Thewarondrugshasbeenahorri�ctragedyforourcountry.Itcontributedtooursystemofmassincarceration,disproportionatelytargetedandaffectedblackandbrowncommunities,costtheUnitedStatesanestimated$1trilliondollarsinincarcerationcosts,hadlittleimpactonsubstanceuserates,andhadanegligibleeffectonpublicsafety.Entirecommunities,mostlyblackandbrown,arestillaffectedbythesepoliciesandhavehadlovedonestakenfromthemandincarcerated.It’screatedgenerationaltraumathatstilllingersinaffectedcommunities.The�rstthingIwilldoistoendthewarondrugsinSanFranciscoandnotperpetuateitwithmyownpolicies.Iwillnotchargeanydrugpossessionordrugusecases,andIwillrefrainfromoverchargingdrugpossessioncasesasdrugsales,whichcarrysigni�cantfelonysentencesandhavesubstantialimmigrationconsequences.Torepairtheharmcausedbythewarondrugs,weneedtoprovideresourcesandservicestoharmedcommunities.Iwill:-Expandourcollaborativecourtsystemtoallowmoreparticipants,usingaharmreductionmodelratherthanabstinenceonly.-Launchacomprehensivediversionsystemthatpairspeoplewithservicesatmanydifferentstagesoftheircase,includingpre-arrestandpre-charge.-Createanautomaticexpungementprocesssoeveryonewhosufferedfromdrugconvictionsinthepastandiseligibleforreliefwillgetitwithoutneedingtogotothecourthouseand�lepaperwork(somethingmanypeopleareunabletodo).-Hireformerlyincarceratedindividualsandothersthathavebeenimpactedbythecriminaljusticesystem.-ExpandtheLawEnforcementAssistedDiversionProgram(LEAD).

Yes.Therealityisthatsubstanceuseisapublichealthissue,notacriminaljusticeissue.WeneedtofollowtheleadofcountrieslikePortugal,thatdecriminalizedallillegaldrugsandsawitsratesofsubstanceuse,overdoseandHIVinfectionsplummet.Iwouldnotpursuecriminalchargesonanydrugpossessionordrugusecases,andIwouldworkwithcityleaderstoensurepeoplecangetthetreatmenttheyneedthroughuniversalmentalhealthtreatment,increasingtheamountoftreatmentbedsthecityprovides,andensuringthereareenoughprogramsofferingharm-reductiontreatmentinSanFrancisco.
