    Discuss the importance of policy formulation.

    Policy Formulation is most valued for its end product, namely, which is Public Polices. With the

    meticulous process that is Policy Formulation, we are given policies which are supposedly to benefit the Filipino

    people. Public Policies are basically the guidelines by which the government runs a country and articulates its

    particular stand on the issues of society and government. These policies enable the public to critique the

    government regarding its performance and shortcomings. When a policy is produced, the public is informed what

    the government intends to do about issues affecting the citizens. The process of Policy Formulation precedes this,logically so, before any policy is finalized it is first doused in rhetoric and scrutiny by the policy makers that aim

    to foresee any errors that the policy may contain. The Policy Formulation process is the supposed safeguard

    against hasty and erroneous policies

    Distinguish the political stream from the policy stream in policy formulation.

    In Policy formulation, there two approaches to problem delimination. These are namely, political stream

    and policy stream.

    Policy stream is understood to be a practical approach to problem delimination, it seeks to provide an

    accurate and precise formulation of public problems so that they can be effectively and efficiently solved. It does

    not totally discredit subjective approaches, but maintain that exact problem formulation should only be for the

    purpose of producing a solution for public issues and not as a way to understand why public issues are

    indentified and defined as the way they are. Now, when we talk about political stream, its main focus is more

    scientific than practical, it aims to describe andexpalin different definitions or frames of public issues. It intends

    to find out how concrete public issues are identified, conceptualized and defined by different actors, why certain

    societal conditions become defined as public problems (and others do not) and what are the reasons and

    consequences of different definitions or frames of public issues.

    Give your own examples.

    Under the Policy Stream Approach, a notable example would be the Republic Act No. 10354 or the

    "Responsible Parenthood and Reproductive Health Act of 2012

    For the Political Stream Approach, the prime example would be the Constitutional Principle that the state

    shall prohibit the existence of political dynasties, as stated in Art. II, Section 26 of the Philippine Constitution.
