ROTARY INTERNATIONAL
DISTRICT 9700
DIRECTORY 2013-2014
DISTRICT GOVERNOR – GEOFF TANCRED
RI PRESIDENT – RON D BURTON
THE CORE ESSENCE OF ROTARY IS A WORLDWIDE
NETWORK OF INSPIRED INDIVIDUALS WHO TRANSLATE
THEIR PASSIONS INTO RELEVANT SOCIAL CAUSES TO
CHANGE LIVES IN COMMUNITIES.
THE MISSION of Rotary International is to provide service to others, promote integrity, and advance
world understanding, goodwill, and peace through its fellowship of business, professional, and
community leaders.
THE OBJECT OF ROTARY Is to encourage and foster the ideal of service as a basis of worthy enterprise and, in particular, to
encourage and foster:
First - The development of acquaintance as an opportunity for service;
Second - High ethical standards in business and professions; the recognition of the worthiness of all useful occupations; and the dignifying of each Rotarian's occupation as an opportunity to serve society;
Third - The application of the ideal of service in each Rotarian's personal, business and community life; and
Fourth - The advancement of international understanding, goodwill, and peace through a world fellowship of business and professional persons united in the ideal of service
The Four-Way Test Of all things you think
and do: Is it the TRUTH? Is it FAIR to all
concerned? Will it build GOODWILL
and BETTER FRIENDSHIPS?
Will it be BENEFICIAL to all concerned?

WELCOME TO ROTARY 2013-14
Bettye and DG Geoff Tancred meet RI President Ron Burton and Jetta
In the 2013-14 Rotary year, our theme and my challenge to you will be Engage Rotary, Change Lives.
In the Rotary club meetings/activities today, covering some 34,000 clubs, you’ll see men and women from all different backgrounds, speaking just about every one of the world’s languages, involved in service projects from the local to the global level. In our District you’ll see clubs that are getting together to repair a neighbourhood playground, while working in partnership with others to install sanitary facilities in a school thousands of kilometres away.
Ron Burton says that there’s a lot that’s different about Rotary today. But the foundation that Rotary is built on hasn’t changed. Rotary is based, as it’s always been, on our core values: service, fellowship, diversity, integrity and leadership. These are the values that define us as Rotarians, they’re the values we live by and the values we strive to bring to the communities we serve.
This Directory, I hope, will provide you with some broad information and contact details of many of the main programs, projects and service areas covered in our District. But it is not the only, nor the final, resting place for current information. We want you to use the District website both as a source of information and a medium to communicate with each other.
Enjoy your year in Rotary Geoff Tancred District Governor 2013-14

ROTARY’S WHEEL EMBLEM
A wheel has been the symbol of Rotary since the earliest days. All Rotary clubs have this design as the exclusive emblem of Rotarians. In 1923, the “Rotary International Association” adopted a mechanically correct gear wheel with 24 cogs and
six spokes as the emblem. The keyway was added to symbolise a working cog. The Rotary wheel was approved as the official R I emblem in January 1924. The Rotary emblem in official colours of royal blue and gold is one of the most recognisable symbols in the world. To Rotarians past and present, the Rotary wheel emblem evokes the image of a well-oiled, efficient machine, working for the service of mankind.

BRIEF HISTORY OF ROTARY
The world's first service club, the Rotary Club of Chicago, was formed on 23 February 1905 by Paul P. Harris, an attorney who wished to capture in a professional club the same friendly spirit he had felt in the small towns of his youth. The name Rotary came from the initial meetings being held in rotation at each member’s place of business.
The first four Rotarians were: (from left) Gustavus Loehr a mining engineer; Silvester Schiele a coal merchant; Hiram Shorey a tailor; and attorney Paul Harris
Rotary's popularity spread with clubs chartered from San Francisco to New York to Winnipeg, Canada within a decade. By 1921 Rotary clubs were established on six continents and the organisation adopted the Rotary International name a year later. As Rotary grew, its mission expanded beyond serving club members’ professional and social interests. Rotarians began pooling their resources and contributing their talents to serve communities in need. The organisation's dedication to this ideal is best expressed in its motto: Service Above Self. Rotarians in Australia continue to recognise this motto through the awarding of a Paul Harris Fellowship recognition. Today Rotary International is a worldwide organisation of service clubs with a membership of 1.228 million Rotarians in around 34,340 clubs in 215 countries. Rotary encourages diversity in membership that includes a mix of vocations, ethnic backgrounds, age and genders within Club members.

He retired as president of the University of Oklahoma Foundation Inc. in 2007.
A Rotarian for over 33 years, he has served as RI director, Rotary Foundation trustee vice chair, International Assembly moderator, committee chair, Permanent Fund national adviser, regional Rotary Foundation coordinator, and aide to the president.
Ron has received the RI Service Above Self Award and the Foundation’s Distinguished Service Award and International Service Award for a Polio-Free World. He and his wife, Jetta, have two children and three grandchildren.
Ron Burton said “If we really want to take Rotary service forward, then we must make sure that every single Rotarian has the same feeling about Rotary that each District Governor has". “We need to make sure that every Rotarian has a meaningful role to play, that they’re all making a contribution, and that their contribution is valued.”
Burton said that 2013-14 was very important for Rotary as it will mark the roll out of The Rotary Foundation’s new grant model and the emphasis on membership development. The Rotary Foundation's new model makes it an exciting time to be a Rotarian. He said the new grant model represents a new era for the Foundation, and will help Rotarians get excited about Rotary’s ability to change lives.
“It takes everything that is wonderful about Rotary and raises it to a new level — by encouraging bigger, more sustainable projects while providing increased flexibility for local projects, both of which address the needs of the community being served,” he said.

The Club Visioning program is available to all Clubs in D9700.
It is planning approach that involves the participation of most
members in a four hour workshop to develop a longer term
vision and plan for the Club.
The workshop develops a consensus of what the Club
members wish to do and starts to put together a plan for
implementation. D9700 has a Sub-Committee of trained
facilitators who can help you with the program in your Club.
PUBLIC RELATIONS
Public Relations is essential to Rotary’s future. It not only informs
the community that Rotary is a credible organisation that meets
real needs, but also motivates Rotarians to be active members of
your Club and District. Every Rotary Club needs a Public Relations
plan to publicise its service activities through the various local
media.
Through effective Public Relations Clubs are able to:
Gain support and resources for projects
Build links with other community organisations
Attract qualified candidates for membership
Recognise Rotary Club members for their contributions to the community

PROBUS
Probus, a community service activity of Rotary is an association for
senior members of the community, and for those no longer working
full time, to join together in clubs for a new lease of life.
Its basic purpose is to advance intellectual and cultural interests amongst adults, to provide regular opportunities to progress
healthy minds and active bodies through social interaction and
activities, and to relieve isolation and loneliness associated with
ageing. The association also strives to expand interests and to
encourage the fellowship of new friends.
Probus offers many member benefits including international and domestic travel, daytrip excursions, luncheons and opportunities to
meet new friends.
The first club in the South Pacific Region was the Probus Club of Kapiti Coast, New Zealand in 1974 followed by the Probus Club of
Hunters Hill, NSW Australia in 1976 and The Philippines in 2007.
Today there are 2000+ accredited Probus clubs in the region with

THE ROTARY FOUNDATION
Director PDG Ian Simpson (Jean) Orange North
6361 4491 (hm) 0419 978 996
The Rotary Foundation is our charity Doing Good in the World. Its mission is to enable Rotarians to advance world understanding, goodwill, and peace through the improvement
of health, the support of education, and the alleviation of poverty.
The Foundation is implementing a new grant structure on 1 July
2013. Six areas of focus reflect critical humanitarian issues and
needs that Rotarians are addressing worldwide. They align Rotary
with other international development efforts and will strategically
further the Foundations mission.
PEACE AND CONFLICT PREVENTION/RESOLUTION
DISEASE PREVENTION AND TREATMENT
WATER AND SANITATION
MATERNAL AND CHILD HEALTH
BASIC EDUCATION AND LITERACY
ECONOMIC AND COMMUNITY DEVELOPMENT
The Foundation aims to support larger projects with sustainable,
high impact outcomes in one or more of the six areas of focus.
ROTARY FOUNDATION GRANTS
The Rotary Foundation offers two main grant types: District Grants
and Global Grants.
District Grants District grants fund short-term projects and activities, either local or
international that support the Foundations Mission.
Clubs submit their funding requests to the District, which
administers and distributes the funds. The District has procedures
and policies for how and when Clubs submit requests, as well as
any additional requirements.
D9700 Directory 35 2013-2014
Global Grants Global grants fund large-scale projects and activities that:
Align with one or more area of focus;
Respond to a need the benefiting community has
identified;
Include the active participation of the benefiting community;
Are designed to enable the community to help itself after the Rotary club or district has concluded its work; and
Have measurable results.
Activities funded by Global grants include:
Humanitarian projects to address community needs by providing sustainable, measurable outcomes in the
benefiting community
Vocational training teams to build skills within a community by offering local training or by supporting
groups of professionals abroad for rigorous study of
their profession or to teach local professionals about a
particular field. This type of training may be most
effective in conjunction with a humanitarian project.
Scholarships fund study by graduates whose career
goals support an area of focus.

HOW DO WE QUALIFY FOR A GRANT?
District Qualification To participate in district and global
grants, the district needs to complete a qualification process,
agreeing to implement the financial and stewardship requirements
in a memorandum of understanding (MoU).
By successfully completing these requirements, a district becomes
‘qualified’, and is eligible to participate in Rotary Foundation (TRF)
grants.
D9700 Directory 36 2013-2014
Club Qualification To participate in global grants, the club must:
(1) agree to implement the financial and stewardship requirements
in a memorandum of understanding (MOU) provided by The
Rotary Foundation (TRF); and,
(2) send at least one club member to a district Grant Management Seminar each year.
The district requires clubs to be qualified to participate in Rotary
Foundation district grants.

The second Object of Rotary is: To encourage and foster high ethical standards in business and professions, to recognise the worthiness of all useful occupations and the dignifying of each Rotarian’s occupation as an opportunity to serve society.
The Vocational Service portfolio
provides the Club and individual
Rotarians the opportunity to be
community leaders by pursuing high
ethical standards and supporting
programs that promote excellence
in various vocations. Clubs should
encourage members to improve their vocational talents and adhere
to the 4-Way Test.
Paul Harris wrote: “Each Rotarian is a connecting link between the idealism of Rotary and their trade or profession”.

The members of the District Vocational Committee have copies of
calendars, details of programs such as: Pride of Workmanship, and
public speaking competitions within the Club and group. Vocational
and professional networking visits to: local businesses, water
treatment plants, council works depots, libraries, Police and Fire

DISTRICT PEACE COMMUNITIES PROGRAM
The idea of Peace Communities was initiated in District 9700 in
1992. It has been embraced by many Rotary Districts and Clubs and
Peace Cities have been designated around the world.
Rotarians committed to furthering Peace set up Peace symbols on
suitable sites. Rotarians and local citizens meet on special days to recognise local citizens, students, schools and organisations for
their contribution to Peace in Action within the community.
The program also activates partnerships between Rotary Clubs and
civic authorities and organisations to focus on peace in local
communities. Rotary Clubs are encouraged to initiate Peace in
Action projects with community groups (e.g. creating a garden for
dementia patients, supporting Aboriginal conciliation activities,
conducting a program for disadvantaged teens). Rotary Peace
projects are those that successfully make a difference in the lives of
individuals and groups and so contribute to Peace within the
community.
The Rotary Club of Wagga Wagga Kooringal has prepared a Peace
Communities Kit.

Statement of Conduct for Working with Children & Young People:
Rotary International is committed to creating and maintaining the
safest possible environment for all participants in Rotary activities.
It is the responsibility of all Rotarians, Rotarians’ spouses, partners, and other volunteers to safeguard to the best of their ability the
welfare of and to prevent the physical, sexual, or emotional abuse
of children and young people with whom they come into contact.
From the NSW Commission for Children and Young People Website:
“A Child-Safe Child-friendly organisation:
Is preventative rather than reactive.
Is child-centred. It recognises that children and young people are at the core and responds accordingly.
Has a holistic approach to working with children and young
people. It knows that when children and young people are
safe and valued, this will have an effect on all areas of
their lives.
Acknowledges the harm done by all forms of abuse.
Actively decreases negative influences and enhances positive influences.
Have clear boundaries for behaviour within the organisation.
Has a commitment embedded in the organisational culture to the link between safety and participation. Children and
young people are unlikely to speak up about experiences
of feeling unsafe if their participation is not valued and
facilitated in an organisation”.
To this end and to fulfil Government Regulation, it is asked that any
member involved in Youth programs or one-on-one contact with
Children / Young People whilst representing a Rotary Club, complete
a Working with Children, Volunteer Declaration Form.

The Rotary International Youth Exchange
program provides school students with an
opportunity to study and be hosted overseas
for a year. The program furthers
international goodwill and understanding
and enables students to advance their
education and broaden their own outlook.
D9700 Directory 49 2013-2014
Now in its 54th year, the program has high public recognition and extends Rotary to a wider community, crossing boundaries of age,
race, nationality and religion. Students act as ambassadors while
they study and live in another culture.
Outbound students and their parents receive detailed preparation in the several months prior to the exchange that occurs over one
calendar year, followed by debriefing on their return. Clubs need to
identify and screen candidates, with final selections, training and
debriefing conducted by the District Committee.
Candidates should be identified several months before applications
are due with screening at Club level occurring in March & April,
when the candidates are generally in Year 10, Year 11 or Year 12.
Club members or prospective applicants should contact their Group representative for information or advice relating to the program.
Detailed information and Student Expression of Interest forms are
on the web site.
Where a Club sponsors an outbound student they will be expected
to reciprocate by hosting an inbound student. Inbound students
from Northern Hemisphere countries in Europe and Japan usually
arrive in July, and southern hemisphere countries in January. Email [email protected]

generous sponsors who have provided valuable assistance. Through
this project Rotary Clubs can provide disabled and disadvantaged
primary school aged children with the opportunity to participate in
modified cricket activities involving the basic skills of batting
bowling and fielding. This is achieved through clinic sessions and
gala days run by Rotarians with the assistance of secondary school
students under the supervision of qualified and experienced

ROTARY ADVENTURE IN CITIZENSHIP - RAIC
Rotary Adventure in Citizenship (RAIC) is an intensive and fun filled
week-long program to help prepare young adults for full
participation as citizens of Australia.
Each year around 45 Year 11 students (the delegates) are sent by their local Rotary clubs to Canberra. They are taken out of their
comfort zones into new places, set amongst new faces and asked to
do new things. For a week, RAIC puts the delegates "inside"
Canberra.
Run in partnership with the Parliamentary Education Office, the delegates spend a lot of time inside Parliament House in areas not
usually open to the public. They often have morning tea with the
President of the Senate and the Speaker of the House of
Representatives. They view Question Time and are debriefed by a
journalist from the Press Gallery.
They learn the difference between a Bill and an Act. They
participate in mock Parliamentary debates themselves. They
experience the national institutions (War Memorial, Institute of
Sport etc) in a way that is more revealing than the usual school
excursion can provide.
And most importantly, they meet and make friends with young people from all over Australia. Delegates from previous years have
said this is one of the highlights of the RAIC program. Applications
open in February and close in April.

The Challenge provides students with an exciting day where they
compete with other school groups in demanding activities. This gives students an appreciation of the complexities of a career in the
science and engineering fields.
Typically eight schools per day compete in a Challenge, with each
school providing a team of approx 32 students. These teams are
divided into eight groups that compete in one or two activities
during the day.
The fun and hands-on activities involve principles of science, engineering and technology. The concept is to immediately engage
students in the activity with a minimum of introduction and theory.
Students explore scientific principles for themselves rather than
being guided to a predetermined
answer.
District 9700 has been involved since
2005 and in 2012-13 the Challenge
was run at Forbes, Orange, Wagga Wagga and Young.
