[The compact] is about ensuring that a framework exists where each actor has the responsibility to act not only in their own interests, but also in the interest of

the Internet ecosystem as a whole.

The focus is rightly on each actor,recognising that society and its Internet are

complex adaptive systems.

The health and resilience of a living system (sustainability) requires actors have the facility

to operate intelligently, and such facility is undermined by poor privacy and security.
