Background
Duyung (Dugong dugon) is a herbivorous mammal that lives in shallow water,
distributed from Papua to Vanatu in the southeast of Papua New Guinea. The
distribution of dugong in Indonesia is spread to all area, and almost spread
throughout the shallow seas of Indonesia. The existence of a mermaid can not be
separated from the spread of seagrass ecosystem as the main food of mermaid.
Seagrass is a flowering plant (Angiospermae) that lives submerged in the air column
and develops well under shallow seas and estuaries.
Based on the IUCN criteria, dugongs are one of the most vulnerable species to
extinction. While through CITES, dugong included in Appendix 1 that means it should
not be traded. Dugongs are relatively long-lived but have low population growth, so
the Indonesian government is including dugong in protected animals criteria based on
PP. No. 7 of 1999.
One of the activities in DSCP that become the responsibility of WWF is the
implementation of ID3 proposal (Community Based Conservation and Management of
Dugong and Seagrass Habitat) in West Kotawaringin area, Central Kalimantan,
especially in Kubu, Sungai Bakau, Teluk Bogam, and Keraya Villages. ID3 program
consists of developing incentives to benefit local communities to supress threats for
dugongs and seagrasses, and to increase the active participation of from local people
in maintain and conseving dugong and seagrass.
In an effort to ensure that the potentials are in accordance with the people at the
implementation location, a feasibility study is conducted. This research involves the
acknowledgments of Antakusuma University, West Kotawaringin Regency
Government, Village government, and local people. As one of the media to return the
result of this research, dissemination of research result to the people was done.
Purpose
The purposes to this activity are:
1). Obtain additional information from alternative livelihood assessment results that

Results of Activity
Points that obtained during the activity held are as follows:
• This study was the first step to reduce the threat to dugong hunting and this
alternative livelihood could help improving conservation-based economy.
• The results of study based on field survey and interviewing people, generated
alternative livelihoods such as Ujung Atap Plant cultivation, seaweed cultivation,
spirulina cultivation, tourism destination, and processed haul.
• There were several alternatives that had been done but had not run maximally. The
problems faced were related to the low quality of human resources both from formal
side, that was low educational level, and non-formal skills that was owned is till
lacking. Although there is assistance, it was limited to activity and no further action.
• Limitation of human resources aspects by conducting a comparative study with
relatively similar area so people can have insight and training challenges, workshop
related to the natural resources they have.
• This study was to obtain information in three ways: to seek information with FGD,
observation of the field and to extract information through questionnaires.

• Initial conclusion that the people in these four villages could do alternative livelihood
such as seaweed and spirulina cultivation, ujung atap cultivation, and fishing.
However, each village is not the same, so then a map of each village was made with
value 1: not exist; 2 : exist, 3 : many exist, 4 : exist abundantly
• Based on scoring, Kubu Village shows alternative livelihoods with the biggest score
started from seaweed cultivation, culinary tourism, salted fish processing, kerupuk
amplang (fish cracker) processing, souvenir tourism, and crab meat processing.
Scoring on alternative livelihoods of Sungai Bakau village started from salted fish
processing, aquaculture, crab meat processing, seaweed cultivation, culinary tourism,
spirulina cultivation. Scoring on alternative livelihoods of Teluk Bogam village started
from crab meat processing, salted fish processing, seaweed cultivation, souvenirs of
tourism, culinary tourism, and spirulina cultivation. While for Keraya Village started
from ujung atap cultivation, salted fish processing, and crab meat processing.
• Dugong could be one of the alternatives to support tourism activity in Kobar and will
be study further.
• To change to alternative livelihood is vey difficult because people rely heavily on
existing livelihoods, and the people’s livelihood can not be far from marine activities.
• Existing business alternatives have good strengths of capital, people’s readiness, and
interest, but the problems are market opportunities and unqualified skills.
