EXECUTIVE SUMMARY

The activities conducted and the outputs of the workshops conducted to disseminate Sustainable Consumption and Production (SCP) Resource Pack for Universities are presented. Altogether ten state-sector universities were selected for the programme, based on first-come-first-serve basis and geographical distribution. The total number of staff participated was 361, and in general, all the faculties in each university were represented. The training materials used for the workshop included the SCP Resource Pack together with the materials prepared for the dissemination workshops. The agenda of the workshops included the Inaugural Session to present the background information of the project and introduction to SCP and the Technical Session that comprised of a presentation of the SCP Resource Pack, a Model Lecture and Discussion / Feedback period.

The academic and administrative staff (the Vice Chancellors) participated have demonstrated the importance of the introduction of SCP concepts to the university in general and the curricula of the undergraduate courses offered, and also their commitments in mainstreaming SCP in the universities in the future. The feedbacks of the participants signify, in general, that the most effective strategy for the introduction of SCP common core module are Entry strategy, where SCP is mainstreamed as a topic taught in existing subject/s and Integration strategy, where SCP is integrated into the curriculum as a specific subject. The time of introduction and the curricula including the credit rating and subject themes were proposed to be selected based on the target discipline and degree programme.

The extension of the training programme for other state-sector universities as well as the other government and private tertiary education intuitions / universities is recommended. Further, the introduction of similar modules for other education levels from early-childhood to continuous professional development is emphasised for mainstreaming SCP in the education sector in Sri Lanka. It is concluded that the selection of university education sector for the piloting of the SCP educational plan programme in Sri Lanka is justifiable, by considering the success of the ten workshops are a good resource pool for conducting further training programmes, not only in university sector, but also other levels if formal education systems.

1. BACKGROUND

The EU Funded SWITCH Asia Sustainable Consumption and Production (SCP) National Policy Support Component for Sri Lanka (NPSC) is a 4-year project commenced in January 2015. This project was awarded to Sri Lanka upon the request by the Ministry of Mahaweli Development and Environment (MoMDE) as a ‘technical assistance programme’ to support the strengthening of the overall policy and institutional framework for implementation of SCP. The project aims to enhance capacity, skills, knowledge and understanding of key policy makers, stakeholders and the public about the main principles of SCP, available policies, tools, instruments and mechanism. The overall objective of the project is to support the Government in selecting, adapting and implementing suitable economic and regulatory policy instruments to promote SCP, thereby enhancing the long-term sustainability of consumption and production patterns. One of the key focus areas of the project is raising awareness through a knowledge development platform and facilitating inclusion of SCP in educational programmes. Priorities in the education sector and the specific area of SCP within global agenda and local aspirations signify the central role of education for sustainable consumption and production (ESCP) on the transformational change of human behaviour and lifestyle necessary for the practice of SCP in the professional, educational, and other life contexts and eventually make SCP a life-skill. Such radical changes demand for variety of new tools, skills, knowledge, information and learning environment across all related forms of education at different levels. Accordingly, National “SCP Educational Plan Program” was developed to introduce the SCP concept into the Sri Lankan education system along with SCP Resource Pack (which comprised of educational materials consisting of curriculum, teaching materials and teaching guides, etc.) for the university system in Sri Lanka. The said SCP Education Plan Programe covers six broader levels within formal education system, namely early childhood education, primary school, secondary school, tertiary/university, technical/vocational and continuing professional development. Here, the non-formal and informal forms of education are treated as integral parts of the above formal education sectors, providing complementary and supplementary learning tools for enhancing the education processes and outputs therein. As a priority item, a course module has been developed to present principles and applications of SCP concepts for tertiary/university education programmes as a common core module and the output is presented as a SCP resource pack for the university teachers/educationalists. In order to test the SCP resource pack, two three-day residential Training of Trainers (ToT) programmes were conducted, with the participation of university staff and other relevant educationalists. Further, a session was conducted at the Vice Chancellors and Directors (CVCD) Meeting conducted at General Kothalawala Defence University (KDU), Ratmalana to make them aware on the project and future activities, particularly on the SCP common core module for the tertiary/university education sector. This report present the progress and output of activities conducted for the dissemination of SCP resource pack for ten state-sector universities in Sri Lanka.

2. TERMS OF REFERENCE The main activities identified for the successful accomplishment of training programme for the dissemination of SCP resource pack for the tertiary/university education sector, as listed in the terms of reference, include:

- To identify around 10 universities who are willing to make use of the “SCP Resource Pack” for teaching purposes in different faculties / courses in their universities and fix a timeline to conduct introductory programmes.

- To request selected universities to arrange logistics for introduction programmes in their premises.

- To assist the Project team in obtaining attendance sheets, photographic evidences, invoices as per the Project requirement to facilitate payments for refreshment and other facilities if any of introductory programmes.

- To conduct the introductory programme on “SCP Resource Pack” in respective university premises (Around 10 programmes).

- To identify thrust subject areas of SCP (within broader SCP Thematic Areas identified in the SCP education plan) in each university during the introductory programme to propose relevant changes to the curriculum of the common core module.

- To submit a brief report on the outcome of each introductory progarrme and the way forward suggested by respective universities at the end of each programme.

The key deliverables of this component of the project are:

- Conduct introductory programmes on “SCP Resource Pack” in respective university premises (Around 10 programmes).

3. METHODOLOGY

The key elements of the methodology adopted for the organizing and delivery of the training workshops in the ten universities are as follows:

- Communicate with Vice Chancellors of the state sector universities to brief the programme and request to nominate a staff member to coordinate the activities (see Appendix 1);

- Select the ten universities on first-come-first-serve basis and geographical distribution; - Coordinate with the staff member nominated in each university to prepare the agenda of

the programme, allocate a date/time and organize other logistic activities; - Prepare training materials; - Conduct the workshops; - Prepare the report.

The training programme is formulated as a half-a-day event, with a structured agenda, comprising of power-point presentations, videos, demonstration of the resource pack and SCP website, discussion sessions and/or group work, model lecture together with assignments. The SCP resource pack and the materials related to the workshop are copied to USB flash-drives

and distributed among all the participants. The purpose of the model lecture is to demonstrate the way the information in the resource pack could be used to develop teaching materials for the distribution among students and also to explain the best method of delivery based on the concept of ‘Flipped Classroom Method’. The discussion/group work sessions are incorporated in the training session to allow the participants to explore the different methods of introduction of SCP concepts to curricula of diverse university undergraduate courses, at different levels of academic progression. 4. TRAINING MATERIALS The training materials provided (in soft form) to the participants include the SCP Resource Pack itself and a set of additional materials prepared for the dissemination workshop, as listed in Table 4.1. Further to the presentation materials, following documents were also prepared and provided during the workshop as supportive reading materials:

- Concept Note on SCP Module - SCP Common Core Module for Universities – An Overview - SCP Thematic Areas and Subject Topics.

The Presentation-5 is targeted for broader discussion to explore the incorporation of SCP concepts in general and SCP Common Core Module in particular to specific undergraduate degree programmes. To facilitate this, a set of table was prepared for the purpose of recording the feedback of the participants (see Appendix 3). The objectives of this part of the sessions are:

- To Identify Strategies for Introduction of SCP Common Core Module to University Curricula;

- To Prioritize SCP Thematic Areas/ Subject Topics; - To Revisit SCP Competencies, Programme Outcomes (POs) - To adapt Module Learning Objectives (LOs); - To Revisit Curriculum Mapping; - To propose other improvements to SCP Resource Pack.

5. DISSEMINATION WORKSHOPS

5.1. Selection of Universities

All state-sector universities were informed on the opportunity to conduct the workshop on dissemination of SCP resource pack by sending letters to the Vice Chancellors (Appendix 1). The details of the universities, including the faculties offering undergraduate degree programmes and the number of departments under each faculty, selected based on first-come-first serve basis, are given in Table 5.1. 5.2. Open University of Sri Lanka

The dissemination workshop of the Open University of Sri Lanka was conducted on 11th December 2018 at the Staff Development Centre located within the university premises, Nawala, Nugegoda. The programme was coordinated by Dr. (Ms.) D.D.M. Ranasinghe, Director of the Staff Development Centre. Total of 35 participants attended the workshop, representing all the five faculties and sixteen departments, the library, Postgraduate Institute of English, Staff Development Centre and Industry Liaison Centre. 5.3. University of Colombo

The dissemination workshop of the University of Colombo was conducted on 17th December 2018 at the Senate Hall, College House, University of Colombo, No. 94, Kumaratunga Munidasa Mawatha, Colombo 07. The programme was coordinated by Mrs. Tharushika Pathirage, Senior Assistant Registrar, Academic & Publication Division of the University. The total number of staff participated was 35, representing all the eight faculties and other institutes of the university including Sri Palee Campus, School of Computing, Institute of Biochemistry, Molecular Biology and Biotechnology, Institute for Agro Technology and Rural Sciences, Institute of Human Resource Advancement, Institute of Indigenous Medicine and The National Institute of Library and Information Sciences. The Vice Chancellor, Dean of the Faculty of Art, Dean of the Faculty of Medicine and Dean of the Faculty of Management too were among the participants. Dr. Thusitha Sugathapala acted as the resource person of the training workshop. At the inauguration session, Vice Chancellor addressed the participants, and highlighted the actions already initiated by the university targeting environmental protection and sustainable green development. In particular, he elaborated the programmes of the Center for Environmental Initiatives of University of Colombo, where the goals include:

- Adoption of green initiatives and becoming a green university by 2020; - Establishment of a proper solid waste management system for the university; - Protecting the campus environment and making the campus premises more

environmentally friendly; - Creating environmental awareness among university community and outside the

university (Schools) and supporting others in green activities. The Director of the commitment of the Center for Environmental Initiatives of University of Colombo participated in the previous 3-day SCP ToT programme too. The commitment of the staff in promoting SCP concepts in the university was further illustrated during the workshop through the active participation. The discussions were centred around general topics related to SCP as well as the introduction of SCP common core module into the university curricula. The general topics discussed include:

- The strong coupling of economic growth with resource consumption, and its implication in the local/national socio-economic developments;

- GHG emissions, climate change and Nationally Determined Contributions (NDCs); - Human Development Index, Ecological Footprint and the position of Sri Lanka.

The feedbacks of the participants in relation to the SCP common core module for university education include:

- Inclusion of more relevant subject topics from other SCP thematic areas to suit the discipline of the degree programme in consideration;

- Use of examples/case studies from local experiences, particularly traditional knowledge and practices;

- Incorporation of SCP concepts into the present modules without major changes in the curricula.

5.4. South Eastern University of Sri Lanka

The dissemination workshop of the South Eastern University of Sri Lanka was conducted on 13th December 2018 at the Thompukandam Village Resort, Nintavur, a hotel in the near vicinity of the university. The programme was coordinated by Dr. S.M. Junaideen, the Dean Faculty of Engineering. Total of 42 participants attended the workshop, representing all the six faculties and the library. Dr. Thusitha Sugathapala and Eng, Namiz Musafer were the resource persons of the training workshop. Figure 5.3 presents few photographs taken at the workshop.

As there were participation of some staff in the previous 3-day SCP ToT programme, the University has already taken initiatives to introduce SCP concepts to the academic programmes. The key aspects discussed with the feedbacks of the participants could be summarized as follows:

- Life style change and sustainable consumption as the primary means of facing global challenges,

- Role of university education in the overall SCP education plan of the country, - The need of addressing challenges faced by the local industry (in the province) by the

university, - Importance of introduction of SCP module to all the university courses with appropriate

changes in the curriculum and subject topics.

5.5. University of Jaffna

The dissemination workshop of the University of Jaffna was conducted on 05th December 2018 at the Jubilee Hall, Green Grass Hotel, Jaffna. The university coordinator assigned for the programme was Dr. G. Sashikesh, Senior Lecturer, Department of Chemistry. There were 32 participants representing all the 8 faculties and 18 departments. The Vice Chancellor was present during the inauguration session and made a speech, highlighting the university commitment to SCP. Dr. Thusitha Sugathapala acted as the resource person of the training workshop. As with other programmes, the interest of the academic staff on SCP was clearly seen during the entire period. Several aspects of SCP were discussed, with particular emphasis on SCP common core module for university education.

- The strategy for introduction of the SCP module is prioritized as integration strategy, where SCP is integrated to the curriculum as a module specific to a degree programme at a particular level of academic progression;

- Diverse view on the year at which the SCP module should be introduced, ranging from first year to third year;

- All the participants recommended SCP module to be compulsory for all undergraduate degree programmes;

- Number of credits for SCP module between 1.0 to 2.0; - May take about 2 years to make changes to curricula for the introduction of SCP module.

The participants also prioritized SCP thematic areas for the module as:

- Globalization and sustainability - Basics of SCP - Environment, natural resources and their protection - Industry, production, services and trade - Consumption and the environment - Education and communication - Research and innovation (Change management) - Health and safety - Mobility, urban development and traffic - Waste and hazardous materials.

5.6. Uva Wellassa University of Sri Lanka

The dissemination workshop of the Uva Wellassa University of Sri Lanka was conducted on 12th December 2018 at the Staff Development Centre of the university, situated within the university premises in Badulla. The programme was coordinated by Dr. R.A.P.I. Sampath Dharmadasa, Senior Lecturer in Agricultural Economics, Department of Export Agriculture, Faculty of Animal Science and Export Agriculture. The number of participants of the workshop was 27, representing all the three faculties and the library. The feedback of the participants on introduction of SCP common core module for university education includes the following:

- The strategy for introduction of the SCP module is prioritized as integration strategy, where SCP is integrated to the curriculum as a module specific to a degree programme at a particular level of academic progression;

- Diverse view on the year at which the SCP module should be introduced, ranging from orientation programme for the new entrants to final year;

- SCP module to be one credit, GPA and common compulsory; - Need to introduce within one year;

The participants also prioritized SCP thematic areas for the module as:

- Globalization and sustainability - Inequality, poverty, social security and rural development - Energy and sustainability - Environment, natural resources and their protection - Consumption and the environment - Global environmental changes/ issues - Mobility, urban development and traffic - Waste and hazardous materials.

5.7. University of Moratuwa

The dissemination workshop of the University of Moratuwa was conducted on 04th December 2018 at the Board Room, Faculty of Engineering, situated within the university premises in Katibedda, Moratuwa. Prof. A.D.U. Shantha Amarasinghe, Professor, Department of Chemical & Proccss Engineering, Faculty of Engineering was the coordinator of the programme, nominated by the Vice Chancellor. The programme was organized with the assistance of the Staff Development Center of the University. Total number of participants was 38, representing all the four faculties Dr. Thusitha Sugathapala acted as the resource person of the training workshop. During the discussions, it was revealed that, though there is no subject titled SCP in the university curricula, many concepts on SCP are taught in different degree programme at different levels of academic progression. Some of these topics include:

- Sustainable development; - Sustainable energy; - Waste management; - Energy and Environment; - Sustainable transport; - Design for sustainability; - Circular economy; - Sustainable built environments; - Green cities.

Even with the coverage of certain aspects of SCP in the academic programmes, it is still limited to a few degree programmes. It was emphasized by the participants that the concept of SCP is yet to be mainstreamed into the university courses and prompt actions are required to make SCP visible in the curricula. In this regards, following are proposed:

- Explore the possibility of incorporating the SCP concepts to the existing modules, which do not need curriculum revision;

- Introduce SCP concept to all the undergraduate students as a short presentation (two-hour), preferably during the pre-academic term (i.e. orientation period for the new entrants).

5.8. University of Vocational Technology

The dissemination workshop of the University of Vocational Technology was conducted on 29th November 2018 at the Model Training Room, situated within the university premises in Kandawala Road, Ratmalana. The coordinators of the programme from the university was Ms. J.K. Kanthi, Senior Lecturer, Department of Electrical & Electronics Technology, Faculty of Industrial and Vocational Technology. Total number of participants was 24, representing the two faculties. Dr. Thusitha Sugathapala and Eng. Namiz Musafer acted as the resource persons of the training workshop. The Vice Chancellor too participated in the Inauguration Session, and actively engaged with the discussions had during the first presentation on Introduction to SCP. The coordinator assigned for the workshop was among the participants trained in one of the 3-day ToT programmes conducted previously. She has already taken initiative to introduce the SCP module to the University curricula. Accordingly, the Senate of the university has given approval for the introduction of 2,0 credit SCP module. Therefore, the training programme was additionally useful for the staff who would be engaged with the delivery of the proposed module. As this university provide educations for engineering technologists, the need for adopting the SCP common core module to the target group was highlighted. Accordingly, following actions were proposed for the improvement of the module:

- Revision of the nine specific competencies (three competencies in each of the three areas: Learning to know, Learning to do and Learning to be);

- Revision of the eight Programme Outcomes; - Selection of relevant subject topics from the SCP thematic areas; - Design Leaning Outcomes; - Select appropriate case studies/videos.

5.9. Wayamba University of Sri Lanka

The first dissemination workshop on SCP common core module was conducted at the Waymba University of Sri Lanka on 26th October 2018 at the Staff Development Centre, Faculty of Agriculture in Makandura. The programme was jointly coordinated by Prof. Ajith Jayaweera, Dean of the Faculty of Livestock, Fisheries & Nutrition and Dr. I.P.M. Wickramasinghe, Senior Lecturer, Department of Construction Technology, Faculty of Technology. A total of 38 staff members participated in the programme, representing five faculties. The Faculty of Medicine has been recently established and there were no participation from that faculty. Dr. Thusitha

The feedbacks given by the participants through group work on introduction of SCP common core module for university education could be summarized as follows:

- For the introduction of SCP common core module to university curricula could best done by both Entry strategy, where SCP is mainstreamed as a topic taught in existing subject/s and Integration strategy, where SCP is integrated into the curriculum as a specific subject;

- Depending on the discipline of the undergraduate degree programme, SCP common core module could be delivered from early stage to latter stages (i.e. first year to final year);

- The credit rating could also differ, from 1.0 to 3.0; - May take 1 to 2 years for introduction of specific SCP module.

5.10. University of Peradeniya The dissemination workshop of the University of Peradeniya was conducted on 21st December 2018 at the Senate Room of the university in Peradeniya. The university coordinators of the programme was Dr. S.D.G.S.P. Gunawardena, Head, Department of Mechanical Engineering, Faculty of Engineering. Senior academic staff members from all the faculties, except Faculty of Medicine, participated. The total number of participants was 40. Dr. Thusitha Sugathapala and Eng. Namiz Musafer acted as the resource persons of the training workshop. Both Vice Chancellor and Deputy Vice Chancellor participated in the inaugural session of the workshop. Two staff members, including the coordinator of this workshop were among the participants trained in a 3-day ToT programme conducted previously. During the first part of the workshop, the SCP related global issues and their local scenarios was discussed in details. The need of SCP education in universities was highly emphasised by the participants, while sharing some experiences on the progress and challenges. The lack of expertise and capacity building requirements were highlighted, both for academic and administrative staff. The importance of implementing green procurement aspects in the university system too was emphasized. Further, in relation to SCP common core module for the university education sector, following aspects were highlighted by the participants:

- SCP concepts have to be introduced to the university system in a broader contexts covering both academic and institutional/administrative environment;

- Though some aspects of SCP are already covered in some modules in some undergraduate degree programmes, there is a need to introduce the SCP concepts to many degree programmes in general and specific SCP module for more relevant degree programmes in particular;

- The level of academic progression at which the SCP module has to be introduced, as well as its credit rating, would depend on the target discipline/degree programme;

- Most viable options for strategy for introduction of SCP module are Entry strategy, where SCP is mainstreamed as a topic taught in existing subject/s and Integration strategy, where SCP is integrated into the curriculum as a specific subject;

- The time required to introduce the SCP common core module would depend on the strategy for introduction and the significance of the curriculum revision requirements.

5.11. University of Ruhuna

The last dissemination workshop on SCP common core module was conducted at the University of Ruhuna on 10th January 2019 at the CSL-CER Conference Room located within the university premises at Wellamadama, Matara. The programme was coordinated by Prof. K L Wasantha Kumara, Dean of the Faculty of Agriculture. A total of 50 staff members participated in the programme, representing all the faculties, except Faculty of Medicine. Vice Chancellor of the university participated in the inauguration session. He addressed the participants, highlighting the commitment for the greening the university and therefore the importance of introduction of SCP concepts for the university curricula. Dr. Thusitha Sugathapala was the resource person of the training workshop. Figure 5.6 presents few photographs taken at the workshop.

Figure 5.5: Dissemination workshop conducted at the University of Ruhuna In this workshop too, the discussions were focused on both global issues related to SCP and education for SCP, with particular emphasis on SCP common core module for tertiary/ university education sector. The key points highlighted in this programme could be listed as follows:

- Importance of establishing parameters/indicators related to SDGs and SCP applicable for the country;

- Most effective way for introduction of SCP to university curricula in short term is to teach all the subjects in the context of SCP. As it could be done promptly without having major curriculum revision;

- Though it may take longer period, the development specific modules on SCP for the introduction to different courses/degree programmes too is important;

- The curriculum of the SCP module has to be developed by the relevant departments.

The information derived through the ten workshops conducted, particularly through the discussions had with the participants and their feedbacks obtained, is used to make the following recommendations:

§ Recommendation 1: Implement necessary policy changes to make SCP common core module a mandatory requirement for all the undergraduate degree programmes of the state-sector universities.

§ Recommendation 2: Conduct workshops to disseminate SCP Resource Pack for the staff in the balance state-sector universities.

§ Recommendation 3: Organize further training for academic staff in all the state-sector universities, preferably the three-day ToT programme already developed, with the mobilization of staff who have undergone the SCP training.

§ Recommendation 4: Direct the state-sector universities to use the SCP education programme to strengthen the green university concept in broader context of sustainability.

§ Recommendation 5: Conduct similar training programmes, as highlighted above, in other government and private universities and tertiary level educational institute.

§ Recommendation 6: Encourage the staff of the universities to enhance the materials in the SCP Resource Pack with addition of case studies, videos, assignments, etc., and posted them in the SCP website for others to access.

§ Recommendation 7: Encourage the staff of the universities to follow the SCP online course. § Recommendation 8: Develop SCP common core modules for other five levels of formal

education, namely Early-childhood, Primary-school, Secondary-school, Technical/ Vocational and Continuous Professional Development for the introduction of SCP to the overall education system in Sri Lanka.

§ Recommendation 9: Explore regional and international initiatives related to SCP to support the national level activities in SCP education, particularly to fully implement SCP education plan programme in Sri Lanka.

7. CONCLUSIONS

The administration and the academic staff of all the ten universities involved in the workshop conducted to disseminate SCP Resource Pack for Universities are keen on introducing SCP common core module to the university curricula. Most of the staff participated demonstrated their willingness to contribute to curriculum development for the inclusion of SCP in to respective course modules and degree programmes. the knowledge and expertise on the subject. As such, the participants of the programme could be mobilized to conduct further training programmes within the university as well as in other universities/tertiary education institutes. Further, they could also assist the SCP education in other levels, namely, Early-childhood, Primary-school, Secondary-school, Technical/Vocational, and Continuous Professional Development. The selection of university education sector for the piloting of the SCP educational plan programme in Sri Lanka turned out to be a right decision, as signifies through the success of the ten workshops conducted in the state universities. However, in order to mainstream the SCP education, it is important to fully implement the SCP education plan programme developed under this project.

This is a follow up to the presentation made at the meeting of the Committee of Vice Chancellors and Directors (CVCD) of National Universities held on 03rd March 2018 at the General Sir John Kotelawala Defence University, Kandawala, Ratmalana on the above topic.

As briefed in the presentation at the CVCD meeting, the Ministry of Mahaweli Development and Environment implements the 4-year EU funded SWITCH-Asia Sustainable Consumption and Production (SCP) National Policy Support Component for Sri Lanka project since mid-January 2015. This project aims to enhance capacity, skills, knowledge and understanding of key policy makers, stakeholders and the public about the main principles of SCP, available policies, tools, instruments and mechanism. One of the key focus areas of the project is raising awareness through a knowledge development platform and facilitating inclusion of SCP in educational programmes. Accordingly, SCP Education Plan Programme has been developed across all levels of formal education system in Sri Lanka, along with SCP course module and Resource Pack (Educational materials consisting of curriculum, teaching materials and teaching guides, etc.) for the university system in Sri Lanka.

SCP Resource Pack meant for university and tertiary education lecturers is now available in soft form and ready for dissemination. Already two residential Training of Trainers (ToT) programmes have been conducted with the participation of around 60 staff members, majority from universities. As the next activity of the project, it is planned to conduct introductory programme on “SCP Resource Pack” for relevant lecturers at ten universities. The programme will be conducted by Dr. A.G. Thusitha Sugathapala, Senior Lectuer, University of Moratuwa, who was one of the two experts instrumental in developing the SCP Education Plan Programme and the SCP Resource Pack for universities. I am pleased to inform that your university is among those identified for the conduct of the above introductory programme.
