They were al-so unhappy because no electricity was tobe installed for the temporary housing.

By midmorning hundreds had joinedthe protest, and demanded to see premierHelen Zille.

The people live mainly on land ownedby the City of Cape Town, the WesternCape government and Metrorail, with afew living on privately owned land.

De Lille said 52 structures would bemoved at the end of June, and the remain-ing 200 soon thereafter.

According to De Lille, a transfer agree-ment between the City of Cape Town andtheWesternCapegovernment for land forhousingwasdrawnupon24January2006.While it had not yet been signed, she saidit would be.

Several people at the meeting askedthat local ward councillor Johan Middle-ton step down; Dolphina Steenkamp of theSirLowrysPassDevelopmentCommitteesaid nothing had been done for the townfor 10 years.

A report by Middleton on work donefrom2006 to2009was thenread.Thereportcatalogued: installation of street lightsfrom the railway line in Main Road to theN2; placing of a traffic circle in NieulandRoad; tarring of the road to the cemetery;fencing and taps for the cemetery; andflush toilets for Rastakamp.

MACASSAR village appears to have quiet-ened down after furious protests broke outat the beginning of the month.

Police say no more protests have takenplacesincethetyre-burningandtoyi-toyingon Tuesday 1 and Wednesday 2 May.

Two men, Khangelani Matshaloa (25)and Tshokol Makhetha (29), were arrestedduring the first day of protest. The suspectsappeared in the Somerset West Magis-trates Court the following day on chargesof public violence.

Themenwerereleasedonawarning, andare set to reappear in themagistrates courton 5 June.

Meanwhile, theWesternCapeEducationDepartment (WCED) says the protesterswere demanding a new school on groundsof child safety and language issues.

Themainconcern is thesafetyofpupils, who walk through bushes to attend theircurrent school, says WCED spokespersonPaddy Attwell, referring to a primaryschool in Faure.

Various solutions to the problem werediscussed at an meeting in April, attendedby the local community police forum, prin-cipals, community leaders and theeducation department.

Some of the decisions were to:) ask the municipality to have the bush-

    escutawaytoimprovevisibilityandsohelp

keep pupils safe when they take a shortcutthrough the bushes to get to school;) request more visible policing in the

mornings and afternoons, and traffic safetyassistants to help pupils cross the roads toand from school; and) introduce isiXhosa mother-tongue in-

struction in Grades 1 to 3, in addition to theAfrikaans and English teaching that is cur-rently offered.

A follow-up meeting has been scheduledwith community representatives for fur-ther discussion of these decisions.

In the meantime, the community haselected an interim committee to coordinatediscussionamong locals.Thecommittee in-cludes residents and representatives from

schools, pre-schools, school governing bod-ies, the Macassar Ratepayers Association, the Macassar Community Police Forum.

On Tuesday 8 May, the committee metto discuss ways in which to consult thebroader community on education issues inMacassar, and decided to hold a publicmeeting shortly thereafter to discuss possi-ble solutions.

According to Attwell, there is no short-age of accommodation at schools at the mo-ment. However, the department expects de-mand to grow in the future, given ongoingdevelopment in the area.

Thedepartmentwillworkwith thecom-mittee to consult as widely as possible oneducation priorities, he says.

The City explains in a press releasethat the taste and odour are caused by ge-osmin, a molecule produced by blue-greenalgaeatseveralwater-supplydams.

characteristic flavour of beetroot.According to Peter Flower, manager of

the Citys Water and Sanitation Depart-ment, the presence of geosmin was notedearlier this year, and its recently re-curred. Treatment has been reintro-duced. The water is perfectly fit for hu-man consumption, assures Flower.

SAPS passthe buckAFTER all the criticism and com-plaints levelled at the South Afri-can Police Services in the Strandfor ineffective policing, one wouldexpect some radical changes.

There have been numerous at-tacks on motorists and cyclistsalong Gordons Bay Road for atleast six months, yet nothing ap-pears to have been done.

Policemen have also been ac-cused of refusing to help victimsof theseattacks, evenafter theper-petrators were pointed out tothem.

These are serious accusationsindeed, and one wouldve thoughtthat they would have been takenvery seriously.

However, this is not the case atall.

An unsatisfactory reply fromthe spokesperson at Strand PoliceStation that investigations werestill underway and that officerswere busy with crime-preventionstrategiespromptedDistrictMailto send these accusations to theSAPS provincial media office.

This office, in turn, sent themto the station commander at theStrand station, who passed themback to the Strand spokesperson.

Its a sad state of affairs whenaccusations against the SAPS arehandledinthismannerandthepo-lice fail in their duty to protect thecitizens in their care.

SLP protest: who is to blame?THE protest in Sir Lowrys PassVillagecouldhavebeenavoided, orat least sorted out quickly, if wedhad diligent and effective police.

When the problem started rightoutside the police station it tookmore than three hours for policepresence, and even then it was avery small, half-man show.

This was pathetic. Hundreds ofmad protesters and two cops.

Why did it take two days to sorta situation out that could havebeen resolved quickly if the rightdecisions had been made fast andeffectively? This was a big shamefor policing in this country.

Now we sit with destructionand lossof earnings, blocked in fortwo days due to an inferior policeforce who, frankly, dont care.

I do not blame the cops them-selves, as they only take instruc-tions, but the fat cats who are sup-posed to control the situation. These fat cats should be fired for

    incompetence and lack of control.

    JEFF FENSHAM

Colonel Mary Anne Williams,Somerset West Police Station com-mander, responds:

It amazes how one person canshiftapoliticalproblemontothepo-lice. On Wednesday at 03:00, about25 people protested at the NieulandRoad traffic circle. The police hadthe situation under control. Thegroup then moved to rally morepeople. At around 06:00 about 100protesters joined. Additional Som-erset West officers were deployed,as well as those of Metro Police andthe traffic department.

The protesters wanted to moveto the N2. But this never happenedbecause the pathetic police kepta strong presence the entire time.No lives were lost, and no propertydamaged. Who was workingaround the clock to prevent more

chaos? The pathetic police. Twoofficerswereinjured, andthepolicestation stoned and petrol bombed but the police are inferior.

We, thepolice, engagedwith theaggressive and unhappy commu-nitymembersuntil thepoliticiansarrived. This has nothing to dowith the core function of the SAPS crime prevention. And no crimewas reported during the protestother than public violence and ar-son. Seven people were arrested.

I wonder where the writer waswhen three battalions of policemembers were withdrawn fromPaarl and Cape Town to assist. This letter is a slap in the face tothe police who were workingaround the clock to protect thecommunity, even this writer. Iwould like to invite him to watchour video footage to see the policemembers who were deployedthroughout the protest. Please doshift theblametowhereitbelongs.

`Well done'I WOULD like to thank the SomersetWest and Sir Lowrys Pass police fortheir hard work in dealing with theproblems in Sir Lowrys Pass.

We are very fortunate to have suchcommitted officers working to ensuresafety, often under difficult circum-stances. Had the SAPS not been ableto react in suchaneffectiveway, therecould have been more serious disrup-tions and damage to property.

It is a credit that disruptions alongthe N2 were kept to a minimum, andthat peace was restored timeously. That said, it is deeply unfortunatethat the satellite police station wastargeted with petrol bombs, and thatpersonnel were injured. Police sta-tionsshouldbeinviolate,andofficersshould be valued by all. Well done toColonel Williams and her team.

    COUNCILLOR BENEDICTAVAN MINNEN

ON Sunday 5 May I accidentallyleft my wallet in the shopping bas-ket at Fruit & Veg at SomersetMall.

My whole life was in that wallet ID, drivers licence, credit andbankcards, andevenmynewlyac-quired decoder smart card. Fortu-nately there was only R40 in it. Allthe debit and credit cards werestopped within minutes.

On Monday I had to go through

an ardent process of reporting tothe SAPS, have photos taken, ap-ply for a temporary drivers li-cence, a new licence and a new ID,andhaveall thebankcardsandde-coder smart card replaced.

One week later a gentlemancalled me from his mobile phoneto tell me hed found my wallet inthe garden near the Fruit & Veg.

On arriving at Somerset Mall, two gentlemen approached me

and handed me my wallet. To my amazement all the bank

cards, drivers licenceandIDwerestill in the wallet. The R40 wasmissing.

This story of goodwill and hon-esty gives me hope in a time whenone would expect not to have re-ceived anything after such a loss.

All my thanks go to the two gen-tlemen who found my wallet. Ifound it a pleasure to reward themhandsomely.

A recentmushroomhunt, planned for sunny days aftergood rains, yielded Boletus edu-lis (also known as cep or porci-no), pine rings and field mush-rooms. Tune in to Taxi ViolenceSINCE getting together over a jam session ata military base, Taxi Violence have gone onto stake their claim as one of South Africasmost prized independent rock acts.

They have been rocking crowds, winningawards and gathering a legion of ardent fol-lowers for years. With an attitude towardsmusic that shuns conventional record indus-trypractices, thisbandhasmanagedtosingle-handedly and independently achieve in a fewyears what a lot of bands dont achieve in alifetime all the while managing to retain ar-tistic freedom and integrity.

From the get-go, everything about thishard-working rock band from Cape Town hasbeen stamped with a sense of the unique. Notcontent to follow theherdandbelt out thepop-ular sound of the day, Taxi Violence chose thepath less travelled, adopting retro rock andSouthern swamp blues as their medium of ar-tisticexpression.TodatetheSama-nominatedband have done it all, including perform atMy Coke Fest, open for various international

bands, headline every major festival SouthAfrica has to offer, and complete a successfulEuropean tour.

Not content with this, 2011 saw the bandset themselves new challenges when they re-leased their first unplugged album, entitledLong Way From Home. The album comprisessongs from the bands earlier albums, UntieYourself and The Turn.

Renowned for their high-volume, energy-fuelled shows, live on stage is perhaps wherethe music of Taxi Violence is best experi-enced. From print to radio and television,Taxi Violence are that band whose songs takeup welcome residence in your mind for dayson end.

Raw, unprocessed guitar, driving bass, powerful drum beats and in-your-face yet me-lodic vocal styles are the fundamental ele-ments that define the sound of Taxi Violence.

They will be performing at Berties Moor-ingsonFriday18May.Theshowstartsat21:30and entrance costs R20.

Who let the dogs out?RECENT letters to this newspaperindicate that dogs are a source ofgreat annoyance to many of our resi-dents. Frequent barking seems to bethe main problem.

This irritating noise breaks ourconcentrationandspoilsourconver-sations. Peace and quiet is high onour personal wish list. Fortunately, not all dogs bark continually, andsome of them can even help us copebetter with the ups and downs of life.

The most important lesson a dogcan teach us is to live fully in thepresent. A dog does not have any re-grets about the past or any worriesabout the future.

Adogcan teachus that it is impor-tant to be even-tempered. A dogsnatural disposition is always thesame. He does not lick your hand to-day and bite it tomorrow. You al-

ways know where you stand withyour dog. He will greet you warmlywhen you get home, even if youscolded him before you left for work.

Adog can teachus to avoidall pre-tence. A dog is always congruent. Hesimply cannot be what he is not. When you look into his eyes you see

exactly who he is. He is real, open, transparent and completely up-front. What you see is what you get.How refreshing!

A dog can teach us to chill. Heknows how to relax. When the wea-ther ishot, hewill finda shadyplace, lie down, stretch out and fall into adeep sleep. When the cold of wintertroubles his bones, he will head fortheheater, the fireplaceoracomfort-able chair and snore his head off. Hecanswitchoffatamomentsnoticeand recharge his battery.

The first half of 2012 is almostover;beforeyourush into thesecondhalf, please pause and consider thethingsyourdogis tryingtoteachyou live in the present, dont be moody, avoid pretence, and take a break.

May you have a great week.Shalom!

In light of this, the Cape Cham-ber of Commerce plans to launchthe African Commercial DisputeSettlement Centre to help organi-sations across the continent re-solve disputes quickly and cost-effectively through making use of

a professional, efficient service. The launch will take place on

Tuesday at Erinvale Estate; itstartsat 18:00, andentrance is free.

AdvocateLouisvanWykwillbethe guest speaker. For further in-formation, or to confirm your at-tendance, contact Corlia Coetseron0 021 851 2886 or send a mail [email protected]. RSVPbefore 12:00 on 21 May.

Hone your investment edgeTHERE is an endless debate aboutactive versus passive investing andwhich is better.

The crux of the argument is thatthe average fund manager fails tobeat the market; therefore, unlessyouareabletopickthebestmanager, you are better off buying the indexand saving on management fees.

In South Africa we are fortunateto have some very good managerswho have consistently beaten the in-dex and delivered alpha. Alpha isthe excess return after costs directlyattributed to the asset manager.

I amnot sure if this is simply coin-cidence or testimony to their intelli-gence, but many of the top managersare based in Cape Town. This is a

real benefit for local advisors as wehave access to some of the brightestminds in the business.

Often when attending a presenta-tion I find myself wishing that myclients could be there to hear fromthe horses mouth.

With that in mind I am planningto host a monthly breakfast, in con-junction with DistrictMail, to bringthese top asset managers to you.

The event will be held at a localvenue on the first Friday of eachmonth. Unfortunately seats are lim-ited, so book early. The first eventis scheduled for Friday 1 June.

Ifyouareable toattend, Iamquitecertain you will find the time wellspent. I look forward tomeetingyou.

Charting a course to successTHE staff and directors atPyperTurner, a firm of char-tered accountants and regis-tered auditors in SomersetWest, are very proud of theyoungachieversintheirmidst.

The firms An van Huyss-teen and Pamela Engelbrechthave passed the first part oftheir qualifying examinations(QE I) akeymilestone forpro-spective chartered account-ants. Their success is a hugeachievement for our com-pany, says Francious Pyper, one of the directors of Pyper-Turner.

According to a press releaseissued by the South African In-stitute of Chartered Account-ants (Saica), thenumberofpro-spective chartered account-ants in the country is growing

anencouraging trendagainstthe background of several re-cent reports highlighting thecountrys shortage of these fi-nancial experts.

    Of the 3 112 candidates whowrote thisyear,64%passedtheexamination.

The QE I is not the final re-quirement for qualifying as achartered accountant. Candi-dates can only qualify and be-come full members of Saicaonce they have passed the sec-ond round of the financialmanagement exam or the pub-lic practice exam.

Earlier this year Henri-John Fouch, another Pyper-Turner employee, passed parttwoof thepublicpracticeexamto join the ranks of fully quali-fied chartered accountants.
