This form is very easy to complete, but it must be completed on-line. You’ll need the total revenue for your club for 2013, and the name of the current president. If your Club’s report has not been filed yet, please follow up immediately. If you have Vouchers for Reimbursement for either Leadership Breakfast or either Conference, or anything else, please get them to District Governor Joey Waldrop as soon as possible. Joey MUST approved any request for reimbursement before I can issue a check. Also, per TI Regulations, if you wait too late to submit a reimbursement request, it may be denied.

Use your Club’s Facebook page to generate public interest and attract new members:
Post pictures from your meetings. With permission, tag members in the photo. This is a great way to recognize the achievement of the members and to publicize their success and growth.
Take a quarterly picture of all members; use it as your club's cover photo so people see the
same faces when they walk into the room.
Encourage club members to like the page and comment on posts.
Post District announcements, incentives, and deadlines. These are great publicity generators. Share with other clubs to ensure everyone hears the news.
Post District events. They may spark the interest of a potential member and get them to their first meeting.
Create an event. Invite followers to the event, ask members to invite their friends to the
event.
Post weekly tips on speaking and/or leadership.
Encourage club members to “like” the District 39 Toastmasters public page
Invite club members to join the District 39 closed group. If you are not a member, friend Minda Fernish, Krist Beres, or George Jarosik (or another member) to invite you so you can comment on posts.
Promote your club. Promote success. Promote Toastmasters

We are hoping for a deluge of new and renewed members. ‐‐you can help with active recruitment and follow up of prospective members! We are up to 5080 in our goal of 6134 membership payments or 83%. Check out the 8 is great but 10 you win incentive on the district website along with other marketing incentives.
April Dues Renewals
As of April 2, we stand at 16 clubs with renewals not being received at Toastmasters International, 16 clubs deemed
ineligible ‐minimum requirement not yet met, and 8 low ‐ minimum requirements not yet met. TI is still processing
mailed dues payments so the figures are changing daily. The Leader Letter announced that dues received by April 10
would still give on time credit for DCP goals. Let's get those renewals in.
Prison Club Outreach
Coordinator Brian Richards has been very busy with setting up info meetings and making contacts. He needs your help
in setting up a team to conduct the club meetings in Vacaville at California State Prison Solano. We have a possibility of
creating two regular clubs based on interest shown by the inmates. We are passing the hat for donations to pay for the
chartering fees ($135.) Pick up a flyer and contact Brian for details on getting your security clearance "brown card."

Club Leads
Have you filled out the bright pink lead referral sheet yet? We currently have 177 paid clubs but need approximately 10
more new clubs to counteract the anticipated loss of 6‐member clubs from the jump to 8 from 6 minimum members
requirement. What else can you do to help? Volunteer to be a club coach ‐ contact Club Coach coordinator Bill Inman
for assignment. Volunteer to be a new club sponsor or mentor. Demo meetings are scheduled for Apr 9 at the
California Rural Indian Health Board on Auburn Blvd, April 10 at Immigration Services at 650 Capitol Mall, and on Apr 17
at Adventist Health in Citrus Heights. Contact Louise if interested in working on any of these leads. The new Spanish
Professionals club met at the Hispanic Chamber of Commerce near Hwy 160 in Sacramento and hopes to charter during
April. Interest in a new club for performers has been expressed ‐ a potential meeting location has been found and
suggested name Stage Masters ‐ contact Minda Fernish or Louise Houdelette. Working on a 5th club for the CalEPA
building on Mondays at noon for the Department of Toxic Substance Control.
Club Fitness Program
Is your club membership between 13 and 19? Contact Club Fitness coordinator Joe Spencer for assistance in becoming a
Distinguished club before June 30, 2014.
Community Outreach
If you want some fun and excitement, participate in a Toastmasters booth at a business expo or job fair. District 39 has
TM brochures and flyers ‐‐ will travel. Due to a lack of response, D39 will not have a presence at the Rancho Cordova
Kids Day in the Park on Apr 26.
Charter Parties
Power Inn Speaking Out celebrated at Olive Garden on Apr 2 receiving their club banner and a set of advanced manuals.
San Juan Speaks is scheduled for noon on Apr 25 in Carmichael. Hoping for two more in Rancho Cordova during April.

We’re concluding March Madness with area contests staged throughout the district and many talented individu-als vying to be our International Speech and Table Topic winners.
Following the area contests, each division conducts a competition to determine who will represent their respec-tive division at the district finals at the District Conference in Reno. The District 39 winner will compete at the Interna-tional Contest in Malaysia in August.
The International Speech contest be a hotly-contested event throughout the world as speakers aspire to win a ticket to compete on a truly international stage in front of what is expected to be the largest audience in Toastmas-ters history, with 5,000 peo-ple expected to attend the convention.

Area governors interact with club members more than any other district leader. They help preserve the relationship be-tween clubs and districts through their club visits, which are required twice a year.
Thanks to all area governors who are making a big differ-ence with their clubs and keep-ing their area, division and dis-trict on track for distinguished status.
Club visits take place be-tween July 1 and Nov. 30 (round 1) and between Jan. 1
What’s so important about Area Governors’ visits to their clubs?
and May 31 (round 2). Visiting clubs at least twice is essential to their success. It’s reasonable to believe that those clubs whose area governors visit more than twice are apt to be more successful.
When visit reports are submit-ted online, a copy of the com-pleted document is automati-cally sent to the district gover-nor, lieutenant governors, divi-sion governor and president of the club visited so action can be initiated to help make them achieve success.

District 39 members have earned 519 educational and leadership awards; 45 members have achieved a Triple Crown (three or more educational awards).
Most impressive: 194 Competent Com-municator awards. This means many new Toastmasters are progressing through the program and reaping the benefits.

It’s a testament to the dedication of the officers of a club when all seven officers attend training.
Special commendation to the 11 clubs that had all seven officers trained in both the first and sec-ond rounds.
In the first round, 32 clubs reached that mark; in the second round, 21.

Empowering Leaders to Make a Difference
Empowering Leaders to Make a Difference….how do we do that?
One of the most important lessons I have learned through my years in Toastmasters is the importance
of empowering others. Empowering others is one of the most essential acts of kindness one can do
for another person. I think Empowering is encouraging at its very best. Empowering others is easy and
it is definitely contagious.
One way we empower leaders is by having District meetings that are workshops, Divisions taking a lead in developing
programs that improve leadership development, officer training, and programs to fit the needs of individual clubs. Leaders
empowering others means identifying with them.
Another way we empower leaders is by asking people what needs to be changed, and listening as to how we can improve in
the District. Empowering others means curbing our egos; not criticizing or judging, but understanding and showing
compassion.
The way we empower others is by being responsive to situations and finding
solutions for difficult problems so we can all move forward. Empowering
others is also empowering to us. Every nod, every smile, every interaction
can completely change the course of someone’s day. We can either use our
influence in a positive or negative way. Empowering others means caring
about others, thanking them for the jobs they do or the services they
provide, and wishing them well. So, Make Their Day!!!
We empower people by leveraging the special talents and gifts that people already have; to learn from them and to empower
them to love what they’re doing. We empower leaders to encourage change and try new ideas and to delegate responsibility.
Empowering others means being happy for their success, and praising them on their accomplishments. Recognize people for
what they do and they will continue to grow.
I believe that Toastmasters is an incredibly powerful organization that can change people’s lives. I am passionate about
helping people get what they want out of Toastmasters and what they want out of life. You can count on me to be here to
follow through to make sure situations are handled with responsibility and integrity. I am here to serve you, and to empower
you to serve others ‐ ‐ to empower others.
Finally, you and I can personally empower leaders and members by modeling excellence; being prepared, polished,
professional, and passionate. Empowering others means giving them the feeling that they are appreciated and loved.
Empowering others makes the world a better place. My fellow Toastmasters, leaders and friends; together we can empower
and change our lives and the lives of others. Now isn't that what Toastmasters is all about?

Round 2: Area Governor Club Visits To receive credit in the Distinguished Area Program, area governors must submit reports for 75 percent of their clubs for both rounds of visits. After you visit a club, please submit an Area Governor's Club Visit Report online. Second‐round submissions are due May 31.
Is Your District on Track to Become Distinguished? With only three months left in the 2013‐2014 program year, we know you are working hard to achieve District Recognition Program goals. Motivate your members to finish the year strong by encouraging new club growth and membership‐building activities. Also, be sure to check the dashboard regularly for updated reports related to your area, division and district key performance indicators.
Club Proxy for District Council Meeting
For the District Council meetings, the following applies: District Administrative Bylaws; Article X: Council Meetings, Quorum, Proxies, and Voting; Page 90, section (d) Proxies Either the club president or vice president education of any member club may designate, in writing, any active individual member of the club to act as a proxy for him or her at any district council meeting. In the event one of those officers is not in attendance at the meeting and has not designated, in writing, an active individual member of the club to act as his or her proxy at such meeting, the officer or proxy holder in attendance shall be deemed to hold the proxy of the other and may therefore cast two votes at such meeting. The intent of this provision is to assure that every club will be represented by two votes. No other proxies shall be valid at a district council meeting. A written proxy, to be valid at a district council meeting, must contain all the elements set forth in Toastmasters International policy and must be delivered personally, by mail, by fax, by e‐mail, by electronic transmission, or by other reasonable means to the club member who will hold the proxy. The proxy holder must present the proxy in paper form (i.e., print out an e‐mail) to the credentials desk. If the proxy does not bear a handwritten signature, it must have the typed name of the club officer(s) giving the proxy or some other indication that the club officer(s) authorized the proxy to be given. A proxy that complies with these requirements shall be treated as valid so long as the credentials desk has no reason to believe that the proxy was not authorized. A proxy holder cannot transfer or assign a proxy to someone else. A valid proxy delivered to the proxy holder is revoked only if the club officer who gave the proxy takes one of the following subsequent actions: he or she destroys the proxy, cancels the proxy in writing, issues another proxy authorized at a later date, or actually attends the district council meeting.

meeting; space for the club name and number; space for the name of the club president, vice president education, or proxy‐holder who attends; space for the signature of the president or vice president education authorizing the credential or proxy; and the date the credential or proxy is signed.

Challenges: 1. 12 out of 16 clubs need to make membership building a priority, as indicated by the number of members needed to become a Distinguished club.
2. Two clubs are at or below 8 members and need extra help to meet the April 10 membership requirements to maintain their charter: SpeakEasy (8 members) in Willows and Funtalkers (6 members) in Yuba City.
3. 5 clubs are lagging in DCP goals. The AGs will pass along encouragement to these clubs at their visits.
Notable Accomplishments:
1. Division Newsletter to be distributed on April 2. 2. Promotional material request sent to District 39. I understand the request has been approved;
however the materials have not been received to date.
3. Two new potential clubs are developing: Tomodachi Friends in Chico has been meeting and is working to build membership. A club in the Redding area is being considered.

New Clubs: Novartis is on ice, due to staffing changes. Louise is working on a new club in West Sacramento; demo meeting complete. Bill and the gang are looking at adding a fifth club in the EPA building. Brian has a demo meeting planned at Solano CSP for Level II inmates; we may be able to charter two clubs there by June 30th. If you can, please donate for the charter fees. We’ve sent out an Email solicitation to Toastmasters in Yolo and Solano counties about chartering an Advanced Club.
