DISTRICT PROFILE
INTRODUCTION:
The District Reasi is one of the oldest towns of the state. It was a seat of the
erstwhile Bhimgarh State. The state was established by Bhim Dev in 8th century. Reasi
district has been carved out of Udhampur district w.e.f. 01-04-2007. The district has
Three Sub division, Nine Tehsils, Twelve Administrative blocks, 147 Panchayats and 255
villages. The population of district is 3.14 lacs as per 2011 census of which 25% is
Schedule Tribe and 13% Schedule caste Population. The Agriculture is the primary
occupation of people of the District.
The first drawl on the name of District Industries Centre, Reasi was made
during the month of February 2008. The Drawing and Disbursing Powers were resting
with General Manager DIC Udhampur up to September 2010. The creation of staff for
District Industries Centre Reasi has been made vide Govt. order no. 415-GAD of 2010
Dated 01/04/2010.

Industrial Scenario in District Reasi
From industrial point of view, the District Reasi is quite backward due to its hilly
topography, non-availability of Adequate Raw Material & good market for
sustenance of Large & Medium units, but there is good scope of Service Sector
Industries such as Hotels, Dhabas-cum-Restaurants etc. as the world famous
Holy Cave Shrine of MAA VAISHNO DEVI is located in the District. Besides this
there are many other Holy Shrines such as NAVDEVIAN, AGHAR BABA JITTO,
SHIV KHORI etc. which attracts large no. of pilgrims from all over India in the
District.
The main Industrial units registered in the District associated with the
activities of Mfg. of Carbonated Soda Water, Packaged Drinking water, Mfg. of
Soft Drinks, Mfg. of Plastic Moulded water tanks, Mfg. of PVC Rigid Pipes & PVC
Plumbing Pipes, Stone Crushers, furniture Mfg. units, composite mills, Mfg. of
jute bags, ice making unit, bakery units, photo colour lab/ photo processing
units, Data processing unit & many other servicing & repair unit of electrical
goods, auto mobile etc.
The main functions of DICs.
Introduction:- The DICs are established in all the Districts of the state and are governed
by MSME Act, 2006. Initially the DIC scheme was launched by Govt. of India in the year 1978 as a project scheme which was fully funded by Govt. of India in initial years. Subsequently, the Department of I & C was reorganized in the state and DIC scheme was adopted by I & C
department on all India pattern. Presently the DICs are fully funded by the State Govt.
The main Functions of DICs are as under:- To facilitate the Extension / Promotion and Development of Micro, Small and Medium
Enterprise (MSME) by way of identification of budding entrepreneurs, issuance of EM-Part-I and EM-Part-II to the proposed enterprises, arrangements of financial assistance from banks / financial institutions. To help in identification of potentially viable industries in the district on the basis of raw
material and skill available in the area. To help in marketing of end products through SICOP and other Government agencies. Arrangements of training to entrepreneurs. Provision of various types of incentives being extended by the State Govt. /Government
of India. Identification of land for Development of Industrial Estates in the District. Provision of land at low cost of premium and rent at Industrial Estates for construction of
factory sheds. Publicity-cum- awareness of various schemes / incentives available for the entrepreneurs. Implementation of Prime Minister’s Employment Generation Programme (PMEGP) for
promotion industrial units.

Prime Minister’s Employment Generation Programme (PMEGP)
(Centrally sponsored scheme)
The Govt. of India in the year 2008-09 introduced a new credit linked
subsidy programme called “Prime Minister Employment Generation
Programme” (PMEGP) for generation of employment opportunities through
establishment of Micro Enterprises in rural as well as urban areas. The
KVIC is nodal agency for implementation of the programme at National
Level. In the State, the programme is being implemented by the KVIC,
KVIB, DICs. and Banks. The detail of the scheme is as under:-

How to apply for financial assistance under PMEGP
The application on prescribed Performa is invited by the General Manger DIC on regular
interval of time along with the below listed formalities to placed before the DLTFC for short listing /
approval for sponsoring to the financial institutions.
List of formalities required along with application form is given as under:-
1. Project Report
2. Proof of Land (Copy of sale deed / lease deed/ rent deed)
3. List of machines required along with at least three quotations.
4. Proof of residence. (Copy of Ration card / Identity card)
5. Training / qualification /Experience Certificate. (If any)
6. Recommendation from Halqa Panchayat with Population.
7. 20 point undertaking by PMEGP applicant duly attested by the Notary on Rs. 10/- stamp paper.
8. Caste / Category Certificate (SC/ST/OBC/Ex-servicemen etc.)
9. Proper License. (If required)

INDUSTRIAL ESTATE IN DISTRICT REASI
1. MINI INDUSTRIAL ESTATE AT GRAN MORE REASI
The proposal for Acquisition of Land for setting up of a mini Industrial Estate at Gran More Reasi was
initiated some time during year 1992. After a protracted correspondence between district level and state level
authorities, the revised Revenue Paper for transfer of land (measuring 70. Kanals approx.) At Gran More Reasi were
received from Deputy Commissioner Reasi in July 2012 and the same were submitted to Directorate of I & C
department Jammu. The Director I & C Jammu after counter singing the Revenue Papers returned the same to DC
Reasi. The requisite indented was also placed in August, 2012 for taking up the matter with the Govt. for formal
transfer of the said land in the name of I & C Department. Presently the cases are pending with the District Revenue
Authorities. However, pending formal transfer of land, certain amount of funds has been unitized and development
works were executed at the site of which detail is given as under:-

CREATION OF SIZ AT NAMBLA
The land measuring 1498 Kanals and 3 Marlas near the bank of river Chenab at
Nambla has been proposed by the then Deputy Commissioner, Reasi for Establishment of
special industrial Zone (SIZ) in District Reasi. The revenue papers of the same were forwarded
to the Directorate of Industries & Commerce Jammu by Worthy the Deputy Commissioner
Reasi in January, 2011 with title-wise detail of land as under:-
a) Revenue =795 Kanals 10 Marla
b) Forest =380 Kanals 16 Marla
c) Private =240 Kanals 03 Marla
d) Kah charai =129 Kanals 14 Marla
The Director, Industries & Commerce Department, Jammu submitted the revenue
papers to Commissioner / Secretary to Government, I & C Department for approval. The
Commissioner / Secretary to Govt. after reviewing the status of the case in a meeting in
September, 2013, directed to get the fresh revenue papers prepared showing the exact
demarcation of forest land / Kah Charai land to exclude the same from acquisition process.
Accordingly, the GM DIC, Reasi requested the office of the Deputy Commissioner Reasi in
October, 2013 for submission of the fresh revenue papers. A chain of reminders have also
been issued but the requisite revenue papers are still awaited.

The copy of the letter of 38 Nos. of cases sponsored to various banks for loan / financial assistance under PMEGP stand endorsed to concerned Halqa panchayat.
2 Assistance in Recovery of Loan No such case is reported by any bank so far which require the intervention / assistance of the Halqa panchayat in recovery of loan.
3 The Halqa Panchayat can assist in the identification of beneficiaries under Prime Minister’s Employment Generation Programme.(PMEGP)
Nos. of beneficiaries under PMEGP has been identified during the month.
4 The Halqa Panchayat can forward the proposal for setting up of industrial areas / estates in case sufficient chunk of land is available in the panchayat.
No such proposal is received from any Halqa Panchayat in the District so far.
