yellow route.

    Hesaysafterabout90minuteshe foundhim-

    self on what he thought was the final stretch

    of the route.

    While crossing a section of the railway line,

    three men held him at by gunpoint.

    Fox explains that the incident occurred in

    an area betweenHighRiding Estate andNieu-

    landRoadnear theN2highwaywhichdoesnot

    appear to form part of the route provided by

    Ongegund,andadmittedthathe hadwandered

    off the designated route due to insufficient sig-

    nage and misleading directions.

    The three men, who according to Fox were

    determined to get what they wanted, and by

    anymeansnecessary, robbedhimofhismoun-

    tainbikevaluedatR12 000, cellphone, carkeys

    and Oakley sunglasses.

    Fox says he had the GoPro strapped to his

    helmet and themenwere unaware that the de-

    vice was recording the incident. He added the

    men probably didnt knowwhat a GoPro was,

    otherwise they would have taken it too.

    According to Fox the men ordered him to

    walk away and he obeyed.

    Hesayshekeptwalkinguntilhereached the

    N2/GordonsBayintersectionwhereagoodSa-

    maritanandhis family tookhimback toOnge-

    gund.

    After informing the staff ondutyaboutwhat

    had happened, Fox immediately had his cell-

    phone blocked and arranged to get his cars

    spare keys. He then reported the incident to

    the police.

    According to Captain Anneke van der Vy-

    ver,actingspokespersonfortheSomersetWest

    police,thevideofootagewasviewedandMitch-

    ell was identified as one of the complainants

    assailants(themanwiththefirearminthefoot-

    age) by investigating officer, WO James Rob-

    ertson. The police paidMitchell a visit on Sun-

    day (1 June)where they foundaLuger firearm

    hidden in his home.

    Van der Vyver says information on a possi-

    ble accomplice was followed up which led to

    the arrest ofMakundai.Mamba, the third sus-

    pect, was arrested on Monday.

    The police managed to recover the stolen

    Samsung Galaxy cellphone and the mountain

    bike was found at one of the suspects home

    on Tuesday evening, says Van der Vyver.

    The suspects appeared in theSomersetWest

    Magistrates Court on Tuesday 3 June.

    Thecasewillbeheardon10Juneforaformal

    bail application.

    According to trail organiser Johan Kriegler

    there is sufficient signage on the routes, but

    because the trails run over many farms and

    signs are located in open spaces, they are often

    vandalised. He said monthly checks are done

    to ensure signs are in place.

    Kriegler added there is talk of re-routing the

    trails for cyclists to avoid potential risk areas.

    StraightwayVillage approved

    despite residents concerns

    Theproposeddevelopmentof

    several up-market houses in

    Parel Vallei Road on the site

    of the old Straightway Head

    Hotel was approved by sub-

    council 22 this month, much

    to the dismay of several

    neighbours.

    The development of 23 dou-

    ble-story homes has several

    residents and land owners in

    Parel Vallei Road concerned

    about the impact that the de-

    velopment will have on this

    up-market and rural suburb.

    In 2011 the Straightway

    Head Hotel was destroyed by

    a fire and the land has since

    been standing vacant. Now

    developers have approval

    from the City of Cape Town

    tobuild a RuralLifestyleEs-

    tate on the 1,6 hectare prop-

    erty.

    AndrShearer, a landown-

    er in Parel Vallei Road, says

    he and several other land

    owners inParelVallei are ve-

    hemently opposed to the de-

    velopment and hired a spe-

    cialist in the field of town

    planning, Willem Bhr-

    mann, to help oppose the de-

    velopment.

    Bhrmann requested an

    opportunitytopresenthiscli-

    ents objections to sub-coun-

    cil 22 when the proposed

    StraightwayVillage develop-

    ment application was to be

    considered. Bhrmann, how-

    ever, says that despite confirm-

    atory correspondence, his re-

    questand thepromisesof an in-

    terview opportunity, were not

    honoured.

    He believes that council has

    opened itself to anAdministra-

    tive Justice Act review, since

    due process was not followed.

    Ward councillor Benedicta

    vanMinnenconfirmed that the

    proposed development of the

    Straightway Village was ap-

    proved on 19 May. She says if

    there was a request from resi-

    dents to voice their objection

    during sub-council that did not

    takeplace, and that it shouldbe

    taken up with the sub-council

    manager.

    Shearer says many land-

    owners in Parel Vallei bought

    land there, not to develop, but

    topreservethisspecialplace.

    How can developers be al-

    lowed to just come and dowhat

    they want?

    Sally Kluth says she is espe-

    cially concerned about the im-

    pact on traffic. She says it takes

    her between 20 and 40 minutes

    todrivedownParelValleiRoad

    with the traffic from the local

    school, and believes the situa-

    tion will only worsen if the de-

    velopment is allowed to go

    ahead.

    Heritage Western Cape has

    alsogiventheirapproval forde-

    velopers to continuewith their

    An elderly Somerset West resident is re-

    covering after a severe fall last Tuesday.

    A parking marshal for Ace Parking alleg-

    edly ran into Colin Holmden (88) from Hel-

    derberg Village, knocking him over.

    According toGordonsBayresident, Fran-

    coisHeyns,whowitnessed the incident it oc-

    curred at about 14:30 in Main Road, in front

    of First National Bank.

    He had parked in front of the bank and

    walkedtothecellphonestoreacrosstheroad.

    As he entered the shop, he heard the parking

    marshal shouting and whistling at him.

    Hewent out and indicated to the attendant

    who asked for payment that he would pay

    him once he returned to his car.

    As he approached his car a few minutes

    later, the parking attendant came running

    from the direction of Oak Street, shouting

    obscene, foul language at him about what he

    would do if he did not pay the parking fee.

    According to Heyns, in his haste to get to

    him, the parking marshal ran into Holmden

    as he was about to cross the street. Holmden

    losthis balanceand fell on thepavement, hit-

    ting his face against the tarred surface.

    The impact of the fall left Holmden uncon-

    scious for a few minutes. I remember that

    I looked (down the road) to make sure that

    it was safe to cross the road, and the next

    thing I knew, I was lying flat on my face,

    he recalls.

    He says that when he regained conscious-

    ness, he was unable to speak. A bystander

    phoned the first number she got on his cell-

    phone, hoping that she could reach his fami-

    ly as he was unable to speak for a while. She

    reacheda family friendof theirs inNelspruit

    whointurnphonedhiswife,Rita,whoorgan-

    ised an ambulance from Helderberg Village

    to go to the scene.

    Holmdensays , afterhis fall, thebankman-

    ager took him inside and he soon felt well

    enough to drive himself home.

    He later went for a medical check-up and

    is thankful that he did not suffer a concus-

    sion. He, however, previously had two knee

    replacementsandisnowsuffering from pain

    in his left knee. His right arm was also

    bruised in the fall and he has difficulty in

    lifting his arm.

    He is grateful to everyonewho came to his

    assistance.

    Chris de Lange, supervisor for Ace Park-

    ing in the Helderberg, says an investigation

    into the circumstances that led toHolmdens

    fall and injuries has been lodged.

    According to him the marshal did not run

    intoHolmden, but that Holmden had lost his

    balance as he was about to step into the road

    from the pavement.

    He says the marshal had helped him up

    from where he had fallen.

    He adds that motorists are often rude to

    the marshals and on a few occasions, some

    have driven over the feet of parking mar-

    shals after they refused to pay for parking.

    Colin Holmden sustained several injuries af

    ter falling when a parking attendant in

    Somerset West allegedly ran into him.

    with the City of Cape Town due to the

    massive delays in a project to replace

    storm water pipes.

    Theproject,whichstartedinOctoberlast

    year, is in its seventhmonth and residents

    fear that the project is nowhere near com-

    pletion.

    Brian Allan, a resident of Somerset

    Street, says he is very frustrated with the

    local authorities, as theproject is ahuge in-

    convenience for the local residents. A one

    way traffic system has been implemented

    andAllansays therecentrainhasmadethe

    situation even more intolerable due to all

    the mud.

    He says even after several correspond-

    ences with the City, he has yet to receive

    an explanation to explain the delays. Allan

    saysseveraldayshavegonebywithoutany

    workers on site and he rarely sees more

    than three workers on the site.

    Brett Herron,Mayoral CommitteeMem-

    ber for Transport in Cape Town, says the

    contractor appointed to the project has fall-

    en badly behind schedule as a result of fi-

    nancialconstraints,particularlysinceJan-

    uary 2014. Thishashadanadverse impact

    on the contractors ability to progress in

    terms of the agreed contractual time

    frames. The contractor has committed to

    completing thework and, given howmuch

    has already been done, the City does have

    to consider the benefits of termination (if

    any) in context. The City sincerely regrets

    the delay in completing the works, and the

    inconvenience that this is causing. We

    would like to takethisopportunity to thank

    residents for their patience. Herron says

    the works will be completed no later than

    the end of June 2014.

    verhuis en met hierdie uitmun-

    tendemediese diens net nog n re-

    de gekry hoekom Helderberg-in-

    woners dankbaar kan wees.

    Hierdie mense werk met oorga-

    we en kundigheid en dit is gerus-

    stellend om te weet dat daar 24

    uur, 7dae nweekuitersbekwame

    en vaardige gesondheidsorg ge-

    bied word.

    Residents of Goedehoop, Strand

    are fed-upwith thisviewthat faces

    them daily.

    The once beautiful river bank

    has been replaced with this eye-

    sore.

    About four to sixweeksago, con-

    tractorsmovedintocutdownfully

    grown trees on the river bank and

    in the river. Their rubble has been

    lying there ever since. Surely

    these contractors are obligated to

    remove their rubble or are they

    hoping that the residents will

    eventually do that!

    It has made no sense at all as to

    why the trees on the river bank

    had to be destroyed. Surely, if

    there was a problem, low hanging

    branches could have been cut

    away rather thancuttingdownen-

    tire trees?

    It is understandable that trees

    growing in the river could have

    been cleared as they could ob-

    struct the water flow after heavy

    rains, however, cutting away low

    hanging branches could solve that

    problem and not necessary for en-

    tire trees to be destroyed!

    Annoyed residents would like

    answers from Council as to when

    thisrubblewillberemovedandfor

    whatpurposethetreesontheriver

    bank and in the river had to be de-

    stroyed completely.

    It must be noted that there are

    currently two projects underway

    that involve the removal of vegeta-

    tion the floodpreventionworksbe-

    ing undertaken by Transport for

    CapeTown,andanalienvegetation

    removal project being undertaken

    by the Citys Environmental Re-

    source Management (ERM) De-

    partment.

    The removal of trees, whether al-

    ien or indigenous, is being under-

    takenintermsof theapprovedEnvi-

    ronmental Authorisation. The re-

    moval covers trees situated in the

    flow channel of the river.

    With regard to the waste plant

    matter currently on site, it must al-

    so be appreciated that emergency

    works at the river are still under-

    way,andit is inevitable that thepic-

    turesque naturewill be affected.We

    ask the residents of the area to bear

    with us as we try to reduce the risk

    of flooding for the benefit of all. The

    removal of plant matter was, how-

    ever, delayed after complaints from

    residents regarding the removal. A

    meeting was held with representa-

    tives of concerned residents where

    the identification of the trees that

    were earmarked for removal was

    clarified, aswere the reasons fordo-

    ing so. A petitionwas handed to the

    City requesting that further remov-

    al of trees on this section of the river

    be halted pending the outcome of

    further consultation. After consul-

    tation it was decided that trees ear-

    marked for removal will still need

    to be removed in order to prevent

    future floods. The sub-contractor

    will be returning to this section of

    the river to carry onwith the remov-

    al of old tree debris.

    The contractor will also be re-

    moving the debris created by the

    ERM Department project referred

    to above in order to expedite the re-

    habilitation of the area.Theprofes-

    sional team has assessed and reas-

    sessed the risk and has tried as far

    as possible to keep the removal of

    trees to a minimum.

    grondbeskikbaar te stelwordoor en

    weer tussendieStadKaapstadendie

    padagentskap verskuif met die ge-

    volg dat talle kwesbare gesinne son-

    der heenkome gelaat word.

    Die nalatige en ontydige optrede

    van die padagentskap teenoor kwes-

    bare inwoners moet ten sterkste ge-

    kritiseerword. Die voorval wys ver-

    der hoe onvoorbereid die owerhede

    is vir die realiteit van toenemende

    verstedeliking.

    Whydoes nobody believe the official inflation rate?

    I will attempt to answer this question

    by explaininghow inflation is calculat-

    ed.

    The inflation rate refers to

    the annual average rate of in-

    crease in prices represented

    by a basket of goods.

    The clue to answering the

    above question is identified in

    this simple definition.

    The annual price increase is

    specifically related to the

    goods contained in the basket.

    In other words, the rate of in-

    flation depends on which

    goods are included in the bas-

    ket used to calculate the infla-

    tion rate. This is why the pub-

    lic has difficulty believing the

    published rates.

    Each and every person has his or her

    own personal inflation rate.

    This is because every per-

    sons basket of goods differs.

    To illustrate; a family with

    The Reserve Bank targets an

    inflation rate (CPI) of between

    3 and 6%.

    The current rate is 6% effec-

    tive April 2014.

    The concern for most people relates to

    the link between inflation and interest

    rates.

    TheReserveBankuses interest rates via

    its monetary policy to manipulate the

    economy.

    During times of recession or down turns

    in the business cycle, interest rates are

    lowered to provide a stimulatory effect.

    During boom times or up turns in the busi-

    ness cycle, interest rates are raised to slow

    the economy down and thus prevent boom

    and bust cycles in favour of price stability.

    Frustrationariseswhenelectricitypric-

    es rocket by 25% while annual salary and

    pension increases are based on a CPI of

    6%.

    Unfortunately there is no answer for

    this, other than calculating your personal

    rate of inflation and planning for this gap

    by saving when you can.

    Unless of course you are prepared to ad-

    just your lifestyle by removing somegoods

    from your basket and leaving them at the

    till (heaven forbid)!

    Over the last few years South Africans

    have benefited from structurally lower in-

    flation and thus lower interest rates, how-

    ever we are now facing inflationary pres-

    sures, which should, assuming Reserve

    Bank adheres to the target policy, result

    in higher interest rates

    Marine Research Institute

    gather to catch, tag and re-

    lease fish atDeHoopNature

    Reserve.

    Strand angler Alan du Ples-

    sis, whowas one of the anglers

    who went on the trip, said he

    tagged and released 40 elf

    (some as big as 4 kg) and a

    numberofotherspeciesof fish.

    He said he fished with a

    group of anglers from last

    Monday to Thursday and alto-

    gether they tagged 300 fish.

    Alan said the galjoen and

    white steenbras were scarce

    due to the fact that most of the

    gullies were silted up with sand.

    During the weekend there was no boat-

    ing activity at all due to the bad weather

    and turbulent seas.

    Rock and surf catches were also dismal

    With the season just about halfway,

    Raithby Universals RFC, under coach

    Jeremy Jansen, find themselves unbeat-

    en and top of the Super C League Log.

    Creditmustbegivento theclub that seem

    to have adapted to the new league struc-

    ture quicker than most.

    Sir Lowrians and St Georges are also well

    set for promotion to the Super A, at this

    stage, but both still have to contendwithVil-

    lagers at Brookside in coming months.

    Macassar and Strand United are setting

    themselves up for top-half finishes, while

    Strand Pioneers are still winless after six

    rounds.

    Lets look at this weeks fixtures, starting

    with Helderberg that are back on the park

    after a two-week break:

    Helderberg vs Bellville (Bellville)

    Berge find themselves in the top half of the

    table after good wins over promoted clubs.

    This is yet another game Im sure they have

    targeted, and even four log points will be a

    good result for them. Hamiltons and False

    Bay are on the road in coming weeks, which

    makes this game even more important.

    Prediction: Berge to win by 10 or less.

    St Georges vs Young Peoples (Gus-

    trouw)

    TheLulushaveexperiencedagreat season

    thus far and will be under a bit of pressure

    to convincingly beat bottom side Peoples

    from Paarl. Playing at home should make

    them favourites, as a bonus-point win will

    cement their position in the top three.

    Prediction: Lulus to win by 15 or more

    with a bonus point.

    Macassar vs Brackenfell (Brackenfell)

    Macassar possibly find themselves in a

    better situation than they realise. Theyhave

    played top-sides Villagers, Collegians and

    Sir Lowrians already and have quite a few

    home games left. Brakkies are a tough team

    to beat at home, but a win could be the start

    of their chase for a third-place finish.

    Prediction:Macassar towin by 2 ormore.

    Strand United vs Stellenbosch Corona-

    tions (Stellenbosch)

    Both these teams are competing for a top-

    six finish, at least, in order to play in the

    knockout tournament. United are unbeaten

    in their last five fixtures, which will make

    them travel confidently, but Corries are a

    good team this season and feel they should

    have beaten both Langa and Raithby. Their

    usual homeground is however unavailable

    to them.

    Prediction: United to win by 5 or less.

    Strand vs Paarl (Paarl)

    Strand have collected 20 points in their

    last four matches, which have catapulted

    them to fourth position in the Super C

    league. Paarl have not done badly either and

    are good playing at home at Faure Street.

    Prediction: Paarl to win by 8 or less.

    Raithby Universals vs Franschhoek

    (Franschhoek)

    This is the biggest fixture in the Super C

    this weekend. Top side RU face probably

    their biggest test yet. Franschhoek lost their

    first match last week against Langa andwill

    be determined to make up for lost points.

    With largehome-crowdsupport, they should

    be favourites for thisone.Raithbyon theoth-

    er hand will virtually secure a top three fin-

    ish if they were to win.

    Prediction: Franschhoek to win by 6 or

    less.

    Strand Pioneers vs Kylemore (Abat-

    toir)

    Pioneers are having a disastrous season

    having notwon a single game yet, and losing

    a few by conceding 40 points or more. Kyle-

    more are competing for a top-three finish

    and have surely pencilled this match as one

    to collect 5 points.

    Prediction:Kylemore towin by 20 or less.
